Berlin, AICP Planning Director SUBJECT: Resolution No. 2005-156: Relating to Development; approving and authorizing a development plan for Cortaro Crossings. DISCUSSION Reauest and Historv The applicant is requesting development plan approval for a commercial center on approximately 3.5 acres. The proposed commercial complex contains two freestanding buildings and one future building pad site that will be constructed at a date not yet determined. The subject site was part of the Continental Ranch II annexation approved in 1987 and the Continental Ranch Parcel 63A final plat approved in 2002. The final plat consists of a four-lot commercial subdivision on 8.93 acres. As a condition of the plat, "A development plan for each lot must be reviewed and approved by The Marana Town Council before the issuance of building permits. " Location The property is part of Continental Ranch Parcel 63A final plat that is generally located west of Courtney Page Way and south of Arizona Pavilions Drive. The vacant site is bounded to the north and west by the Pines Golf Course and proposed Pines Phase II Subdivision, to the south by Ace Hardware, and to the east by Bank One and Brake Max. Zonin2 The property is zoned "C*" (Freeway Commercial) per the Continental Ranch Specific Plan. The Freeway Commercial designation of the Continental Ranch Specific Plan permits Commercial, Retail Commercial, Commercial Recreation, Office, Financial Institutions, Tourist Commercial, Restaurant, High Density Residential and Medical and Health Care Facilities. The proposed retail and car wash uses are permitted under this designation. Desi2n The retail and car wash buildings will be stucco base, with decorative stone enhancements along the base and canopies along the front fascia. There will be landscaping with native plantings along the sites perimeter, building fronts and parking area. Outdoor seating areas are provided for both the retail and car wash buildings. The total permitted building height is 39' feet and the building height proposed is 28' feet. - 1 - DPR-04038 Cottam Crossings TC 122005 Transportation Access to this project is provided off of Courtney Page Road and Arizona Pavilions Road. ATTACHMENTS Summary of application development plan reduction, architectural elevations and location map. RECOMMENDATION Staff recommends adoption of the development plan for Cortaro Crossings. Staff has reviewed the application for compliance with the Continental Ranch Specific Plan and the Marana Land Development Code. This Development plan appears to be in substantial conformance with all required development regulations. SUGGESTED MOTION I move to approve Resolution No. 2005-156. -2- DPR-04038 Cottaro Crossings TC 122005 MARANA RESOLUTION NO. 2005-156 RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A DEVELOPMENT PLAN FOR CORT ARO CROSSINGS. WHEREAS, Neil Capin Enterprises, has applied for approval of a Development Plan for a commercial complex on 3.48 acres and is generally located westerly of Courtney Page Way and southerly of Arizona Pavilions Drive, within a portion of Section 26, Township 12 South, and Range 12East; and WHEREAS, the Town Council, at their regular meeting on December 20, 2005, has determined that the Cortaro Crossings development plan should be approved; and WHEREAS, as a condition of the plat, "A development plan for each lot must be reviewed and approved by The Marana Town Council before the issuance of building permits. " NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that the Cortaro Crossings development plan, a commercial complex generally located west of Courtney Page Way and south of Arizona Pavilions Drive, within Section 26, Township 12 South, and Range 12 East, is hereby approved.
