DISCUSSION The growth of many organizations has led to a shrinking talent pool of quality executives. More and more organizations are searching for effective ways to recruit and retain key executives. These talented executives can make a big difference-if organizations can keep them. In order to attract and retain forward-thinking, knowledge-based top performers, assistant town managers or department heads may be granted up to an additional 40 hours of personal leave an- nually. In addition, revision of Section 4-11 will remove restrictions and offer more flexibility to em- ployees Town-wide when scheduling personal leave use. Staffwill bring this back to council for approval and adoption at the February 7,2006 meeting. A TT ACHMENT(S) Proposed amendment to Personnel Policy No. 4-11. RECOMMENDATION None required.
