TOWN COUNCIL MEETING INFORMATION MEETING DATE: TOWN OF MARANA February 7, 2006 AGENDA ITEM: I. 1 TO: MAYOR AND COUNCIL FROM: Barbara C. Berlin, AICP, Planning Director SUBJECT: Resolution No. 2006-13: Relating to Development; approving and authorizing a fmal plat for San Lucas Block 2. DISCUSSION Reauest Final plat approval for a 126-10t residential subdivision on 27.78 acres. Location North of Cochie Canyon Trail about one-quarter mile east of Interstate 10. Zonine: Block 2 is zoned R-6 (single-family residential, minimum lot size 6,000 square feet) with an average lot size of 6,852 square feet. The smallest lot is 6,002 square feet (lot 29). Transportation Access to the San Lucas subdivision will be from Cochie Canyon Trail, an extension of Marana Road. Per the Development Agreement, the developer must construct Cochie Canyon Trail and a secondary emergency access road before residents can move in. The secondary emergency access will extend Postvale Road northward to the east edge of the San Lucas development. Block 2 will have direct access to Cochie Canyon Trail as well as to the Adonis Road extension. Internally, Block 2 will have a cross access connection to blocks 3 and 4. Park Reauirements and Benefit Fee Area Under the preliminary plat, Block 2 was combined with Blocks 3 and 4. Combined, the three blocks require 1.2 acres of private recreation and are proposing 1.34 acres. Block 2 also provides 2.5 acres of open space along a wash. Amenities found within the common areas of Block 2 include a picnic area, ramada, barbeque grill and a horseshoe pit. The project is located in the Northwest Marana Transportation and the Marana Park benefit fee areas. 020706 San Lucas Block 2 FP PRV-04113F-2 TC Residential Desi2n Resolution No. 2005-92, approving the preliminary plat for San Lucas Blocks 2, 3 and 4, includes one condition: "Home models shall comply with the residential design standards as adopted, or if not yet adopted, with the most recent draft ordinance." This condition was not part of a development agreement and therefore is incorrect and should be rescinded. Ordinance No. 2005.18, adopting Town-wide residential design standards, applies to new home models submitted after January 3, 2006. Models submitted before January 3 are permitted to adhere to the preexisting design standards. Builders in San Lucas submitted model plans for all of the San Lucas subdivisions before the January 3 deadline, and are therefore permitted to comply with the design standards as they existed before the adoption of Ordinance No. 2005.18. Because the preliminary plat condition is inconsistent with Ordinance No. 2005.18, staff respectfully requests that the Mayor and Council's resolution approving the final plats for San Lucas include a provision rescinding the design standard condition of Resolution No. 2005-92. ATTACHMENTS Summary application, reduction of final plat and location map. RECOMMENDATION Staff has reviewed the request against the requirements of the San Lucas rezoning adopted by Ordinance No. 2003.25, the San Lucas Development Agreement, the Marana Land Development Code and the General Plan, and finds that it is in conformance. Staff recommends approval of the proposed San Lucas Block 2 final plat with the following condition: RECOMMENDED CONDITION OF APPROVAL 1. Condition No.1 from Resolution No. 2005-92 is hereby rescinded. WHEREAS, BCIF Group, LLC, the owner of San Lucas Block 2, has applied for approval of a final plat for 126 single-family detached homes on 27.78 acres, including lots 1 through 126, Common Areas "A" (Recreation and Open Space), "B" (Drainage), and "D" (Monumentation), generally located along Cochie Canyon Trail about one-quarter mile east of Interstate lOin a portion of Section 22, Range 11 East, Township 11 South; and WHEREAS, the Town Council, at their regular meeting on February 7, 2006 has determined that the San Lucas Block 2 final plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that San Lucas Block 2 final plat, a 126-1ot residential subdivision within the San Lucas Block Plat generally located along Cochie Canyon Trail about one-quarter mile east of Interstate lOin a portion of Section 22, Range 11 East, Township 11 South, is hereby approved with the following condition: 1.
