HomeMy WebLinkAbout12/20/2005 Blue Sheet Update on Rancho Marana Specific Plan TOWN COUNCIL MEETING INFORMATION TOWN OF MARANA MEETING DATE: December 20, 2005 AGENDA ITEM: E. 4. 2) TO: MAYOR AND COUNCIL FROM: Jim Mazzocco, Assistant to the Town Manager AGENDA TITLE: Update on Rancho Marana Specific Plan Amendment for the Town Center and the Northwest Area Plan amendments DISCUSSION This report is an update on the town center planning process. There are three major parts of the process. They include a draft Northwest Area Land Use Plan, a draft Northwest Circulation Plan, and a draft Conceptual Town Center Site Plan that affects the adopted Rancho Marana Specific Plan West. All of these parts have associated policy changes connected to them, and they are discussed below. Public presentations of the plans drafted by Swaback Partners began with the August 30, 2005 joint Town Council/Planning and Zoning Commission presentation. This presentation was followed by public presentations in September 2005 at Dove Mountain, Continental Ranch, the Town Hall (two times) and a special presentation to the development community at the Town Hall. Since then, staff has continued to meet with property owners and refine the plans and prepare for an amendment to the Rancho Marana Specific Plan for properties surrounding the Town Hall and prepare for a major plan amendment for the Northwest Area Plan and associated parts ofthe General Plan starting in February 2006. Below is an overview of the upcoming processes that will achieve the updating of land use and circulation plans envisioned in the overall town center planning process. Rancho Marana Specific Plan Amendment Currently under review to be included in a 2006 Rancho Marana Specific Plan Amendment Revise Rancho Marana Specific Plan document This revision affects the approximate 100-acre Town Center area's commercial, high density residential and institutional uses. In addition, there are approximately 100 acres within Vanderbilt Farms block plat affected by new designations and standards for high density residential, institutional uses and a repositioning of a nine-acre commercial area to reflect the town center planning process recommendations. The amendment includes development standards for three new Town Center designations Town Center District (TCD), Town Center High Density Residential (THDR), and Town Center Institutional District (TCID). Also included will be a Town Center Design Manual to provide design guidance and visual assistance for development proposals. Revise the Vanderbilt Farms and Rehyer Parcel development agreements. These agreements will address clarification issues and revisions on land dedication and other items that support the changes in the specific plan. Update Town Center Planning Rancho Marana Specific Plan Amendment Timeline Through the Specific Plan amendment process create new Specific Plan designations and amend documents as noted: Town Center District (TCD) Town Center High Density Residential (TCHDR) Town Center Institutional District (TCID). Also create new development standards: Town Center Design Manual - TCD Residential Design process - THDR Land Use Maps - Vanderbilt Farms area, Rehyer Parcel area Development Agreements - Rehyer Parcel, Vanderbilt Farms. January 2006 - Planning and Zoning Commission public hearing February 2006 - Mayor and Council public hearing. Northwest Area Plan Maior Plan Amendment Currently under review to be included in the 2006 Northwest Area Plan Major Plan Amendment Process Interim Northwest Area Rezoning Policy This policy will include a conceptual Northwest Area Map and Circulation Plan that will be used as a point of discussion for any developer proceeding with a rezoning or a rezoning amendment in the Northwest Area while the major plan amendment is going through the required process. Northwest Land Use Map This draft document is being updated from the August 30, 2005 CounciVCommission public presentation through meetings with staff and property owners. The draft includes a Town Core sub-area. General Plan Circulation Plan map and policies - This draft document is being updated and analyzed by staff and property owners. Maior Streets and Routes Map - This draft document is being updated for the entire Town. The amended map will include a clarified amendment process to streamline any future updating of the map. Land Use Designations This draft document is being updated to be part of the Northwest Area Plan document and will reflect the more refined and greater number of land use designations shown on the draft Northwest Land Use Map. Maior Plan Amendment Definition - General Plan - This policy is being updated to better reflect a process that can implement future minor plan amendments of the more refmed draft Land Use Map in a more expedited process for the Northwest Area. Town Core Sub-area Map Addition - This designation on the Northwest Area Land Use Map will define an area attempting to influence ' rezonings and development. Its purpose is to reflect a development pattern that is consistent with the Town Center design concepts reflected in the draft Town Center Design Manual prepared by Swaback Partners. -2- Northwest Area Plan Policies revision This draft document is being updated to better reflect the Town Center design concepts and the more refined land use designations and the impact of the residential design standards on residential development. The goal is to have the 2006 document better coordinated with the update to the Northwest Land Use and Circulation Maps and Town Center planning process. Revise Northwest Area Plan and General Plan Timeline Through the major plan amendment process, create or revise the following products: Interim Rezoning Policy Northwest Land Use Map Northwest Area Plan Policies Northwest Area Land Use Designations General Plan Circulation Plan map and policies Major Streets and Routes Plan General Plan - Major Plan Amendment Process. February through May 2006- June through July 2006- August 2006 - Send Draft Plan Amendment to recipients per Arizona Revised Statutes Adopt the Interim Northwest Area Rezoning Policy Hold Public Meetings on the Draft Plan Amendment Hold Commission public hearings (two locations per ARS) Hold Town Council public hearing (supermajority vote) February 2006 - ATTACHMENTS None.
