SUBDIVISION ENGINEERING DIVISION-PROJECTS IN THE WEST
This is an outlet development at the Cortaro Wal-Mart
Developer-WAM properties
Key Infrastructure-There is no major infrastructure to
serve this site other than what has already been
provided by Arizona Pavilions.
Time Frame-Project is completed and a walk-thru has
been done. This Project will be finalized once a
close-out package is accepted.
This is an outlet development at the Cortaro
Wal-Mart
Developer-Preferred Retail Store Development
Key Infrastructure-There is no major infrastructure
to serve this site other than what has already been
provided by Arizona Pavilions.
Time Frame-Project is completed and a walk-thru
has been done. This Project will be finalized once a
close-out package is accepted.
Commercial center west of the Santa Cruz and
South of Cortaro Road. This center is located behind
the Walgreen's

Key Infrastructure-New public roadway network and
utilities inside the commercial center. This network will
ultimately serve the upcoming library site.
Time Frame-The initial roadways are completed and
a walk-thru has been completed. Project will be
finalized once a close-out package is accepted.

including onsite spine infrastructure. Airline and Lambert work will be bid
in December.

PEDESTRIAN SAFETY AT THE SILVERBELL ROADIWADE ROAD INTERSECTION

to enhance the ma'llin of safely for elderly Pedeslrians and young students, Who tend to
more slOwly, the Pedestrian signa; timings for croSSing both legs Of Siiverbell Road will be
increaSed. In addition, regulatory signs advising drivers thaI are tuming, need 10 yield to

"'RIZON'" POLLUTION DISCHARGE ELlMIN'" TION SYSTEM:
This Project was initiated by a federal mandate establishing the Nationai pollutant Discharge
Elimination system's (NPDES) phase Ii storm water program. The "'rizona Department of
Environmentai Quality (AD ED) has primacy over this program in "",zona. Six minimum controi
measures (MCMs) mandated by "'DEQ for compliance with the program include:
1. Public Education and outreach
2, Public Participation and Involvement
3. Illicit Discharge Detection and Elimination
4. Construction Site Storm Water Runoff Control
5, post_construction Storm Water Runoff Control
6. Municipal Operations pollution prevention and Good Housekeeping
Status:
The SWMP is avaiiabie on the Town's website for a public review and com-
ment period prior to staff taking the document to Town councii for approval. The Town has been
phasing into full compliance with its MS4 permit since the original NOi and initial draft SWMP were
submiited for the March 10, 2005 deadiine. A storm water calendar using artWork from iast years
storm water artWork contest for MUSD chiidren wiil be distributed to Town staff and avaiiabie at
the Holiday lighting ceremony on December 3, 2005. Staff wiil be addressing comments received
on the SWMP and deveioping outreach and public involvement activities for 2006 during
December and January. The Environmental Division has begun reviewing all Storm Water
poliution prevention plans (SWPPP) for grading permits and ctP projects.

The Environmental Division is currently working with other
departments to develop an overlay that .will protect the
Riparian corridors through the Tortohta Fan area.
Status:
Town staff continues to meet to discuss alternatives.
Alternatives to date include a wash buffer concept, 30%
allowable disturbance, and buffers determined by
individual developers based on the centerline of the
100-year floodplain limits and the flow of the wash. .
Specific limits are not yet established due to the plan~mg
of the Tangerine Corridor, potential endangered speCies
de-listing, and existing Biological Opinions.

OLD PUEBLO ARCHAEOLOGY PARTNERING & HERITAGE FUND:
The Yuma Mine Wash and District Park sites are nch in archaeoiogical and historicai artifacls from
Hohokam indians and the Boroquaz-Aguirre Ranch sites. The Town of Marana entered into a
partnering Agreement with Old PueblO Archaeoiogy to excavate, slabiiize, interpret the histoncal and
culturai significance of the discoveries, and to provide public education and opportunitias for public
participation at the archaeologicai sitas. Old PueblO was authorized by the Town \0 submit a grant
application for Heritage Grant Funds from Anzona State Parks. The grant supplies money for the
secunty, slabiiization, interpretive, and educational aspects of the partoenng agreement Old Pueblo hosts
public education tours each year and offers opportunities for the public to participate in the archaeological
digs at the Yuma Mine Wash site.
Status: Tours and public assisted digs resumed in October 2005. Did PueblO is under contract to
provide archaeology services to the Silverbellllna Road conslnJction Project The supplemental report on the
Yuma Mine Wash sites and Bojorquez-Aguirre Ranch sites were flied with the Army Corps of Engineers in
September, 2005. These sites wili require additionai data recovery work. Old Puebio is currently
cooperating with Parks and Recreation on the concept of the native garden, interpretive \rails through the
HohOkam site, preservation of the Bojorquez-Aguirre Ranch site, and interpretive signage.
The Hentage Fund granl contains a conservation agreement with Anzona State Parks. This agreement
conflicts with several of the CIP Project goals. The Town of Marana sent a request for amendments to the
conservation easemenl agreement \0 Anzona State Parks after a November 2, 2005 meeting with slaff to
discuSS the orlginai amendment packet sent explaining the conflicts. Anzona State Parks staff wili make a
recommendation \0 HPAC for the December 5, 2005 HPAC meeting. Following that meeting, HPAC will
make a recommendation to the Arizona State Parks Board, who will meet on January 19, 2006 \0 make a
final decision on the Town's requests.

TITLE 16-EFFLUENT RE-USE PLANNINQ:.
The Title 16 process began several years ago as a regional effluent re-use planning effort, WhiCh Was
Initially COordinated by the Tucson Regional Water Council. Title 16 Is a funding mechanism available
Ihrough the Bureau of Reclamation Ihat offers 50% Federal matching funds for Ptannlng and 25%
Federal ma/ching funds for COnslruCl/on of waler infrastructure Projects thaI meet the Programs Criteria.

OCR for the Ina Road Corridor #99-053:
This Project consists of the development of a Design Concept
Report (OCR) for the widening and/or reconstruction of Ina Road
and the area south of Ina Road between Thornydale Road and
Camino Martino extending to Orange Grove Road. The OCR will
also look at connectivity, access, and safety for the area
between Ina Road on the north, Costco Drive on the south, 1-10
to the west, and Thornydale to the east.
Estimated Construction Time: To be determined.
Status: Statements of Qualifications (SOQ's) were
received August 4,2005 from six (6) potential
Consultants. Town Staff reviewed the SOQ's and elected to
interview the top 2 Consultants for final selection. The interviews
were held September 2, 2005. A letter of Intent was sent to HDR
on September 12, 2005. The Scoping meeting with Town Staff
and the Consultant was held October 4, 2005.

SANTA CRUZ RIVER SHARED USE PATH

This Project Consists of constructing a 14-foot
wide shared use path that will extend behind
Continental Ranch from Coyote Trails
Elementary to EI Rio Neighborhood Park, a
distance of approximately 2.7 miles. The path
will be located along the westerly intermediate
bank of the Santa Cruz RiVer. The Project also
inclUdes landscaping and two (2) rest nodes.
