SUBJECT: Resolution No. 2006-80: Relating to Development; approving and
authorizing a development plan for Ritz Carlton Resort at Dove
Mountain.
DISCUSSION
Historv
The Dove Mountain Specific Plan identifies the Ritz Carlton site for resort development.
Cottonwood Properties intends to develop the Ritz Carlton on 98.7 acres ofland at this location.
The Ritz Carlton main hotel will be 267,157 square-feet with 199 rooms. Other intended uses at
the resort include a spa (16,699 square-feet), pool bar and grill (5,569 square feet), and 14 casita
guest buildings (46,626 square feet). The Land Development Code requires 385 parking spaces;
the plan provides 554. The development plan shows a public trailhead parking lot that provides
public access to the Wild Burro Wash hiking trail.
Location
The proposed Ritz Carlton Resort is located on Secret Springs Drive, .35 miles north of the
current terminus of Dove Mountain Boulevard.
Zonine:
The site is located within the Dove Mountain Specific Plan. The land use designation under this
specific plan is R, Resort, which allows for the proposed resort.
Transportation
Access to the resort will come from Dove Mountain Boulevard and Secret Springs Drive.
Other Issues
The u.S. Army Corps of Engineers has not finalized acceptance of the Section 106 report. This
report is a summary ofthe archaeological data recovery results. It is currently under review by
the Corps.

P & Z Application and location map. The Applicant will deliver the reduced copies of the
development plan on June 2, 2006, at which point they will be delivered to Council members.
RECOMMENDATION
Staff finds that this development plan is in compliance with the Dove Mountain Specific Plan,
the Marana Land Development Code, and the Marana General Plan. Staff recommends
conditional approval of this development plan with the following condition:
RECOMMENDED CONDITION OF APPROVAL
The Town will not approve any plans for grading or other site disturbance until the u.S. Army
Corps of Engineers accepts the Section 106 report.

MARANA RESOLUTION NO. 2006-80
RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A
DEVELOPMENT PLAN FOR RITZ CARLTON RESORT AT DOVE MOUNTAIN.
WHEREAS, The Dove Mountain Specific Plan was approved by the Town Council on
March 28,2000 as Ordinance 2000.04; and
WHEREAS, The developer, Cottonwood Properties, has applied for a development plan
within the Dove Mountain Specific Plan; and
WHEREAS, The Ritz Carlton Resort at Dove Mountain development plan will consist of
the main hotel, spa, pool with bar and grill and 14 casita guest buildings on 98.7 acres located on
Secret Springs Drive, .35 miles north of the current terminus of Dove Mountain Boulevard,
within Section 14, and then N ~ of Section 23, Township 11 South, Range 12 East; and
WHEREAS, the Town Council, at their regular meeting on June 6, 2006, determined that
the Ritz Carlton at Dove Mountain development plan should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Ritz Carlton Resort at Dove Mountain, a development plan within the
Dove Mountain Specific Plan, consisting of a main hotel building, spa, pool with bar and grill
and 14 casita guest buildings totaling 336,051 square feet on 98.7 acres located on Secret Springs
Drive, .35 miles north of the current terminus of Dove Mountain Boulevard, within Section 14,
and then N ~ of Section 23, Township 11 South, Range 12 East is hereby approved with the
following conditions:
1. The Town will not approve any plans for grading or other site disturbance until the
U.S. Army Corps of Engineers accepts the Section 106 report.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 6th day of June, 2006.
