approving and authorizing the Mayor to execute an agreement with
Tucson Regional Economic Opportunities (TREO)
DISCUSSION
Tucson Regional Economic Opportunities (TREO) serves as the principal economic development
agency for the Tucson metropolitan area, including the Town of Marana. TREO succeeded the
Greater Tucson Economic Council (GTEC) in this role, beginning last summer.
In addition to succeeding GTEC, TREO has also assimilated the Tucson Office of Economic
Development, and is unifying the individual efforts of other organizations working on economic
development in the region.
TREO is focusing on creating economic development through expansion of existing businesses.
Effort has been placed on developing employee training programs, and providing assistance to
businesses on the application of Enterprise Zone, Free Trade Zone and Empowerment Zone
opportunities. Marana area businesses have benefited from assistance from TREO.
TREO is requesting that the Town become a TREO Trustee. As a Trustee, the Town will receive a
number of benefits and services that would be otherwise unavailable. TREO will also assist the
Town in preparation of marketing materials, facilitation of meetings with site selectors and will
incorporate the Town in its regional marketing efforts. As a Trustee, the Town will also have a voice
in the overall management direction ofTREO.

RECOMMENDATION
Staff recommends that the Town invest in TREO as a Trustee, providing a financial contribution in
the amount of $25,000 for Fiscal Year 2005-2006, and to budget for a $50,000 financial contribution
for Fiscal Year 2006-2007.

MARANA RESOLUTION NO. 2006-33
RELATING TO ECONOMIC DEVELOPMENT; APPROVING AND AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT WITH TUCSON REGIONAL ECONOMIC
OPPORTUNITIES (TREO)
WHEREAS, Tucson Regional Economic Opportunities (TREO) serves as the primary
development agency for the Tucson metropolitan area, including Marana with the goal of
recruitment, retention and expansion of businesses within the region; and
WHEREAS, the Town has no current agreement with TREO; and
WHEREAS, the Town wishes to participate in cooperative regional economic
development activities; and
WHEREAS, TREO receives public funding from various governments in the region,
including Marana, and desires to include Marana in its cooperative efforts for economic
development within the region.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, that an agreement with Tucson Regional Economic
Opportunities for Trustee Membership is hereby approved, and that the Mayor is hereby
authorized to execute for and in behalf of the Town of Marana.
BE IT FURTHER RESOLVED that the Town's Manager and staff are hereby directed
and authorized to undertake all other and further tasks required or beneficial to carry out the
terms, obligations, and objectives of the aforementioned agreement.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,

Assisted over 300 local companies with problem solving and advice on key business issues
Assisted 22 companies with $2.5 million in job training grants
Built key relationships with national site selector community
Started comprehensive Research Department
Generated 36 project successes values at $1.1 million in new local business, in addition to
$5.3 million in the works, via the BusinessLlNC program
Aggressively recruited the Pella Corporation, resulting in over 450 jobs for our workforce
Launched our First Year Action Plan, staff structure, and budget
We are looking for strong, community-minded business leaders to help us drive

Employer Training Grants - Need more funding for your business but don't know where to turn7 TREO administers and provides expert assistance
in applying for State of Arizona funding for a job-training grant program that supports the design and delivery of customized training to meet the specific
needs of employers, create new jobs and increase the skill and wage levels of employees.
Tucson/Pima Enterprise Zone - Need tax credits? TREO provides free consulting and application assistance for this program that provides State
income tax credits for the creation of net new jobs. Also available is a property tax reclassification program for manufacturers who meet capital
investment requirements and are locating or expanding facilities in the Enterprise Zone.
Foreign Trade Zone - For firms that import goods or materials within the Foreign Trade Zone in the Tucson area, TREO provides assistance to apply
for the deferral. reduction or possible elimination of US Customs duties.
Empowennent Zone - TREO assists local companies with Federal tax incentives available to support business activity located in the Zone, as well as
encourage the hiring of Zone residents. Incentives include Federal income tax credits, tax exempt bond financing and federal accelerated depreciation
for equipment.
BusinessUnc - A non-fee, web-based program offered by TREO that facMates increased commerce for Southern Arizona businesses by promoting their
capabilities to regional and worldwide buyers. This program has documented millions of dollars in business since its inception and receives 35,000 web
page views monthly.
KVOA (NBC) Inside Arizona Business Show - A prime spot, 3D-minute local Sunday morning television show that focuses on the issues driving
business growth and economic development in Southern Arizona. Advertising opportunities available through the Investor Categories.
