CAPITAL IMPROVEMENT PROJECTS
CAMINO DE MANANA PROJECT 2001-052 (TOM HOULE/ PROJECT MANAGER)
• Borderland continues to grade the northern portion of the project (Dove Mt. Extension) and
excavate for drainage culverts.
• Groundbreaking event currently scheduled for October 21, 2009 at 9AM
TWIN PEAKS PROJECT 2001-044 (MORRIS REYNA AND SCOTT LESKA/PROJECT MANAGERI
• Contractor is on schedule.
• Santa Cruz River Bridge deck beams continue to be delivered and constructed.
• Tiffany Loop continues to be constructed
• West Bound Frontage road closed between Cortaro and Avra Valley roads, Camino De
Manana closed at Linda vista; railroad crossing closed to the public

BARNETT LINEAR CHANNEL PROJECT 2003-016 (PAUL BAUGHMAN/PROJECT MANAGER):
• Survey of the Roadway crossings started last week for Civic Center Drive, Sandario, Sanders
and Postvale Roads. Coordination will start soon with the Roadway designer to provide a
map of the watersheds so that the storm drain designs can be initiated.
CR WELL #2 EpUIPMENT, 12" OFFSITE MAIN, AND 1S" SEWER MAIN REPLACEMENT (GUS
LIPINS/PROJECT MANAGER):
• The Pre-bid meeting was held June 4th.
• The Bid opening was held June 16th with 9 contractors submitting bids. The low bidder is
SunWestern Contractors with a bid of $341,163.35. The Construction Contract package was
signed by the Contractor on July 23rd 2009 and has been finalized by the Town. Pre-Con
meeting is being planned with the Notice to Proceed to follow.This Project will be managed
jointly by CIP and the Utilities Department.
THORNYDALE TANGERINE INTERSECTION PROJECT 2006-012 (KURT SCHMIDT/PROJECT
MANAGER):
• Work is now complete on curbs, access ramps, sidewalks, asphalt paving, temporary
roadway striping, traffic control signage, and barricade railings.
• Remaining work includes completion of traffic signal modifications, pedestrian signals,
permanent roadway striping, and pavement markers. Completion of these activities awaits
delivery of traffic signal system components. Work is expected to resume during the week of
09/21 /09.
THORNYDALE ROAD PROJECT: 2002-OS8 (KURT SCHMIDT/PROJECT MANAGER):
• Landscape establishment continues.
• Warranty work is being conducted on an as-needed basis.
• Biff Baker Fence Company has been selected to furnish and install the noise wall gap
closures. A purchase order is being prepared.
MARANA WATER 6-INCH WATER MAIN REPLACEMENT AT UNION PACIFIC RAILROAD MILE POST
962.09(KURT SCHMIDT/PROJECT MANAGER):
• C.I.P. and the Utilities Department are jointly managing the project.
• A supplemental agreement between UPRR and the Town has been executed relative to allow
the jack and bore of a new water main underneath the railroad tracks. Completion of the
project is being affected by an eleventh hour requirement communicated by Kinder Morgan,
the operator of the underground high pressure fuel pipelines located along the west side of
UPRR's right-of-way. KM is now requiring that the Town enter into a costly inspection
agreement for oversight services during entire duration of the jack and bore operation within
UPRR's right-of-way. Town staff is researching legal aspects and options prior to executing
the agreement. Final scheduling of construction activity is subject to completion. of this
agreement.
• ADOT is reviewing traffic control plans to be implemented within their right-of-way that
will affect the westbound I-10 frontage road during construction. Resumption of
construction activity is pending approval of the traffic control plans.
SILVERBELL/CORTARO DISTRKT PARK 1999-012(GUS LIPINS/PROJECT MANAGER):

• To date, day 106, 50% of the contract time has been expended.
• The Project overall is approximately 36% complete with a projected completion date of
December 11th. (Contract end date is 12/28/2009)

Pay application No. 2 for July has been received and is being processed. Pay application
No. 3 for August has recently been submitted.
HONEA HEIGHTS WATER, SEWER CONNECTION PROJECT (PHASE I) (KURT SCHMIDT/PROJECT
MANAGER):
• Phase 1 of the project, consisting of 16 parcels along Moore Road, is out to bid. Pre-bid
conference was conducted on 09/10/09 and was well attended by 13 contractors. Bids are
due 09/22/09.
• Phase 2 of the project, to include a limited number of parcels along Sanders Road, Swanson
Road, and Honea Drive, is in preliminary design stage. C.LP. field staff is collecting
property information to enable preparation of site plans
TANGERINE ROAD CORRIDOR PROJECT: 2005-061
• Advertisement continues on the Town of Marana web site.
• Pre-Submittal meeting will be held this week on September 17th.
SILVERBELL-CORTARO INTERSECTION IMPROVEMENTS: 2010-153-25
• Design scoping to start this month with design consultant.
• Anticipated to begin construction December 2009

• Personnel Policy Chapter 5 Work Rules amendment, adopted by Council on 8/18/09.
• Adopted amendment to the PARB appointments and PARB terms by Council on 8/18/09
EMPLOYEE APPRECIATION WEEK:
• Service recipient recognition banners in MMC Lobby & MOC,
• Council held an Employee Appreciation recognition gathering before its council meeting
• Council declared at its regular meeting Employee Appreciation Week and the Presentation of
the retirement bricks for those employees who recently retired
• Department heads held individual events (lunch, breakfast, thank you cards, certificates) for
staff,

GENERAL
• Developed and prepared standard org charts for all Town departments. Organizational charts
were presented to Council and approved with Amendments to the budget on 8/18/09.
• Finance/HR Software (TylerMunis) development of a pilot program for Personnel Actions
paperless system. HR and Finance will pilot program for a few months until it's implemented
in departments.
• Amendment to salary schedule by Council on 8/18/09
• Coordinated with the Outreach Committee and My Sisters Closet for clothing donation
• HR Department Intranet development -New user friendly look full of information!
• Received all Town Employees performance reviews (exclude Officers, Dispatchers,

LEGAL
WASTEWATER LITIGATION/TRANSITION
• Eleven Pima County witnesses were deposed in July and August, including County
Administrator Chuck Huckelberry.
• Town of Marana witnesses Gilbert Davidson, Barbara Johnson, Mike Reuwsaat, Dorothy
O'Brien, Brad DeSpain, and Robert Archer (of Westland Resources) are scheduled to be
deposed in October.
• A three-day evidentiary hearing on whether Pima County must turn over ownership of the
non-flow-through conveyance system to Marana is currently scheduled for November 18-20.
• Scheduling of the trial will occur after the currently-set November 18-20 evidentiary hearing.
• Pima County has provided about 12,000 pages of documents in response to the Town's
requests for production of documents.
• The Town has now provided documents in response to the July 23 Pima County first request
for production of Marana documents.

• The Town's fully revised draft PAG 208 Amendment was presented as an informational item
at the PAG Watershed Planning Committee meeting on August 31 and the PAG
Environmental Planning Advisory Committee on September 4, and as a work item at the
September 10 meeting of the PAG 208 Scope of Work Task Force.
PENDING CIVIL LITIGATION
• In the MPOA v. Town of Marana/Marana Personnel Action Review Board case, Jane Fairall
filed the Town's response to the MPOA's appellate brief in the Court of Appeals on August
13. The Court has set oral argument for October 7, 2009.
• Jane Fairall continues to monitor and coordinate with outside counsel the lawsuit brought
against the Town by Barbara Harris; as of September 8, 2009, Harris' Equal Pay Act claim
was dismissed with prejudice. Harris' Title VII discrimination retaliation claims (the bulk of
the lawsuit) were dismissed by the court in May 2009. Thus, this lawsuit has now been
concluded.
• In the Bailey v. Pennington tax foreclosure case involving a Honea Heights lot encumbered
by a Marana lien for clean-up costs, Cedric Hay filed an Amended Answer on September 8,
requesting that the Court initiate foreclosure of the Town's lien. This was done in response to
direction from the Court in an August 24 minute entry.
PERSONNEL MATTERS
• Jane Fairall is monitoring and coordinating with outside counsel regarding Harris' EEOC
charge filed in May 2009.
PUBLIC WORKS PROJECTS
• Negotiations continue with the property owners relating to the right of way needed for the
Camino de Manana/Dove Mountain extension project headed up by Cedric Hay. Only four of
the 52 parcels affected by the project remain. An acquisition and exchange agreement is
scheduled to be brought before Council on September 15th and the three other properties will
be acquired through condemnation while the possibility of settlement still remains.
OTHER NOTABLE CIVIL MATTERS
• Frank Cassidy is in the process of negotiating to acquire CMID property rights needed to
close out the Tangerine Farms Road project (the roadway crossings of the CMID channel
adjacent to the I-10 Frontage Road and exchange. of land for a wellsite in the Gladden Farms
area).
• The draft development agreement for the Marana Mercantile project has been the subject of
further Town staff analysis, discussion, and revision in preparation for its presentation to the
Council for consideration of approval on September 15.
• Cedric Hay continues working with the Finance Department to begin developing a legal
workers/e-verify audit process for all Town contractors and subcontractors to comply with
recently-adopted state law. This process will be shared and compared with the processes
developed by other municipalities.
• Cedric Hay continues his work with the United States Department of Justice regarding
possibly "opting out" of the pre-clearance requirements of the Voting Rights Act.
• Jane Fairall is working with the Town's Technology Services Department, the Town Clerk's
Office and the Town Manager's Officer regarding records management and e-mail retention

issues. This group is also working on developing an administrative directive regarding the
use of social media
Jane Fairall continues to coordinate the Town's response to public records requests each
month for all a-mails of the Town Manager and Town Attorney.
Legal Department staff is working with Planning and Public Works staff on a reformat and
reorganization of the Marana Land Development Code.
Legal Department staff is finalizing standard consulting professional services agreement
forms with feedback from the Finance Department and affected departments.
LEGAL DEPARTMENT PERSONNEL
• Rasha Younis, a foreign exchange student from Lebanon attending Marana High School, is
volunteering in the Legal Department for the school year. Rasha is interested in the law and
hopes to practice international law in the future.
MARANA REGIONAL AIRPORT
HARLEY-DAVIDSON
• The airport has approved T.E.A.M Arizona for a motorcycle training course at the airport.
They will be using a small portion of one of the airport's aprons that is seldom used at this
time.
MARINE MEMORIAL EVENT
• The date has been set for the next Marine Memorial event. It will be held April 10, 2009.
This will be the 10th anniversary of the Osprey accident.
PARKS AND RECREATION
MARANA CULTURAL AND HERITAGE PARK
• Artist Rebecca Thompson has been selected to provide art work for the Marana Heritage
Park. Ms Thompson has recently completed an installation at the Sanofi-aventis site in Oro
Valley.
• Marana Heritage Conservancy is planning a community event, "Fall Harvest Festival" at the
Heritage Park on October 24, 2009.
SILVERBELL-CORTARO DISTRICT PARK
• Staff is coordinating construction with C.I.P. Project is on schedule.
• Grand opening celebration is scheduled for February 27, 2010.
TORTOLITA MOUNTAIN TRAILS WILD BURRO TRAILHEAD
• Artist Robin Riley has been selected to provide art work for the Wild Burro Trailhead. Ms
Riley's work is featured along the Rillito River Multi-Use path.
• Tortolita Trail System visitors map is available and receiving rave reviews...
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE
• Next public meeting is scheduled for September 24 at 5:00 at Wheeler Taft Abbett Library.

RE CREATION
• 620 teens attended the Teen Dance, August 28, 2009 at Marana Middle School.
• Itty Bitty Open Golf Tournament at the Pines Golf Course, September 12 entertained 93
young golfers.
• Movie in the Park at Gladden Farms Park, Saturday, September 26 at 7:30 featuring James
and the Giant Peach".
• Tortolita Mountain Hike, Sept. 19 8:00 a.m. Dove Mountain Trail head.
PARK MAINTENANCE
• Graffiti continues to occur at Ora Mae Harn Park and MMC. Staff is coordinating control
efforts with Marana Police and Operations.

POLICE
G.A.LN.:
• The closing date for neighborhood sign ups was Friday September 11, 2009.
• We currently have nine neighborhoods confirmed to participate in this event.
CLICK IT OR TICKET:
• The Governor's Office of Highway Safety has awarded Marana PD with a $9000 grant to
promote seat belt education and enforcement.
• In an effort to save more lives on Arizona's roadways Marana PD is partnering with State
and other local enforcement agencies to buckle down on all motorists not buckled up.
TRESPASSING CALLS:
• We continue to receive trespassing calls for service at Saguaro Ranch.
PUBLIC WORKS
FACILITY:
• Installed Purell Hand Sanitizer Stations across all Town facilities.
Received and preparing to start the installation of room numbers for all Town facilities.
Responded to power failure at MOC on September 12, 2009.
60% complete with renovation to the MOC Old Pueblo building utilizing inmate work to
reduce costs.
FLEET:
• Quoting new vehicle purchase per tiered replacement schedule.
• Performed month-end close out for inter-department billing.
• Assisting PD in motorcycle training with regards to mechanical issues.
Working with facilities to build security bars for the windows for the Old Pueblo building
project.
STREET MAINTENANCE:
• Patching and cut-outs at Kirby Hughes, Wentz, Luckett, Barnett, Camino de Manana, Linda
Vista and Thornydale.
• Sidewalk grindings at various areas and Sunflower.
• Road grading on Moore Road and various shoulders.
• Street sweeping on North Marana Roads.
• Mowing in Continental Ranch Washes.
TRAFFIC SIGNALS/SIGNS AND MARKINGS:
• Routine Sign maintenance for Traffic Engineering work orders. (AZ Pavilions)
• Striping crosswalks at Grier. Installed yellow reflective panels at all school crosswalks.

TECH SERVICES
IT t4L NETWORKING
• In the process of specifying a network switch that will support the PD move at MOC and the
new vehicle video recorder connectivity at the MOC
• Completed 41 help desk tickets for the beginning of September
• The RFP Pre-Bid Conference took place on Wednesday, September 9th. The RFP deadline is
now Sept 24.
• In the process of installing processors, adding memory, and loading virtualization software
on blade servers
• In response to increase disk space usage, some town data is being moved from SAN storage
system to low cost storage system.
• Completed adds, moves, and changes to the phone system
• Finished updating employee database changes for system and wireless access, email, and cell
phones.
GIS
• Finalized the Cultural & Heritage map that will be published
• Working with the Planning Dept on new landscape design consolidation project
• Completed 7 address requests and 4 map requests with a total of IO maps generated
• Currently updating maps for the proposed zip code change
• In the process of working on the building footprints shapefile
PD & COMMUNICATIONS
• Conducted a meeting with Spillman users
• Working with Legal to draft a written agreement with Motorola that defines the participation
in the implementation of the new video recording system at the PD building at the MOC
• Mobile video system project implementation in progress
SOFTWARE APPLICATIONS
• Continued progress with the Development Services/Economic Development web application.
• Cartegraph Users Group Meeting was hosted by the Utilities Dept at the MOC on
Wednesday, Sept. 9th
• Developing new tools for efficient processing of Public Record Requests.
UTILITIES
• Hosted a Cartegraph User's Conference in the Mesquite Room, with three Town of
Marana employees presenting.
• Performed inspections on the water line on the west side of I-10 and for the boring
underneath the railroad on the east side of I-10 for the Twin Peaks IC Project.
• Nearly completed T2 AMR radio change out to Orion AMR radios.
• Performed work to get Sharepoint up and running.
• Completed inventory entry in Cartegraph.
• Continued work on asset database and water system. geodatabase.

• Performed lot inspections, plan reviews, and closeout letters.
Developed map with specific locations of MMC water meters for the O&M Department.
Attended a conference call for the Economic Roadmap Committee with PSA. We will be
submitting information regarding the call to PSA in the coming days.
