SUBJECT: Resolution No. 2005-139: Relating to Development; ratifying the
recommendation of approval by the Manager's Design Review
Committee for Silverbell Plaza.
DISCUSSION
Request and Historv
The requested council action is to ratify the Manager's Design Review Committee
recommendation of approval for a commercial plaza on 2.2 acres located in the Silverbell Road
Corridor Overlay District (SCROD). The proposed commercial plaza contains three freestanding
buildings with a mix of office, retail and restaurant uses.
The Manager's Design Review Committee (MDRC), reviews and provides recommendation to
Town Council regarding all new commercial development within the SCROD. Per the
requirements of the SCROD, the MDRC recommendation is forwarded by the Planning
Department to Town Council for consideration, which "shall act to affirm or reverse, in whole or
in part, or modify the Design Review Committee's recommendation."
The MDRC met on September 7, 2005, to consider the design review application for Silverbell
Plaza. During the meeting several concerns were raised pertaining to the architectural elevations
and the development plan. The applicant, working with the MDRC, agreed to several items
during the meeting, including:
· Revise the architectural elevations to include embellishments on all four sides of the
buildings.
· Adjust the project phasing to include buildings one and three, the right turn lane and
sidewalk along Silverbell Road in the first phase.
· Incorporate landscaping features into pad area of building two.
The applicant revised the architectural elevations and development plan; the MDRC reviewed
and accepted the revisions and its recommendation of approval was forwarded to Town Council.
Location
The subject property is generally located on the west side of Silverbell Road, between the north
and south access points of Continental Reserve Loop Road and north of the "Lil Abners"
restaurant.

The subject property is zoned "NC" (Neighborhood Commercial) and is within the SCROD.
The proposed uses are permitted by the "NC" zoning district and the SCROD.
Transportation
This project will have one point of access from Silverbell Road. A traffic impact analysis was
reviewed and approved by Town staff.

RECOMMENDATION
Staff forwards Resolution No. 2005-139, ratifying the recommendation of approval with
conditions from the Silverbell Road Corridor Overlay District Manager's Design Review
Committee for the Silverbell Plaza.
RECOMMENDED CONDITION OF APPROVAL
1. Provide additional architectural embellishments for the rear elevations that include final
arch pop outs over the doors. Supply planning staff with final drawings for the rear
elevations.

RELATING TO DEVELOPMENT; RATIFYING THE RECOMMENDATION OF
APPROVAL BY THE MANAGER'S DESIGN REVIEW COMMITTEE FOR
SIL VERBELL PLAZA.
WHEREAS, the Town of Marana approved and adopted the Silverbell Road Corridor
Overlay District on December 16, 2003 (Ordinance No. 2003.27), located within the corporate
boundaries of the Town of Marana, Arizona; and
WHEREAS, Silverbell Development Partners L.L.C. is the owner of approximately 2.2
acres generally located west of Silverbell Road and between Continental Reserve Loop's north
and south access points in a portion of Section 28, Township 12 South, Range 12 East and has
applied to the Town of Marana for design review approval for a commercial plaza; and
WHEREAS, the Mayor and Council have considered the application at the regular Town
Council meeting held November 1, 2005, and has determined that the recommendation of
approval by the Silverbell Road Corridor Overlay District Manager's Design Review Committee
for commercial plaza should be ratified.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that the recommendation of the Manager's Design Review Committee
regarding the design for Silverbell Plaza, submitted by Silverbell Development Partners
L.L.c., is hereby ratified with the following condition:
1. Provide additional architectural embellishments for the rear elevations that
include arch pop outs over the doors. Supply planning staff with final drawings
for the rear elevations.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
