SUBJECT: Resolution No. 2006-28: Relating to Personnel; approving and
adopting amendments to the Town's Personnel Policies Manual,
revising Policy 4-11 "Personal Leave."
DISCUSSION
This item was brought to Council for discussion on January 17, 2006.
The growth of many organizations has led to a shrinking talent pool of quality executives. More
and more organizations are searching for effective ways to recruit and retain key executives.
These talented executives can make a big difference-if organizations can keep them.
In order to attract and retain forward-thinking, knowledge-based top performers, assistant town
managers or department heads may be granted up to an additional 40 hours of personal leave an-
nually.
In addition, revision of Policy 4-11 will remove restrictions and offer more flexibility to employ-
ees Town-wide when scheduling personal leave use.
RECOMMENDATION
Staff recommends Council approval.

MARANA RESOLUTION NO. 2006-28
RELATING TO PERSONNEL; APPROVING AND ADOPTING AMENDMENTS TO THE
TOWN'S PERSONNEL POLICIES MANUAL, REVISING POLICY SECTION 4-11
"PERSONAL LEAVE."
WHEREAS, town staff has presented proposed amendments to the town's Personnel
Policies Manual; and
WHEREAS, the proposed amendments were presented to the Town Council at its
January 17, 2006 meeting; and
WHEREAS, the Council finds that adoption of the amendments to the town's Personnel
Policies Manual is in the best interests of the town and its employees.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, that Policy 4-11 of the Personnel Policies is revised as
follows (deletions shown with strikethrough and additions shown with double underlininl!):
Policy 4-11 PERSONAL LEAVE
Section 4-11-1 General
Each calendar year, oersonalleave is available to use for emolovee oersonal
needs. up to 16 hours of Personal Le~l'./e is aV\3ilable to use for employee
personal needs. An employee may go directly to the TO'.vn Manager to
request personal time off should he/she foel that the sensitivity or
confidentiality of the subject requires the Town Manager's approval.
Section 4-11-~f Eligibility
A. Employees in the following classifications are eligible for 16 hours of
oersonalleave personal time off as described in this policy:
1. Regular full-time classified and unclassified employees.
2. Regular part-time employees.
3. Employees who are in an initial evaluation period.
B. As an additional incentive to recruit and retain kev emolovees. the Town

Section 4 11 2 Lcavc Use

covered by other personnel policies. Reasons to use personol time off
moy include but ore not limited to routine 'Nell child medicol
oppointments, legol consultations, a birthday or a holiday not officiolly
designated by Council.
B. Personal time off may not be uced for sick leave or to extend vacation
teave-:
Section 4.11.3 No Accumulation
Personal Leave does not accumulate.
Section 4.11.4 Termination of Employment
Personal leave is neither an accumulated benefit nor payable upon
termination.
IT IS FURTHER RESOLVED that the town's manager and staff are hereby directed and
authorized to undertake all other and further tasks required or beneficial to carry out the terms,
obligations, and objectives ofthe aforementioned amendments.
