On February 4, 2006 ASPE held the 2006 Tucson MATH COUNTS
competition at the University of Arizona. Eighteen teams and over 240
students took part in this years competition. Volunteers from the Department
of Public Works helped score the competition and ",>ill be on hand to score the
State competition being held in Tucson this year. Sonoran Science Academy
was the overall winning team and Richard Spence from that school took home
top honors. The competition was fierce and the kids were amazing.

TRES RIOS DEL NORTE OPEN HOUSE
FEBRUARY 15, 2006
On February 15, 2006, the Town of Marana hosted a
public open house at Twin Peaks Elementary School
for the Tres Rios Del Norte project. This meeting
was the third in a series of meetings featuring US
Army Corps of Engineers' ecosystem restoration
projects in the Santa Cruz River. The meeting began
with a discussion of the Paseo De Las Iglesias
Project, presented by Tom Helfrich representing the
local sponsor, the Pima County Regional Flood
Control District. This was followed by a presentation
by Leslie Liberti from the City of Tucson on the EI
Rio Medio Project. Corby Lust, of the Town of
Marana Environmental Engineering Division,
presented information on Tres Rios. The
presentations were followed by a breakout question
and answer session. Members of the Town of
Marana Council in attendance included: Ed Honea,
Jim Blake, Patti Comerford, and Robert Allen.

On February 16, 2006 the Town of Marana, represented by Tim
Escobedo, Jim DeGrood, Kevin Thornton, Morris Reyna, Tim
Allen, and Debbie Pickard were on hand to receive the Southern
Arizona APWA branch award for outstanding large project,
Marana Municipal Complex, of the year for projects over 2 million
dollars. The Municipal Complex has since won the State chapter
and the Town will receive the award on July 31, 2006.

Saturday, February 18, 2006, the Town of
Marana's Public Works Department participated
in the Annual Engineers Week outreach
program sponsored in part by the Arizona
Society of Civil Engineers (AZSCE). Debbie
Pickard and Scott Leska (President of the
Southern Arizona Branch of AZSCE)
represented the Town and handed out
information to both students and adults alike
explaining what the Town's Public Works
Department does and how engineers influence
our daily lives. Displayed was a map of our
boundary and the current projects that are
either underway or planned in the near future.
Also displayed was a traffic signal and laptop
with software showing how a traffic signal is
programmed. It was a day of fun and education.

I ENVIRONMENTAL ENGINEERING DIVISION
Habitat Conservation Plannin~: The Town of Marana's Habitat
Conservation Plan (HCP) considers six species in total. There are
specific strategies for four of these species; the Tucson
Shovel-Nose Snake, the Ground Snake, the Cactus Ferruginous
Pygmy Owl, and the Burrowing Owl. The conservation measures
used in the strategies for these four species acted as
conservation measures for two additional species, the Lesser
Long-Nosed Bat and Pale Townsend's Big-Eared Bat.
Status: The Town received a check for $97,218.48 from Arizona
Game & Fish Department in reimbursement for the "Year 1" grant
items. Staff members are working with Game & Fish to finalize the
IGA for the "Year 2" grant, and expect to take it to Council in March
of 2006. The Town is cooperating with the US Fish & Wildlife
Service, Pima County, and the City of Tucson to discuss regional
habitat conservation planning efforts. Staff met with USFWS, the
Army Corps of Engineers, City of Tucson, Pima County, and AZGF
staff to discuss the possibility for developing a programmatic
Biological Opinion for the HCPs. ACOE staff pointed out the
difficulty of encompassing actions involving individual permits into
such a permit. The possibility exists for developing a permit that
covers more that nationwide permit type activities. Another meeting
is planned for March 2006 to discuss the issue further. Comments
from the US Fish and Wildlife Service are expected on the draft
report.
Townsend's Big-eared bat
Tucson Shovel-Nosed Snake
Invasive Species Mana~ement: Staff was contacted several months ago
requesting information on invasive species and noxious weed
management in the Town of Marana. Specifically, in regards to the newly
listed Arizona Noxious Weed-Buffelgrass (Pennisetum Ciliare, formerly
Cenchrus Ciliare).
Status: Staff received a very good identification video to share with staff,
and corrected file errors that made it readily viewable. IT made copies of
the video, which will be sent to Maintenance and Operations staff for
viewing. Staff is working in cooperation with County and other local
jurisdictions toward forming a Cooperative Weed Management Area
(CWMA). The first meeting held in February at the Agricultural Extension
Office was widely attended by jurisdictional representatives, and State and
Federal Land Management agency staff. Grants are available to assist
organizations in controlling or eradicating invasive species, and staff will
seek grants to eradicate Buffelgrass in the Town limits as a priority.
Buffelgrass is a highly fire adapted species, and the major cause of
wildfires in the Sonoran Desert.

Arizona Pollutant DischarQe Elimination System (AZPDES):
This project was initiated by a Federal mandate establishing the National Pollutant
Discharge Elimination System's (NPDES) Phase II storm water program. The Arizona
Department of Environmental Quality (ADEQ) has primacy over this program in Arizona. Six
minimum control measures (MCMs) mandated by ADEQ for compliance with the program include:
1. Public Education and Outreach
2. Public Participation and Involvement
3. Illicit Discharge Detection and Elimination
4. Construction Site Storm Water Runoff Control
5. Post-Construction Storm Water Runoff Control
6. Municipal Operations Pollution Prevention and Good Housekeeping

Status: The SWMP is available on the Town's website. The document will be presented to Town
Council on March 7, 2006. The Town has been phasing into full compliance with its MS4 permit
since the original NOI and initial draft SWMP were submitted for the March 10, 2003 deadline.
Staff distributed 1100 storm water calendars using MUSD schoolchildren's artwork from last year's
storm water artwork contest. The Environmental Division is getting
ready to kick off another :, artwork contest this March, open to all
Marana children and ,"f~;;, ...,. students of MUSD schools, and
expects a wider participation Q''l' ,. .. . than last year as a result of the

younger children. Staff is working with the GIS department to
scope our storm sewer system mapping needs, and with the Subdivision Engineering Division and
stakeholders to establish storm water ordinance content for managing storm water discharges from
construction sites. The Environmental Division has begun reviewing all Storm Water Pollution
Prevention Plans (SWPPP) for grading permits and CIP projects.
Environmental Overlav District:
The Environmental Division is currently
working with other departments to
develop an overlay that will protect the
Riparian Corridors through the Tortolita
Fan area.
Sunflower Citizen's Advisory Committee:
This is a group of citizens in Continental
Ranch that are concerned with the Air
Quality in the Town of Marana and the
neighboring impacts in the County.

Status: Town Staff continues to
discuss alternatives. Alternatives to
date include a wash buffer concept,
30% allowable disturbance, and buffers
determined by individual developers
based on the centerline of the 100-year
floodplain limits and the flow of the
wash. Specific limits are not yet
established due to the planning of the
Tangerine Corridor, potential
endangered species de-listing, and
existing Biological Opinions.
Status: The Environmental Division has met
with this group to help facilitate between the
citizens of Continental Ranch, Pima County
Environmental Services and the Arizona
Department of Environmental Quality.

Old Pueblo ArchaeoloQV PartnerinQ & HeritaQe Fund:
The Yuma Mine Wash and District Park sites are rich in archaeological and historical
artifacts from Hohokam Indians and the Boroquez-Aguirre Ranch sites. The Town of
Marana entered into a Partnering Agreement with Old Pueblo Archaeology to
excavate, stabilize, and interpret the historical and cultural significance of the
discoveries, and to provide public education and opportunities for public participation
at he archaeological sites. Old Pueblo was authorized by the Town to submit a grant
application for Heritage Grant Funds from Arizona State Parks. The grant supplies
money for the security, stabilization, interpretive, and educational aspects of the
partnering agreement. Old Pueblo hosts public education tours each year and offers
opportunities for the public to participate in the archaeological digs at the Yuma Mine
Wash site.
Status: Tours and public-assisted digs resume the week of February 13, 2006 and
continue through mid-March 2006. Old Pueblo is under contract to provide
archaeology services for the Silverbell/lna Road construction (99-050). The
supplemental report on the Yuma Mine wash sites and Boj6rquez-Aguirre Ranch
sites were filed to the Corps of Engineers in September. The second phase of data
recovery for the Silverbell Road Realignment IBank ProtectionlDistrict Park was
completed the week of February 27,2006. Old Pueblo is currently cooperating with
Parks & Recreation on the concept of the native garden, interpretive trails through
the Hohokam site, and preservation of the Boj6rquez-Aguirre Ranch site, and
interpretive signage.
The Heritage Fund grant contains a conservation agreement with Arizona State
Parks. This agreement conflicts with several of the CIP project goals. The Town of
Marana sent a request for amendments to the conservation easement agreement to
Arizona State Parks after a November 2, 2005 meeting with staff to discuss the
original amendment packet sent explaining the conflicts. Arizona State Parks staff
made a recommendation to HPAC at the December 5,2005 HPAC meeting to
approve the amendments. HPAC made a recommendation to the Arizona State
Parks Board to approve the amendments. The Chair of the State Parks Board tabled
the item at the January 19, 2006 to allow the State Parks attorney to revise the legal
documents so that everything is ready for the Board to approve. The item will be
placed on the March 16, 2006 State Parks Board meeting agenda, to be held in
Phoenix, Arizona. State Parks staff is currently processing a grant reimbursement
payment that was submitted the first week of February.

Tres Rios Del Norte: This study is a cooperative effort between the City of
Tucson Water Department, Pima County Flood Control District and the Town
of Marana in conjunction with the United States Army Corps of Engineers.
The purpose of this study is to evaluate approximately an eighteen mile
stretch of the Santa Cruz River form Prince Road to Sanders Road for
potential projects such as habitat restoration, water supply, flood control, and
recreation; and provide a Feasibility Study of the findings.
Status: Staff expects to have a Draft Feasibility Study for public release by
Summer 2006. A series of three public meetings is scheduled to highlight US
Army Corps of Engineer projects in the Santa Cruz River, EI Rio Medio,
Paseo De Las Iglesias and Tres Rios Del Norte. The Town held a public
open house on February 15, 2006 at Twin Peaks Elementary School. This
meeting featured the TRON project as well as provided information on EI Rio
Medio and Paseo De Las Iglesias. An executive committee meeting is
scheduled for March 1, 2006 to discuss funding, project schedule and other
future concerns.

Title 16-Effluent Re-Use Planninq:
The Title 16 process began several years ago as a
regional effluent re-use planning effort, which was
initially coordinated by the Tucson Regional Water
Council. Title 16 is a funding mechanism available
through the Bureau of Reclamation that offers 50%
Federal matching funds for planning and 25%
Federal matching funds for construction of water
infrastructure projects that meet the programs
criteria.
Status: This Project will take much of the
agriculture on the south side of the Santa Cruz
River off groundwater, protect water quality in our
aquifers, and provide a reliable, low-cost water
supply for the agricultural economy. The Town will
also have the backbone of a non-potable supply
system on the south side of the Santa Cruz River,
which will be able to supply turf and exterior use if
that area urbanizes in the future. The Town is
currently working with the Bureau of Reclamation
on this Project.

ITRAFFIC ENGINEERING DIVISION
Coach line Boulevard In-Street Crosswalk:
In-street LED-illuminated raised pavement
markers and advance warning system were
recently installed at Coach line Boulevard at the
Continental Ranch Community Center. This
Project started in FY 2004-2005 with the
procurement of the ADA compliant equipment
with voice and audible crossing indications.
Silverbell Road & Continental Reserve Loop:
The Traffic Engineering Division has conducted a
study to determine whether a traffic control signal
is warranted at the intersection of Silverbell Road
and Continental Reserve Loop/Somerton Drive.
The study included turning movement counts as
well as observations of the traffic operations at
the intersection. In addition, accident data for the
intersection was researched and analyzed. Once
the appropriate data had been collected, a traffic
signal warrant analysis was performed in
accordance with the Manual on Uniform Traffic
Control Devices. The results of the study found
that a traffic control signal is not warranted at the
subject location at this time. Town staff will
continue to monitor this intersection closely to
determine whether a signal will eventually be
warranted. It is noted that if a traffic signal is
warranted at this location, the developer of the
Northwest Medical Center, located on the
southwest corner of the intersection, will be
responsible for funding the design and
construction of the traffic signal.
Pan-Tilt-Zoom Cameras at Town
Si~lnalized Intersections:
The Traffic Engineering Division has
ordered 15 pan-tilt-zoom video cameras,
which will be installed at Town intersections
with traffic signals. The installation of the
cameras on the traffic signal poles will allow
Town office staff to monitor the real-time
traffic operations at various critical
intersections throughout the Town from
their desks. From their desks they will be
able to actually control the cameras and
either pan them for a 360-degree view of
the intersection or zoom to view the
operations up-close. The use of these
cameras will greatly enhance the Town's
ability to quickly identify and resolve safety
and operational problems at our most
traveled intersections. Once delivered, the
cameras will be installed by Town
personnel at each of our signalized
intersections as soon as possible.

Pedestrian Safety at the Silverbell RoadlWade Road Intersection:
A study was recently conducted at the Silverbell Road/Wade Road intersection to
determine if any improvements to the pedestrian signal timings and traffic signing are
required at this location. The study found that the existing pedestrian signal timings and
signing are adequate and no safety deficiencies exist at the intersection. However, in order
to enhance the margin of safety for elderly pedestrians and young students, who tend to
walk more slowly, the pedestrian signal timings for crossing both legs of Silverbell Road
were increased. In addition, regulatory signs advising drivers that are turning, that they
need to yield, to pedestrians were installed on the Wade Road approaches to the
intersection.

Projects in
Design
ICIP ENGINEERING DIVISION
Tanqerine Farms: This Project consists of
constructing a new 4 lane divided roadway
from the 1-10 Tangerine Road Traffic
Interchange through Gladden Farms and
connecting to Moore Road. Included in the
Project are multi-use lanes, sidewalks, and
a landscaped median.
Status: 90% plans, specifications, and cost
estimates were submitted October 6, 2005
and comments were returned October 31,
2005. Ongoing discussions with developers
in this area continues. The Town met with
ADOT on February 8, 2006 to coordinate
opening day and interim improvements to
the Tangerine Road Traffic Interchange.
The Town followed up with a letter to ADOT
on February 23, 2006.

Thornvdale Road. Oranqe Grove to the
Canada Del Oro Wash: The Project
consists of reconstructing Thornydale Road
to six lanes with multi-use lanes, curb and
gutter, a landscaped median, sidewalks,
traffic signal modifications, drainage
improvements, and public art.

Status: The 100% plans are complete.
Right(s) of Way acquisitions and utility
relocation are underway. William Dorgan &
Associates have begun work on the
Thornydale Road Business Assistance
Program.
Silverbell Road. Cortaro Road to Ina
Road: This Project consists of
reconstructing Silverbell Road to four lanes
with two-way left-turn lanes. The Project will
also improve the horizontal and vertical
alignments and add curb and gutter,
multi-purpose lanes, a sanitary sewer
system, sidewalk landscaping, public art,
drainage improvements, and intersection
alignment improvements at Ina and
Silverbell, which includes a new traffic
signal.
Status: The 100% plans are complete. The
404 permit has been issued by the Army
Corps of Engineers. The 2006 Pygmy Owl
Survey will be required prior to construction.
OCR for Camino de Manana/Dove
Mountain: This Project consists of the
development of a Design Concept Report
(DCR) for the possible realignment of
Camino de Manana to its intersection with
Linda Vista Boulevard to the Tangerine
RoadlDove Mountain Boulevard
intersection.
Status: A Notice to Proceed was issued to
MMLA Psomas Inc. on September 23,
2005. Alignment and construction phasing
alternatives were provided to the Town on
December 22, 2005. A meeting to discuss
potential wildlife corridors and Section 7
coordination took place March 9, 2006. A
public meeting is anticipated in April 2006.
All aspects of the DCR preparation are on
schedule.

Wheeler Taft Abbett Librarv: The Wheeler Taft Abbett Library is intended
to house an eventual 100,000 volume book collection in a proposed 15,000
square foot building. A 5,000 square foot shell space will be bid as an
additive alternate to the base bid. The proposed library will contain state of
the art technology computer labs and a public meeting room.
Status: The library team, personnel from Public Works, and the Parks
Department along with McGann and Associates met on
Monday, February 27,2006 to discuss the conditions
between the two projects.
The library team along with the sub consultants met for a day
long session on Monday, February 13, 2006 to review the
entire set of documents prior to finalizing the construction
procurements.
At this time, it is anticipated that the Project will bid in March,
2006. The Construction documents are scheduled to be
. complete March 12, 2006. The Project will be advertised for
bids in coordination with the construction of the Santa Cruz
River Bank Protection Project.
OCR for the Ina Road Corridor: This project consists of the
development of a DCR for the widening and/or reconstruction of Ina
Road and the area south of Ina Road between Thornydale Road and
Camino Martin extending to Orange Grove Road. The DCR will also
look at connectivity, access, and safety for the area between Ina Road
and the north, Costco Drive on the south, 1-10 to the west, and
Thornydale to the east.

Status: Statement of Qualifications (SOQ) were received August 4,
2005 from 6 potential Consultants. Town staff reviewed the SOQ's
and elected to interview the top 2 Consultants for final selection. The
interviews were held September 2, 2005. The Draft Scope of Work
was submitted November 9, 2005. Scope of Work and fee
negotiations are nearing completion.
Twin Peaks/Linda Vista Traffic InterchanQe: Phase I of the
Project consists of Environmental Assessment (EA)
clearance, DCR, and 15% plans for the corridor alignment.
Phase II consists of the final design of the Traffic Interchange
(TI), a grade separated structure at eh UPRR east of 1-10 and
connection to Linda to Linda Vista/Camino de Manana.
Status:The Final Environmental Assessment (EA) was
delivered to ADOT on Monday, January 23, 2006. ADOT and
FHWA comments have been addressed and the FEA and
FONSI were transmitted to FHWA for signature on March 6,
2006. Once FHWA issues the FONSI, the Town will proceed
with final design.

Santa Cruz River District Park Bank Protection: This Project consists
of providing soil cement bank protection along the west bank of the
Santa Cruz River form Ina Road to Cortaro Road. This entire reach will
provide protection from the 1 OO-yrar flood event, with the exception of
the area spanning the two main distributaries of the Yuma Mine Wash
(washes C and D). Across this subreach, there will be no improvements.
Appropriate key-in structures will also be constructed on either side of
this subreach to preclude damages to the adjacent properties during
infrequent flood events.

Design
Status: Comments from the previously submitted 95% and 98% plan
sets in 2004 have been compiled and submitted to Tetra Tech. These
comments include those received by Pima County. A Contract Change
Order has been issued allowing Tetra Tech to prepare construction
plans, specifications, and a cost estimate for said reach, as well as
channelization of washes A and B of the Yuma Mine Wash Distributaries
from Silverbell Road to the Santa Cruz River. This will be completed the
first week in April, 2006. A meeting was held on February 23, 2006 be-
tween the Twon, Tetra Tech, and McGann & Associates to coordinate
drainage issues within the proposed park, the integration of the Yuma
Mine Wash Distributaries and the park elements; a draft set of plans will
be forthcoming in approximately 2 weeks.

DCR of Barnett Linear Park & Flood Control Channel:
This Project consists of preparing a DCR for the
construction of a multi-purpose storm water conveyance
system/linear park between 1-10 and the Santa Cruz River,
along the current alignment of Barnett Road, and through
the proposed Payson Farms Development.
Status: The DCR has been completed. The Town intends
to use the DCR as a coordination tool to guide
development of the storm water conveyance system/linear
Park among Staff, Town Council, the Town's development
partners, interested outside agencies, and the general
public. This process was initialized on July 26, 2005 in a
summary presentation to the Town Council by Jim
DeGrood. A meeting with Union Pacific Railroad took place
on March 6, 2006.

Honea HeiQhts Sewer Improvements:
This Project is a joint project between
the Town, Pima County, and USA Rural
Development and consists of
constructing sewer mainlines
throughout the Honea Heights area.
The County will administer the
construction of the sewer. Following
completion of the mainlines and
pavement rehabilitation, the Town will
begin connection of the properties to
the sewer. This process will be phased
over the next three years.

Status: Punch list and
additional item work
continues through March.
Cortaro Farms Road UPRR to Star Grass: This Project consisted of
two phases, phase I in now complete.
Phase II: The second phase consists of widening Cortaro Farms Road
from the railroad tracks to Star Grass Drive. The Project includes
widening, drainage, striping and signage, sewer, traffic signal
improvements, and public art. This Project will greatly improve traffic
safety and the flow of traffic through this area.
Status: Hunter Contracting was awarded the contract for the second
phase of this project. Hunter started the process of installing the storm
drains along the project route Monday, January 30, 2006. The traffic
detour will be put in place beginning the week of February 27, 2006 to
coincide with the building of the south half of the road from Hartman
Road to Star Grass.
Honea HeiQhts Roadwav Improvements:
This Project consists of rehabilitating the
pavement following construction of the
sewer mainline by Pima County. Sidewalks
will be added throughout the area once
sewer connections have been made to
each individual property owner.

Status: Plans have been submitted to Pima
County and the Contractor, Grimm Inc. to
provide a cost proposal to complete this
work with the current Honea Heights Sewer
Improvement Project. Grimm's bid was
declined and this work will be advertised for
bids.
Status: Pima County issued the Notice
to Proceed to Grimm Inc. on September
6, 2005. The first half of the Project has
been pulverized in the sewer trench
locations and Grimm began digging at
the intersection of Sanders and
Swanson on January 3, 2006.
Santa Cruz Shared Use Path: This Project consists of constructing a 14-foot wide shared use path
that will extend behind Continental Ranch from Coyote Trails Elementary School to EI Rio
Neighborhood Park, a distance of approximately 2.7 miles. The path will be located along the
westerly intermediate bank of the Santa Cruz River. The Project also includes landscaping and two
rest nodes.
Status: All the construction and landscaping work is now finished. Substantial completion has been
granted and the final walk through was scheduled for March 7, 2006. The Continental Ranch
neighbors have been enjoying the path since January. An official opening ceremony is being
scheduled.
