The water line will extend across the west side of the Santa Cruz Rive and have the capability to interconnect with Tucson Water's existing infrastructure. • Performed work for the Slow Sand Filtration (SNT) Project. The 5NT Project is located at Tangerine and I-10; the proeett partners include City of Tucson, Metro Water, Oro Valley, U of A, CAP, Flowing Wells Irrigation District, and Bureau of Reclamation. Slow sand filtration systems are used in water purification for treating raw water (CAP water for this project) to produce a potable product. Unlike other filtration methods, slow sand filters use biological processes to clean the water, and are non-pressurized systems. Slow sand filters do not require chemicals ar electricity to operate. • Relocated a water service line by the Hartman Vistas well that was located in front of the "to-be-constructed" drainage canal for the Camino de Manana realignment project. Strategic: Plan Focus Area: Community Building Project: Affordable Housing Pro-„gram • Town of Marano home on Price Lane is 95% complete. • An appraisal of the property will be completed within three weeks. • An application process far purchase of the home will be underway within 10 days. • The fourth submittal on Sydney Lane sewer improvement plans has been made to Pima County Development Review. • Sydney Place Final Plat is pending approval of the sewer improvement plans by Pima County. • The Town is moving forward to acquire the property located at i 2b52 Morgan Drive for development of affordable housing either in coordination with the Honea Heights III project or as part of Marano Builds Habitat. A check for payment has been sent to the Pima County Treasurer. Strategic Plan Focus Area: Community Building Project: Marano Build Habitat • The first Marano Build Habitat home is 100% complete. Exterior finishes and interior detail being completed and landscaping underway. • Dedication for 12754 Hester took place on November 20, 2009 at 4:00 pm. • The community has been invited to attend the Habitat dedication being hosted by Mayor Honea. • The wall raising for Marana's second Habitat home will be scheduled for mid-February with an expected dedication date in early November. Invitations will be forwarded as soon as a date has been determined. • Funding for the second Marana Builds Habitat home located at 12750 Hester has been secured, including Pima County HOME funds and private donations Strategic Plan Focus Area: Community Building Proaect: Owner Occupied Housing Rehabilitation Program • Rehab work is currently taking place in 4 separate homes. Work includes items such as: new roofing, AC/furnace units; replacing water heaters and various health/safety repairs. • 1 1 more homes have been inspected and are in the queue to have rehabilitation work completed in the next few weeks. • 14 new applications received the week of November 1, 2009. Applications are pending review and inspection of home. • Staff are working with Old Pueblo Community to coordinate their major rehab projects to take. place in Honea Heights later this year and at that beginning of 2010. Strategic Plan Focus Area: Community Building Project: Grants • Grant agreements with the Arizona Department of Homeland Security to funding Operations Stonegarden and the Town's participation with the Tucson Urban Security Initiative have been fully executed and work is underway to fulfill contract obligations. • A Memorandum of Understanding for shared cooperative funding with the Cities of Tucson and South Tucson, Pima County and the Town's of Oro Valley, Sahuarita, and Marano has been fully executed allowing Tucson to generate a cooperative IGA with the jurisdictions. No funding can be encumbered under for this funding until the IGA has been accepted and fully executed by all parties. • The Intergovernmental Agreement with Pima County far 2009-2010 CDBG funding that was signed and forwarded to Pima County for signature in September is still pending full execution. • Grant funding is pending from the following sources: o Governor's Office on Highway Safety -DUI Enforcement o Governor's Office on Highway Safety -Speed Enforcement o United States Department of Transportation -TIGER o Arizona Criminal Justice Commission -DUI Task Force • Grant application pending submittal include: o Arizona Department of Commerce -Energy Efficiency and Conservation Block Grant o Arizona Department of Environmental Quality -Brownfield environmental assessment Strategic Plan Focus Area: Commerce; Community Building; Heritage; Progress and Innovation; and Recreation Projgct: Transit Services • New Sun Shuttle services were introduced on November 1, 2009. These services provide circulator services in Northern Marana/Pima County and along the I-10 corridor. + During the first week of service, more than 150 people road the new Route d13 (I-10/ Marana Road) and more than 100 road Route 410 the northern Marana/Pima County rural circulator. 6 Project: Pima County Bond Committee + A letter and Resolution No. 2009-185 was sent to the chair of the Pima County Bond Committee asking that the committee consider Town of Marana priorities as they consider project included in a future GO Bond Special Election. • Bond committee continues to meet monthly. The next scheduled meeting is November 20, 2009, 8:00 am at the Manning Housing in downtown Tucson. Strategic Plan Focus Area: Community Building; Commerce; Heritage; and Progress and Innovation Project: Community Presentations and Cyutreach • Community meeting was held an October 7, 2009 at the Wheeler Taft Abbett Library to discuss Sun Shuttle services. Eleven members of the public attended. • Transit presentations and workshops were held at the Senior Center throughout October to prepare residents for the changes in services starting November 1. Strategic Plan Focus Area: Commerce; Community Building; Progress and Innovation 7 Qepartment: Public Services-Airport Tequila Cup Aerobatic Contest- 1 1 f 5-1 1 ~7 The contest went smoothly, without incident. 35 pilots participated including 13 glider pilots from the U.S. Air Force Academy. 800 gallons of fuel was sold over the weekend. The event hopes to return next year if there is enough interest. These range from Police vehicles to a new water truck. Street Maintenance: • Filled and repaired potholes, removed and placed new asphalt, filled in low spots in the shoulders with A$ aggregate, replaced damaged sidewalk with new concrete in various locations throughout the Town. • Performed routine grading maintenance on Camino de Oeste between Camino de Manana and south to Camino del Norte; Moore Road between Camino de Oeste and Thornydale Road; Sandra Road; Moore Road from Dove Mountain Boulevard to dead end; bladed and cleaned Marana Road between Sanders and Sandario Road (south side only) Bladed Wentz Road between Grier Road north to Kirby Hughes Road and Wentz to frontage road. Mowed westbound Cortaro off ramps, Costco Wash and Continental Ranch washes. • Conducted wet re-seeding on Siiverbell and Ina Roads. Signs and Markings: • Upgraded and installed Avra Valley Road signs. • .Repaired or replaced aver 65 aging signs within the Town limits. • Installed reflective tape on stop signs and speed limit signs on Sandario Road between Emigh and Avra Valley Road; Avrn Valley Road between Town limits and Airline Road; Twin Peaks Road between Sandario Road and Siiverbell Road; and Tangerine Road between Moore Road and Thornydale Road. Community Response Landscaping: • Over 27 hours of graffiti removal was performed at various Town locations. Performed landscape maintenance on Ina Road and began the landscaping on Cortaro Farms Road. • Conducting BI.M clean up. Traffic Signals • Activated the northbound traffic signals on Dove Mountain Boulevard and Tangerine Road. • Assisted with installing cameras and power cable at Thornydale Road and Old Father Road along Ina Road for the Ina Road Coordination Project. • Assisted the Contractor with modifications for signals, adding right turn and pedestrian indications for the Tangerine Road and Thornydale Road Project. 9 Department: Public Services- CIP Division Project: Camino de Manana Project 2001-052 (Gus Liains, Scott Leska, Project Managers) • Installing dry utilities • Excavating for installation of joint utility trench on going • Excavating far drainage structures, on going • Moving dirt for fill • Pay app No. 2 submitted in the amount of 1.2M Project: 5ilverbell Cortaro District Park - Project 1999-012, (Gus Lipins, Project Mana er) • To date, day 163, 77% of the contract time has been expended. • At the end of September, 48% (less 10% retainage) of the original budget has been spent and processed. • The Project overall is approximately 74% complete with a projected completion date of December 1 1 th. (Contract end date is 12/28/2009) Project: Barnett Chanel Project No. 2003-01 b, Paul Baughman PM) • Plans are in final completion stage. • Funding is not yet identified. Project will be put on hold until total funding sources are identified. • Excavation has begun as part of the Camino De Mariana project. The earth excavation will be starting the week of November 30'x, and will continue for approximately 2-3 months. This work will be conducted along the channel width between Sanders Raad and Sandario Road. Project: Continental Reserve Welt No. 2 - 2005-030, (Gus Lipins, PM) • The contractor mobilized during the first week of November and started preparatory works on site. Project: 2002-02: Hones Heights Water, Sewer, and Paving Project(Kurt Schmidt, PM) • Notice of award for the Phase 1 construction contract has been delayed in consideration of the ongoing dialogue between the Town and Pima County over the public sewer system. Intertwined is the intergovernmental agreement for the Hones Heights Colonia Sanitary Sewer Improvements, which expires on December 31, 2009. • C.I.P. staff is progressing with preparation of site plans for all non-Phase 1 parcels designated to be connected to the public sewer system. 10 Project: 2002-058: Thornydale Road Project • Landscape establishment continues. • Installation of gap closures for the noise walls is complete. As a result, security and protection of the various properties located immediately to the east side of Thomydale Road right-of-way is improved. Project: 2006-012: Tangerine-Thornydale Intersection Improvements • Traffic signal. modifications and installation of pedestrian signals is now complete. • Punch list items need to be completed by Southern Arizona Paving prior to final acceptance of the project and initiation of the warranty period. Project: Marana Water 6-Inch Water Main Replacement at Union Pacific Railroad Mile Post 962.09 • C.LP. and the Utilities Department are jointly managing the project. • Agreement was reached between the Town and Kinder Morgan, operator of the underground high pressure fuel pipelines located along the west side of UPRR's right-of-way, on the terms of a required inspection agreement. The Town's position prevailed resulting in cost savings of about $20,000 as it relates to KM's assignment of inspection services. + Notice from the Town for NAC Construction to resume construction activities and coordination with UPRR and ADOT is pending final execution of the inspection agreement with Kinder Morgan. (per the 1GA/contract, all change orders are reviewed and approved by the Arizona Department of Transportation) • Pulice continues construction; Contractor is on schedule. • Santa Cruz River Bridge, 2/3 of girders installed and deck forming in progress • Pedestrian underpasses at the Shared Use Path complete • Tiffany loop paved and open to EB traffic detoured from Frontage Road + Drainage channels between the EB Frontage Road and Tiffany Loop substantially complete, culvert construction under EB Frontage Rd and EB I-10 in progress • Utility work complete in the new Tiffany Coop roadway, continuing under I-10 and east side of I-10 • West Bound Frontage road closed between Cortaro and Avra Valley roads, Camino De Manana closed at Linda vista; railroad crossing closed to the public • Traffic signal installation in progress at Siiverbell and Coachline intersections with Twin Peaks • Soil Cement bank protection installation in progress in the Santa Cruz River Strategic P{an Focus Area: Community Building, Commerce 11 Project: Santa Cruz-Shared Use Path-Phase 3: 2009-15 3-01 b • Waiting for final acceptance of the environmental report from ADOT. Once final acceptance is provided, the design will start. It is anticipated that ADOT will approve the environmental report this month. Design will start shortly after the report is finalized. • Construction is anticipated to start June 2010. Project• Tangerine Road Corridor Project 2005-061(Scott Leska, Project Manager) • Statement of Qualification (SOQ) submittals are being reviewed for the Engineer selection of the DCR (Design Concept Report). Strategic Plan Focus Area: Community Building, Commerce Traffic Enaineerina Division ^ Nine (9) work orders were prepared. ^ 21 traffic engineering service requests were completed by staff. ^ Red flashing beacons were installed on the Stop signs at the recently installed multi-way stop at the Arizona Pavilions/Wal- Mart Driveway in#ersection to further enhance the safety at that location. ^ Modifications were made to the left-turn signal phasing and timings on Cortaro Road at its intersection with Arizona Pavilions Drive (changed from lagging left turns to leading left turns). (It is noted that this change has greatly diminished the congestion for westbound traffic at this intersection that was occurring during the afternoon peak hours.) ^ Modifications were made to the left-turn signal phasing and timings on Ina Road at its intersection with Meredith Blvd. (changed from protected-only left turns to permissive/protected left turns). • Left-turn signal phasing was added to the southbound Thornydale Road approach to Tangerine Road. ^ Signalization was added for the northbound (future) Dove Mountain Blvd. /Camino de Manana approach to Tangerine Road so that truck traffic can safely exit the construction project site. Plan Review • Deferred Submittal: 3 • New Multi-Family Residential Project: 1 • Misc Permit Review: 19 • Model Plan Review SFR: 4 • Tenant Improvements: 2 • Revision to Approved Model Plans: 8 • Revisions Deferred Submittals: 3 legacy Apartments at Dove Mountain: Construction drawings were submitted for review during the latter part of the month. There is a total of 19-permit applications for this project. The plan submittal consists of 2 apartment buildings, 3-garage buildings and a reereation and office building. Ritz Carlton Hotel: Alt permit reviews for the Ritz Carlton Hotel and Resort have been approved. Environmental Engineering Division Stormwater • Staff attended another meeting held by ADEQ regarding permit language and content far the upcoming version of the Multi Sector Use Permit • Four (4) inspections were conducted for private developments projects that are in construction. • Two (2) Letters of Correction were sent for private developments. • 4 inspections conducted for CIP projects. Buffelgrass: • The Town coordinated a volunteer buffelgrass pull on October 17'" at Silverbell and Coachline Rd. Eight (8) bags of grass were removed. • The Town's next volunteer buffelgrass pull wiH be on November 14th. • Cedric Hay will be presenting to Council on a proposed revision to Title 10 of the Town. Code, to specify the removal of buffelgrass. The code currently states that grasses and weeds should be mowed to 6 inches or less, which is ineffective in controlling this fire hazard speties. 16 • Marana staff continues to attend regional buffelgrass meetings. Habitat Conservation Plan: • Coordination with AZ State Land Dept.: We met with AZSLD, US Fish 8~ Wildlife Service (USFWSj and David Jacobs, Assistant Attorney General. Staff continues to work with state land to strategize on the 2400 acre lease and the development needs and permanent preservation of State owned lands within the Town of Marana. • The USFWS notified the Town of two areas in the Draft HCP Guidelines that should be observed in the interim period until Marana is issued an Incidental Take Permit from the U.S. Fish 8~ Wildlife Service: 0 observe the percent natural, undisturbed open space (NUOSj requirements for the Conservation Zones, and o maintain the wildlife corridors as NUOS. The wildlife corridor configuration has been revised to respond to public comment. By following these two measures, the impact acreage and the mitigation credits will remain in balance. The Town will receive mitigation credit for implementing. conservation measures prior to permit issuance. Tres Rios del Norte: • The Town of Marana is the sponsor in charge of public involvement for the project. Staff is currently developing the website (www.mgrg_na.comjTRDNj and a newsletter far the public to update them on the project status. The Town will also put together a "community report" which will summarize the study process and recommendations so thpt the public has an alternative to reading the large technical documents produced by this study. • Internal staff will be reviewing the latest draft of this document and providing comments by the end of November 2009. The Bureau of Reclpmation and State Land will be contacted by the Corps of Engineers to keep them.engaged in the process and provide them with an opportunity to comment. • The public draft is scheduled to be released in January of 2010 with a public meeting in February 2010. • The final report is anticipated in September 2010. Strategic Plan Focus Area: Community Building, Progress & Innovation, Recreation, Commerce 17 Department: Police - - MADD Award Banquet Mother's Against Drunk Drivers held a Law Enforcement Awards Banquet on October 22, 2009. Motor Officer Jason Cann was recognized for his expertise in traffic investigations, DUI investigations and his involvement as an instructor far Drug Recognition Expert (DRE) and Horizontal Gaze Nystagmus (HGN). Officer Cann coordinates the department's efforts in support of the Southern Arizona DUI Task Farce deployments in Pima and Pinal Counties. 18 Department: Legal WASTEWATER LI7IGATIONlTRANSITION + Town of Marana witnesses Gilbert .Davidson, Dorothy O'Brien, and Robert Archer (of Westland Resources) have now been deposed by the County's lawyers. • A three-day evidentiary hearing on whether Pima County must turn over ownership of the non-flow-through conveyance system to Marana is currently scheduled for November 18-20. • Scheduling of the trial will occur after the currently-set November 18-20 evidentiary hearing. Strategic Plan Focus Area: PENDING CIVIL LITIGATION • In the MPOA v. Town of Marana/Marana Personnel Action Review Board case, the Court of Appeals issued its decision on November 5. The Court ruled in favor of the Town and the PARB, holding that the PARB had lawfully held the Barbara Harris appeal hearing in executive session and, therefore, the Town had rightfully denied the MPOA's public records request for the transcripts of the hearing. Accordingly, the Court also denied the MPOA's request for attorneys' fees. • In the Chamberlain v. Marana case, involving the disputed Saguaro Ranch-area easement abandoned by the Town, counsel for Plaintiffs notified the Town on October 30 that he intends to amend the complaint to address wrongful arrest and related counts, and that he intends to call the Town Attorney as a witness. The case is being transitioned to outside counsel, and a dispositive motion on the original count will be filed imminently. • Cedric Hay attended a mediation session in Phoenix. in an attempt to settle the United Fire & Casualty v. Pima County lawsuit related to the installation of sewers in Honea Heights. The settlement is the subject of a November 17 Council executive session. • Cedric Hay attended a hearing before the Arizona Power Plant and Transmission Line Siting Committee regarding a request by Tucson Electric Power Company and Southwest Transmission Cooperative to reconfigure their existing line which runs from the Saguaro Substation to the Tortolita Substation. Three proposals were presented and the proposal that was. supported by the Town has been recommended by the Committee and will be scheduled to be heard by the Arizona Corporation Commission. PUBLIC WORKS PROJECTS • The Town has secured one-hundred percent right-of-way clearance for Camino de Mpnana/Dove Mountain Extension.
