authorizing revised plan review fees
DISCUSSION
On July 5,2005, the Mayor and Town Council approved and authorized Ordinance No. 2005.16,
adopting an update to the plan review fee schedule originally approved in 1995. This fee
schedule includes those fees related to plan review services provided by the Building Services
Department, Public Works Department, and the Planning Department. Since August, when the
fees went into effect, staff discovered that the revised engineering fees did not adequately cover
the Town's actual costs to provide review services, including those fees which cover the Town's
contractual review services. Also, the fee schedule did not include those services provided by
the Real Property Division of Public Works, nor did it address the subdivision design exception
process. Finally, the fee schedule format was somewhat confusing to the users.
Exhibit "A" provides the revised fee schedule, while exhibit "B" provides a comparison between
the fees adopted in July 2005 with those proposed by this ordinance.
The fee schedule keeps Marana's fees comparable to those of neighboring communities.
ATTACHMENTS
Exhibit "A", proposed revised fee schedule and exhibit "B", which identifies changes to the June
2005 fee schedule.
RECOMMENDATION
Staff recommends adoption ofthe revised fee schedule in order to better cover the costs
associated with plan review services.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING REVISED PLAN
REVIEW FEES.
WHEREAS, The Town of Marana desires to establish an updated comprehensive fee
schedule to address and include plan review fees for the various development services; and
WHEREAS, Exhibit "A" presents the revised plan review fee schedule; and
WHEREAS, plan review fees were amended in 2005 by Ordinance No. 2005.16; and
WHEREAS, modifications and additions to that fee schedule are necessary to fully
recover the costs of providing such reviews.
NOW THEREFORE BE IT ORDAINED by the Mayor and Council ofthe Town of
Marana, Arizona as follows:
Section 1. The amended and newly established plan review fee schedule attached and
referenced as Exhibit "A" is hereby adopted.
Section 2. The adoption of this ordinance shall have the effect of repealing those portions
of all previous ordinances, resolutions, or motions that adopt fees different from those set forth in
Exhibit A.
Section 3. In the event that any provision or any portion of any provision of this
ordinance or application thereof is held invalid, illegal or unenforceable, such invalidity,
illegality or unenforceability shall have no effect on the remaining portion of any provision or
any other provision or their application, which can be given effect without the invalid provision
or application and to this end the provision of this ordinance shall be deemed to be severable.
Section 4. This ordinance shall become effective thirty days after adoption by the Town
Council.

II. SIGNS
A. In addition to other applicable fees, which may be required by the Town for the
erection of a free-standing sign, the initial sign fee shall be as follows:
1. One dollar ($1.00) per square foot of signboard on which a display
appears, plus
2. Two dollars ($2.00) for each foot of height of the sign in excess of twelve
(12)feet, as measured to the top ofthe sign, plus
B. An additional fifteen dollars ($15.00) per sign if the sign is to be lighted.
1. In addition to other applicable fees which may be required by the Town,

V. Building Fees
A. Calculation Method
The calculation of Building Services Department permit fees utilizes the following tables: 5B-l Residential Building
Valuation Tables or 5B-2 Commercial Building Valuation Tables and 5B-3 Permit Fee Table. The calculation ofa
permit fee is a multiple step process:
1) the valuation of a proposed structure is determined,
2) that valuation is entered in the permit fee table and a construction fee determined and
3) applicable plan review, plumbing, mechanical and electrical fees are calculated from the construction fee and all
fees summed for the total building permit fee.
For each structure a separate valuation is obtained by determining the square foot area of each occupancy and type of
construction encompassed by a structure, taken from Table 5B-l or 5B-2. That area is multiplied by the appropriate
cost per square foot from either Table 5B-l or 5B-2 and the sum is the total valuation for a structure.
The valuation of Tenant Improvements (TI's) shall be determined by either 10% of the valuation (see Table 5B-2***)
of the square foot method or by submission of a contract value for the proposed work. The first TI of a shell building
shall be 20% of Table 5B-2.
The construction fee is calculated using Table 5B-3. The row whose range includes the total valuation calculated
above is selected. The construction fee is the sum ofthe base fee plus an additional fee which is multiplied by each
additional $100.00 or $1000.00 (see the table), or fraction thereof, in total valuation.
The total calculated permit fee is the sum ofthe construction, plan review, plumbing, mechanical and electrical fees.
The plan review fee is calculated at 65% of the construction fee determined above. The plumbing, mechanical and
electrical fees are each calculated at 25% of the construction fee. Additional fees may include print costs, water meter,
impact, park or other fees as applicable to the permit.
The sign valuation shall be the fair market material and labor costs to fabricate and install the sign as given by the sign
company.

II. SIGNS
A. In addition to other applicable fees, which may be required by the Town
for the erection of a free-standing sign, the initial sign fee shall be as
follows:
l. One dollar ($1.00) per square foot of signboard on which a display
appears, plus
2. Two dollars ($2.00) for each foot of height ofthe sign in excess of

V. Building Fees
A. Calculation Method
The calculation of Building Services Department permit fees utilizes the following tables: 5B-I Residential Building
Valuation Tables or 5B-2 Commercial Building Valuation Tables and 5B-3 Permit Fee Table. The calculation of a permit
fee is a multiple step process:
1) the valuation of a proposed structure is determined,
2) that valuation is entered in the permit fee table and a construction fee determined and
3) applicable plan review, plumbing, mechanical and electrical fees are calculated from the construction fee and all fees
summed for the total building permit fee.
For each structure a separate valuation is obtained by determining the square foot area of each occupancy and type of
construction encompassed by a structure, taken from Table 5B-I or 5B-2. That area is multiplied by the appropriate cost per
square foot from either Table 5B-I or 5B-2 and the sum is the total valuation for a structure.
The valuation of Tenant Improvements (TI's) shall be determined by either 10% ofthe valuation (see Table 5B-2***) of the
square foot method or by submission of a contract value for the proposed work. The first TI of a shell building shall be 20%
of Table 5B-2.
The construction fee is calculated using Table 5B-3. The row whose range includes the total valuation calculated above is
selected. The construction fee is the sum of the base fee plus an additional fee which is multiplied by each additional
$100.00 or $1000.00 (see the table), or fraction thereof, in total valuation.
The total calculated permit fee is the sum of the construction, plan review, plumbing, mechanical and electrical fees. The
plan review fee is calculated at 65% of the construction fee determined above. The plumbing, mechanical and electrical fees
are each calculated at 25% of the construction fee. Additional fees may include print costs, water meter, impact, park or
other fees as applicable to the permit.
The sign valuation shall be the fair market material and labor costs to fabricate and install the sign as given by the sign
company.
