Berlin, Planning Director SUBJECT: Resolution No. 2006-61: Relating to Development; ratifying design approval for the development known as Monkey Business. DISCUSSION ReQuest for Ratification Gene Goldstein, architect, on behalf of David McGuire, requests ratification of the recommendation of approval by the Manager's Design Review Committee regarding design review for Monkey Business. Location The project is located on a two acre parcel in Continental Ranch generally located on the south side of Silverbell Road, approximately 600 feet south of the intersection of Continental Reserve Loop and Silverbell Road, within a portion of the north half of Section 28, Township 12 South, Range 12 East. SilverbeU Road Corridor Overlay District (S.R.C.O.D.) Desie:n Review Committee The Silverbell Road Corridor Overlay District applies to all new commercial development occurring within its defined boundaries. A design review overlay is superimposed over the S.R.C.O.D. The purpose of the Design Review Overlay is to guide the general appearance of sites and buildings within the district. Proiect The proposed Monkey Business development includes 11 ,000+s.f. of building area, comprised of approximately 7,000 s.f. for restaurant and 4,500 s.f. for retail/commercial use, with an attached self-contained automatic carwash located in the rear of the property. The applicant has also allotted 3,338 s.f. for retail space on the site for a future pad, constructed in phase two. Buildine: Desie:n The building is to be single story wood frame construction with stucco application. Architectural elements include soft arches and stone veneer. The color scheme includes a variety of muted desert colors that complement the nearby neighborhoods. The north elevation faces Silverbell Road. The restaurant's main entryway is the focal point of this elevation, made distinct with its stacked rock veneer, high roof lines, wood beam and trellis. The retail shop area features a similar, yet distinctive entry treatment with stone pillars and metal awnings. Monkey Business SRCOD Design Review DPR-5115_2.doc The east elevation faces Picture Rocks Wash, and features a stacked rock veneer pilaster, and a large picture window to the restaurant. The north comer, where the restaurant is to be located, features a landscaped, outdoor waiting area. The west elevation faces vacant commercial land. The developer plans for the retail shops within this second phase to feature varied roof lines, metal awnings and pilasters, in keeping with the first phase. The south elevation, the rear of the project, faces a water tank and the Pima Farms Park. Uses here will include the car wash on the west end and a loading area on the east end. The car wash area will be completely walled off from the rear view, with matching stucco, pilasters and metal awnings. Site Landscapin2 & Bufferin2 Parking is to be located at the front and sides of the center, with horizontal parking in the rear. A total of 110 parking spaces and six handicapped are provided with landscaped islands in the parking area and landscaped buffers around the property boundary. The first four parking spaces, on the east side of the project, will be dedicated to patrons picking up restaurant orders. A 15' wide landscape buffer area and berm will separate the parking area from Silverbell Road. The plan depicts side and rear setback buffer areas ten feet wide. The total landscaping provided, approximately 13,596 s.f., is almost twice the required 7,118 s.f. The east property boundary features a six foot high wrought iron fence and the rear a six foot block wall. The west property boundary landscaping is to remain fenceless as it extends south to the access drive to provide for a future adjacent project. The developer will provide a median cut on Silverbell Road, which will enable peak afternoon traffic heading north to turn into the center safely. The applicant is in the process of negotiating to provide cross-access to the adjacent parcel to the north. Staff reviewed the proposed design review application and finds it complies with all applicable design, development and performance standards and guidelines as required by the Silverbell Road Corridor Overlay District. The site and building design was reviewed by the Silverbell Road Corridor Overlay District Manager's Design Review Committee on April 19th, 2006 and voted unanimously to approve the design of the Monkey Business commercial development based upon of the stated objectives of the S.R.C.O.D. This review pertains to Phase one, which is the eastern portion of the site. Subsequent development of the western portion of the building will require review and approval by the Manager's Design Review Committee and Town Council. RECOMMENDATION: Staff forwards Resolution No. 2006-61, ratifying design approval for the development known as Monkey Business located at 8598 N. Silverbell Road in Continental Ranch. SUGGESTED MOTION I move to approve Resolution No. 2006-61. -2- Monkey Business SRCOD Design Review DPR-5115_2 MARANA RESOLUTION NO. 2006-61 RELATING TO DEVELOPMENT; RATIFYING DESIGN APPROV AL FOR THE DEVELOPMENT KNOWN AS MONKEY BUSINESS WHEREAS, the Town of Marana approved and adopted the overlay district for the Silverbell Road Corridor Overlay District on December 16, 2003 (Ordinance No. 2003.27), located within the corporate boundaries of the Town of Marana, Arizona; and WHEREAS, David McGuire is the owner of approximately 2 acres in Continental Ranch generally located on the south side of Silverbell Road, approximately 600 feet south of the intersection of Continental Reserve Loop and Silverbell Road within a portion of the north half of Section 28, Township 12 South, Range 12 East; located within the Silverbell Road Corridor Overlay District, and has applied to the Town of Marana for design review approval for a restaurant and retail center; and WHEREAS, the Manager's Design Review Committee met on April 19, 2006 and recommended approval of Monkey Business; and WHEREAS, the Mayor and Council have considered the application at the regular Town Council meeting held May 16, 2006 and has determined that the recommendation of approval by the Silverbell Road Corridor Overlay District Manager's Design Review Committee for Monkey Business should be ratified. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that the recommendation of the Manager's Design Review Committee regarding the design for Monkey Business, submitted by Gene Goldstein Architect, is hereby ratified.
