TOWN COUNCIL MEETING INFORMATION MEETING DATE: TOWN OF MARANA February 7, 2006 AGENDA ITEM: 1.6 TO: MAYOR AND COUNCIL FROM: Barbara C. Berlin, AICP, Planning Director SUBJECT: Resolution No. 2006-18: Relating to Development; approving and authorizing a Imal plat for San Lucas Block 8. DISCUSSION ReQuest Final plat approval for a 90-1ot residential subdivision on 18.96 acres. Location South ofCochie Canyon Trail about one-half mile east of Interstate 10. Zonin2 Lots within Block 8 is zoned R-6 (single-family residential, minimum lot size 6,000 square feet). The average lot size for the block is 6,858 square feet. The smallest lot is 6,003 square feet (lot 3). Transportation Access to the San Lucas subdivision will be from Cochie Canyon Trail, an extension of Marana Road. Per the Development Agreement, the developer must construct Cochie Canyon Trail and a secondary emergency access road before residents can move in. The secondary emergency access will extend Postva1e Road northward to the east edge of the San Lucas development. Block 8 will have direct access off Cochie Canyon Trail, as well as a cross access connection to Blocks 7 and 9. Park ReQuirements and Benefit Fee Area Block 8 is required to provide 16,650 square feet of private recreation and provides 19,097 square feet with a private park. The private park will have a tot lot, picnic area, ramada, turf, and a barbeque grill. The project is located in the Northwest Marana Transportation and the Marana Park benefit fee areas. 020706 San Lucas Block 8 FP PRV-04ll5F TC Residential Desi2:n Resolution No. 2005-112, approving the preliminary plat for San Lucas Blocks 7 and 8, includes one condition: "Home models shall comply with the residential design standards as adopted, or if not yet adopted, with the most recent draft ordinance." This condition was not part of a development agreement and therefore is incorrect and should be rescinded. Ordinance No. 2005.18, adopting Town-wide residential design standards, applies to new home models submitted after January 3, 2006. Models submitted before January 3 are permitted to adhere to the preexisting design standards. Builders in San Lucas submitted model plans for all of the San Lucas subdivisions before the January 3 deadline, and are therefore permitted to comply with the design standards as they existed before the adoption of Ordinance No. 2005.18. Because the preliminary plat condition is inconsistent with Ordinance No. 2005.18, staff respectfully requests that the Mayor and Council's resolution approving the final plats for San Lucas include a provision rescinding the design standard condition of Resolution No. 2005-112. ATTACHMENTS Summary application, reduction of final plat and location map. RECOMMENDATION Staff has reviewed the request against the requirements of the San Lucas rezoning adopted by Ordinance 2003.25, the San Lucas Development Agreement, the Marana Land Development Code and the General Plan, and finds that it is in conformance. Staff recommends approval of the proposed San Lucas Block 8 final plat with the following condition: RECOMMENDED CONDITION OF APPROVAL 1. Condition No.1 from Resolution No. 2005-112 is hereby rescinded. WHEREAS, BCIF Group, LLC, the owner of San Lucas Block 8, has applied for approval of a final plat for 90 single-family detached homes on 18.96 acres, including lots 1 through 90, Common Areas "A" (Open Space), "B" (Drainage), and "D" (Monumentation), and is generally located south of Cochie Canyon Trail about one-half mile east of Interstate 10, in a portion of Section 22, Range 11 East, Township 11 South; and WHEREAS, the Town Council, at their regular meeting on February 7, 2006, has determined that the San Lucas Block 8 final plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that San Lucas Block 8 final plat, a 90-lot residential subdivision within the San Lucas Block Plat and generally located south of Cochie Canyon Trail about one-half mile east of Interstate 10, in a portion of Section 22, Range 11 East, Township 11 South, is hereby approved with the following condition: 1.
