SUBJECT: Discussion: Relating to Emergency Management.
DISCUSSION
In cooperation with Northwest Fire Rescue District and all Town of Marana departments, an
Emergency Operations Plan (Plan) has been updated and provides for Marana's obligation to
save lives, protect public and private property during both manmade and natural disasters.
Presidential directive created the National Incident Management Systems (NIMS) to ensure a
coordinated response effort under the above conditions. On August 16, 2005, the Town Council
approved Resolution No. 2005-106, adopting the NIMS standards. Marana's Plan under NIMS
mirrors that of Pima County, the state of Arizona, and the federal National Response Plan.
The Plan will be the foundation for each town department to adopt new or revise existing
policies, and standard operating procedures, including a checklist for dealing with disaster
response. Training for staff who have responsibility for incident response will occur in the first
quarter of 2006, subsequent to Council approval of the Plan.
A trial exercise to determine the effectiveness of the Town's plan is expected to occur in the
third quarter of 2006. At that time, all response elements will be tested and adjustments will be
made.
Staff will be bringing this Plan back to Council for further review and adoption in January, 2006.
ATTACHMENT
Council and staff received an electronic copy of the draft 83-page Emergency Operations Plan on
November 28,2005. No attachment is included for this presentation.
RECOMMENDATION
Staff requests further review and comments from Council prior to the January meeting.
