I. Call To Order
Mayor Ora Harn called the meeting to order at 7:00 p.m.

A moment of silent prayer was observed.
IV. Roll Call
The Stenographer called the roll. Council member Tom Hum was
absent. The six members present constituted a quorum.
V. Approval of Agenda
Vice Mayor Bob McCrea asked that Item IX (B) be omitted at this
time and considered at a later date. Mayor Harn requested Item
IX (A) be deleted from the agenda because information on the item
has not been received. A motion was made by Bill Schisler,
seconded by David Morales and carried that the agenda be approved
with the deletion of Items IX (A and B).
VI. Approval of Minutes
A motion was made by Bob McCrea, seconded by Jo Rex and carried
that the minutes of the December 18, 1990 meeting be approved
with Item VIII, Paragraph II restated as follows: "Doug Mostyn

asked about Santa Land, and was informed it was very successful
for a first event. Leilani Schisler said that one business had
stated their business did not improve."
VII. Petitions and Comments
Hal Horrigan, of 12545 N. White, presented an overview of the
adverse financial condition of his businesses, the Marana Grocery
Store and the Marana Market, and added that other businesses in
the community are facing the same problem. He stated sometimes
he sees the Council spending money readily and requested the
Council to keep in mind the problems of the local businesses when
spending the citizen's money. Bill Schisler requested Mr. Horri-
gan to make a list and present it to the Council where he felt
the Council was spending money unwisely. Mayor Ham stated
Marana Health Clinic is in financial problems also. She stated
the Council is willing to help these small businesses stay afloat
in whatever way it can.
Michael Smasal, of 13377 N. Sandario Rd., requested the Council
to keep things in the right perspective, and added that Marana
Health Center has access to grant funds whereas private enter-
prises in the community do not.
VIII. Announcements
Leilani Schisler announced that the Marana Regional Arts Council
will hold its annual "Afternoon of Music and Arts" at the John
Wayne Lodge on January 26, 1991, from 11:30 a.m. to 6:00 p.m.
She requested participation from the Council. Mayor Harn said
she had contacted the Avra Valley Fire Department, and they had
advised her the Council could place items in their newsletter.
She advised Mrs. Schisler to contact them to see if she could
place an announcement of the event in the newsletter also.
IX. Order of Business
C. Resolution 91-01 Budget Amendment - Adding $15,000 to the
Police Repair Account
Police Chief Lynn Radcliffe answered questions regarding funds
which have gone into the General Fund from forfeitures, seizures,
and auctions. He stated there is an average of 130,000 miles on
police vehicles at this time. A motion was made by David Mo-
rales, seconded by Bob McCrea and carried that this matter be
postponed until after the Council and Budget committee meets on
January 17, 1991.
IX. D. Barnett Road Improvements - GLHN Engineer's Cost
The Town Manager informed the Council that this $43,125 of flood
repair funds was from the flood damage to Barnett Road on July
24, 1990, and he added that there is another two to three thou-
sand dollars still to come. Mayor Ham said the portion of
Barnett road from the Samuelson place to Sandario Road can never

be kept graded because of the washboard condition of the road,
and she expressed a desire to at least get one end of the road
surfaced so the people could continue getting their mail. Jo Rex
expressed concern that raising Barnett Road would create flooding
on Grief Road. David Morales said that the Chamber of Commerce
had advised the Council that there are some local engineering
firms, and that since the Council does not have a Town Engineer,
the Council is not bound to any one firm. He felt that $8,000
was too much for this job. David Morales made a motion that the
Council call for bids on the engineering work on Barnett Road and
to give the bid to the lowest bidder. The motion died for lack
of a second.
The Town Manager said it was his impression that Council had
previously been pursuing this 3ob with the understanding that
GLHN would be doing it, and this is the reason he had followed up
on it. Mayor Ham asked the Town Manager to check and see if an
agreement was made with F&D/GLHN to do this work. Mayor Harn
questioned the time limit for construction of the road where CDBG
funds were concerned. The Town Manager said they had until the
middle of June to complete the project, and he felt that a two or
three week delay would not cause a problem. Bill Schisler stated
they had a contract with Commercial Southwest Investments as far
as the Town Hall and Barnett Road, and that needs to be checked
also. He requested a detailed list of what they are going to do
with this $8,000. Bob McCrea felt the road had already been
engineered and questioned what additional engineering was neces-
sary. A motion was made by David Morales, seconded by Bill
Schisler and carried that this item be postponed to a future
agenda.
IX. E. Chamber Request For Letter of Support For Rural Economic
Development Initiative
A motion was made by David Morales, seconded by Bill Schisler and
carried that a letter, prepared by the Town Manager, in support
of Rural Economic Development Initiative (R.E.D.I.) Program be
submitted to the Chamber of Commerce.
IX. F. Discussion of Park User Fees, Rules, Procedures, etc.
The Town Manager said what needs to be done is for the Council to
pass an ordinance and resolution in anticipation of the Town
taking over the park. Mayor Ham felt there should be a provi-
sion in the ordinance to prevent loitering. Bill Schisler and
David Morales felt there should be a provision for serving beer
for special functions. Bob McCrea said the park isn't that big
and if special permits are issued, that will give special groups
the right to have the run of the park and that might infringe on
the rights of families wishing to use the park who do not wish to
be around alcoholic beverages. Jo Rex asked that the Police
Chief, Town Manager and Town Attorney review the documents and

make recommendations to the Council. A motion was made by David
Morales, seconded by Bill Schisler and carried to direct staff to
prepare an ordinance, resolution and other procedures on the
park.
IX. G. Mayor's Report
Vice Mayor McCrea said he and the Town Manager had attended a
meeting at Oro Valley Town Hall, with the City of Tucson and Oro
Valley present. He said they discussed the future of the Avia-
tion Corridor and funding of that project from HURF Funds. It
seems to him and to Oro Valley that a huge sum of these funds is
being funneled into the Aviation Corridor, and these two entities
are not getting a lot out of the funds. From a preliminary
report, it appears between 12 and 30 million dollars may be left
over after the Aviation Corridor pro3ect is finished. As members
of Pima Association of Governments (PAG), these small entities
put the City of Tucson and Pima County on notice that there are
other groups in PAG, and they too have projects they would like
to have accomplished, like Tangerine Road. They will continue
monitoring the situation. Mayor Ham said the city has spent
814,000,000 acquiring right of way the Aviation Corridor will
never go around.
IX. H. Legal Report
The Town Attorney, Harold Higgins, said the County has back-
peddled on the water rights issue on the park acquisition.
Otherwise he said they were very close to an agreement. He added
that acquisition of the buildings is to be considered in the fu-
ture. (A copy of report is on file.)
IX. I. Manager's Memo

X. Future Agenda Items
At the request of Mayor Ham, Hal Horrigan agreed to serve on the
Selection Committee for a new Town Manager.
The following items are to be placed on the next agenda:
A. Appointments to the Town Manager Selection Committee.
B. Appointments to the Standard Operating Committee.
C. Update on the Sales Tax Canvass.
XI. Adjournment
A motion was made by David Morales, seconded
