Page 2 PRO CT.S I~ CO.NSTJCTION DEPARTMENT OF PUBLIC WORKS SANTA CRUZ SHARED USE PATH #99-003 This Project has been revised to consist of the design and construction of a 14' wide, 2.7 mile long paved asphalt path from Coyote Trails Elementary School to Coach line Boulevard via the EI Rio Park Development. Estimated Construction Time: This Project is anticipated to be complete within 6 months Milestones: August 8, 200S-Granite Construction was awarded the contract. October 3, 200S-Notice to Proceed October 5, 200S-Groundbreaking Ceremony Proiect Cost: $1,199,685.00 CORTARO FARMS ROAD-UPRR TO STAR GRASS DRIVE #99-076 This two phased Project consist of reconstructing the roadway to four lanes with a landscaped median, curb and gutter, multipurpose lanes, sidewalks, landscaping, public art, drainage improvements and intersection improvements which includes a new traffic signal system at Cortaro Farms Road and Hartman Lane. Estimated Construction Time: This Project is anticipated to be complete October, 2006 Milestones: Phase I-Complete August 19, 200S-Partnering Workshop September 13, 200S-lnterim Notice to Proceed Proiect Cost- Phase 1- $383,628.90 Phase 11-$6,635,000.00 Marana Town Center, Roads, and Utilities #2002-01 This Project consists of designing and constructing the offsite utilities, roads, landscape, and other infrastructure and establish the layout of the main Town Center corridors. Estimated Construction Time: Project is substantially complete, work continues on punch list items and Contract Change Order Work. Page 3 DEPARTMENT OF PUBLIC WORKS Honea Heights Sewer # 2002-02 This Project consists of constructing/installing the sanitary sewer mainline and incidentals for the residents of the Honea Heights Subdivision. Construction of the mainline will be administered by Pima County with funding provided by USDA Rural Development and the Town. Estimated Construction Time: This Project is anticipated to be complete by April 2006. Milestones: July 13, 2005-A Pre-Construction Open house was held for the residents. September 6, 2005-Pima County issued a Notice to Proceed to Grimm Inc. This Project is currently delayed due availability of materials. Proiect Cost-$1 ,248,519.00 PROJECTS NSTRUCTION Honea Heights Pavement Rehabilitation #2003-14 This Project consists of rehabilitating the pavement following construction of the sewer mainline by Pima County. Sidewalks will be added throughout the area once sewer connections have been made to each individual property owner. Estimated Construction Time: Construction will begin following completion of the sewer mainline by Pima County, anticipated for July 2006. Milestones: Grimm Inc. is the Contractor for this phase of the Project. Milestones: August 4, 2005-Statement of Qualifications were received September 12, 2005-Letter of Intent was sent to HDR 4th Quarter of 2005-lssuance of Notice to Proceed ..-1 Thornydale Road, Orange Grove to the Canada Del Oro Wash #2002-58 This Project consists of reconstructing Thornydale Road to six (6) lanes with multi-use lanes, curb and gutter, a landscaped median, sidewalks, traffic signal modifications, drainage improvements, street lighting, and public art. Project has been re-scoped to include ultimate improvements along Thornydale from Orange Groce to Canada Del Oro Bridge. Design Engineer: RS Engineering Milestones: October 2005-Completion of demolition 2nd Quarter of 2006-Anticipated start of construction 100% plans are complete. Camino de Manana/Dove Mountain Extension #2001-52 .- This Project consists of the development of a Design Concept Report (DCR) for the possible realignment of Camino de Manana to its intersection with Linda Vista Boulevard to the Tangerine Road/Dove Mountain Boulevard Intersection. Design Engineer: MMLA Psomas Milestones: September 23, 2005 Notice to Proceed for Design Concept Report 2nd Quarter 2006-Design Concept Report Completion Page 5 DEPARTMENT OF PUBLIC WORKS PROJEC N DES.IGN Tangerine Farms Improvement District #2004-36 This Project consists of reconstructing the roadway to four lanes with a landscaped median, curb and gutter, multipurpose lanes, sidewalks and shared-use paths, landscaping and drainage improvements, and a pedestrian underpath near Gladden Farms. Design Engineer: MMLA Psomas Milestones: December 6, 2004 Notice to Proceed for survey work was issued May 9,2005-The Cultural Resource Evaluation and Biological Evaluation were accepted September 2005- 90% plans, specification and estimate 4th Quarter 2005-Anticipated 100% plans, specification and estimate Wheeler Taft Abbett Library #2003-04 The proposed "Wheeler Taft Abbett Library" is intended to house an eventual 100,000 volume book collection in a proposed 15,000 square foot building. A 5,000 square foot shell space will be bid as an additive alternate to the base bid. The proposed library will contain state of the art technology computer labs and a public meeting room. ,..,.~ Design Consultant: Richard & Bauer, LLC Milestones: January 4, 2005-Pima County Board of Supervisors awarded the architectural services to Richard & Bauer. May 23-May 26, 2005-Consutlants held their "Design Charette" Conference at the Quincy Douglas Regional Library. July 19, 2005-Mayor and Town Council unanimously approved the "Schematic Design". Status: The Library Team met on Wednesday, October 5, 2005, to discuss the review comments on the Preliminary Construction Drawings and Specifications. The Library Team and the Arts Committee Members met on Wednesday, October 5, 2005, to introduce the short-listed artists to the proposed architecture of the Library. The artists were impressed with the proposed Library and all were enthusiastic about the Project. The Library Team and the Arts Committee Members met on Thursday, October 27,2005 to review the proposals from the selected artists. An artist was selected -Joe O'Connell. Phase II consists of the final design of the Traffic Interchange (TI), a grade separated structure at the UPRR east of 1-10 connection to Twin Peaks west of 1-10 and connection to Linda Vista/Camino de Manana. Design Engineer: URS Inc. Milestones: October 26, 2005- Environmental Assessment has been signed by FHWA & ADOT. November 1, 2005- T AC meeting November 18 & 22, 2005-Meetings with Business Owners November 30,2005-A Public Hearing is scheduled to begin at 6:30PM at Twin Peaks Elementary School. The Town has been notified by FHWA that Federal Funding in the amount of $752,334.88 is now available for the Town's use. Page 7 -i I DEPARTMENT OF PUBLIC WORKS PROJEC NDESIGN Santa Cruz River Bank Protection #2002-04 This Project consists of providing bank protection along the west bank of the Santa Cruz River from Ina Road to Cortaro Road. There will be a break in the soil cement bank protection across the two main distributaries on the Yuma Mine Wash. Appropriate key-in will also be constructed on either side of this break. Design Engineer: Tetra Tech Milestones: Comments from the previously submitted 95% and 98% plan sets in 2004 have been compiled and submitted to Tetra Tech. 1 st Quarter 2006-Anticipated start of construction. Silverbell Road, Cortaro Road to Ina Road #99-050 This Project consists of reconstructing Silverbell Road to four (4) lanes with a two-way left-turn lane. The Project will also improve the horizontal and vertical alignments and add curb and gutter, multipurpose lanes, a sanitary sewer system, sidewalk landscaping, public art, drainage improvements and intersection alignment improvements at Ina and Silverbell which includes a new traffic signal. Design Engineer: EEC Milestones: September 27, 2004-Biological Opinion. 100% plans are complete. 1st Quarter 2006-Anticipated start of construction, pending ADOT coordination with 1-10 work at Cortaro Road Interchange. 404 permit-received November 2005. Project is located in the Northwest quadrant of the Thornydale- Orange Grove intersection. Developer: Westar is the owner/developer. The Developer utilized Fina companies for construction Management. Key Items: Westar took the site's former building and constructed a new facede and interior, speeding up the construction process. They have constructed a new deceleration lane on Orange Grove Road to aid access. Project will share truck access with the adjacent Payless site under construction. Time Frame: Project is complete and operating under temporary Certificate of Occupancy until final punch list items and closeout package is complete. A grand opening was held October 20, 2005. Shoppes at Oranae Grove and River A commercial development with three phases. Phase one is Bedrosion Tile which specializes in floor coverings. Phases 2 and 3 are additional retail areas. Project is located in the Southwest quadrant of the Thornydale-Orange Grove intersection, behind the AM/PM service station. Developer: Bedrosion tile is the developer using Chestnut Construction to manage the construction. Key Items: This development will construct internal infrastructure and a new access to River Road. Time Frame: Bedrosion Tile is open under a temporary Certificate of Occupancy until final punch list items and closeout package is complete. Phase II of the site has recently been permitted. Page 10 DEPARTMENT OF PUBLIC WORKS SUBDIVISION E Pavless-Oranae Grove A commercial development being designed North of and adjacent to the recently completed Westar site. Developer: Pay less is the owner/developer. Expected tenant is Bedmart. Key Items: Adjacent to Westar, the improvements for this site will allow ultimate truck access for Westar. Time Frame: Project is currently under construction. - Earth Enerav A commercial development being in the northernmost lot of Thornydale plaza between Costco Drive and Thornydale. The business sells fireplaces and related equipment. Developer: Earth Energy is the owner/developer. Key Items: Property will need to tie closely with adjacent Naughton's development to the South. I I I I I I ERING DIVISION Arizona Health A commercial development being designed in the Orange Grove/I-10 commercial subdivision between River Road and the UPRR south of Orange Grove. The business sells custom home gym equipment. Developer: Arizona Health is the owner/developer. Key Items: Property will need to tie closely with adjacent developments that are also under review- Truly Nolan and Boot Store. Time Frame: Project is currently under construction. Page I I DEPARTMENT OF PUBLIC WORKS SUBDIVISION Trulv Nolan A commercial development being designed in the Orange Grove/I-10 commercial subdivision between River Road and the UPRR south of Orange Grove. Although a well known exterminator service, this project is to be centralized offices. As with all of their developments, they will likely also showcase eclectic vehicles. Developer: Truly Nolan is the owner/developer. Key Items: Property will need to tie closely with adjacent developments that are also under review by Arizona Health. Time Frame: Development plan is approved. Improvement plans are at second review and project should be ready for construction before the end of 2005. ERING DIVISION Thornvdale Plaza Lots 1.2.3 A commercial development in the Thornydale Plaza northwest of Costco Drive and south of the Canada Del Oro Wash. Three buildings make up the site with a Sportsman's Warehouse forming an anchor. Developer: Unknown developer using Rick Engineering as their agent. Key Items: Project is a large site, comparable to Costco and Home Depot. They have constructed a right turn lane on Costco Drive to serve the development. Time Frame: Sportsman's Warehouse is open under a temporary Certificate of Occupancy until final punch items and closeout package is complete. A grand opening was held October 8, 2005. Boot Store A commercial development being designed in the Orange Grove/I-10 commercial subdivision between River Road and the UPRR south of Orange Grove. The store will sell CD's and related items, not boots. Developer: Boot Store is the owner/developer. Key Items: Property will need to tie closely with adjacent developments that are also under review by Arizona Health and the RV center. Time Frame: Project is past first review of development plan. Improvement plans and final development plans will be required before permitting. Page 12 DEPARTMENT OF PUBLIC WORKS SUBDIV1SI.ON ER1NG D.IVISION FLOODPLAIN INFORMATION FLOODPLAIN UPDATES: Number of Permits Processed: 4 (OCTOBER) Number of Flood Hazard Information Sheets Completed: 35 Jlr Pog' 13 DEPARTMENT OF PUBLIC WORKS T.RAFFIC ENG ING DIVISION PEDESTRIAN SAFETY AT THE SILVERBELL ROADIWADE ROAD INTERSECTION #2004-03 : A study was recently conducted at the Silverbell Road/Wade Road intersection to determine if any improvements to the pedestrian signal timings and traffic signing are required at this location. The study found that the existing pedestrian signal timings and signing are adequate and no safety deficiencies exist at the intersection. However, in order to enhance the margin of safety for older pedestrians and young students, who tend to walk more slowly, the pedestrian signal timings for crossing both legs of Silverbell Road will be increased. In addition, regulatory signs advising drivers that are turning, need to yield to pedestrians will be installed on the Wade Road approaches to the intersection. The signal timing and signing improvements will be made in the very near future. COACHLlNE BOULEVARD IN-STREET CROSSWALK INDICATION: In-street LED-illuminated raised pavement markers and advance warning have been installed at Coach line Boulevard at the Continental Ranch Community Center. This Project started in FY 2004-2005 with the procurement of the ADA compliant equipment with voice and audible crossing indications. Status: The Project should be completed on or about the end of the 4th Quarter of 2005. UPGRADING OF TRAFFIC CONTROL DEVICES FOR COYOTE TRAIL ELEMENTARY SCHOOL: In order to enhance the safety of students crossing Silverbell Road in the area of Coyote Trails Elementary School, the Traffic Division recommended that significant improvements be made to the existing traffic signs and markings on Silverbell Road. New signs and markings, including a variety of school-related warning signs, as well as school crossing pavement markings were installed prior to the start of the 2005 school year. It is expected that all of the appropriate signs and marking changes should help greatly to raise drivers awareness of the school crossing conditions. AS-NEEDED TRAFFIC ENGINEERING SERVICES: In order to augment our traffic engineering capabilities, the Division has reviewed Statement of Qualification packages from ten consulting firms who are interested in performing traffic engineering services for the Town. The Town will award As-Needed Traffic Engineering Service Contracts, renewable annually, to up to five of the consultants who are found most qualified to assist the Town with such services as traffic signal plan design, travel demand modeling, preparation or review of traffic impact analyses, and traffic signal construction administration and inspection. At this time the Town has selected five consultants to whom will be awarded Traffic Engineering Service Contracts. Once the contracts are awarded, we will issue Task Order Authorizations as services are required. It is expected that the assistance provided by the selected consultants will greatly expand our capacity to provide timely and professional traffic engineering services to our customers. ~~ Page /4 DEPARTMENT OF PUBLIC WORKS ENVIRON MENTA EERING.DIVISION HABITAT CONSERVATION PLANNING: The Town of Marana's Habitat Conservation Plan (HCP) considers six species in total. There are specific strategies for four of these species. These four species include the Tucson Shovel-Nose Snake, the Ground Snake, the Cactus Ferruginous Pygmy Owl, and the Burrowing Owl. The conservation measures used in the strategies for these four species also acted as conservation measures for two additional species, the Lesser Long-Nosed Bat and Pale Townsend's Big-Eared Bat. Status: The Town received a check for $97,218.48 from the Arizona Game & Fish Department in reimbursement for the Year One grant items. Staff members are working with Game & Fish to finalize the task items, job statement and IGA for the Year Two grant. The Town is cooperating with the US Fish & Wildlife Service, Pima County, and the City of Tucson to discuss regional habitat conservation planning efforts. , ;-oQ! t, 1.' j '~ . , ~, ... (""]... ,,! ., "'l;~i"~;"~~,""". ~ ~ ...k"'" Y. 1? fit~r.~:r:: ~f ".....-.... ,;:0' As a final segment of this Project, there is a water harvesting presentation to be held November 2, 2005, at MMC that will highlight some of the gab ion-building workshops held last July on Scenic Drive. .",-- ARIZONA POLLUTION DISCHARGE ELIMINATION SYSTEM: This Project was initiated by a federal mandate in which Arizona Department of Environmental Quality (ADEQ) was given primacy. Status: ADEQ returned comments on the Town's draft SWMP September 19, 2005, in which they requested some revisions. ADEQ required corrections and re-submittal by October 30, 2005. Staff revised the SWMP in response to ADEQ's comments, in addition to updating information, and returned the revised version Friday, October 28, 2005. ADEQ was sent an electronic copy for review of the changes the week of October 17, 2005. An ADEQ staff member telephoned to say it looked "fantastic" on October 24, 2005. The SWMP will be posted to the Town's website in November for a public review and comment period prior to staff taking the document to Town Council for approval. The Town has been phasing into full compliance with its MS4 permit since the original NOI and initial draft SWMP were submitted for the March 10, 2003 deadline. Staff attended a project management workshop in Las Vegas, NV, September 29 & 30,2005 to develop skills that will assist in resource and time management for storm water projects, in addition to working on other Town Projects. J,.:~ ~ Page 15 DEPARTMENT OF PUBLIC WORKS ENVIRONM.ENTAl >~EERING DIVISION OLD PUEBLO ARCHAEOLOGY PARTNERING & HERITAGE FUND: The Yuma Mine Wash and District Park sites are rich in archaeological and historical artifacts from Hohokam Indians and the Boroquez-Aguirre Ranch sites. The Town of Marana entered into a Partnering Agreement with Old Pueblo Archaeology to excavate, stabilize, interpret the historical and cultural significance of the discoveries, and to provide public education and opportunities for public participation at the archaeological sites. Old Pueblo was authorized by the Town to submit a grant application for Heritage Grant Funds from Arizona State Parks. The grant supplies money for the security, stabilization, interpretive, and educational aspects of the partnering agreement. Old Pueblo hosts public education tours each year and offers opportunities for the public to participate in the archaeological digs at the Yuma Mine Wash site. Status: Tours and public assisted digs resumed in October 2005. Old Pueblo is under contract to provide archaeology services to the Silverbell/lna Road construction Project. The supplemental report on the Yuma Mine Wash sites and Bojorquez-Aguirre Ranch sites were filed with the Corps of Engineers in September. These sites will require additional data recovery work. Old Pueblo is currently cooperating with Parks and Recreation on the concept of the native garden, interpretive trails through the Hohokam site, preservation of the Bojorquez-Aguirre Ranch site, and interpretive signage. The Heritage Fund grant contains a conservation agreement with Arizona State Parks. This agreement conflicts with several of the CIP Project goals. Arizona State Parks requested a November 2, 2005, meeting with staff to discuss the amendment packet. They also requested a site visit on the same date. Arizona State Parks determined upon review that they could not make a recommendation to HPAC until this is done. Therefore, the packet will not go to HPAC on October 31,2005, as previously scheduled. ENVIRONMENTAL OVERLAY DISTRICT: The Environmental Division is currently working with other departments to develop an overlay that will protect the Riparian Corridors through the Tortolita Fan area. Status: Town Staff continues to meet to discuss alternatives. Alternatives to date include wash buffer concept, 30%-40% allowable disturbance, and buffers determined by developers based on the centerline of the 1 OO-year floodplain limits and the flow of the wash. The limits are not established at this time due to the planning of the Tangerine Corridor. >~- ~/.:- , . i West Nile Trainina: This is a combined effort with the Pima County Health Department to share West Nile facts and information with the employees and residents of the Town of Marana. Status: The Town of Marana completed a training session on Thursday, October 20, 2005, at the Marana Municipal Center's Conference Center from 6:00-7:00 PM. Residents located on the Northwest side of Town were invited to attend this training. The Town of Marana is looking to jointly hold a training session for the remainder of the residents and one luncheon training session for Town employees. These dates will be announced as they are determined. Page 16 DEPARTMENT OF PUBLIC WORKS ENVIRONMENTA EERING DIVISION TITLE 16-EFFLUENT RE-USE PLANNING: The Title 16 process began several years ago as a regional effluent re-use planning effort, which was initially coordinated by the Tucson Regional Water Council. Title 16 is a funding mechanism available through the Bureau of Reclamation that offers 50% Federal matching funds for planning and 25% Federal matching funds for construction of water infrastructure projects that meet the programs criteria. Status: This Project will take much of the agriculture on the south side of the Santa Cruz River off groundwater, protect water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. The Town will also have the backbone of a non-potable supply system on the south side of the Santa Cruz River, which will be able to supply turf and exterior use if that area urbanizes in the future. The Town is currently working with the Bureau of Reclamation on this Project. SUNFLOWER CITIZEN'S ADVISORY COMMITTEE: This is a group of citizens in Continental Ranch that are concerned with the Air Quality in the Town of Marana and the neighboring impacts in the County. Status: The Environmental Division has met with this group to help facilitate between the citizens of Continental Ranch, Pima County Environmental Services and the Arizona Department of Environmental Quality. TRES RIOS DEL NORTE: This Study is a cooperative effort between the City of Tucson Water Department, Pima County Flood Control District and the Town of Marana in conjunction with the United States Army Corps of Engineers. The purpose of this Study is to evaluate approximately an eighteen mile stretch of the Santa Cruz River from Prince Road to Sanders Road for potential projects such as habitat restoration, water supply, flood control, and recreation; and to provide a Feasibility Study of the findings. Status: A draft of Feasibility Study 5 is expected to be completed the final quarter of 2005 or 1 st quarter of 2006. The Town of Marana is working on the coordination of the public meeting scheduled tentatively for the 1 st quarter of 2006, pending Army Corps availability and funding.
