CAPITAL IMPROVEMENT PROJECTS CAMINO DE MANANA PROJECT 2001-OS2 • Native plant salvage is underway; quantity take offs and plan/spec review continues; plan revisions by Psomas underway; GMP from Borderland to be submitted June 17, 2009 CR WELL #2 EQUIPMENT, 12" OFFSITE MAIN, AND 1 S" SEWER MAIN REPLACEMENT • Bid Opening is scheduled for June 16, 2009. THORNYDALE TANGERINE INTERSECTION PROJECT 2006-012 • Construction is estimated to start Late June, Early July 2009. -2- THORNYDALE ROAD PROJECT: 2002-058 • Landscape establishment is ongoing. • Communication with residents to the east side of the project regarding rights-of-entry and/or deeds of abandonment that are needed to enable closure of noise wall gaps is ongoing MARANA WATER 6-INCH WATER MAIN REPLACEMENT AT UNION PACIFIC RAILROAD MILE POST 962.09 • C.I.P. and the Utilities Department are jointly managing the project. • Revised construction documents have been completed and submitted to UPRR and ADOT for review. SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-050 • Project complete; close out underway HONEA HEIGHTS WATER, SEWER CONNECTION PROJECT • Honea Heights Sewer Mainline: As built plans have been submitted to PCRWRD and awaiting comments or their forwarding to ADEQ for final acceptance • Final versions of site plans, construction documents, and specifications are being generated for incorporation into Phase 1 bid documents. Phase 1 consists of 16 properties along Moore Rd. to be hooked up to the public sewer main. SILVERBELL/CORTARO DISTRICT PARK • SilverbelUCortaro District Park: Construction began June 1 • Water lines and irrigation mainlines are being installed currently B. COMMUNITY DEVELOPMENT HONEA HEIGHTS III -SPECIFIC PLAN • Attended a teleconference with Pima County to discuss GO Bond funding. Contracts should be in hand by August Supervisor's meeting. MARANA BUILDS HABITAT • Wheeler Taft Abbette Sr. made a cash donation of $2,000 to the Marana build and will be considering additional support in the near future. • The Marana Rotary Foundation has pledged an additional $5,000 to fund the second house - proceeds received from their annual golf tournament. SYDNEY PLACE • Final submission has been received and is being prepared for Council consideration and possible approval during July. • Habitat for Humanity is in the process of developing a funding strategy to complete the current build and move forward on the Sydney Place property during 2010. DISCRETIONARY FUNDING • Completing work on 2010 Outside Agency Funding procedures, application, and scoring worksheet. -3- Edits made after comments were received from Legal and Finance. Full packet sent to Manager's office on June 2nd. HOUSING REHABILITATION PROGRAM • Awarded $100,000 through Pima County's CDBG program to continue Housing Rehab for FY 2009-2010. • Received on new rehab application. • Working with area churches and organizations to promote services to Marana residents. AFFORDABLE HOUSING PROGRAM • Met with the Regional Housing Coalition and representative from the faith-based community on a regional housing plan. • Completed draft procedures for the sale of Town owned property through the affordable housing program and forwarded to Manager's office for review. EMPLOYER ASSISTED HOUSING PROGRAM • Pending closings for two (2) employee home sales. GRANTS • Continuing to work with the Governor's Office for Highway Safety for FY 2007 DUI program grant revenues never received. • Beginning work of a transportation (TIGER) grant to fund the Tangerine TI. • Working with Northwest Fire to share information needed for stimulus program grants. D. LEGAL WASTEWATER LITIGATION/TRANSITION • Initial scheduling is being coordinated for June and July anticipated key witness depositions. • Requests for production of documents delivered to Pima County on May 4 and May 7 are anticipated to result in Pima County's delivery of background documents to Marana's attorneys during the first half of June. • A fully revised draft PAG 208 Amendment is being prepared by Town representatives, to address comments received by the PAG 208 Scope of Work Task Force, and is expected to be delivered to the Task Force within the next two weeks. • Legal staff expects to draft Town Code wastewater provisions beginning in July, after completion of the pending utilities engineer procurement process. CMID IGA NEGOTIATIONS • On May 21, the Town Council approved the CMID/CWUA Settlement and Purchase AGREEMENT WHICH WAS THEN APPROVED BY THE CMID/CWUA BOARDS ON MAY 22. • Exhibit I to the CMID/CWUA Settlement and Purchase Agreement, addressing ingress, egress and utility access to the well sites being acquired by the Town of Marana under the Settlement and Purchase Agreement, is continuing to be negotiated and revised to reflect available title information. • Upon finalization of Exhibit I, the parties anticipate that a fully executed, finalized CMID/ CWUA Settlement and Purchase Agreement will be delivered to Title Security of Arizona so that escrow may be opened. -5- As required by Paragraph 8 of the CMID/CWUA Settlement and Purchase Agreement, Town staff is arranging for the six well sites being acquired by the Town of Marana under the Agreement to be surveyed, so that insurable title may be obtained to the six well sites. After close of escrow on the CMID/CWUA Settlement and Purchase Agreement, Legal staff anticipates completing negotiations with CMID concerning property rights needed to close out the Tangerine Farms Road project (the roadway crossings of the CMID channel adjacent to the I-10 Frontage Road and exchange of land for a wellsite in the Gladden Farms area). POLICE DEPARTMENT PERSONNEL MATTERS • Jane Fairall continues to monitor the MPOA lawsuit re: the Harris PARB hearing. The MPOA has filed a notice of appeal to the Court of Appeals. • Jane Fairall continues to monitor and coordinate with outside counsel the lawsuit brought against the Town by Barbara Harris, Lanell Garbini and Michelle Ochoa. As of May 5, 2009, the claims of Garbini and Ochoa were dismissed with prejudice; Harris' claim is ongoing; as of May 21, 2009, Harris' Title VII discrimination/retaliation claims (the bulk of the lawsuit) were dismissed. Harris' Equal Pay Act claim is ongoing. • Jane Fairall is monitoring and coordinating with outside counsel regarding Harris' newly filed EEOC charge. PUBLIC WORKS PROJECTS • On April 24, Legal Department Staff filed a stipulation for immediate possession in its first condemnation action and on April 29 filed its second condemnation action for the Camino de Mariana project. • Negotiations continue with the property owners relating to the right of way needed for the Camino de Manana/Dove Mountain extension project headed up by Cedric Hay. Of the 52 parcels which are affected by the project we have completed our acquisitions on 38, are still in discussions with representatives for six parcels and the 8 remaining parcels will either be acquired from the banks who have initiated foreclosure proceedings or through condemnation. OTHER NOTABLE CIVIL MATTERS • The Legal Department prepared the agenda materials and quit claim deeds of abandonment for the Town Council's May 21 adoption of the resolution of abandonment for any public right of ingress and egress over the easement within and immediately west of the Saguaro Ranch project and located within the Town limits of Marana. • Frank Cassidy is scheduled to make a presentation at the June 5 State Bar of Arizona Land Use Law Update seminar in Phoenix on the subject of Arizona constitutional limitations on economic incentives to developers after Turken v. Gordon. • Frank Cassidy is finalizing a revised draft of a development agreement for the Marana Mercantile project, addressing reimbursements for public infrastructure costs anticipated to be incurred by the developer for nearby public improvements. • Frank Cassidy filed a responsive pleading in a Board of Adjustment Appeal entitled Ohl v. Marana Board of Adjustment. • The Legal Department has prepared draft amendments to Title 14 and Title 16 of the Town Code to combine the Utilities Board and the Utilities Commission. Based on the Utilities Commission's recommendation at its May 12 meeting, the amendments are anticipated to be forwarded to the Council for consideration on June 2. -6- • Frank Cassidy and Karen Cushing are working on a draft reformat of the Land Development Code. • Cedric Hay has prepared a draft letter which was sent by May 18 to Metron Farmer on behalf of the Water Utilities Department requesting that a refund for certain equipment be authorized. • Jane Fairall is working with Manager's Office and HR regarding options for budget reductions to offset anticipated budget shortfall for FY 2010, including legal issues surrounding organizational restructuring. • Jane Fairall is working with the Parks and Recreation Department to develop a policy manual for park facility users. • Jane Fairall has drafted five separation agreements for participants in the Separation Incentive Program (SIP). • Cedric Hay is preparing a suggested process of debarment to be used by the Public Works Division. • Cedric Hay and Jan Catalano continued preparation of Deeds of Abandonment for twelve of sixteen property owners who have expressed a willingness to accept the abandoned right of way along the Thornydale Rd. project. Deeds of abandonment have been completed for four of the twelve individuals; once legal descriptions have been prepared these will be sent to the Town Manager for final execution. The remaining deeds should be completed within the next week. • Jane Fairall is working with Finance and the Manager's Office to finalize a new comprehensive Town fee schedule. • Cedric Hay and Jan Catalano are working with staff from Pima County Regional Flood Control District to finalize a property acquisition for the Twin Peaks Project. • Cedric Hay continues to work with attorneys for the parties associated with a tax lien foreclosure case in an attempt to acquire property in Honea Heights which will be used for affordable housing. • Cedric Hay and John Huntley met with representatives from the Town of Sahuarita to assist them with the development and implementation of .their own building and zoning enforcement program. • Cedric Hay met with a citizen who was concerned about billboards in the Town of Marana. PROSECUTION ACTIVITIES AND STATISTICS: • Jane Fairall continues to consult with the MPD command staff regarding prosecution criminal issues surrounding the Saguaro Ranch easement dispute. • Jane Fairall and Donna Marchinetti continue to draft a policy and procedure manual for Town Prosecutor's Office victims' rights implementation. • Laine Sklar represented the Town in a competency hearing in Pima County Superior Court at which the court ruled in the Town's favor and held that the defendant in an extreme DUI case is competent to stand trial. • Jane Fairall and Laine Sklar met with representatives from Motorola regarding the Prosecutor's Office's use of evidence obtained via the MPD's use of an in-car mobile digital recording system. -7- • Jane Fairall and Laine Sklar met with representatives from the home detention monitoring company used by the Court Probation Department to discuss new equipment available and the services currently being provided. E. MARANA REGIONAL AIRPORT BY-PASS APRON • In pavement lights and reflectors are installed • Rock installed on edge of apron to prevent erosion of the surrounding ground AIRPORT ACCESS ROAD • Design is complete • Final walk through was on May, 21 2009. HARLEY-DAVIDSON • The airport is currently working with the Marana Harley-Davidson dealer to partner together to provide motorcycle safety training at the Airport. They will use a portion of the airport for a fee. OPEN TIE-DOWNS • The Town took over billing for the Open Tie-Downs in August of 2008 and has collected over $20,000 in this fiscal year. F. OPERATIONS AND MAINTENANCE FLEET SERVICES: • DP2 (Digital Controller, 2nd Generation) will utilize two outdoor docking stations to download video from the patrol vehicles; currently seeking the best location for these stations. • Drainage trough (EPA approved) for containing liquids generated by MOC shop operations has been repaired and is operating efficiently again. • Submitted blanket bid packages for batteries, auto glass, and body and paint services. STREET MAINTENANCE: • Twin Peaks Road (west of Rattlesnake Pass) has been repaired and is open for traffic. Lanes were closed and traffic rerouted to the shoulder to perform work to install drainage pipes in three locations. Work remaining is to grade shoulders to drain into the Saguaro Springs drainage channel. • Equipment Crew worked on property west of AZ Pavilions for Fourth of July event in behalf of Parks and Recreation. FACILITIES: • MOC generator transfer switch has been repaired and successfully tested on Friday, June 12, 2009. George Pesina, Sr. has been advised not to return to work by his doctor. This was effective June 2, 2009. Jacob Ward has been filling in admirably for George Pesina, 5r. -8- • MMC chiller has been repaired by Johnson Controls; bugs still remain. Johnson Controls has been called back to reassess situation. Oil change has been completed on one chiller; we will not proceed with the second chiller oil change until we are confident all issues have been resolved with the other chiller. • Drainmasters was called to respond to a blockage in the drain of the Court building. Drains were snaked and are now operating efficiently. ADMINISTRATION: • Waiting for Finance to advertise street sweeping services for fiscal year 2010. • Waiting for POs from Finance to repair damaged guardrail on Tangerine Road and bridge on Continental Reserve Loop Drive. Insurance will cover the guardrail, however, insurance does not cover the bridge. Chevrons may be installed pending a decision from Traffic Engineering. G. PARKS AND RECREATION MARANA CULTURAL AND HERITAGE PARK • Staff is working with the Tucson Pima County Arts Council to coordinate artist selection for public art at Marana Heritage and Cultural Park. First meeting of art panel is June 12. • Irrigation well is down. The submersible pump will be replaced in July. Marana Farm is irrigating with potable water from Marana Water. Marana Water is assisting with this repair. SILVERBELL-CORTARO DISTRICT PARK • Staff is coordinating construction with C.I.P. • Irrigation system and potable water mains are being installed. TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD • Continue to wait on Ritz-Carlton construction to move off trail head site, so that Town project can begin. • Tucson Pima County Arts Council is coordinating selection of artist for public art component. First meeting is June 12. • Tortolita Trail System visitors map is being finalized and prepared for printing. ORA MAE HARN PARK IMPROVEMENTS • Irrigation well located on Barnett Road is down. Temporary hook up to potable water accomplished by Marana Water. Repairs will begin in July. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE • Staff is reviewing draft documents. • Presentation of draft to public set for September 24 at Wheeler Taft Abbett Library. • PRACAC will review in August. RF. CRFATTCIN Pool staff is coordinating volunteer swim team program. Movie night at the pool Friday, June 5. Approximately 50 people enjoyed the show. Summer Camp programs are at capacity. -9- JULY 4TH STAR SPANGLED SPECTACULAR AT ARIZONA PAVILIONS • Staff is coordinating this year's Star Spangled Spectacular Event at Arizona Pavilions with area businesses and Town Departments. • Participating businesses include Boston's Gourmet Pizza, Comcast, Cricket Communications, .Fry's, Keva Juice, KFC/Taco Bell, La Quinta Inn, Mathnesium, Nana's Kitchen, Native New Yorker, Papa Murphy's, Starbucks, The Pines Golf Club, Tower Theatres. PARK MAINTENANCE • Staff treating MMC landscape for imported fire ants. Ants were introduced on site during building construction from oak trees imported from Texas. H. PERMITS AND RECORD CENTER PERMITS ISSUED MAY 1 S THRU JUNE I 1 • 89 permits issued - $177,033.60 in permit fees collected including: * 14 single family residences *2 tenant improvements *7 certificates of occupancy • 9 permits issued over the counter MISCELLANEOUS PROJECTS COMPLETED • Permits and Records Center Sharepoint site for information-sharing implemented • Finalized and distributed copies of four permitting brochures • *Copies distributed to Marana Chamber of Commerce and posted online • Created process flowcharts for Certificates of Occupancy to assist in streamlining the various review processes • New end of month report (to help identify permitting trends) designed and submitted for review • Tracking sheet for DSC Reception tallies finalized MISCELLANEOUS PROJECTS IN PROGRESS • Working with Technology Services on two projects • *Development Services Interactive Map design and implementation • *CRW .NET research for potential upgrade in the next six months • End of fiscal year records retention cycle processing • Developing and training staff to assist in other areas of the department • Further adjustments to end of month report to better identify new businesses/commercial .permits issued during the reporting period DSC RECEPTION AND RECORDS • Tallies available now for Reception *May 1 through May 31 - 1,299 phone calls; 273 visitors at the counter • DSC Records Work Orders May 15 through June 11 *Copy orders - 16 -10- *Scan orders - 83 *Internal copy orders - 13 *Public records requests - 9 I. POLICE AUTOMATED EXTERNAL DEFIBRILLATORS • AED's have been installed in five locations within the town facilities, thirteen volunteers and town employees have :been trained as instructors. • Scheduled trainings have begun for all employees to participate with this life-.saving device. NEW OFFICERS • Currently our department has eight new officers; four of them are in the final phase of their field training and will be added to the patrol schedule upon completion, which is expected next week. • Additionally, three officers are in the first phase of their four-phase field training. • One lateral officer began his training May 30 and will end his field training June 26. COMPLAINTS AND DISCIPLINE • The Department has developed a new complaints and disciple process, the policies that coincide with this have been changed, and a procedural manual has been developed. • Training is pending for all supervisors and managers. OPERATION STONE GARDEN • The Department has installed our newly purchased Automated License Plate Recognition hardware and software into a marked patrol car. • Additionally, a policy has been drafted to provide officers with guidance on the use and operation of this new equipment. • The Automated License Plate Recognition system was purchased with money from the Federally Funded "Stonegarden" grant. J. TECH SERVICES IT & NETWORKING • Purchased Email archive appliance and currently in the process of setting it up • Purchased and setup Solar Winds network monitoring software • Completed 130 work orders with 17 pending in the last 30 days. • Ongoing operational checks and improvements to the TT system alerting system have been .completed. • Working with O & M to ensure that we are ready for potential power conditions during monsoon season. • The WAN Network RFI is scheduled to be posted on Friday June 12. GIS • Completed Legacy apartment complex addresses at Dove Mountain. -11- • Working on map requests for Environmental, Planning, and Parks & Rec • Loaded Tucson Water database and will begin moving current water database to new format. • Transview pavement analysis software -data collection and assessment model development in progress. • Completed 70 map requests to date in June. PD & COMMUNICATIONS • In the process of replacing Police Records' computers. • Testing Volunteers in Police Service (NIPS) calendar which will be accessed through Civic Plus website • PCWIN site surveys for Beacon Hill, MMC, and MOC will take place on June 25th • In car radios are experiencing a problem being out of frequency under some operating conditions. Working with Motorola to resolve the issue. SOFTWARE APPLICATIONS • Supplemental Budget application for finance dept implementation has been completed .and waiting for Finance to review. • Cartegraph users group will be hosted at the MOC on Sept. 9th • Development Services mapping website design is in progress. • Bret Canale is currently attending SQL Server training that will conclude on June 12th K. TOWN CLERK MISCELLANEOUS • Assisting Parks and Recreation in 4th of July preparation for Cortaro businesses to get extension of patio/premises from the Liquor Board. • Working with HR, Legal and Tech Services on an email policy. L. UTILITIES WATER: • Continued valve exercising program. • Poured concrete around several valves in the water system. • Commenced hydrant inspection program. In addition, installed bollards around hydrants. • Installed sample stations for water testing. • Continued to change out T2 radios that are dysfunctional with Orion radios. • Attended a Customer Service Professionals meeting in Gilbert. The main agenda item was the Red Flags Rule. A presentation was given by Experian and Merchants Information Solutions. • Attended meeting for Lower Santa Cruz River Managed Recharge Project.
