Berlin, AICP, Planning Director SUBJECT: Resolution No. 2006-26: Relating to Development; approvmg and authorizing a final plat for Tangerine Crossing (Revised) DISCUSSION Request and Historv This project was annexed into the Town of Marana on August 5, 1997 by Ordinance 97.24 as the Forest City Specific Plan. The applicant, Tangerine Road Associates, requests approval of a final plat for Tangerine Crossing Lots 1-347, Blocks 1-5 and Common Areas. Proposed uses on this 301 acre site consist of a 347 single family detached home subdivision, 25 acres of commercial, and over 150 acres of open space. Location The project is within the Forest City Specific Plan, located at the northeast comer of Tangerine and Thomydale Roads. ZoniD{! and Lot Size Information The majority of this plat is a 347 lot single family residential subdivision located in the central part of the project with a minimum lot size of 6,000 square feet. The remainder of the site will be divided into Blocks 1-5 for future development. Blocks 1, 2 and 5 will make up the commercial comer at Tangerine and Thomydale Roads, Block 3 is planned for a future residential subdivision and Block 4 is a 1.5 acre remnant parcel. Transportation The commercial section of this development will be served by two accesses off Tangerine Road, and three off Thomydale Road. The residential development will be served by Tangerine Crossing Drive, a looped road from Tangerine and Thomydale Roads. Roadway improvements will be completed as specified in the development agreement adopted by Marana Resolution 2004.98. The approved Development Agreement includes a regional roadway contribution of $3,500 per residential unit. Park Requirements and Benefit Fee Area The residential portion requires a minimum of 185 square feet of improved recreation area per lot within the subdivision, which results in a minimum of 1.47 acres of improved recreation area for this project. The active recreation area will be located in Common Areas "B-1" and "B-2" and feature tot lots, ramadas, and turf. Over half of Tangerine Crossings is reserved for natural open space located in Common Areas "c" and "D", which combined total approximately 157 acres. The Park and Trail Impact fee is $2,884 per home. ATT ACHMENTS Summary application, location map and plat reduction. RECOMMENDATION Staff recommends approval of a final plat for Tangerine Crossing Lots 1-347, Blocks 1-5 and Common Areas. Staff has reviewed the application for compliance with the Preliminary Plat (Resolution No. 2005-58), the Tangerine Crossing Development Agreement (Resolution No. 2004-98), the Marana Land Development Code, and the Marana General Plan. This final plat is in conformance with all required development regulations and conditions of zoning. Transportation The commercial section of this development will be served by two accesses off Tangerine Road, and three off Thomydale Road. The residential development will be served by Tangerine Crossing Drive, a looped road from Tangerine and Thomydale Roads. WHEREAS, on August 5, 1997, the Town of Marana adopted Ordinance No. 97.24 approving the "Tangerine Road/Thornydale Road Annexation" which included this property; and WHEREAS, Tangerine Road Associates, the owner of Tangerine Crossing, has applied for approval of a final plat for a 347-10t single-family home subdivision, including blocks 1 through 5 and Common Areas, on approximately 301 acres and is generally located at the north east comer of Tangerine and Thornydale Roads, within a portion of Section 32, Township 11 South, and Range 13 East; and WHEREAS, the Town Council, at their regular meeting on Februrary 7, 2006, determined that the Tangerine Crossing final plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that Tangerine Crossing final plat, a 347-10t single-family home subdivision within the Forest City Specific Plan and generally located at the north east comer of Tangerine and Thornydale Roads, within Section 32, Township 11 South, and Range 13 East is hereby approved.
