Each meeting highlights one study in particular and provided background information on the other two projects. Jennifer Christelman, Environmental Division Manger presented information on Tres Rios at the 18 January, 2006 meeting which focused primarily on EI Rio Medio. Corby Lust, Environmental Aide presented information about Tres Rios at the second meeting which was held on 31 January, 2006 and focused primarily on Paseo de las Iglesias. The third meeting is scheduled for 15 February. Presenters spoke to groups of 25-30 students, rotating every 50 minutes for 5 periods. The objective was to show the students the different opportunities awaiting them after school and to promote higher education. The students at Mountain View seemed to really enjoy the day, they were interactive, polite, and stayed awake for the entire ~ presentation. Thirty-five individuals judged over 60 projects presented by fourth, fifth, and sixth graders. Each participant won a ribbon just for participating with the best in each grade receiving the "grand prize". Topics ranged from "What type of salt melts ice fastest?", to "Does the presence of music encourage the growth of plants?" '--=-: IPAGE 3 r CIP PROJECTS IN DESIGN WHEELER TAFT ABBETT LIBRARY Status: The library team met on Tuesday, 10 January 2006, to discuss issues with the Geotechnical Report prepared for the Library Site. Pima County Project Management is in the process of resoling the issues in order for construction to proceed in a timely manner. The library team, personnel from Public Works, and the Parks Department along with McGann and Associates met on Friday, 20 January, 2006 to discuss the conditions between the two (2) Projects. The library team along with the sub consultants are scheduled to met for a day long session on Monday, 13 February, 2006 to review the entire set of documents prior to bidding. At this time, it is anticipated that the Project will bid in March, 2006. r OCR for Ina Road Corridor Status: Statement of Qualifications (SOQ) were received 4 August, 2005 from six potential Consultants. Town staff reviewed the SOQ's and elected to interview the top 2 Consultants for final selection. The interviews were held 2 September, 2005. The Draft Scope of Work was submitted 9 November, 2005. Scope of work and fee negotiations are nearing completion. Estimated Construction Start Time: ~PARTMENT OF PUBLIC WORKS I o As Needed Real Property ACQuisition and Relocation assistance Services Status: The Division has advertised for As Needed Real Property Acquisition & Relocation Services. The pre-submittal conference was 5 January, 2006. Two firms; Tierra Right of Way and Universal Field Services, submitted a Statement of Qualification and both firms have been placed on Qualified Consultants List. OCR of Barnett Linear Park & Flood Control Channel Status: The DCR has been completed. The Town intends to use the DCR as a coordination tool to guide development of the storm water conveyance system/linear park among Staff, Town Council, the Town's development partners, interested outside agencies, and the general public. This process was initialized on 26 July, 2005 in a summary presentation to the Town Council by Jim DeGrood. Estimated Construction Start Time: To be determined Santa Cruz River District Park Bank Protection Status: Comments from the previously submitted 95% and 98% plan sets in 2004 have been compiled and submitted to Tetra Tech. These comments include those received by Pima County. A Contract Change Order has been issued allowing Tetra Tech to prepare construction plans, specifications, and a cost estimate for said reach, as well as channelization of washes A and B of the Yuma Mine Wash Distributaries from Silverbell Road to the Santa Cruz River. This will be completed the first week in May, 2006. r Estimated Construction Start Time: Anticipated to begin in the 3rd Quarter of 2006, lasting 7 to 8 months. IPAGE 4 DEPARTMENT OF PUBLIC WORKS I r CIP PROJECTS IN DESIGN Twin Peaks/Linda Vista TI Status: The Environmental Assessment (EA) was delivered to ADOT on Monday, 23 January, 2006. If the Document (EA) is found acceptable to ADOT, it will be transmitted to FHWA along with the FONS1 for final determination. In the Event the EA is found acceptable to both ADOT and FHWA, FHWA would issue the FONS1 accordingly, and this issuance would provide the Town with the direction to proceed with design. Public Works Staff and URS personnel are continuing to coordinate with Jim Smith of UPRR. " Silverbell Road Cortaro Road to Ina Road Status: The 100% plans are complete. The 404 permit has been issued by the Army Corps of Engineers. The 2006 Pygmy Owl Survey will be required prior to construction. Estimated Construction Start Time: To be determined Thornvdale Road OG to COO Wash Status (Phase I): The 100% plans are complete. Right (s)-of-Way acquisitions and utility relocation are underway. William Dorgan & Associates have been selected for the Thornydale Road Business Assistance Program. Scope of Work and fee negotiations are nearing completion. Estimated Construction Start Time: 2nd Quarter 2006 OCR for Camino de Manana/ Oove Mountain Status: A Notice to Proceed was issued to MMLA Psomas Inc. on 23 September, 2005. Alignment and construction phasing alternatives were provided to the Town on 22 December 2005. A public meeting is anticipated in February 2006. All aspects of the OCR preparation are on schedule. Estimated Completion of OCR: 2nd Quarter of 2006 o Tan~erine Farms Status: 90% plans, specifications, and cost estimates were submitted 6 October, 2005 and comments were returned 31 October, 2005. Ongoing discussions with developers in the area are continuing. r Estimated Construction Start Time: 3rd Quarter 2006 IPAGE 5 r IDEPARTMENT OF PUBLIC WORKS I CIP PROJECTS IN CONSTRuCTION Cortaro Farms Road UPRR to Star Grass Status: Hunter Contracting was awarded the contract for the second phase of this Project. Hunter started the process of installing the storm drains along the project route Monday, 30 January, 2006. The Town of Marana anticipates the traffic detour to be put in place beginning the week of 13 February, 2006 to coincide with the building of the south half of the road from Hartman Road to Star Grass Road. Santa Cruz River Shared Use Path -- - - --. Status: All paving work has , been completed as of 1 January, 2006. Concrete work was finalized on 16 January, 2006. Carefree Landscaping is in the process of planting trees and shrub and install an irrigation system along the path. Estimated Completion of Construction: Anticipated to be mid-March r Estimated Completion of Construction: December 2006 Honea Heiqhts Roadway Improvements Status: Plans have been submitted to Pima County and the Contractor, Grimm Inc. to provide a cost proposal to complete this work with the current Honea Heights Sewer Improvement Project. The proposal has been received and comments have been forwarded to the County and the Contractor. " Estimated Construction Start Time: Anticipated 2nd Quarter of 2006 r Northwest Marana Town Center, Roads. Infrastructure and Off-Site Improvements Status: Punch list and additional item work continues through February for Grier Road, Civic Center Drive, and Marana Main Street Improvements. :...;~ Honea Heiqhts Sewer Status: The Project has been awarded to Grimm Inc. in the amount of $1 ,248,519.00. Pima County issued the Notice to Proceed to Grimm Inc. on 6, September, 2005. The first half of the Project has been pulverized in the sewer trench locations and Grimm began digging at the intersection of Sanders and Swanson on Tuesday 3 January, 2005. The Arizona Department of Environmental Quality (ADEQ) has primacy over this program in Arizona. Six minimum control measures (MCMs) mandated by ADEQ for compliance with the program include: 1. Public Education and Outreach 2. Public Participation and Involvement 3. Illicit Discharge Detection and Elimination 4. Construction Site Storm Water Runoff Control 5. Post-Construction Storm Water Runoff Control 6. Municipal Operations Pollution Prevention and Good Housekeeping r' Status: The SWMP is available on the Town's website for a public review and comment period. The comment period ends January 31,2006. The document will be taken to Town Council for approval in February 2006. The Town has been phasing into full compliance with its MS4 permit since the original NOI and initial draft SWMP were submitted for the March 10, 2003 deadline. Staff distributed 1100 stormwater calendars using MUSD schoolchildren's artwork from last year's stormwater artwork contest. The Environmental Division is getting ready to kick off another artwork contest this Spring and expects a wider participation than last year as a result of all the outreach conducted over the past year. Staff continues to develop outreach and public involvement activities for 2006, including working with Marana High students to create artwork for a Town of Marana Stormwater coloring book for younger children. Staff is working with the GIS department to determine storm sewer system mapping needs, and with the Subdivision Engineering Division and stakeholders to establish stormwater ordinance content for managing stormwater discharges from construction sites. The Environmental Division has begun reviewing all Storm Water Pollution Prevention Plans (SWPPPs) for grading permits and CIP projects. r IPAGE 8 J r o DEPARTMENT OF PUBLIC WORKS I Environmental Engineering Division Old Pueblo Archaeoloav Partnerina & Heritaae Fund: Status: Tours and public-assisted digs resume the week of February 13, 2006 and continue through mid-March 2006. Old Pueblo is under contract to provide archaeology services for the Silverbell/lna Road construction (99-050). The supplemental report on the Yuma Mine wash sites and Bojorquez-Aguirre Ranch sites were filed to the Corps of Engineers in September. These sites will require additional data recovery work. Old Pueblo is currently cooperating with Parks & Recreation on the concept of the native garden, interpretive trails through the Hohokam site, and preservation of the Bojorquez-Aguirre Ranch site, and interpretive signage. The Heritage Fund grant contains a conservation agreement with Arizona State Parks. This agreement conflicts with several of the CIP project goals. The Town of Marana sent a request for amendments to the conservation easement agreement to Arizona State Parks after a November 2, 2005 meeting with staff to discuss the original amendment packet sent explaining the conflicts. Arizona State Parks staff made a recommendation to HPAC at the December 5, 2005 HPAC meeting to approve the amendments. HPAC made a recommendation to the Arizona State Parks Board to approve the amendments. The Chair of the State Parks Board tabled the item at the January 19, 2006 to allow the State Parks attorney to revise the legal documents so that everything is ready for the Board to approve. The meeting will be on the March agenda, for Marana's convenience in the location of the meeting. r' buffelgrass (Pennisetum ciliare, formerly Cenchrus ciliare) r Invasive Species and Noxious Weeds Manaaement Status: Staff was contacted several months ago requesting information on invasive species and noxious weed management in the Town of Marana. Specifically, in regards to the newly listed Arizona Noxious Weed - buffelgrass (Pennisetum ciliare, formerly Cenchrus ciliare). Staff received a very good identification video to share with staff, and corrected file errors to make it readily viewable. IT made copies of the video, which will be sent to Maintenance and Operations staff for viewing. Staff will work in cooperation with County and other local jurisdictions toward forming Weed Management Areas (WMAs). Grants are available to assist organizations in controlling or eradicating invasive species, and staff will seek grants to eradicate buffelgrass in Town limits as a priority. Buffelgrass is a highly fire adapted species, and the major cause of wildfires in the Sonoran desert. IPAGE 9 ~ r DEPARTMENT OF PUBLIC WORKS I I Environmental Engineering Division I Environmental Overlav District Status: Town staff continues to discuss alternatives. Alternatives to date include a wash buffer concept, 30% allowable disturbance, and buffers determined by individual developers based on the centerline of the 1 OO-year floodplain limits and the flow of the wash. Specific limits are not yet established due to the planning of the Tangerine Corridor, potential endangered species de-listing, and existing Biological Opinions. ,.... Habitat Conservation PlanninQ: Status: The Town received a check for $97,218.48 from Arizona Game & Fish department in reimbursement for the Year One grant items. Staff members are working with Game & Fish to finalize the IGA for the Year Two grant, and expect to take it to Council in March 2006. The Town is cooperating with the US Fish & Wildlife Service, Pima County, and the City of Tucson to discuss regional habitat conservation planning efforts. Staff met with USFWS, the Army Corps of Engineers, City of Tucson, Pima County, and AZGF staff to discuss the possibility for developing a programmatic Biological Opinion for the HCPs. ACOE staff pointed out the difficulty of encompassing actions involving individual permits into such a permit. The possibility exists for developing a permit that covers more than nationwide permit type activities. Another meeting is planned for March 2006 to discuss the issue further. Comments from the US Fish and Wildlife Service are expected on the draft o Tres Rios del Norte (TRDN) Status: Staff expects to have a Draft Feasibility Study for public release and comment by Summer 2006. A series of three public meetings is scheduled to highlight US Army Corps of Engi- neer projects in the Santa Cruz River: EI Rio Medio, Paseo de las Iglesias and Tres Rios del Norte. The first meeting in this three-part series was held on Wednesday, January 11, 2006 and featured the EI Rio Medio project. The meeting featuring Paseo de las Iglesias will be held on Tuesday, January 31,2006. The Town of Marana will hold the meeting for Tres Rios del Norte on February 15, 2006 at Twin Peaks Elementary. Title 16-Effluent Re-Use PlanninQ Status: This Project will take much of the agriculture on the south side of the Santa Cuz river off groundwater, protect water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. The Town will also have the backbone of a non-potable supply system on the south side of the Santa Cruz River, which will be able to supply turf and exterior use if that area urbanizes in the future. The Town is currently working with the Bureau of Reclamation on this Project. Sunflower Citizen's Advisory Committee Status: The Environmental Division has met with this group to help facilitate between the citizens of Continental Ranch, Pima County Environmental Services and the Arizona Department of Environmental Quality. r !PAGE 10 r 01 Ttaffic Engineeting Division o DEPARTMENT OF PUBLIC WORKS I Pedestrian Safety at the Silverbell RoadlWade Road Intersection A study was recently conducted at the Silverbell RoadlWade Road intersection to determine if any improvements to the pedestrian signal timings and traffic signing are required at this location. The study found that the existing pedestrian signal timings and signing are adequate and no safety deficiencies exist at the intersection. However, in order to enhance the margin of safety for elderly pedestrians and young students, who tend to walk more slowly, the pedestrian signal timings for crossing both legs of Silverbell Road were increased. In addition, regulatory signs advising drivers that are turning, that they need to yield, to pedestrians were installed on the Wade Road approaches to the intersection. r Silverbell Road & Continental Reserve Loop The Traffic Engineering Division has conducted a study to determine whether a traffic control signal is warranted at the intersection of Silverbell Road and Continental Reserve Loop/Somerton Drive. The study included turning movement counts as well as observations of the traffic operations at the intersection. In addition, accident data for the intersection was researched and analyzed. Once the appropriate data had been collected, a traffic signal warrant analysis was performed in accordance with the Manual on Uniform Traffic Control Devices. The results of the study found that a traffic control signal is not warranted at the subject location at this time. Town staff will continue to monitor this intersection closely to determine whether a signal will eventually be warranted. It is noted that if a traffic signal is warranted at this location, the developer of the Northwest Medical Center, located on the southwest corner of the intersection, will be responsible for funding the design and construction of the traffic signal. Coachline Boulevard In-Street Crosswalk I n-street LED-illuminated raised pavement markers and advance warning system will be installed at Coachline Boulevard at the Continental Ranch Community Center. This Project started in FY 2004-2005 with the procurement of the ADA compliant equipment with voice and audible crossing indications. Pan- Tilt-Zoom Cameras at Town Sh:malized Intersections The Traffic Engineering Division is currently pursuing the purchase of pan-tilt-zoom video cameras, which will be installed at Town intersections with traffic signals. The installation of the cameras on the traffic signal poles will allow Town office staff to monitor the real-time traffic operations at various critical intersections throughout the Town from their desks. From their desks they will be able to actually control the cameras and either pan them for a 360-degree view of the intersection or zoom to view the operations up-close. The use of these cameras will greatly enhance the Town's ability to quickly identify and resolve safety and operational problems at our most traveled intersections. At this time Town staff is working closely with the IT department and traffic signal technicians to determine which is the most cost-effective type and brand of camera to purchase.
