ORGANIZATION WIDE:
A. BUILDING
PLAN REVIEW:
• Plans for the Marana Health Center will be submitted for review next week.
• Meritage Homes submitted four new (scaled down) model home plans for review.
• Mirimonte Homes submitted five new (scaled down) model home plans for review.
• Plans are approved for the new Marana Veterinary Clinic addition.
• A tenant improvement plan has been approved for Spirits Child metaphysical book store.
INSPECTIONS:
• Our building inspectors continue to keep busy on an assortment of inspections ranging from
commercial and residential construction to swimming pools, patio walls and dwelling addition.

ADMINISTRATION:
• In conjunction with Management Fellow Rebecca Kunsberg work is complete on our
residential green building White Paper. It is hoped that the White Paper will be presented to
Town Council in the near future.
• Two additional International Code Council,. certifications were earned by staff recently.
• Enforcement work continues regarding abandoned swimming pools.
B. CAPITAL IMPROVEMENT PROJECTS
CAMINO DE MANANA PROJECT 2001-OS2:
• Dispute with Trico Electric on joint utility trench costs has been resolved and Trico will
participate. Addition real property acquisitions have been obtained which brings us to 80°10
completion.
• Dual ground breaking for CDM and the Linda Vista/Twin Peaks Traffic Interchange projects
took place on Monday, May 11, 2009. Project plan and special provisions review continue.
Borderland Construction continues with subcontractor negotiations and work on GMP.
TWIN PEAKS PROJECT 2001-044:
• Twin Peaks Interchange was officially awarded to Pulice.
• A Utility Partnering meeting will be held on May 4, 2009 at the Town of Marana with Pulice
Construction, T.O.M., and ADOT
• Construction will begin approximately June 2009.
• Public Open House is set for May 4that the Wheeler Taft Library at 6:30 pm
• Ground Breaking set for May 11th at 9:00 AM at the east end of Twin Peaks Road in
Continental Ranch
• Construction partnering meeting will be held May 27, 2009.
PAVEMENT REHABILITATION PROGRAM 2001-049:
• O&M will be improving the drainage on Twin Peaks over Rattlesnake Pass in preparation for
the stimulus money improving this roadway.
BARNETT LINEAR CHANNEL PROJECT 2003-016
• The plans related to the 100°10 drainage design are continuing to be worked on.
• Revisions to the report for a preliminary jurisdictional delineation have been submitted to the
Army Corps of Engineers for review and approval.
• The finalization of the Barnett Channel drainage plans is pending the acceptance by the Army
Corps of Engineers of the above sited jurisdictional delineation.
• The Project Management is also waiting for final approval of the FY10 budget to proceed with
opportunities relating to construction of the Union Pacific Railroad Bridges and utility
relocations required within the UPRR and ADOT right-of-way
TANGERINE FARMS LOOP ROAD:
• Project closeout in progress
• I-10/Tangerine Road intersection work complete, acceptance inspection performed Apri123,
submittal of permit closeout package pending

• Preparing Draft of documents for project closeout Public Hearing in format from Bond
Attorney
• Final quantities, costs and reassessment approach being calculated and coordination for

CR WELL #2 EQUIPMENT, 12" OFFSITE MAIN, AND 1S" SEWER MAIN REPLACEMENT:
• Coordination of preparing final contract documents for advertisement was coordinated
between Marana Water, CIP, and Contracts Divisions along with Westland Resources
• Site meeting held to determine recommendations for improvements to scour protection at
drainage channel crossing after potholing existing cutoff walls
• Project advertised for bid on May 15th and will open bids on Tuesday, June 16th.
HONEA HEIGHTS WATER, SEWER, AND PAVING PROJECT: 2002-02
• Recent discovery of a number of non-recorded dwellings within Honea Heights relative to
Pima County Assessor's tax records and/or possible substandard conditions relative to Town
of Marana building safety and zoning codes, has prompted a broad, intra-departmental effort to
develop a concerted approach for resolution of issues at particular parcels that could delay tie-
in of dwellings to the sewer system. Paralleling this approach is a continuation of site
investigations to verify information for development of Phase 1 construction documents as
well as for subsequent phases.
THORNYDALE TANGERINE INTERSECTION PROJECT 2006-012
• Design is completed and advertised for construction. Bid opening is scheduled for May 21,
2009.
• Anticipated construction to start June 2009.
• Anticipated construction duration is approximately 60 calendar days.
THORNYDALE ROAD PROJECT: 2002-058
• C.I.P. and Legal are working in concert to issue preliminary deed abandonments to several
residents which allowing them to expedite closure of the noise wall gap at their particular
properties with upgraded construction materials and methods beyond what the Town has
offered. Wherever residents take on acceptable closure of the gaps themselves, this will
provide cost savings to the Town.
• Landscape establishment is ongoing.
MARANA WATER 6-INCH WATER MAIN REPLACEMENT AT UNION PACIFIC RAILROAD MILE POST

• C.I.P. is working closely with the Utilities Department to administrate, manage, and deliver
the project.
• Westland Resources, the project's consulting engineer, and NAC Construction, the project's
general contractor, have undertaken surveying and potholing work to gather necessary data
for preparation of the revised construction documents which will define the expanded scope

of the project. These documents are required to be reviewed and approved by UPRR prior to
construction.
• C.I.P. and Utilities Department personnel are coordinating with UPRR and ADOT to enable
construction activities to resume as soon as possible
SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-OSO
• This project is complete and under warranty period.
HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT:
• The paving project is complete and under warranty period; PCRWRD has requested that the
sewer installed for T. VanHook on Whitney Lane (Sydney Place Lots 1-4) be submitted as a
revision addition to the original Honea Heights sewer plans. A meeting has been set for May
7, 2009 with PCRWRD, PDEQ and the Town to clarify requirement of submittal of the
revision.
SILVERBELL/CORTARO DISTRICT PARK
• DL Withers continues submissions of materials submittals and other contract related items.
Anticipate issuance of Notice to Proceed the week of May 18, 2009.
C. COMMUNITY DEVELOPMENT
HONEA HEIGHTS III -SPECIFIC PLAN
• Undertaking an in-depth longitudinal cost analysis of the project to be completed by Junel,
2009
MARANA BUILDS HABITAT
• Saturday build days are scheduled for teams through June and July
• Town of Marana Build Days on May 30 and June 27 are filling up fast.
• Planning is underway fora "Community Yard Sale" on May 23rd in the Arizona Pavilions
parking lot behind Chili's. Donations are being accepted. All proceeds will go to Habitat for
Humanity. Co-sponsors are the Affordable Housing Commission and Marana Weekly News.
SYDNEY PLACE
• Pima County Sewer will be reviewing the Sydney Place sewer as part of the Honea Heights
sewer certification.
• Final Platt drawings are under review.
DISCRETIONARY FUNDING
• Received fully executed contract and a request for funding from the Arizona Youth
Partnership for the $5,000 support being provided for the Grad Night at Marana High School.
• Quarterly report received from the Pima Council on Aging.
HOUSING REHABILITATION PROGRAM
• Continuing work on three Marana residences
• Received a new application for Housing Rehabilitation from a Town employee.

• Completed work started during Comcast Cares Days.
EMPLOYER ASSISTED HOUSING PROGRAM
• Pending closings for one (1) employee home sales
GRANTS
• Completed funding documents for additional Fire Suppression in the Crown Victoria police
cars awarded by the Arizona Criminal Justice Commission. A total of 62 fire suppression
systems and installation costs were approved and work is underway.
• Completed quarterly reports and billing for Operation Stonegarden and Homeland Security
grants.
• Resubmitted a request for funding to the Governor's Office for Highway Safety for FY 2007
DUI program grant revenues never received. .
• Complete review of all non-airport grants for contract compliance and to confirm funding
requests and payments have been completed.
TRANSIT
• Attended the all-day Sun Shuttle launch on May 4th including events in Marana, Oro Valley,
Sahuarita, and Green Valley.
• Provided a Sun Shuttle and transit services presentation to the Sun Flower HOA.
• Attended a meeting of the RTA transit working group to review finding in the 2009
Paratransit report..
D. LEGAL
WASTEWATER LITIGATION/TRANSITION
• On May 5, Frank Cassidy filed a notice of association as co-counsel for the Town of Marana
in the wastewater litigation. He will now actively participate in the arguments and presentation
of evidence in the case.
• Initial scheduling is being coordinated for anticipated depositions of key witnesses in June and
July.
• Requests for production of documents were delivered to Pima County on May 4 and May 7 by
the Town of Marana, requesting background documents needed for key depositions.
• Town representatives continue to participate in PAG 208 Scope of Work Task Force meetings,
regarding the transition of wastewater operations from Pima County to Marana. At the last
scope of work task force meeting on May 11, the Town received the remaining committee
comments on a revised draft PAG 208 amendment.
• Legal staff expects to address new draft Town Code wastewater provisions beginning in July,
after completion of the pending utilities engineer procurement process.
CMID IGA NEGOTIATIONS
• On May 8, the Legal Department received from Council for CMID a proposed revised draft of
the settlement agreement related documents.
• Settlement negotiations are anticipated to be concluded promptly, with the formal settlement
documents brought forward for Council approval on May 21 or June 2.

• Upon completion of the settlement negotiations, Legal Department staff anticipates completing
negotiations with CMID concerning property rights needed to close out the Tangerine Farms
Road project (the roadway crossings of the CMID channel adjacent to the I-10 Frontage Road
and exchange of land for a wellsite in the Gladden Farms area).
POLICE DEPARTMENT PERSONNEL MATTERS
• Jane Fairall continues to monitor the MPOA lawsuit re: the Harris PARB hearing. The MPOA
has filed a notice of appeal to the Court of Appeals.
• Jane Fairall continues to monitor the lawsuit brought against the Town by Barbara Harris,
Lanell Garbini and Michelle Ochoa. As of May 5, 2009, the claims of Garbini and Ochoa
were dismissed with prejudice; Harris' claim is ongoing.
PUBLIC WORKS PROJECTS
• On April 24, Legal Department Staff filed a stipulation for immediate possession in its first
condemnation action and on Apri129 filed its second condemnation action for the Camino de
Mariana project.
• Negotiations continue with the property owners relating to the right of way needed for the
Camino de Manana/Dove Mountain extension project headed up by Cedric Hay. Of the 52
parcels which are affected by the project we have completed our acquisitions on 38, are still in
discussions with representatives for six parcels and the 8 remaining parcels will either be
acquired from the banks who have initiated foreclosure proceedings or through condemnation.
OTHER NOTABLE CIVIL MATTERS
• The Legal Department has prepared draft amendments to Title 14 and Title 16 of the Town
Code to combine the Utilities Board and the Utilities Commission. Based on the Utilities
Commission's recommendation at its May 12 meeting, the amendments are anticipated to be
forwarded to the Council for consideration on June 2.
• Frank Cassidy and Karen Cushing are working on a draft reformat of the Land Development
Code.
• Jane Fairall drafted changes to Chapter 5 of personnel policies, including employee discipline
and PARB rules, which were adopted by Council on May 5, 2009.
• Jane Fairall drafted changes to Chapter 8 of the personnel policies regarding layoff procedures,
which were adopted by Council on May 5, 2009.
• Cedric Hay has prepared a draft letter which will be sent by May 18 to Metron Farnier on
behalf of the Water Utilities Department requesting that a refund for certain equipment be
authorized.
• Jane Fairall is working with Manager's Office and HR regarding options for budget reductions
to offset anticipated budget shortfall for FY 2010.
• Jane Fairall is working with the Parks and Recreation Department to develop a policy manual
for park facility users.
• Jane Fairall is drafting separation severance agreement to be used in conjunction with the
Separation Incentive Program (SIP) and layoffs.
• Cedric Hay met with the Town Council sub-committee on citizen's advisory committees
(CACs) to discuss changes to the bylaws and nomination procedures for the CACs.
• Cedric Hay is preparing a suggested process of debarment to be used by the Public Works
Division.

• Cedric Hay and Jan Catalano continued preparation of Deeds of Abandonment for twelve of
sixteen property owners who have expressed a willingness to accept the abandoned right of
way along the Thornydale Rd. project. Deeds of abandonment have been completed for four of
the twelve individuals; once legal descriptions have been prepared these will be sent to the
Town Manager for final execution. The remaining deeds should be completed within the next
week.
• Jane Fairall is working with Finance and the Manager's Office to finalize a new
comprehensive Town fee schedule.
• Jane Fairall participated in an audio conference presented by the International Municipal
Lawyers' Association regarding pandemic flu.
• Jane Fairall prepared Council documents for approval of an IGA between the MPD and DPS
regarding the state's Terrorism Liaison Officer program.
• Jane Fairall prepared a License Agreement and Council documents to allow MPD the use of
Kai Properties property for canine handling training.
• Cedric Hay and Jan Catalano are working with staff from Pima County Regional Flood
Control District to finalize a property acquisition for the Twin Peaks Project.
• Cedric Hay continues to work with attorneys for the parties associated with a tax lien
foreclosure case in an attempt to acquire property in Honea Heights which will be used for
affordable housing.
PROSECUTION ACTIVITIES AND STATISTICS:
• Jane Fairall and Donna Marchinetti continue to draft a policy and procedure manual for Town
Prosecutor's Office victims' rights implementation.
• Laine Sklar represented the Town in a competency hearing in Pima County Superior Court at
which the court ruled in the Town's favor and held that the defendant in an extreme DUI case
is competent to stand trial
• Laine Sklar and Donna Marchinetti met with representatives from Motorola regarding the
Prosecutor's Office's use of evidence obtained via the MPD's use of an in-car mobile digital
recording system.
• In April, the Legal Department prosecuted and closed 165 criminal cases in Marana Municipal
Court, accepted 167 new cases from Marana Police Department and other state agencies for
future prosecution, and handled 11 petitions to revoke probation.

• Design is under contact to Westland Resources

AIRPORT TERMINAL
• Under design to Jacobs Carter Burgess
• Schematic design is 65% complete

AIRPORT CONTROL TOWER
• FAA is working on final draft of the site study
STATE LAND -ACQUIRE RIGHT OF WAY
• The Airport has submitted an application to State Land to acquire utility and roadway right of
way to the west of the airport.
• State Land has received the application and it is being processed.
• The airport has selected W.D. Schock to help with land issues around the airport.
HARLEY-DAVIDSON
• The airport is currently working with the Marana Harley-Davidson dealer to partner together
to provide motorcycle safety training at the Airport. They will use a portion of the airport for a
fee.
F. OPERATIONS AND MAINTENANCE
FLEET SERVICES:
• Received more funding from MPD to retrofit all Crown Victoria patrol cars with gas tank fire
panels (61 vehicles). Town staff will install.
• Vince Lorefice returned from Austin, Texas on Tuesday afternoon after attending Motorola-
sponsored training on the new video system for patrol vehicles.
STREET MAINTENANCE:
• The Concrete/Asphalt crew has received several new locations for SunTran bus stops.
• Cerius Stravenue pavement repairs are complete after the water leak was repaired.
• Silverbell drainageways have been cleared on the west side; washes through Continental
Ranch have been mowed.
• We are preparing to install three drainage culverts beneath Twin Peaks Road (west of
Rattlesnake Pass) to improve drainage prior to road rehabilitation.
• Assisting Utilities Department with water line break at Sandario and Marana Roads.

• Installing signs from Work Orders issued by Traffic Engineering.
FACILITIES:
• Scheduling to begin painting hallways on third floor MMC
• Investigating unknown source of noise from Tuesday night Board Room meeting.
• Working on Number 1 Chiller with Johnson Controls (off line).
ADMINISTRATION:
• Employees contributed 130 days of furlough time.
• Kelli Cobb (Customer Service) has separated from the Town as of May 15, 2009.
• Received and completed 73 O&M-related work orders in April.
• Soliciting bids to repair bridge that was damaged Thursday night on Continental Reserve Loop
Road.
• Submitted PICOOP plan to Barbara Johnson.
G. PARKS AND RECREATION
MARANA CULTURAL AND HERITAGE PARK
• Staff is working with the Tucson Pima County Arts Council to coordinate artist selection for
public art at Marana Heritage and Cultural Park. The public art component is the last
outstanding item for the Pima County Bond funding. Interview panel is being selected.
SILVERBELL-CORTARO DISTRICT PARK
• Notice. to Proceed is expected to D.L. Withers, Monday, May 18.
TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD
• Staff is coordinating the construction of Wild Burro Trailhead with Cottonwood Properties and
Ritz Carlton contractor.
• Tucson Pima County Arts Council is coordinating selection of artist for public art component.
Interview panel is being selected.
• Staff is coordinating access to Tortolita Mountain Park from the Saguaro Ranch Development
with Pima County Natural Resources and Parks and Recreation and Arizona State Land
Department.
• Staff met with Pima County's consultants developing the Tortolita Mountains Trail Master
Plan to insure dove-tailing with the Marana Plan.
ORA MAE HARN PARK IMPROVEMENTS
• Irrigation well located on Barnett Road is down. Temporary hook up to potable water
accomplished by Marana Utility. Parks Maintenance staff is coordinating renovation of well
with Marana Utility and Finance Department.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE
• Consultants are preparing draft for review.

RE CREATION
• Staff is preparing for pool opening May 23.
• Hiring summer staff is complete. Staff training begins Monday, May 18th at Parks and
Recreation Administration Building. Summer programming begins June 1.
JULY 4TH STAR SPANGLED SPECTACULAR AT ARIZONA PAVILIONS
• Staff is coordinating this year's Star Spangled Spectacular Event at Arizona Pavilions with
area businesses and Town Departments.
• Comcast Communications has committed to a $10,000 fireworks sponsorship for the event.
• The Pines Golf Club is sponsoring and entertainment zone.
• Fireworks launch site has been confirmed and approved by vendor and Northwest Fire.
• Traffic Control Plan and Security Plan is working.
• Final event plan scheduled for May 29.
• Council update June 9.

I. POLICE
TRICO ELECTRIC PRESENTATION
• On Apri128, 2009 MPD made a presentation to the Trico Board of Directors, certificate,
letter of appreciation and plaque for Trico's contribution to allowing MPD to utilize their
facility for the 2009 Accenture Match Play.
SPECIAL OLYMPICS TORCH RUN
• On Apri1.30 2009, MPD and DEA participated in the Special Olympic Law Enforcement
Torch Run.
CAR SEAT CHECKUP EVENT
• On Apri128 2009, Crime Prevention participated in an all day car seat event. Technicians
from all over the area inspected 292 car seats; KVOA and Quebedeux sponsored the event.
ARIZONA PAVILIONS INITIATIVE
• On April 18, the MPD initiated the Arizona Pavilions Initiative.
• This initiative was implemented to assist in crime reduction efforts.
• Marana's Volunteers in Police Service (V.LP.S) have been assigned to patrol the area
surrounding the Wal-Mart shopping center and provide a visible police presence.
• The Police Department will be measuring reported crime in the area to determine if the added
patrols have had a positive impact
J. TECH SERVICES
IT & NETWORKING
• Rewired several MPD phone lines due to moves and personnel changes
• New high speed wireless WAN link installed and operational on Tuesday that replaced failed
unit. This unit is part of our recently signed service agreement.
• Repaired and automated SharePoint server archiving program
• Testing processor utilization using IBM Tivoli Monitoring software in planning for future
server system improvements
• Anti-virus software review for all servers and computers is in progress. A problem computer
was identified, isolated and repaired quickly with no impact to operations.
• Verified that TPD is virus free and reconnected Coplink VPN
• Updated and made necessary changes to the Global Address Book

• Completed 65 Helpdesk ticket items with 19 in progress during first 2 weeks of May
GIS
• Updated layers for regional bike routes map (Pima County)
• Reloaded Imagery, Planning, Signs & Water websites in ArcIMS on GIS 02 database server
• Continued progress on updating specific plan landuse and zoning layers per request from
Planning and Zoning department
• Preparing aCAD/GIS specification sheet for CIP group to send out to potential contractors
for better data integration with Town systems
• Updated building footprints and golf parcels layer
• Working with Subdivision Engineering Division on FEMA Elevation Benchmark Mapping
project
• 14 maps built for 8 user requests during first 2 weeks of May
PD & COMMUNICATIONS
• Setup 15 laptops with traffic reconstruction software to be used for training for Marana
officers and other agencies such as Oro Valley, Pima County, etc.
• Working with vendors for enhanced mobile data modem security for police cars
• Coordinated with Motorola and MPD for Motorola's use of a Chevy Tahoe for the Border
States Expo in Phoenix
• Continued to troubleshoot and adjust setting on the Automated License Plate Reader
• Setup FTP computer/server at MOC in order to receive license plate update alerts from DPS
SOI~ rwARE APPLICATIONS
• Provided additional training and assistance on SharePoint which is now being used by the
Chief to track multiple tasks
• Held training for Real Property on use of CRW and LandTrak
• Preparations and setting up equipment for new software engineer coming aboard on May
26th
K. UTILITIES
WATER:
• Installed two meters and a backflow device at Cortaro/Silverbell District Park.
• Hooked-up a hydrant meter and backflow for temporary interconnect at Ora Mae Harn Park.
• Continued valve exercising program.
• Performed prep work for installation of valves at Airline/Lambert.
• Commenced filling out daily log sheets to be entered into Cartegraph, which enables some
reporting features to be utilized through the program.
• Developed a water conservation page and added it to the Utilities Department Website.
• GPS and elevation data was collected for Barnett Linear Channel.
