ORGANIZATION WIDE:
A. BUILDING
PLAN REVIEW:
• Plan review staff completed review of a major commercial remodel project for Wal-mart
Stores as well as our new Town mortuary. We are currently working on review of plans for a
new Fletcher Tire store on Thornydale and several smaller retail tenant improvement projects.
• The Ritz Development housing section has submitted several scaled-down. model home plans,
and Meritage Homes is currently processing two smaller model home plans that they wish to
construct in May.
• These homes will be constructed from start to finish in fifteen days. Our inspectors will be
working round the clock to assist with the inspection process.

INSPECTIONS:
• One senior building inspector is dedicated to the Ritz group of projects and the other two
inspectors are undertaking the remaining inspections throughout the town. Plans are underway
for an orderly approval of occupancy for sections of the Ritz Hotel starting in August.
ADMINISTRATION:
• We are currently working on a program for dealing with incoming abandoned property
enforcement cases, and in particular, devising a plan for dealing with abandoned swimming
pools .and the accompanying health and public safety related problems.
• Two new International Code Council certifications were earned by our staff in early April.
Four additional exams will be undertaken prior to the end of the month. All staff members
have completed their assigned FEMA study sessions and obtained required certifications.
B. CAPITAL IMPROVEMENT PROJECTS
SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-050
• Pedestrian crossing signs have been installed at the Silverbell Rd. and Benet Dr. intersection
• Landscaping work is complete along Silverbell Rd. with the additional plantings in place at
major structures. The establishment period began at the end of February. Five Obelisks have
been installed along Silverbell Rd. and finalized by the artist with the painting. of the bases.
• Phase I work in the District Park is complete and the Phase II work is being awarded.
• A Final Walk-thru was carried out on March 17`n. Punch list items completed the contract
end date which was March 28`n
• The Contractor has removed his site trailer but the Engineer's trailer remains on site.
• On Friday, April 3rd, a ribbon cutting and ground breaking ceremony was held for the
Silverbell Rd. and Phase II District Park work respectively.
SILVERBELVCORTARO DISTRICT PARK: 1999-012
• Granite has completed parking lot and drainage structures
• Preliminary park earthwork (grading) completed
• DL Withers has been officially awarded as the low bid contractor
THORNYDALE ROAD PROJECT: 2002-OSB:
• The project is in the landscape establishment period. Landscape maintenance by the
contractor as required is ongoing on a weekly basis.
• Relative to Council's decision to abandon the strip of Town right-of-way to the east side of
the new noise walls and allow for fencing off the gap between the noise walls and adjacent
private property walls/fences, applicable Pima County residents have been contacted. The
Legal Department is in the process of drafting the appropriate agreements.
THORNYDALE RD. /TANGERINE RD. INTERSECTION IMPROVEMENTS 2006-012:
• Advertisement for construction: starting the week of Apri120. Construction to begin: May
2009

TWIN PEAKS PROJECT 2001-044:
• Twin Peaks interchange set to be awarded April 17 at the ADOT Board meeting, held in the
Marana council chambers. Meeting starts at 10:00 with call to the audience in the beginning
of the meeting. The award is agenda item #52 and will likely occur sometime after lunch.
• With the April 17 award, a public open house and groundbreaking will occur in the
beginning weeks of May. Construction should start in June. Per contract documents, the
interchange will be required to be open to the public in September of 2010.
• We are negotiating a purchase of the 404 mitigation area from Pima County Flood Control so
that we can control the mitigation area as part of our 404 permit. Currently, we have a
license agreement with the Flood Control
TANGERINE FARMS LOOP ROAD 2004-036:
• Warranty close out scheduled Apri120, 2009
• Landscape establishment May 30, 2009
• I-10 ADOT improvements warranty period to start Apr 30, 2009 to 2010.
HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT 2002-02:
• 13 HCS connections along Moore Road will go out to bid in approximately 3 months once
the design and permit process is final. Finalization will be within the next 30 days. (James
Flores and Mac Murray are currently designing sewer connections)
• There are 270 HCS connections that are currently in design for future hook-ups which are
anticipated to go out to bid in the next 9 months.
• Construction Inspector (James Flores) is currently working to keep all hook-up and design
work in-house.
CAMINO DE MANANA PROJECT 2001-052:
• Design finalization is currently underway for the new waterline and other design issues.
• The trees and other vegetation will be boxed or spaded and removed/replanted in the project
nursery by May 2009.
• Construction is estimated to start May/June 2009.
BARNETT LINEAR CHANNEL 2003-016:
• Comments made on the 3rd submittal of the 60°Io plans have been submitted and discussed
with the engineers drafting the plans. The 100% plans are currently being drafted. These
.100% plans are for the hydraulics of the Barnett Channel and include channel geometry,
drainage crossings at all existing and proposed roads, railroad tracks and I-10 and outlet
protection at the Santa Cruz River. These 100% plans do not include geometric roadway or
signing and striping design, construction specifications, landscaping, utility modifications,
adjustments or relocations or scour protection at the bridges or along the channel. The scour
protection at the bridges and along the channel is under design by Town of Marana staff. A
scope of services for these additional services has been received from the engineering
consultant and is anticipated to cost $400K or less.
• Structural and foundation designs are being developed free of charge by Sacra Engineering
on condition that the final plans specify Con-Arch or approved equivalent as the structures to
be used under the existing and proposed roadways. This does not include I-10 or the railroad
tracks. The Town of Marana is currently waiting on a final agreement from the railroad that

will dictate the terms of construction for the drainage crossings (bridges) under the railroad
tracks. It is anticipated that the railroad will pay for one of the crossings and the~Town of
Marana will pay for the other one. The costs to be born by the Town of Marana have been
estimated at $600K to $1.3 million. The railroad has indicated a desire to postpone the.
construction of the bridges pending increased rail traffic and an improved economy..
• Kinder Morgan petroleum lines as well as several fiber optic lines, an El Paso Natural Gas
line and 3 CMID canals will need to be relocated at the Town of Marana's cost. The Town
of Marana is in receipt of a cost estimate and relocation agreement from Kinder Morgan to
relocate their lines for $1,145K. El Paso Natural Gas is currently designing the relocation of
their lines and will provide the Town of Marana with a relocation cost estimated to cost
several hundred thousand dollars. There are currently no designs to relocate the fiber optic
lines or CMID canals. Other utility relocations may be performed after a letter of
indemnification is issued to the respective utilities providing for payment of these relocations
should the project fail to move forward.
• Right-of-way acquisitions are still needed between Sanders Road and the Santa Cruz River
for approximately a 7,500 foot length of the channel. Aright of way acquisition is also need
for a few hundred feet east of the rail road right-of-way at the channel inlet. These
acquisitions are pending the Town of Marana procuring title reports, legal descriptions, and
appraisals of the property in question. Finance and contracts are currently processing CIPs
request for title reports which will be used to generate legal descriptions and formulate
appraisals. Approximately $1.2 million has been requested for the acquisition of real
property this next fiscal year.
• A jurisdictional delineation has been submitted to the Army Corps of Engineers for review.
Comments regarding the need for additional information have been received. A request has
been submitted to contracts and finance to procure the additional information need to proceed
in the environmental permitting process. These environmental processes must be completed
in order to extract fill from the channel for the Camino De Manana or Twin Peaks TI
projects.
• Coordination with the railroad, ADOT and the utility companies continues as the project
progresses
PAVEMENT REHABILITATION PROGRAM 2001-049:
• Currently working with ADOT and awaiting stimulus money $3.Sm
SAGUARO SPRINGS/LA PUERTA WATER SYSTEM INTERCONNECT 2008-300-002:
• Project complete and currently under warranty until March 30, 2010.
• AECOM (ADOT's consultant representative for using the Federal Stimulus Money through
FHWA) is working to get the environmental requirements approved for construction.
C. COMMUNITY DEVELOPMENT
HONEA HEIGHTS III -SPECIFIC PLAN
• Met with Kevin Kish to discuss plan elements and ideas for moving forward
• Affordable Housing Commission voted to Submit the Specific Plan

MARANA BUILDS HABITAT
• Foundations for both houses were poured and are ready to go
• Wall raising scheduled for April 18 - 7:OOam
• Several teams will be building on the Wall raising day
• Comcast Communications is donating lunch for volunteers for wall raising
• Most of the funding for the first house has been secured
• Meeting with Pima County and Habitat to discuss additional funding for the next four houses
SYDNEY PLACE
• Waiting on Pima County to review sewer plans
• Final drawings sealed and delivered. Some changes required and are underway,
DISCRETIONARY FUNDING
• Fully executed contracts with Perimeter Bicycling.
• Received an application for funding from Arizona Youth Partnership for the Grad Night at
Marana High School -recommendation sent to Council.
HOUSING REHABILITATION PROGRAM
• Continuing work on three Marana residences
• Received a new application for Housing Rehabilitation
EMPLOYER ASSISTED HOUSING PROGRAM
• Pending closings for two (2) employee home sales (Both MPD)
GRANTS
• Completed funding documents for Fire Suppression in the Crown Victoria police cars
awarded by the Arizona Criminal Justice Commission. A total of 10 fire suppression
systems and installation costs was approved and work is underway.
• Filed COPS stimulus grant to fund three (3) sworn positions for three (3) years of funding.
• Submitted ACJC Byrne grant to fund a replacement Motor Unit for the MPD. Completed a
request for funding through the Target Community Grant deadline May 4, 2009 this is an
annual (small) cash award grant to purchase equipment for community outreach activities.
• Continuing work on the ACJC Records Improvement Program grant to help the Town bring
records systems address items outlined in the Arizona Records Improvement and Information
Sharing Plan. Deadline is Apri124, 2009.
• Submitting an amendment for the Police - HIDTA CNA funding to place an officer with the
special taskforce. Contracts and Resolution will be submitted to council for Approval.
AFFORDABLE HOUSING PROGRAM
• Working closely with the Regional Housing Coalition and representative from the faith-
based community on a regional housing plan.
• Hosted the Regional Affordable Housing Call to Action meeting 04-03-2009
TRANSIT
• Continuing work on the Sun Shuttle launch scheduled for May 4th.

• Test drove busses to be purchased under the Section 5316 grant funding awarded last year.
Vince from Fleet Services accompanied CD -staff on the ride.
D. LEGAL
WASTEWATER LITIGATION/TRANSITION
• Pima County has acknowledged in its pleadings that almost the entire system is a non-flow-
through system (and therefore Marana's upon cancellation of the IGA). The main areas of
dispute are in the Continental Ranch and Countryside areas of town. However, because
treatment plant ownership is still at issue, Pima County opposes the transfer of any portion of
the system until the litigation is concluded, including appeals.
• The Court has set athree-day evidentiary hearing in November as a result of the Court's
March 30 hearing on the Town's motion to compel Pima County to turn over ownership and
control to the Town of the non-flow-through portions of the wastewater system located in
Marana.
• Town representatives continue to participate in PAG 208 Scope of Work Task Force
meetings, regarding the transition of wastewater operations from Pima County to Marana. At
the last scope of work task force meeting on Apri19, the Town submitted and received
committee comments on about the first half of a revised draft PAG 208 amendment.
• Legal staff has completed a new revised draft contract for wastewater system operation and
maintenance services, and is awaiting feedback from Algonquin. Because more than a year
has passed since this procurement process occurred, a new procurement process may be
undertaken before this contract is executed.
• Legal staff expects to address new draft Town Code wastewater provisions beginning in July,
after completion of the pending utilities engineer procurement process.
CMID IGA NEGOTIATIONS
• The Legal Department is providing support for negotiations to settle all pending claims and
the acquisition of wells from CMID as identified in the CMID/Marana Cancellation
Agreement.
• Upon completion of the settlement negotiations, Legal Department staff anticipates
completing negotiations with CMID concerning property rights needed to close out the
Tangerine Farms Road project (the roadway crossings of the CMID channel adjacent to the I-
10 Frontage Road and exchange of land for a wellsite in the Gladden Farms area).
POLICE DEPARTMENT PERSONNEL MATTERS
• Jane Fairall continues to monitor the MPOA lawsuit re: the Harris PARB hearing. The
MPOA has filed a notice of appeal to the Court of Appeals.
• Jane Fairall is working with the Police Department regarding streamlining ordinance and
procedures regarding false alarm calls.
PUBLIC WORKS PROJECTS
• On Friday, April 17, the ADOT Board is scheduled to approve the contract for the Twin
Peaks TI. Legal staff will monitor the process to assure satisfaction of funding matters arising

from the Marana/ADOT IGA, the Marana/RTA IGA, and a new funding confirmation MOU
between ADOT and RTA.
• Negotiations continue with the property owners relating to the right of way needed for the
Camino de Manana/Dove Mountain extension project headed up by Cedric Hay.
OTHER NOTABLE CIVIL MATTERS
• The Legal Department has prepared draft proposed amendments to Title 14 and Title 16 of
the Town Code to combine the Utilities Board and the Utilities Commission, and met with
the Commission concerning the proposed amendments at its April 14 meeting. If
recommended for approval, the amendments will be forwarded to the Council for
consideration.
• Jane Fairall is working with HR to draft changes to Chapter 5 of personnel policies, including
employee discipline and PARB rules.
• Jane Fairall is working with HR to draft changes to Chapter 8 of the personnel policies
regarding layoff procedures.
• Cedric Hay met with Barbra Bourne and Kurt Schmidt regarding the abandonment of right of
way along the Thornydale Rd project and the preparation of deeds for the property owners
who have expressed a willingness to accept the property.
• Negotiations continue with the property owners relating to the right of way needed for the
Camino de Manana/Dove Mountain extension project headed up by Cedric Hay.
• Legal Department Staff are ready to file the Town's first condemnation action for the
Camino de Mariana project in the Pima County Superior Court.
• Cedric Hay prepared a resolution for Council relating to the exchange of roadway for
property needed for the Camino de Mariana project.
• Jane Fairall drafted an MOU for the sale of MPD's mounted unit horses and equipment to
Pinal County.
• Jane Fairall worked with HR to make changes to the Town's salary plan and to create a
salary plan for short-term temporary employees.
E. MARANA REGIONAL AIRPORT
SEPTIC TANK
• Design is 90% complete.
• Field samples were taken to be analyzed

STATE LAND -ACQUIRE RIGHT OF WAY
• The Airport has submitted an application to State Land to acquire utility and roadway right of
way to the west of the airport.
• State Land has received the application and it is being processed.
• The airport has selected W.D. Schock to help with land issues around the airport.
MARINE MONUMENT EVENT AT MARANA AIRPORT ,
• The Memorial Service at the Marana Regional Airport on Saturday, April 11, 2009 went well
despite the rain and the turn out from the public was good.
• Next year will the 10th Anniversary and a larger scale event is being planned.
COLLINGS FOUNDATION RETURNS TO MARANA AIRPORT
• The Collings Foundation has announced that they will return to the Marana Regional Airport
on April 17-20, 2009. The Collings Foundation's Wings of Freedom Tour made its first
appearance at the Marana Regional Airport last year with three World War II aircraft; a B-17
Flying Fortress, a B-24 Liberator and a P-51 Mustang.
• The Airport has been working with Tucson Aeroservice Center to fly media to New Mexico
(the foundation's stop before Marana) and fly back on one of the bombers. This will be very
good press of the Town and Airport.
F. OPERATIONS AND MAINTENANCE
FLEET SERVICES:
• Pima County Fueling Station on Sanders Road and the Santa Cruz will close after April 20,
2009. Construction begins on Apri124, 2009. Rodney will be notified to distribute the
information Town-wide.
STREET MAINTENANCE:
• Road grading on Silverbell north of Coachline (dirt section).
• Routine sidewalk replacement in Continental Ranch- Sunflower neighborhoods.
• Street patching on Kirby-Hughes.
G. PARKS AND RECREATION
MARANA CULTURAL AND HERTI'AGE PARK
• Staff is working with the Tucson Pima County Arts Council to coordinate artist selection for
public art at Marana Heritage and Cultural Park. The public art component is the last
outstanding item for the Pima County Bond funding.

• Dove Mountain Rotary Club and Community Food Bank volunteers planted over 50 trees
and shrubs in the new "Food Forest" at Marana Farm. The tree purchase was funded by a
grant obtained by the Dove Mountain Rotary Club.
SILVERBELL-CORTARO DISTRICT PARK
• Finance Director Erik Montague overruled the bid protest filed on behalf of Greene
Landscape and Irrigation, Inc., and determined that D.L. Withers was the lowest most.
responsive bidder for the Silverbell-Cortaro District Park Phase II construction. A pre-
construction meeting has been scheduled for Tuesday, April 14 at 8:30 a.m. in the P&R
Administration Building.
TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD
• Staff is coordinating the construction of Wild Burro Trailhead with Cottonwood Properties
and Ritz Carlton contractor.
ORA MAE HARN PARK IMPROVEMENTS
• Marana Pool at Ora Mae Harn Park is compliant with the federally mandated Virginia
Graham Baker Act with the installation of new drain covers and pump switches. The Act
requires that all public swimming pools and spas be equipped with anti-entrapment drain
covers that comply with the ASME/ANSI A112.19.8-2007 Standard by December 19, 2008.
Our goal was to be compliant by pool opening April 2009.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE
• Consultants are preparing draft for review.
RE CREATION
• Over 16,000 eggs were found at this year's Hip Hop Holiday. Rainy skies did not dampen
the spirits of the neighborhood families that attended the event.
• Tortolita Guided Hike scheduled for April 18th at 7:00 a.m. from Wild Burro Trailhead in
Dove Mountain. This is the last hike of the season. The 12 mile hike may be shortened if
temperatures rise above 85°F.
Family Night in the Park is scheduled for April 18th & 19th at Ora Mae Harn Park. The
event gives families the opportunity to "camp out" in the park and enjoy story time,
performances, astronomy, games, and a movie.
Movie in the Park returns to Continental Reserve Park Apri125. Show starts at 7:00 p.m.
Park staff is coordinating the Tour of the Tucson Mountain Bicycle Race with Perimeter
Cycling. The race is Apri126 starting from the Marana Municipal Complex.

I. POLICE
SATELLITE PHONES
• Received a federal grant for $10,000 to purchase satellite telephones for emergency purposes
occurring with in the Town. We took possession of the telephones recently.
FIRST RESPONDERS SPECIAL RECOGNITION
• Chief Tometich and command staff personnel attended a "First Responders Special
Recognition" event sponsored by the Foothills Optimist Club this past week. Sgt. Terry
Evans and Officer Daniel Rowan each received recognition for their activities this past year.
STUDENT RESOURCE OFFICERS:
• Officer Lawson has reported an increase of drug activity over the past two weeks at Marana
High School. He has made five drug arrests mostly for marijuana.
• Officer Tinsley has made one arrest for disorderly conduct and one drug arrest recently at the
Marana Middle School.
COMMUNITY RELATIONS:
• 22 Marana citizens graduated from our Police Citizens Academy April 1st.
