Berlin, AICP, Planning Director SUBJECT: Resolution No. 2006-16: Relating to Development; approving and authorizing a final plat for San Lucas Blocks 6 and 12. DISCUSSION ReQuest Final plat approval for a lIS-lot residential subdivision on 31.48 acres. Location South of Cochie Canyon Trail about two-thirds of a mile east of Interstate 10. Zonin2 The 55 lots within Block 6 is zoned R-7 (single-family residential, minimum lot size 7,000 square feet). The average lot size for the block is 8,358 square feet, while the smallest lot is 7,020 square feet (lot 69). The 60 lots within Block 12 is zoned R-8 (single-family residential, minimum lot size 8,000 square feet). The average lot size for the block is 9,313 square feet, while the smallest lot is 8,013 square feet (lot 129). Transportation Access to the San Lucas subdivision will be from Cochie Canyon Trail, an extension of Marana Road. Per the Development Agreement, the developer must construct Cochie Canyon Trail and a secondary emergency access road before residents can move in. The secondary emergency access will extend Postvale Road northward to the east edge of the San Lucas development. Block 6 will have direct access off Cochie Canyon Trail, as well as a cross access connection to Block 5. Block 12 is south of Block 6 and has two points of access off Stonepipe Way, which runs along the western edge of the two blocks. 020706 San Lucas Block 6&12 FP PRV-041IOF TC Park ReQuirements and Benefit Fee Area Block 6 is required to provide 10,175 square feet of private recreation and provides 12,749 square feet with a private park. The private park will have a picnic area, ramada, turf, and a barbeque grill. Block 12 is required to provide 11,100 square feet of private recreation and is provides 11,112 square feet with a private park. The private park will have a picnic area, ramada, turf, and a barbeque grill. The project is located in the Northwest Marana Transportation and the Marana Park benefit fee areas. Residential Desi2:n Resolution No. 2005-93, approving the preliminary plat for San Lucas Blocks 5, 6 and 12, includes one condition: "Home models shall comply with the residential design standards as adopted, or ifnot yet adopted, with the most recent draft ordinance." This condition was not part of a development agreement and therefore is incorrect and should be rescinded. Ordinance No. 2005.18, adopting Town-wide residential design standards, applies to new home models submitted after January 3, 2006. Models submitted before January 3 are permitted to adhere to the preexisting design standards. Builders in San Lucas submitted model plans for all of the San Lucas subdivisions before the January 3 deadline, and are therefore permitted to comply with the design standards as they existed before the adoption of Ordinance No. 2005.18. Because the preliminary plat condition is inconsistent with Ordinance No. 2005.18, staff respectfully requests that the Mayor and Council's resolution approving the final plats for San Lucas include a provision rescinding the design standard condition of Resolution No. 2005-93. RECOMMENDATION Staff has reviewed the request against the requirements of the San Lucas rezoning adopted by Ordinance No. 2003.25, the San Lucas Development Agreement, the Marana Land Development Code and the General Plan, and finds that it is in conformance. Staff recommends approval of the proposed San Lucas Blocks 6 and 12 final plat with the following condition: RECOMMENDED CONDITION OF APPROVAL 1. Condition No.1 from Resolution No. 2005-93 is hereby rescinded. WHEREAS, BCIF Group, LLC, the owner of San Lucas Blocks 6 and 12, has applied for approval of a final plat for 115 single-family detached homes on 31.48 acres, including lots 61 through 175, Common Areas "B" (Drainage), "C" (Private Park) and "D" (Monumentation), generally located south of Cochie Canyon Trail about two-thirds of a mile east of Interstate 10, in a portion of Section 22, Range 11 East, Township 11 South; and WHEREAS, the Town Council, at their regular meeting on February 7, 2006, has determined that the San Lucas Blocks 6 and 12 final plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that San Lucas Blocks 6 and 12 final plat, a 115-lot residential subdivision within the San Lucas Block Plat and generally located south of Cochie Canyon Trail about two- thirds of a mile east of Interstate lOin a portion of Section 22, Range 11 East, Township 11 South, is hereby approved with the following condition: 1.
