OF PAGES: 3 1956 PE-2 r~~ ~~~~ SEQUENCE: 20091510511 SMARA ~ ~ y 08/06/2009 TOWN OF MARANA `l' ~"~' ORDIN 15:48 ATTN: TOWN CLERK .`gRIZ01`ZQ' 11555 W CIVIC CENTER DR MAIL MARANA AZ 85653 AMOUNT PAID $ 8.00 MARANA ORDINANCE N0.2009.18 RELATING TO BOARDS COMMISSIONS AND COMMITTEES; AMENDING CHAPTER 2-6 OF THE MARANA TOWN CODE, SPECIFICALLY SECTIONS 2-6-2 AND 2-6-3 RELATING TO MEMBERSHIP AND APPOINTMENTS TO CITIZEN ADVISORY COMMISSIONS; AND DECLARING AN EMERGENCY WHEREAS the Marana Town Council has created citizen advisory commissions to provide a forum for the public to hear about and provide input on topics and issues that help guide town programs and strategic objectives; and WHEREAS the revisions contained in this ordinance are based on the recommendations of a subcommittee established by the Mayor to revise current policies regarding membership, appointment and procedures for Town boards, commissions and committees, and WHEREAS the Town Council finds that a simplified and uniform appointment process for Town boards, commissions and committees is in the best interests of the Town; and WHEREAS several vacancies currently exist on various boards, commissions and committees which must be filled so that the boards, commissions and committees can continue their work. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, as follows: SECTION 1. Title 2 of the Marana Town Code is hereby revised by amending section 2-6-2 as follows (with deletions shown with ~~..:~ and additions shown with double underlinin~l: Section 2-6-2 Application, recommendation, appointment and removal A. C. pa.~a hn~i° +°~~in ~~~Tnll f°n~in rrl nll nnnliGa+i °~~~ +h,~~ l~The town manager and/or i n shall review the applications, investigate the qualifications of the applicants, and forward all applications ~„~e,aTe~~e ;~'°+~r-to the town council D.~ The town council shall receive the applications at - a r°..~~Inrly ~,.-,°,~,.I°~, public meeting not more than thirty days after the town manager's (or desianee's) receipt of the applications. The town clerk shall mail each citizen applicant notice of the public meeting concerning the appointment. E.~ At the public meeting concerning the appointment, the town council may do one or more of the following: 1. Interview one or more applicants either in public or in an executive session scheduled for that purpose. 2. Make one or more appointments. 3. Order the solicitation of additional applications. 4. T.~L° nnnlin~+i°nc fr°m +h° ~+~ ~rli°nn°. Take any other action it deems appropriate. F.6: Citizen members of boards, committees and commissions shall. serve without compensation, except for reimbursement of town-approved necessary and reasonable expenses incurred in accomplishing the purposes of the board, committee or commission. Sz..h+ A member of any board, °^.,,,.,,,i++°° °r commission, or committee may be removed from office with or without cause by a majority vote of +~~e m°mh°rc"hin .,f the town council. SECTION 2. Section 2-6-3 of the Marana Town Code is hereby revised as follows (with deletions shown with ~*ri~a~ and additions shown with double underlining): Section 2-6-3 Terms of office All terms of office for boards, commissions and committees shall be for four twe years wkrf-i a mnvim~ ~m °f +hree-e~sec~iive~err~--a:;o~ ~'~~eT~eea-a m?vim~~m °f ~i., ,.°n~°,., ,+i.,° .,°~r~, except that the initial terms of office of any new board, commission or committee shall be staggered so that the terms of no more than a simple majority of members ends every two years. IT IS FURTHER ORDAINED that, since it is necessary for the preservation of the peace, health and safety of the Town of Marana that this ordinance become immediately effective, an emergency is hereby declared to exist, and this ordinance shall be effective immediately upon its passage and adoption.
