SUBJECT: Resolution No. 2006-85: Relating to Development; approving and
authorizing a preliminary plat for Sonoran Preserve on the
Bajada, Lots 1 - 29.
DISCUSSION
Request
The applicant requests preliminary plat approval of a 29-1ot single family residential subdivision
on approximately 33.6 acres.
This project was presented to the Planning Commission on April 26, 2006. The Planning
Commission is forwarding this preliminary plat to the Town Council with a unanimous
recommendation for approval.
Location
The site is located at the southeast comer of Moore Road and Camino De Oeste.
Zonine:
On March 18, 1997, the Mayor and Council adopted Ordinance No. 97.06 rezoning the property
from C - Large Lot Zone to R-8 Residential and VC Village Commercial. The property will be
developed for single family residential use only and limited to no more than 29 homes. The plat
calls for 29 residential lots with an average size of 42,897 square feet (0.98 acres).
Parks and Open Space
Each residential unit will pay the required $3,028 for public park and trail system facilities as
adopted by Ordinance No. 2006.12.
The proposed development agreement includes restrictions on the amount of permissible
disturbance of natural vegetation in a manner consistent with current development trends and
environmental conditions in the vicinity of the property. The development as proposed provides
building densities significantly lower than what is otherwise allowed under the current zoning
and avoids crossings of jurisdictional washes. The preliminary plat and proposed development
agreement limit site disturbance to a maximum of 50 percent. Natural undisturbed open space
(NUOS) will be provided in protected areas with appropriate restrictions within each lot.

Schools and Public Facilities
Also per the proposed development agreement, in lieu of the dedication of school lands the
developer will contribute a school improvement fee of $1 ,200 per residential dwelling unit to the
Marana Unified School District.
Lots will be served by individual septic systems. Water will be provided by Tucson Water
Department.
The property will be annexed into the Northwest Fire District.
Transportation
The residential development is divided into two separate areas, each with access from Moore
Road. Seven lots in the northwest area are served with a cul-de-sac. The remaining lots are
served by a closed loop road. All internal streets will be privately owned and maintained.
The Planning Commission approved a Design Exception for this project on February 22, 2006
allowing the use of a meandering, stabilized granite pathway on one side of the street in lieu of
pathways on each side of the street. On April 26, 2006, the Planning Commission approved a
second Design Exception to reduce the private road pavement width from 32' to 24'. That
exception prohibits on-street parking and was also approved by the Northwest Fire District.

RECOMMENDATION
Staff recommends approval of the preliminary plat for Sonoran Preserve on the Bajada. Staff has
reviewed the application for compliance with the Marana Land Development Code and the
development agreement. This preliminary plat appears to be in substantial conformance with all
required development regulations and conditions of zoning.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A PRELIMINARY
PLAT FOR SONORAN PRESERVE ON THE BAJADA, LOTS 1 - 29.
WHEREAS, LV Properties and Western Continental Ltd c/o Sears Financial, the owners
of Sonoran Preserve on the Bajada, have applied for approval of a preliminary plat for 29 single-
family detached homes on 33.6 acres comprising lots 1 through 29, Common Areas "A" (Private
Streets) and "B" (Open Space), and is generally located at the southeast comer of Moore Road
and Camino De Oeste in a portion of Section 31, Township 11 South, Range 13 East; and
WHEREAS, the Town Council, at their regular meeting on June 6,2006, has determined
that the Sonoran Preserve on the Bajada Preliminary Plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Sonoran Preserve on the Bajada Preliminary Plat, a 29-10t residential
subdivision generally located at the southeast comer of Moore Road and Camino De Oeste in a
portion of Section 31, Township 11 South, Range 13 East, is hereby approved.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 6th day of June, 2006.
