SUBJECT: Resolution No. 2006-79: Relating to Development; approving and
authorizing a preliminary plat for Saguaro Ranch Phase II.
DISCUSSION
Reauest and History
This Planning Commission unanimously recommended approval to the Town Council of this
project on August 31, 2005.
Saguaro Ranch Development Corporation requests preliminary plat approval of a 14-lot custom
home subdivision on approximately 129 acres within, the Saguaro Ranch gated home community
annexed in August 2003. The Saguaro Ranch Phase II plat is a partial resubdivision of lots 50
and 51, Parcel "A", Block 1 and a portion of Common Area "A" of the original Saguaro Ranch
Final Plat approved by the Town Council September 2,2003, and recorded at Book 57 Page 57.
Location
The southern end of the site is located approximately one mile north of the Moore Road and
directly east of the Thornydale Road alignment, within a portion of Sections 20, Township 11
South, Range 13 East.
Zonine: and Lot Size
The Saguaro Ranch Phase II subdivision will consist of Lots 50, 51, 53-65, Parcel "A" and
Common Areas "A" and "B". The zoning for the subdivision is RD-180 (Single Family
Residential 180,000 square feet minimum lot size). The minimum lot size within this project is
lot 64 at 181,528 square feet (4.17 acres) with the average lot size of231,301 square feet (5.31
acres). This average calculation does not include lot 50, which is the proposed location for the
51 acre guest ranch facility. The maximum allowable building height is 30 feet; however, the
Saguaro Ranch CC&R's further restrict the maximum building height to 18 feet for residential
buildings.
Transportation Plan
Access to this portion of Saguaro Ranch is located within the main gated community along Old
Ranch House Road beyond the tunnel and through the Saguaro Ranch South Amended Plat.
Access to all lots will be off of Common Area "A", which consists of the private streets, and
Common Area "B", which is a private ingress/egress for lots 61, 62 and 63. The private street
section is 52' feet-wide, with 24' feet of pavement as indicated on sheet 1 of the plat.

Disturbance
The maximum allowable disturbance for the entire Saguaro Ranch project is 20%. The areas of
disturbance for each buildable lot will be defined at the time a grading permit is issued; this area
will not exceed 27,000 square feet per lot as stated in general note #26. A proposed undisturbed
area covenant must be submitted with each building permit application, which stipulates the
future preservation of the undisturbed acreage. The final document will be recorded prior to
Certificate of Occupancy on the house. Tracking of total site disturbance will be performed by
the Town using the metes and bounds surveys submitted with building permit applications in
combination with periodic surveillance of the site using aerial photography and geographic
information systems.
Benefit Fee Area
All home sites within the Saguaro Ranch Development are required to pay a park impact fee of
$1,000 and a school impact fee of $1,200 per lot at the time of building permit issuance per the
pre-annexation agreement adopted by Town Council on June 17,2003, Resolution 2003-65.
Staff has reviewed the request against the requirements of the Marana Land Development Code,
the General Plan and the Pre-Annexation Agreement of Resolution 2003-65. This preliminary
plat will be in conformance with all required development regulations and design guidelines
prior to the plat being scheduled for Town Council.

RECOMMENDATION
Staff has reviewed the application for compliance with the Pre-annexation Development
Agreement adopted by Resolution 2003-65 June 17, 2003, as amended by Resolutions 2004-42
and 2004-106, the rezoning conditions of Ordinance 2003.20, the Marana Land Development
Code and the Marana General Plan. This Preliminary Plat is in substantial conformance with all
required development regulations and conditions of zoning. Staff recommends approval of a
Preliminary Plat for Saguaro Ranch Phase II.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A
PRELIMINARY PLAT FOR SAGUARO RANCH PHASE II.
WHEREAS, Saguaro Ranch Development Corporation, the owner of Saguaro Ranch
Phase II, and Paul and Kathryn Ranheim, the owners of lot 51, have applied for approval of a
preliminary plat for 14 single-family custom homes and proposed guest ranch site on 128.98
acres, including lots 50, 51, 53 through 65, Parcel A and Common Areas "A" (private streets)
and "B" (private ingress/egress and public utility), and is generally located 1 mile north of Moore
Road and east of the Thornydale Road alignment, in a portion of Section 20, Township 11 South,
Range 13 East; and
WHEREAS, the Town Council approved the Saguaro Ranch Final Plat on September 2,
2003, consisting of Lots 9-52, Blocks 1 through 4 and Common Areas "A" and "B"; and
WHEREAS, the Saguaro Ranch Phase II Preliminary Plat is a partial resubdivision of the
original Saguaro Ranch Final Plat; and
WHEREAS, the Town Council, at their regular meeting on June 6, 2006, has determined
that the Saguaro Ranch Phase II preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Saguaro Ranch Phase II Preliminary Plat, consisting of lots 50, 51, 53
through 65, Parcel A and Common Areas "A" (private streets) and "B" (private ingress/egress
and public utility) within the Saguaro Ranch Development and generally located 1 mile north of
Moore Road and east of the Thornydale Road alignment, in a portion of Section 20, Township 11
South, Range 13 East is hereby approved.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 6th day of June, 2006.
