General;
• Commenced in-house demolition work of the old storage tank at the La Puerta
well site. This well site is being demolished due to leaks.
• Repaired water leak on Wentz Road.
• Accepted Pioneer Well, which adds the Twin Peaks water system to our existing
water system.
• Issued Notice to Proceed to Sunwestern Contractors for equipping the well and
fill line at Continental Reserve Well II.

• A Memorandum of Understanding for the use of Town funds has been forwarded to the Marana Western Heritage Committee,
Inc. for signature. A response is pending.

Pro"ect• Grants
• The Town partnered with the Arizona Department of Transportation to submit an application for discretionary funding for
replacement of the Tangerine Interchange. The application was submitted on September 14, 2009. An announcement under the
Transportation Investment Generating Economic Recovery (TIGER) initiative will be made on or before February 17, 2010.
• The funding agreement for participation in the Governor's Office on Highway Safety's Click It or Ticket initiative has been fully
executed and operations are underway. Buckle up for safety!
• The Town has been awarded funding under the American Recovery Act Edward Byrne Memorial Justice Assistance Grant
Program for a replacement motor unit. A Memorandum of Understanding for shared cooperative funding with the Cities of
Tucson and South Tucson, Pima County and the Town's of Oro Valley, Sahuarita, and Marana is pending.
• A grant agreement with the Federal Aviation Administration for continued support of Tower design and development has been
fully executed.
• A grant award for $5,700 has been received from the U.S. Department of Justice bullet proof vest program.
• A funding award has been received from the Bureau of Land Management to support desert cleanup efforts in areas where
undocumented immigrants are impacting the environment.
• Grant funding is pending from the following sources:
o Governor's Office on Highway Safety -DUI Enforcement
o Governor's Office on Highway Safety -Speed Enforcement

Project: Transit Services
• Community meeting was held on October 7, 2009 at the Wheeler Taft Abbett Library to
discuss Sun Shuttle services. Eleven members of the public attended.
• New Sun Shuttle services will be introduced on November 1, 2009. These services will
provide circulator services in Northern Marana/Pima County and along the I-10 corridor.
Schedules will be forwarded as soon as available.

• Theresa Fehrmann and Connie Steinman were appointed by council to serve as regular commissioners.
• There are currently three vacancies on the commission. Vacancies are for one regular member and two alternates.

• From November 6'h through the 8'", the airport will host the 2010 Tequila Cup Aerobatic Contest. Contestants come from all
over the world to participate including the Aerobatic Glider team from the U.S. Air Force Academy.
• Last week, the Marano Airport was a fuel stop for some unique aircraft en route to an air show in Texas. The group is part of a
Commemorative Air Force in southern California. Tenants of the airport came out to take a glance at these antique aircraft
which included, among others, a PT-19 Ryan, a trainer from WWII, and Antonov AN-2, a heavy duty, Russian bi-plane from the
40s and an Australian plane called a CA-25 Winjee) made by the Commonwealth Aircraft Corporation and first produced in
1955.

Fleet Services:
• All three Automotive Techs completed a Motorcycle Safety Training which has given them the experience to work on the Police
Department's motorcycles. Training the Techs will save the Town approximately $5,000-$6,000 annually. The Fleet Division was
nominated for the "Pot of Gold" program for this savings.
• The Fleet Division provided support to the Pima Regional Motorcycle Training (Pima County, Oro Valley and Marana) with as-
needed repairs to the motorcycles during training.
• ASE Blue Seal Certification has been submitted. The Marana Fleet Division is one of only 12 government fleets in Arizona to
possess this certification. This ASE program certifies shops that have certified automotive technicians.

• Repaired and replaced 12 signs.
• Painted and striped the employee and visitor's parking lots at MMC, and Parks and Rec Building parking lot.
• Pressure washed all road markings around the MMC.
• Painted the crosswalks and stop bars on Civic Center Drive.
• Painted the high intensity crosswalks and stop bars at Grier Road.
• Two high intensity school crosswalks were installed at Grier Road.
• Upcoming signal modifications will take place at the following locations:
o Tangerine/Camino De Manana -activation of the northbound signals.
o Tangerine/Thornydale -activate pedestrian crossing at right turns and southbound left turn indications.
o Ina/Meredith -change east/west phasing to allow for left turns on green light also.
o Ina/Old Father -change east/west lagging left turns to leading left turns.
o Cortaro/Arizona Pavilions -change east/west lagging left turns to leading left turns.

Project: Camino De Manana Project 2001-52 (Tom Houle, Project Manager
• Construction is approximately 10% complete;
• Groundbreaking event currently scheduled for October 21, 2009 at 9AM
• Temporary traffic signal configuration has been constructed at Dove Mnt 8~ Tangerine to accommodate truck hauling activity
• Import soil hauling began the week of Oct. 12, 2009
• It is anticipated that some of the embankment material will come from the Barnett Channel once clearance from the Army Corp
of Engineers is achieved

reviewed and approved by the Arizona Department of Transportation)

• C.I.P. and the Utilities Department are jointly managing the project.
• Execution of the inspection agreement between the Town and Kinder Morgan, operator of the underground high-pressure fuel
pipelines located along the west side of UPRR's right-of-way, is pending. Dialogue with Kinder Morgan regarding terms and
cost basis of the agreement is ongoing.
• Coordination between the Town, NAC Construction, UPRR, and ADOT to resume construction activities a.s.a.p. following execution
of the inspection agreement with Kinder Morgan.

• Statement of Qualification (SOQ) submittals are due October 15r" for the Engineer selection of the DCR (Design Concept
Report). It is anticipated to take between 4-6 weeks for the selection process.

• New regulations are being proposed by ADEQ on stormwater regulations. Staff is attending meetings held by ADEQ
regarding permit language and content for the upcoming versions of these permits.
• Staff has completed the stormwater Annual Report which is required by ADEQ to maintain compliance with the Town's Municipal
Separate Storm Sewer System (MS4) Permit.

• Marana participates in quarterly regional Buffelgrass Working Group meetings, with the AZDOT, Univ. AZ, Arizona-Sonora
Desert Museum, State Parks, Tohono O'odham Nation, Pima Association of Governments (PAG), Tucson, Oro Valley, Sahaurita,
Saguaro National Park, the BLM, et al. to coordinate control efforts.
• The next volunteer Buffelgrass Pull is scheduled for Oct 17th at Silverbell and Coachline Rd. We have 61 volunteers signed up
on Marana's "Notify Me" for buffelgrass pulling. Pulls are scheduled for the 2"~ Saturday mornings of each month. Tom Ellis,
Dennis Dolan, Patrick O'Kane, Janine Spencer, and Rebecca Kunsberg coordinate events.
abitat Conservation Plan:
• Coordination with AZ State Land Dept.: The next meeting is Oct. 19th with AZSLD, US Fish & Wildlife Service (USFWS) and the
Assistant Attorney General.
• Information on the HCP will be presented at a "Farming into the Future" workshop Oct. 21ST at the MOC Training Room from 6-
8pm. Other presenters include the Univ. of AZ Extension Agent, a CPA, an estate attorney, and AZ Land & Water Trust.

• The purpose of the Tres Rios del Norte Environmental Restoration Feasibility Study is to determine the feasibility of providing
habitat restoration along an 18 mile stretch of the Santa Cruz River from Prince Road to Sanders Road. The study is a
cooperative effort between the City of Tucson, the Pima County Regional Flood Control District, and the Town of Marana in
conjunction with the United States Army Corps of Engineers.
~ Elements that are being considered include recreational improvements, cultural resource preservation, groundwater recharge,
and flood damage reduction.
• In addition to these reports, there will be a "Community Report" which will be a more user-friendly document for the public,

• Getting Arizona Involved in Neighborhoods resulted in 10 community events with roughly 700 attending the event. We had 13
MPD personnel that participated in various capacities and 3 YIPS. The Community Government on Wheels included 2 Council

Town of Marana witnesses Gilbert Davidson, Barbara Johnson, Mike Reuwsaat, Dorothy O'Brien, Brad DeSpain, and Robert
Archer (of Westland Resources) are scheduled to be deposed in October.
A three-day evidentiary hearing on whether Pima County must turn over ownership of the non-flow-through conveyance system
to Marana is currently scheduled for November 18-20.
Scheduling of the trial will occur after the currently-set November 18-20 evidentiary hearing.

In the MPOA v. Town of Marana/Marana Personnel Action Review Board case, Jane Fairall filed the Town's response to the
MPOA's appellate brief in the Court of Appeals on August 13. The Court has rescheduled oral argument for October 14, 2009.
PUBLIC WC3RK5 R®JECTS
• Negotiations continue with the property owners relating to the right of way needed for the Camino de Ma"nano/Dove Mountain
extension project headed up by Cedric Hay. Aright-of-entry for the last of the 52 parcels affected by the project should be
received shortly. A property exchange agreement is scheduled to be brought before Council on October 20'h though aright-of-
entry has already been granted by the property owner.

• The .draft development agreement for the Marana Mercantile project has been the subject of further Town staff analysis,
discussion, and revision in preparation for its presentation to the Council for consideration of approval on November 3.
• Cedric Hay continues working with the Finance Department to begin developing a legal workers/e-verify audit process for all
Town contractors and subcontractors to comply with recently-adopted state law. This process will be shared and compared with
the processes developed by other municipalities.

• Jane Fairall is working with the Town's Technology Services Department, the Town Clerk's Office and the Town Manager's
Officer regarding records management and a-mail retention issues. A subcommittee of this group developed an administrative
directive regarding the use of social media that will be presented to the Council on October 6.

• Rasha Younis, a foreign exchange student from Lebanon attending Marana High School, is volunteering in the Legal Department
for the school year. Rasha is interested in the law and hopes to practice international law in the future.
• Frank Cassidy will be on vacation the week of October 12 and will be at an International Municipal Lawyers Association
meeting in Miami, Florida, from October 18 to 21. Deputy Town Attorney Jane Fairall will be acting Town Attorney during that
period.
• Garrett Culver, former Legal Department law clerk, is participating in a clinical program at the U of A Law School which allows
him to earn school credit for volunteering in the Legal Department this semester. Garrett will work primarily with Assistant Town
Attorney Laine Sklar on prosecution matters, with the goal of completing a jury trial by the end of this semester.

• Artist Rebecca Thompson has been selected to provide art work for the Marana Heritage Park. Ms Thompson has recently
completed an installation at the Sanofi-aventis site in Oro Valley.
• Marana Heritage Conservancy is planning a community event, "Fall Harvest Festival" at the Heritage Park on October 24,
2009.

Arizona Center for Afterschool Excellence Award
• The Arizona Center for Afterschool Excellence works to improve access to high quality afterschool learning opportunities for all
Arizona children and youth through professional development, advocacy and capacity building initiatives. The Center presents
Individual, Program and Leadership Awards annually honoring out-of-school time programs and professionals for their
exemplary work in fostering the education and overall youth development of Arizona's school-age children.
This year the Leadership Award was presented to Jen Ward, Recreation Coordinator for her work with the afterschool, summer,
and inclusion programs. It is Jen's leadership that makes the Town of Marana Afterschool Programs one of the best in the
region.

• Conferences -Aaron Shepherd attended the Sprint Productivity Seminar in Phoenix on Sept 22 and has scheduled a
presentation of new technology here that may provide significant cost savings to the town. Staff also attended the Avaya Aura
Presentation at IBM Tucson.

• Staff is working with DSC and TS on a Laserfiche cleanup project. This project is projected to take 12-18 months to complete.

• General Code has chosen Marana as a beta test site for the NovusAgenda to Laserfiche integration module. Point of contact
will be Viviana Ruiz, who will be working with TS as needed during the integration phase which is expected to begin in October.

• Seven claims were filed in September -four for damage to town property.

• Staff is working on writing a town records management program. The working group has met and discussed items that need to
be addressed as part of the overall program. Phase I of the program will be completed by October.
• Viviana worked closely with Tim Mattix, Rodney Campbell and Jane Fairall to draft a social media policy for the town which
was taken to Council for approval on October 6'h.
• Viviana is working with CIP and Finance on a document control process for bid projects/contracts. The group is expected to
have a formalized policy completed by the end of October.
• Staff is looking into getting the non-DSC town's records into the Versatile software system. Versatile is currently the program
used by DSC records center to track and archive all records. The goal is to have all town records in Versatile within the next
two fiscal years.
• Staff is work on a cleanup of records at the MOC - a complete inventory of records should be complete by December.
• Jocelyn is working with Finance on a Contracts Review Committee
