Berlin, AICP, Planning Director SUBJECT: Resolution No. 2006-34: Relating to Development; approving and authorizing a fmal plat for San Lucas Block 11. DISCUSSION Reauest Final plat approval for a 75-lot residential subdivision on 20.58 acres. Location South ofCochie Canyon Trail about 3/4 mile east ofInterstate 10. Zonine: Lots within Block 11 are zoned R-8 (single-family residential, minimum lot size 8,000 square feet). The average lot size for the block is 8,708 square feet. The smallest lot is 8,022 square feet (lot 69). Transportation Access to the San Lucas subdivision will be from Cochie Canyon Trail, an extension of Marana Road. Per the Development Agreement, the developer must construct Cochie Canyon Trail and a secondary emergency access road before residents can move in. The secondary emergency access will extend Postvale Road northward to the east edge of the San Lucas development. Block 11 will have direct access off Stonepipe Way, which connects at two points to Cochie Canyon Trail. Park Reauirements and Benefit Fee Area Block 11 requires provision of 13,875 square feet of private recreation and provides 15,621 square feet for a private park. The private park will have a tot lot, picnic area, ramada, turf, and a barbeque grill. The project is located in the Northwest Marana Transportation and the Marana Park Benefit Fee Areas. Residential Desie:n Resolution No, 2005-94, approving the preliminary plat for San Lucas Block 11, included one condition: "Home models shall comply with the residential design standards as adopted, or if not yet adopted, with the most recent draft ordinance," This condition was not part of a development BLU San Lucas Block 11 agreement and therefore is incorrect and should be rescinded. Ordinance No. 2005.18, adopting Town-wide residential design standards, applies to new home models submitted after January 3, 2006. Models submitted before January 3 are permitted to adhere to the preexisting design standards. Builders in San Lucas submitted model plans for all of the San Lucas subdivisions before the January 3 deadline, and are therefore permitted to comply with the design standards as they existed before the adoption of Ordinance No. 2005.18. Because the preliminary plat condition is inconsistent with Ordinance No. 2005.18, staff respectfully requests that the Mayor and Council's resolution approving the final plats for San Lucas include a provision rescinding the design standard condition of Resolution No. 2005-94. ATTACHMENTS Summary application, reduction of final plat and location map. RECOMMENDATION Staff has reviewed the request against the requirements of the San Lucas rezoning adopted by Ordinance No. 2003.25, the San Lucas Development Agreement, the Marana Land Development Code and the General Plan, and finds that it is in conformance. Staff recommends approval of the proposed San Lucas Block 11 final plat with the following condition: RECOMMENDED CONDITIONS OF APPROVAL 1. Condition No.1 from Resolution No. 2005-94 is hereby rescinded. SUGGESTED MOTION I move to approve Resolution No. 2006-34 with the recommended condition. BLU San Lucas Block II MARANA RESOLUTION NO. 2006-34 RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A FINAL PLAT FOR SAN LUCAS BLOCK 11. WHEREAS, BCIF Group, LLC, the owner of San Lucas Block 11, has applied for approval of a final plat for 75 single-family detached homes on 20.58 acres, including lots 1 through 75, Common Areas "A" (Open Space and Drainage) and "B" (Recreation and Drainage), and is generally located south of Cochie Canyon Trail about three-quarters of a mile east of Interstate 10, in a portion of Section 22, Range 11 East, Township 11 South; and WHEREAS, the Town Council, at their regular meeting on March 7, 2006, has determined that the San Lucas Block 11 final plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that San Lucas Block 11 final plat, a 75-1ot residential subdivision within the San Lucas Block Plat and generally located south of Cochie Canyon Trail about three-quarters of a mile east of Interstate 10, in a portion of Section 22, Range 11 East, Township 11 South, is hereby approved with the following condition: I.
