BUILDING PLAN REVIEW: • Our plan review staff is dealing with a flood of downsized model home plans. • Each of our developers builders will be bringing several new smaller and more affordable model homes on-line over the next few months. • Plan review is complete on the new Fletcher Tire store and we are in the midst of plan review for a new Northwest Fire station for the Town. INSPECTIONS: • Inspection work continues on the Ritz Hotel project and all seems to be on track for the October opening., • Finalizing the occupancy schedule that will allow staged occupancy of the building and complex starting in August. -2- • Our residential and light commercial inspectors keep busy with construction of several custom and model homes as well as the Habitat for Humanities new homes. ADMINISTRATION: • The department staff have now brought the total new International Code Council certifications earned for the month of April up to four. B. CAPITAL IMPROVEMENT PROJECTS CAMINO DE MANANA PROJECT 2001-OS2: • Right of way acquisition: 36 properties have closed and in Town's possession; two properties are in condemnation proceedings; and 11 properties are pending and/or in negotiations. • Construction is scheduled to start near Mid June. • Waterline north of Blue Bonnet Dr is complete. Submitted to AZ Dept. of Environmental Quality. • Public Open House is set for May 26, 2009. • Construction partnering meeting was held April 24, 2009. TWIN PEAKS PROJECT 2001-044: • Twin Peaks Interchange was officially awarded to Pulice. • A Utility Partnering meeting will be held on May 4, 2009 at the Town of Marana with Pulice Construction, T.O.M., and ADOT • Construction will begin approximately June 2009. • Public Open House is set for May 4that the Wheeler Taft Library at 6:30 pm • Ground Breaking set for May 11th at 9:00 AM at the east end of Twin Peaks Road in Continental Ranch • Construction partnering meeting will be held May 27, 2009. PAVEMENT REHABILITATION PROGRAM 2001-049: • O&M will be improving the drainage on Twin Peaks over Rattlesnake Pass in preparation for the stimulus money improving this roadway. BARNETT LINEAR CHANNEL PROJECT 2003-01 E) • The plans related to the 100% drainage design are continuing to be worked on. • Revisions to the report for a preliminary jurisdictional delineation have been submitted to the Army Corps of Engineers for review and approval. • The finalization of the Barnett Channel drainage plans is pending the acceptance by the Army Corps of Engineers of the above sited jurisdictional delineation. • The Project Management is also waiting for final approval of the FY10 budget to proceed with opportunities relating to construction of the Union Pacific Railroad Bridges and utility relocations required within the UPRR and ADOT right-of-way TANGERINE FARMS LOOP ROAD: • Punch list, site cleanup work completed; project closeout continuing -3- • I-10/Tangerine Road intersection cleanup and ADOT punch list items addressed, acceptance inspection performed Apri123 • Format documents for project closeout Public Hearing received from Bond Attorney • Final quantities, costs and reassessment approach being calculated and coordination for closeout with Finance begun • Landscape Maintenance continuing through May 30, Inspection scheduled May 6 • Record drawings and final project documentation being completed CR WELL #2 EQUIPMENT, 12" OFFSITE MAIN, AND 1 S" SEWER MAIN REPLACEMENT: • Review and comments of plans and specifications performed by CIP • Coordination of preparing final contract documents for advertisement being coordinated between Marana Water, CIP, and Contracts Divisions along with Westland Resources HONEA HEIGHTS WATER, SEWER, AND PAVING PROJECT: 2001-049 • Construction documents and specifications for Phase 1 of the overall project to connect existing residences to the sewer main and abandon septic systems are being prepared. C.I.P. and Legal are defining the scope of work based upon parameters to coincide with Pima County Assessor records. • Site investigations are being conducted to verify information for Phase 1 residences as well as subsequent phases. THORNYDALE TANGERINE INTERSECTION PROJECT 2006-012 • Design is completed and advertised for construction. Bid opening is scheduled for May 21, 2009. • Anticipated construction to start June 2009. • Anticipated construction duration is approximately 60 calendar days. THORNYDALE ROAD PROJECT: 2002-OS8 • Landscape establishment is ongoing. • C.I.P. and Legal are in consultation with various residents to the east of the project to move forward with abandonment of the right-of-way strip to the east of the noise walls and closure of the gap and to enable closure of the gap between the noise walls and private property fences. MARANA WATER 6-INCH WATER MAIN REPLACEMENT AT UNION PACIFIC RAILROAD MILE POST 962.09 • C.I.P. is working closely with the Utilities Department to administrate, manage, and deliver the project.. • As a result of unforeseen conditions and a corresponding determination that the existing water main casing is of substandard condition, construction activity is currently on hold awaiting pending authorization from Mayor & Council for scope changes to and additional funding for the project. Existing conditions of the water main pipe and casing are such that replacement of the water main pipe is not possible as originally defined. Since it is critical that an interconnect of the Town's water system across I-10 at this location be maintained, the scope of the project has evolved to include an extensive jack and bore operation across UPRR's right-of-way. -4- • C.I.P. and Utilities Department staff continue to maintain close dialogue. with UPRR, ADOT, and ADEQ in anticipation pf resuming construction activities in the near future. • ADOT has relieved the Town of previous deadlines for completion of the project with an understanding that additional time is needed to enact a solution that is of mutual benefit to the Town and UPRR. SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-OSO • This project is complete and under warranty period. HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT: • The paving project is complete and under warranty period; PCRWRD has requested that the sewer installed for T. VanHook on Whitney Lane (Sydney Place Lots 1-4) be submitted as a revision/addition to the original Honea Heights sewer plans. A meeting has been set for May 7, 2009 with PCRWRD, PDEQ and the Town to clarify requirement of submittal of the revision. SILVERBELL/CORTARO DISTRKT PARK • DL Withers was the low bidder at $3,310,000.00 and was awarded the construction contract on March 12, 2009 • The pre-construction conference was held on Apri121, 2009 • Notice to Proceed is anticipated to be issued within the next two (2) weeks C. COMMUNITY DEVELOPMENT HONEA HEIGHTS III -SPECIFIC PLAN • Affordable Housing Commission voted to Submit the Specific Plan • Undertaking an in-depth longitudinal cost analysis of the project to be completed by Junel, 2009 MARANA BUILDS HABITAT • Wall raising for the first house held on April 18th • More than 150 volunteers have support the build to date • Media coverage on the wall raising and build includes several Marana Weekly News and Northwest Explorer articles, a report KVOA Channel 4 and a live local late breaking feed KOLD News 13. • Saturday build days are scheduled for teams through June • Comcast Communications donated lunch for volunteers for wall raising and brought back more than 250 volunteers to work on the house and related neighborhood projects on Apri125, 2009. - • Meet with Pima County and Habitat to finalize plans to use HOME funds to support the building of the next four houses. -5- SYDNEY PLACE • Pima County Sewer will be reviewing the Sydney Place sewer as part of the Honea Heights sewer certification. • Final Platt drawings sealed, delivered, and under review. Some changes may be required. DISCRETIONARY FUNDING • Sent contract documents to the Arizona Youth Partnership for the $5,000 support being provided for the Grad Night at Marana High School. • Attended the STAND After Party as a chaperone and Town liaison to the planning committee. More than 275 youth attended the event. • Quarterly reports received from the Marana Western heritage, Santa Cruz Valley Heritage Alliance, Marana Chamber of Commerce, and the Marana Food Bank. HOUSING REHABILITATION PROGRAM • Continuing work on three Marana residences • Received a new application for Housing Rehabilitation from a Town employee. • Assisted Comcast Communications in organizing Comcast Cares Days, an annual event where more than 250 volunteers worked in the Honea Heights neighborhood on housing rehab and neighborhood cleanup projects. EMPLOYER ASSISTED HOUSING PROGRAM • Pending closings for one (1) employee home sales • Completed closing with one (1) employee home sale GRANTS • Completed funding documents for additional Fire Suppression in the Crown Victoria police cars awarded by the Arizona Criminal Justice Commission. A total of 40 fire suppression systems and installation costs were approved and work is underway. • Submitted JARC Section 5316 Transit grants for continuation of services on existing routes and enhancements to new Sun Shuttle services in the Dove Mountain area. This is 2010-2011 funding. • Received grant agreement for the Police - HIDTA CNA funding to place an officer with the specialtaskforce. • Submitted a request for funding to support the Neighborhood Watch Program through Target in Blue. • Submitted a grant application for funding under the Central Arizona Project CAGRD Conservation Grant for a demonstration garden at the MOC. • Attended the PAG/RTA stimulus grant meeting discussing Department of Energy initiatives. Marana does not have a designated allocation, but we will continue to follow developments in the competitive grant cycle. • Met with Northwest Fire to strategize ways of leveraging stimulus grant dollars on future applications. -6- AFFORDABLE HOUSING PROGRAM • Working closely with the Regional Housing Coalition and a representative from the faith- based community on the next steps for the Regional. Affordable Housing Call to Action. TRANSIT • Continuing work on the Sun Shuttle launch scheduled for May 4th. • Attended a meeting of the regional rapid transit committee. • Attended a meeting of the regional paratransit committee. GENERAL ADMINISTRATIVE • Attended the State of the Town address -Great Job! D. LEGAL WASTEWATER LITIGATION/TRANSITION • On Apri129, Frank Cassidy filed a notice of association as co-counsel for the Town of Marana in the wastewater litigation, and will actively participate in the arguments and presentation of evidence. • Initial scheduling is being coordinated for anticipated depositions of key witnesses in June and July. • Town representatives continue to participate in PAG 208 Scope of Work Task Force meetings, regarding the transition of wastewater operations from Pima County to Marana. At the last scope of work task force meeting on Apri124, the Town received most of the remaining committee comments on a revised draft PAG 208 amendment. • Legal staff is still awaiting feedback from Algonquin on a new revised draft contract for wastewater system operation and maintenance services. Because more than a year has passed since this procurement process occurred, a new procurement process may be undertaken before this contract is executed. • Legal staff expects to address new draft Town Code wastewater provisions beginning in July, after completion of the pending utilities engineer procurement process. CMID IGA NEGOTIATIONS • On Apri121, the Legal Department prepared and submitted for review by counsel for CMID a proposed settlement agreement and related documentation, but has so far received no specific feedback or proposed revisions. • Upon completion of the settlement negotiations, Legal Department staff anticipates completing negotiations with CMID concerning property rights needed to close out the Tangerine Farms Road project (the roadway crossings of the CMID channel adjacent to the I-10 Frontage Road and exchange of land for a wellsite in the Gladden Farms area). POLICE DEPARTMENT PERSONNEL MATTERS • Jane Fairall continues to monitor the MPOA lawsuit re: the Harris PARB hearing. The MPOA has filed a notice of appeal to the Court of Appeals. -7- PUBLIC WORKS PROJECTS • On Apri120, Legal Department. Staff filed the Town's first condemnation action for the Camino de Mariana project in the Pima County Superior Court. • Cedric Hay prepared Council documents for a roadway exchange in connection with the acquisition of right-of--way and easements needed from two parcels for the Camino de Mariana project. • Negotiations continue with the property owners relating to the right of way needed for the Camino de Manana/Dove Mountain extension project headed up by Cedric Hay. OTHER NOTABLE CIVIL MATTERS • The Legal Department is preparing revised draft documents in support of proposed amendments to Title 14 and Title 16 of the Town Code to combine the Utilities Board and the Utilities Comiission, and will present them to the Utilities Commission for consideration at its May 12 meeting. If recommended for approval, the amendments will be forwarded to the Council for consideration in June. • Frank Cassidy and Karen Cushing are working on a draft reformat of the Land Development Code. • Jane Fairall is working with HR to draft changes to Chapter 5 of personnel policies, including employee discipline and PARB rules. • Jane Fairall is working with HR to draft changes to Chapter 8 of the personnel policies regarding layoff procedures. • Cedric Hay continues to meet and work with lending institutions and the Planning Department to address illegal lot splitting in the Camino de Mariana area. • Cedric Hay is preparing a letter which will be sent to Metron Farnier on behalf of the Water Utilities Department requesting that a refund for certain equipment be authorized. • Cedric Hay met with Barbra Bourne and Kurt Schmidt regarding the abandonment of right of way along the Thornydale Rd project and the preparation of deeds for the property owners who have expressed a willingness to accept the property. • Jane Fairall is working with Manager's Office and HR regarding options for budget reductions to offset anticipated budget shortfall for FY 2010, specifically, exploring personnel policies and programs which may reduce costs, including the SIP, VRIP and WRAP programs. • Jane Fairall is working with the Parks and Recreation Department to develop a policy manual for park facility users. • Jane Fairall is drafting separation/severance agreement to be used in conjunction with the Separation Incentive Program (SIP) and layoffs. • Cedric Hay met with representatives from Building Safety and Planning to discuss potential risks and liabilities associated with mosquito growth in abandoned swimming pools. A draft procedure was established which will be circulated for review and approval. • Cedric Hay worked with Jocelyn Bronson and the Clerk's Office to address complaints received regarding filing requirements for financial donors to the campaign of a candidate for Town Council. • Cedric Hay met with Court Administrator Joe Teta to establish procedures and a committee to assist with the nomination of Judge pro-terns who will assist at the court. • Cedric Hay met with the Town Council sub-committee on citizen's advisory committees (CACs) to discuss changes to the bylaws and nomination procedures for the CACs. -8- • Cedric Hay is preparing a suggested process of debarment to be used by the Public Works Division. PROSECUTION ACTIVITIES AND STATISTICS: • Jane Fairall and Donna Marchinetti continue to draft a policy and procedure manual for Town Prosecutor's Office victims' rights implementation. • Jane Fairall filed a petition for special action in the Court of Appeals in a DUI. case. • The Legal Department prevailed in a previously filed response to petition for special action in a DUI case, with the Court of Appeals declining to accept jurisdiction and remanding the case back to Marana Municipal Court for sentencing. • Prosecution statistics are not yet available for April. They will be provided in the mid-May report. E. MARANA REGIONAL AIRPORT .1F.PTTC TANK Design is under contact to Westland Resources Design is 92% complete Field samples were taken to be analyzed BY-PASS APRON • Paving will start April 28, 2009. AIRPORT ACCESS ROAD • Construction is 99% complete • Paving has been completed • Landscaping is currently being completed AIRPORT TERMINAL • Under design to Jacobs Carter Burgess • Schematic design is 65% complete • Schematic design will be transferred to DWL • Design contract with DWL is being worked on AIRPORT CONTROL TOWER • FAA is working on final draft of the site study STATE LAND -ACQUIRE RIGHT OF WAY • The Airport has submitted an application to State Land to acquire utility and roadway right of way to the west of the airport. • State Land has received the application and it is being processed. • The airport has selected W.D. Schock to help with land issues around the airport. -9- HARLEY-DAVIDSON • The airport is currently working with the Marana Harley-Davidson dealer to partner together to provide motorcycle safety training at the Airport. They will use a portion of the airport for a fee. COLLINGS FOUNDATION RETURNS TO MARANA AIRPORT • The Collings Foundation returned to the Marana Regional Airport on April 17-20, 2009. The Collings Foundation's Wings of Freedom Tour brought three World War II aircraft to the airport; a B-17 Flying Fortress, a B-24 Liberator and a P-51 Mustang. • An airplane took media to Santa Teresa, NM to cover the story and advertise for the Foundation and the airport. • Attendance was good for the 4 days the Foundation was at Marana. • They will return to Marana at approximately the same time next year. F. OPERATIONS AND MAINTENANCE FLEET SERVICES: • Pima County Fueling Station on Sanders Road and the Santa Cruz River closed on the 17th of April (actually earlier than anticipated) and will remain closed for four months; there have been no problems with refueling Town vehicles so far. • New bucket truck is complete and now in service. • The Fleet Maintenance Supervisor will be traveling to Austin, Texas for two days (May 11 and 12, 2009) of training regarding the installation of the new police video system by Motorola; the trip is courtesy of the Motorola Corporation. • Submitted several Request for Quotation packages to Finance for parts, batteries and auto glass. • Currently doing motorcycle repairs for Pima Regional Motor Training; this qualifies our Fleet Tech Its to perform in-house on Town motorcycles. This transition to perform repairs in- house will potentially save the Town $10,000 annually. • Retrofitting of gas tank fire panels is being scheduled to be performed at MOC instead of Phoenix to save costs and time (grant funded). STREET MAINTENANCE: • The new bus stops (10 locations) for the new SunTran service in Marana are complete for the May 4, 2009, introduction. • Street patching on Kirby Hughes is complete. • Routine sidewalk replacement in Sunflower continues. • All drainageways on the west side of Silverbell are being cleaned. • Work on Cerius Stravenue to repair roadway due to waterline break is nearly complete. TRAFFIC SIGNALS/SIGNS AND MARKINGS: • Compiling inventory of signs to purchase for FY 08/09 budget year; some delays will be unavoidable due to new purchasing requirements. • For easy ID for reporting outages, O & M is numbering street light poles at Marana Main Street and Civic Center Drive. -10- • Developing street striping schedule for competitive bidding with striping vendors. MANAGEMENT: • Ready to submit bid package for street sweeping services throughout the Town. • Department is working with Barbara Harris to comply with FEMA requirements for Homeland Security readiness plans. • Again reaffirmed the need for supervisors to work on keeping morale up among all staff members. "It is easy to lead during good times; more difficult during bad times." G. PARKS AND RECREATION MARANA CULTURAL AND HERITAGE PARK • Staff is working with the Tucson Pima County Arts Council to coordinate artist selection for public art at Marana Heritage and Cultural Park. The public art component is the last outstanding item for the Pima County Bond funding. SILVERBELL-CORTARO DISTRICT PARK • Pre-Construction meeting with D.L. Withers was held Tuesday, April 14. Contractor is beginning to mobilize. Equipment arriving on site starting May 3. TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD • Staff is coordinating the construction of Wild Burro Trailhead with Cottonwood Properties and Ritz Carlton contractor. Tucson Pima County Arts Council is coordinating selection of artist for public art component. Staff is coordinating access to Tortolita Mountain Park from the Saguaro Ranch Development with Pima County Natural Resources and Parks and Recreation and Arizona State Land Department. ORA MAE HARN PARK IMPROVEMENTS • Entry Plaza and sidewalks at the Marana Swimming Pool have been reconstructed and renovated by Park Maintenance personnel. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE • Consultants are preparing draft for review. RE CREATION • Family Night under the Stars provided all night entertainment for approximately 80 families April 18th-19th. • Movie in the Park at Continental Reserve featured Princess Diaries. Seventy-five people attended the event. • The Teen Dance brought 350 teenagers to the Marana Middle School Multi-Purpose Room for an evening of fun and dancing Apri124. -11- JULY 4TH STAR SPANGLED SPECTACULAR AT ARIZONA PAVILIONS • Staff is coordinating this year's Star Spangled Spectacular Event at Arizona Pavilions with area businesses and Town Departments. Information and Planning Meeting is scheduled with business managers at Wheeler Taft Abbett Library, Wednesday, April 29, 2009 at 3:00 p.m. • Comcast Communications has committed to a $10,000 fireworks sponsorship for the event. RELAY FOR LIFE • Town of Marana employees participated in the yearly cancer walk on Saturday 25th and Sunday 26th. The MPD was there with the mobile command vehicle for support. TOUR OF TUCSON MOUNTAIN BIKE RACE • Town of Marana sponsored this bike event held on Sunday ApriL26, 2009. The Race started and ended at the Marana Municipal Complex. Fifteen police officers, ten Arizona Rangers and police volunteers participated in the event. ORANGE GROVE COMMUNITY INITIATIVE • On Saturday, April 18, the Criminal Investigations Unit launched our Orange Grove Community Initiative. This initiative is an effort by the Criminal Investigations Unit and Patrol to create open lines of communication between the residents of the Cantera Apartment's and the Marana Police Department. J. TECH SERVICES IT & NETWORKING • Established a new rate plan for all cell phones that will result in substantial cost savings for the Town • Working with HR to build a new webpage that provides information on benefit options. • Completed 125 Help Desk work orders for the month of April with 16 still open and in process. • Development of the networking services RFQ is in progress • Networking link failure occurred that did not affect Town operations. GIS • Updated all Town websites with the recently loaded resolution imagery • Completed an IMS software update. on GIS 02 database server -13- • Completed approximately 50 addresses for the month of April PD & COMMUNICATIONS • Attended 7.4 Radio System workshop in Schaumburg, Illinois for the week of Apri120-24 • In the process of purchasing satellite phone equipment for 2 Tahoe's • Began replacement of mobile video equipment in vehicles to new DP2 system K. TOWN CLERK ELECTIONS • As of 4/27/09, 5,640 early ballots were mailed to Marana residents, and 1,193 ballots have been returned for the General Election on May 19, 2009. • The publicity pamphlet is posted online which includes a sample ballot.
