I Twin Peaks/LInda Vista TI Status: The Town is in receipt of all comments made regarding the TI Project. Town Staff and the Consultant's personnel are in the process of compiling the comments and questions and readying appropriate answers to be included in the final EA. It is hopeful with the submission of the final EA, both ADOT and FHWA will approve the document and FHWA will issue the FONSI (Finding Of No Significant Impact). It is anticipated that the final EA and the issuance of the FONSI will occur in the first quarter of 2006. With the issuance of the FONSI, the Town will be in a position to issue the Notice to Proceed to the Consultant for the final design of the Project and will allow for the Town to begin negotiations regarding acquisition of Right (s)-of-Way relative to the Project. ' A 'IOWII OF "ARAliA Status: The Library Team met on Thursday, 15 December, 2005, to review the Construction Cost Estimate and to discuss the Project in general. The meeting was well attended by all members of the Team. The Architectural Firm of Richard & Bauer, LLC presented the Library Design to the Marana Teen Council on Thursday, 15 December, 2005, at their regularly scheduled meeting for the month of December. From the comments received, subsequent to the presentation, the members of the Teen Council and their advisors were most pleased with the presentation. The Teen Council made a motion and was unanimously passed to establish a committee for the purpose of interacting with the Library Team relative to the "Teen Area" designated for a portion of the Library. Town Staff reviewed the SOQ's and elected to interview the top 2 Consultants for final selection. The interviews were held 2 September, 2005. A Letter of Intent with Town Staff and Consultant was held 4 October, 2005. The Draft Scope of Work was submitted 9 November, 2005. Scope of Work and fee negotiations are underway. Estimated Construction Start Time: To be determined Tangerine Farms Status: 90% plans, specifications, and cost estimates were submitted 6 October, 2005 and comments were returned 31 October, 2005. The Town intends to use the OCR as a coordination tool to guide development of the storm water conveyance system/linear park among Staff, Town Council, the Town's development partners, interested outside agencies, and the general public. This process was initialized on 26 July, 2005 in a summary presentation to the Town Council by Jim DeGrood. I Honea HeIghts Sewer J . . 'lOW. OF "ARA.A . . ~ The Project has been awarded to Grimm, Inc. in the amount of $1,248,519.00. Pima County issued the Notice to Proceed to Grimm Inc. on 6, September, 2005. The first half (west half) of the Project has been pulverized in the sewer trench locations and Grimm began digging at the intersection of Sanders and Swanson on Tuesday 3 January, 2005. . . . . . . . . Honea HeIghts Roadway Improvements Status: Plans have been submitted to Pima County and the Contractor, Grimm Inc. to provide a cost proposal to complete this work with the current Honea Heights Sewer Improvement Project. The proposal has been received and comments have been forwarded to the County and the Contractor. Estimated Construction Start Time: Construction will begin following completion of the sewer mainline by Pima County, anticipated for the 2nd Quarter of 2006. 'l'OW. OF IIARA.A Ganta Cruz River Ghared Use Path ~ This 2.2 mile multi-use path that extends behind Continental Ranch from Coyote Trails Schools to EI Rio Neighborhood Park is up and running. The path paving, rest nodes and PCCP concrete paving has been completed. The landscaping phase is underway. Activity from the surrounding neighborhood is already apparent. Estimated Construction Completion: Mid-March ,"~ . . Cortaro Farms Road- UPRR to Gtar Grass s . . . . . . . . Status: Hunter Contracting was awarded the contract for the second phase of this Project. A partnering conference took place at Heritage Highlands on 19 August, 2005 and included representatives from the Town of Marana, Pima County, Hunter Contracting, subcontractors, and all local utility companies. This partnering conference was organized to help alleviate potential issues that could cause delay. A very efficient working relationship has transpired between all parties involved. Scheduled weekly meetings are held in the on-site trailer at Cortaro Farms Road and Cerius Stravenue every Wednesday beginning at 8AM. Hunter Contracting has been working under an interim Notice to Proceed which allows for the removal and salvage of plants, archeological recovery, and the relocation of electric, gas, telephone, and cable TV utilities within the Project site and is anticipated to last 3 to 4 months. . . . . . . . . . . Meritage Homes is the developer. Rancho Marana is providing the rights-of-way and construction of a portion of Clark Farms Boulevard and Tangerine Farms Road. Rancho Marana also borders Barnett Road and has dedicated Right- of-Way for the future channel. .,OW. OF IIARA.A Rancho Marana The models subdivision streets are are going up . . I 7 Gladden Farms . This subdivision is the first large scale conversion of Marana farm fields to a subdivision. Forrest Cities is the overall developer, however many of the standard homebuilders have been developing blocks. Gladden Farms has constructed a new sanitary sewer system along Moore Road. They have constructed an internal roadway infrastructure including Gladden Farms Drive and Lon Adams Roads. Currently they have graded out a portion of the future Tangerine Farms Road alignment to install more sanitary sewer. A dual water system of potable and non potable water has also been constructed. At the end of Lon Adams Road a new regional park will be constructed by Gladden Farms. Phase I of Gladden Farms I is complete, blocks should be coming before Council for acceptance in February 2006. Home count is around 600 thus far. The roadways and major utilities for Phase II have been constructed. The park site was bid and work is underway. Tangerine Farms Road alignment has been rough graded to allow sewer construction. . . . . . . . . . - I I Farm Field 5 are up in this and the interior paved. Homes very fast. This is a subdivision in the Northeast corner of Moore and Sandario Roads. Nicholas Homes is the developer. Farm Field 5 will construct part of Clark Farms Road and will construct some offsite sewer to connect to the Gladden sewer. This Project is in the grading phase at this time, utility work should begin within the next month. The Town has been phasing into full compliance with its MS4 permit since the original NOI and initial draft SWWP were submitted for the 10 March, 2005 deadline. A storm water calendar using artwork from last year's storm water artwork contest for MUSD children was distributed to Town staff and is available on the Town's website. 575 calendars were distributed at the Holiday Tree Lighting ceremony. Staff continues to develop outreach and public involvement activities for 2006. The Environmental Division has begun reviewing all Storm Water Pollution Prevention Plans (SWPPP) for grading permits and CIP Projects, and is coordinating with the Subdivision Engineering Division on developing interim policies for storm water pOllution prevention and is drafting a storm water ordinance for the Town. 'IOWN OF IIARANA Arizona Pollution Discharge Elimination Gystem . - . 8~ . Old Pueblo Archeology PartnerIng and Heritage Fund . . . . Status: Tours and public assisted digs resumed in October, 2005. Old Pueblo is under contract to provide archaeology services to the Silverbell/lna Road construction Project. The supplemental report on the Yuma Mine Wash sites and Bojorquez-Aguirre Ranch sites were filed with the Army Corps of Engineers in September, 2005. These sites will require additional data recovery work. Old Pueblo is currently cooperating with Parks and Recreation on the concept of the native garden, interpretive trails through the Hohokam site, preservation of the Bojorquez-Aguirre Ranch site, and interpretive signage. . . . . . The Heritage Fund grant contains a conservation agreement with Arizona State Parks. This agreement conflicts with several of the CIP Project goals. The Town of Marana sent a request for amendments to the conservation easement agreement to Arizona State Parks after a November 2, 2005 meeting with staff to discuss the original amendment packet sent explaining the conflicts. HPAC made a recommendation on December 5,2005 to accept the proposed amendment to the current conservation easement. The final decision now rests with Arizona State Parks Board, who will meet on 19 January, 2005. Environmental Overlay District Status: Town Staff continues to meet to discuss alternatives. Alternatives considered to date include a wash buffer concept, 30% allowable disturbance, and buffers determined by individual developers based on the centerline of the 100-year floodplain limits and the flow of the wash Specific limits are not yet established due to various issues. Gunflower Citizen's Advisory Committee Status: The Environmental Division has met with this group to help facilitate between the citizens of continental Ranch, Pima County Environmental Services and the Arizona Department of Environmental Quality. . . 9 . 'IOWN OF . HabItat Conservation IIARANA . PlannIng . . . . . . ~ The Town received a check for $97,218.48 from Arizona Game & . Fish Department in reimbursement for the Year One grant items. Staff · members are working with Game & Fish to finalize the task items, job . . statement and IGA for the Year Two grant. The Town is cooperating with the . US Fish & Wildlife Service, Pima County, and the City of Tucson to discuss . regional habitat conservation planning efforts. Staff is working with Arizona Game & Fish to finalize Year 2 Job Statement and IGA. Staff expects to receive comments from USFWS in the 1 st Quarter of 2006 and then resume planning. . . . . . . . . TItle 16-Effluent Re-Use PlannIng Status: This Project will take much of the agriculture on the south side of the Santa Cuz river off groundwater, protect water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. The Town will also have the backbone of a non-potable supply system on the south side of the Santa Cruz River, which will be able to supply turf and exterior use if that area urbanizes in the future. The Town is currently working with the Bureau of Reclamation on this Project. I Tres Rios Del Norte I Tres Rios picture of the SCR (Picture courtesy of Pima County) Status: The City of Tucson, Pima County Regional Flood Control District and the Town of Marana are coordinating a three-part public meeting series to demonstrate the regional effort for three U.S. Army Corps of Engineer projects in the Santa Cruz River: Paseo de las Iglesias, EI Rio Medio, and Tres Rios del Norte. The Tres Rios del Norte meeting is scheduled on 15 February, 2006 at Twin Peaks Elementary. ContInental Reserve Loop · . The Traffic Engineering Division has conducted a study to determine whether a traffic control signal is warranted at the intersection of Silverbell Road and Continental Reserve Loop/Somerton Drive. The study included turning movement counts as well as observations of the traffic operations at the intersection. In addition, accident data for the intersection was researched and analyzed. Once the appropriate data had been collected, a traffic signal warrant analysis was performed in accordance with the Manual on Uniform Traffic Control Devices. The results of the study found that a traffic control signal is not warranted at the subject location at this time. Town staff will continue to monitor this intersection closely to determine whether a signal will eventually be warranted. It is noted that if a traffic signal is warranted at this location, the developer of the Northwest Medical Center, located on the southwest corner of the intersection, will be responsible for funding the design and construction of the traffic signal. . Fan-TIlt-Zoom Cameras at Town GIgnaHzed IntersectIons 10' . . . The Traffic Engineering Division is currently pursuing the purchase of pan- tilt-zoom video cameras, which will be installed at Town intersections with traffic signals. The installation of the cameras on the traffic signal poles will allow Town office staff to monitor the real-time traffic operations at various critical intersections throughout the Town from their desks. From their desks they will be able to actually control the cameras and either pan them for a 360-degree view of the intersection or zoom to view the operations up-close. The use of these cameras will greatly enhance the Town's ability to quickly identify and resolve safety and operational problems at our most traveled intersections. At this time Town staff is working closely with the IT department and traffic signal technicians to determine which is the most cost-effective type and brand of camera to purchase. CoachlIne Boulevard In-Gtreet Crosswalk IndicatIon In-street LED-illuminated raised pavement markers and advance warning system have been installed at Coachline Boulevard at the Continental Ranch Community Center. This Project started in FY 2004-2005 with the procurement of the ADA compliant equipment with voice and audible crossing indications. The Project should be completed on or about the end of the 1 st Quarter of 2006. PEDES'I'RIA. SAFE'I'Y A'I' 'l'HE SILYERBELL ROAD/WADE ROAD IM'I'ERSEC'I'IO.: A study was recently conducted at the Silverbell Road/Wade Road intersection to determine if any improvements to the pedestrian signal timings and traffic signing are required at this location. The study found that the existing pedestrian signal timings and signing are adequate and no safety deficiencies exist at the intersection. However, in order to enhance the margin of safety for elderly pedestrians and young students, who tend to walk more slowly, the pedestrian signal timings for crossing both legs of Silverbell Road will be increased. In addition, regulatory signs advising drivers that are turning, need to yield to pedestrians will be installed on the Wade Road approaches to the intersection.
