I This Project is a joint project between the
Town, Pima County, and USDA Rural
Development and consists of constructing
sewer mainlines throughout the Honea
Heights area. The County will administer
the construction of the sewer. Following
completion of the mainlines and pavement
I rehabilitation, the Town will begin
connection of the properties to the sewer.
This process will be phased over
the next three (3) years.

This Project consists of rehabilitating the pavement following
construction of the sewer mainline by Pima County. Sidewalks will be I
added throughout the area once sewer connections have been made
to each individual property owner.
Estimated Construction Time:
Construction will begin following completion of the sewer mainline by
Pima County, anticipated for the 2nd Quarter of 2006.
Status: Plans have been submitted to Pima County and the
Contractor, Grimm Inc. to provide a cost proposal to complete this
work with the current Honea Heights Sewer Improvement Project.
The proposal has been received and comments have been forwarded
to the County and the Contractor.

This Project consists of the development of a Design
Concept Report (DCR) for the widening and/or
reconstruction of Ina Road and the area south of Ina
Road between Thornydale Road and Camino Martino
extending to Orange Grove Road. The DCR will also look
at connectivity, access, and safety for the area
between Ina Road and the north, Costco Drive on the
south, 1-10 to the west, and Thornydale to the east

Status: Statements of Qualifications (SOQ's) were
received August 4, 2005 from six (6) potential
Consultants. <rown Staff reviewed the SOQ's and elected
OCR/DESIGN OF BARNETT LINEA \ to interview the top 2 Consultants for final selection. The
,,\interviews were held September 2, 2005. A Letter of
PARK AND 1FLOOe CONTROL CHANNEL ~ent was sent to HDR on September 12, 2005. A

Estimated Construction Time: Start 2nd Quarter of 2007.
Status: Given the number of revisions to the EA and the number
of lengthy meetings with both ADOT and FHWA regarding the
document, the Town is hopeful that with ADOTs approval of the
submittal documents, FHWA will find resolution with the EA so that ,.
the Public Hearing can be held in the 4th Quarter of 2005. ::
The revised EA was transmitted to FHWA on Wednesday,
August 31,2005.
The Town is in receipt of the final OCR and staff is in the final
stages of reviewing the document.

MARAN A CONTINENTAL RANCH LIBRARY #2003-04:
The.proposed "Wheeler Taft Abbett Library" is intended to house an eventual 100,000 volume book
collection;in a proposed 15,000 square foot building. A 5,000 square foot shell space will be bid as
I i an adl'litive altemate to the base bid. The proposed library will contain state of the art technology
I computer labs and a,public meeting room.

Status: The firm of Richard & Bauer presented the "Schematic Design" to the Library Team, Greg Wexler, SVP; three (3)
architects of the firm of Fehr Grossman Cox from Houston, Texas; three (3) realtors of the firm Option Realty Group of
Houston, Texas; along with selected members of the Town's staff, Pima County, and Department Heads.
The architects of Fehr ~rossman Cox and Richard &'Bauer exchanged ideas regarding the proposed library architecture and
the propos.ed regional park to be constructed adjacent to the library. Representatives of both firms discussed the adjacent

CORTARO FARMS ROAD-UPRR TO STAR GRASS DRIVE

SANTA CRUZ RIVER SHARED USE PATH
#99-003:
This Project consists of constructing a 14-foot
wide shared use path that will extend behind
Continental Ranch from Coyote Trails
Elementary to EI Rio Neighborhood Park, a
distance of approximately 2,7 miles. The path
will be located along the westerly intermediate
bank of the Santa Cruz River. The Project also
includes landscaping and two (2) rest nodes.
Estimated Construction Time: The Notice to
Proceed was issued to the Contractor, Grimm
Inc. with construction beginning on October 3,
2005. The Project is anticipated to be complete
in six (6) months.
Status: Granite Construction was awarded the
contract on August 8, 2005. The contract has
been executed and a Pre-Construction
conference was held September 7,2005. A
groundbreaking ceremony is scheduled for
October 5,2005.
This Project consists of two phases.
Interim Project Phase I: The first phase consists of construction
improvements to the intersection of Hartman Lane/Cortaro Farms
Road. Included are new turn lanes, signalization of the intersection
and replacement of a Town of Marana existing waterline.
Status: Phase I is substantially complete. The traffic
signal was energized and placed in full operation on July 21, 2005.
Waterline anticipated to be complete in early October 2005.
Phase II: The second phase consists of widening Cortaro Farms
Road from the railroad tracks to Star Grass Drive. The Project
includes widening, drainage, striping and signage, sewer, traffic
ignal improvements, and public arts. This Project will greatly
prove traffic safety and the flow of traffic through this area.
Status: Phase II advertised for bid in June of 2005. Hunter
Contracting was awarded the contract. During September, Hunter
has begun an interim preparatory phase prior to the main
construction Project. This interim phase will allow for the removal
and salvage of plants, archeological recovery, and the relocation
of electric, gas, telephone, and cable TV utilities within the Project
area and is anticipated to last 3 to 4 months.
NORTHWEST MARANA TOWN CENTER. ROADS. INFRASTRUCTURE, AND OFF-SITE
IMPROVEMENTS 2002-01:
This Project consists of designing and constructing the offsite utilities, roads, landscape, and other
infrastructure and establish the layout of the main Town Center corridors.
Status:
Punchlist and additional item work continues through October for Grier Road. Civic Center Drive, and
Marana Main Street improvements

PEDESTRIAN SAFETY AT THE SILVERBELL ROADIWADE ROAD INTERSECTION #2004-03:
A study was recently conducted at the Silverbell RoadNVade Road intersection to determine if any
improvements to the pedestrian signal timings and traffic signing are required at this location. The
study found that the existing pedestrian signal timings and signing are adequate and no safety
deficiencies exist at the intersection. However, in order to enhance the margin of safety for older
pedestrians and young students, who tend to walk more slowly, the pedestrian signal timings for
crossing both legs of Silverbell Road will be increased. In addition, regulatory signs advising
drivers that are tuming, need to yield to pedestrians will be installed on the Wade
. Road approaches to the intersection. The signal timing and signing improvements
will be made in the very near future.

In order to enhance the safety of students crossing
Silverbell Road in the area of Coyote Trails
Elementary School, the Traffic Division
recommended that significant improvements be
made to the existing traffic signs and markings on
Silverbell Road. New signs and markings, including
a variety of school-related warning signs, as well as
school crossing pavement markings were installed
prior to the start of the 2005 school year. It is
expected that all of the appropriate signs and
marking changes, should help greatly to raise
drivers awareness of the school crossing
conditions.

COACHLlNE BOULEVARD IN-STREET
CROSSWALK INDICATION:
UPGRADING OF TRAFFIC CONTROL DEVICES
FOR COYOTE TRAIL ELEMENTARY SCHOOL:
In-street LED-illuminated raised pavement
markers and advance warning have been
installed at Coachline Boulevard at the
Continental Ranch Community Center. This
Project started in FY 2004-2005 with the
procurement of the ADA compliant equipment
with voice and audible crossing indications.
Status: The Project should be completed on or
about the end of the 4th Quarter of 2005.

LED ILLUMINATED PAVEMENT MARKERS
AS-NEEDED TRAFFIC ENGINEERING SERVICES:

In order to augment our traffic engineering capabilities, the Division has reviewed Statement of Qualification
packages from ten consulting firms who are interested in performing traffic engineering services for the Town.
The Town will award As-Needed Traffic Engineering Service Contracts, renewable annually, to up to five of the
consultants who are found most qualified to assist the Town with such services as traffic signal plan design,
travel demand modeling, preparation or review of traffic impact analyses, and traffic signal construction
administration and inspection. At this time the Town has selected five consultants to whom will be awarded
Traffic Engineering Service Contracts. Once the contracts are awarded, we will issue Task Order Authorizations
as services are required. It is expected that the assistance provided by the selected consultants will greatly
expand our capacity to provide timely and professional traffic engineering services to our customers.

I TRES RIOS DEL NORTE:
This Study is a cooperative effort between the City of Tucson Water Department, Pima County Flood Control
District and the Town of Marana in conjunction with the United States Army Corps of Engineers. The purpose of
this Study is to evaluate approximately an eighteen mile stretch of the Santa Cruz River from Prince Road to
Sanders Road for potential projects such as habitat restoration, water supply, flood control, and recreation; a
provide a Feasibility Study of the findings.
Status: The Army Corps of Engineers has received
comments from all local sponsors for the 75% Draft
Feasibility Study. The 95% report will be completed by
October 31,2005 with anticipated public release in the
4th quarter of 2005. RECON Consulting is currently
developing the EIS for the project in conjunction with
the F5 Feasibility Report. The next meeting on
September 28, 2005 will focus on a communication
plan and schedule for public review.

The Title 16 process began several years ago as a regional effluent re-use planning effort, which was initially
; coordinated by the Tucson Regional Water Council. Title 16 is a funding mechanism available through the Bureau of
Reclamation that offers 50% Federal matching funds for planning and 25% Federal matching funds for construction of
i water infrastructure projects that meet the programs criteria.

Status: This Project will take much of the agriculture on the south side of the Santa Cruz River off groundwater, protect
, water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. We will also
have the backbone of a non-potable supply system on the south side of the Santa Cruz River, which will be able to
supply turf and exterior use if that area urbanizes in the future. We are currently working with the Bureau of
Reclamation on providing water consumption estimates for parks and turf areas along the pipeline.

The Environmental Division is currently working
with other departments to develop an overlay
that will protect the Riparian Corridors through
the Tortolita Fan area.
Status: Staff is working with Planning and
Development Services to refine the goals of
conservation in the Tortolita fan area, allowing
for reasonable development by land owners,
while still achieving conservation goals. An
interim policy has been developed from the
overlay draft, and changes to Title 17 of the
Land Development Code have been drafted and
are under review by the Planning Department.

ARIZONA POLLUTION
DISCHARGE ELIMINATION
SYSTEM:
This Project was initiated by a
federal mandate in which Arizona
Department of Environmental
Quality (ADEQ) was given primacy.
Status: ADEQ has returned comments on the Town of Marana
Storm Water Management Plan (SWMP), and the Town revisions
are due October 30, 2005. Staff is working on revisions to the
SWMP, in preparation for re-submittalto ADEQ, and for release
for a public comment period in November 2005. Staff will be
attending Storm Water Pollution Prevention Plan (SWPPP)
I meetings with SAHBA's sub-committee October 20050, to answer
any questions, or participate in discussions on the topic. A staff
member will be attending a storm water conference focusing on
public involvement in October 2005.

The Town of Marana's Habitat Conservation Plan (HCP) considers six species in
total. There are specific strategies for four of these species. These four
species include the Tucson Shovel-Nose Snake, the Ground Snake, the
Cactus Ferruginous Pygmy Owl, and the Burrowing Owl. The conservation
measures used in the strategies for these four species also acted as conservation
measures for two additional species, the Lesser Long-Nosed Bat and Pale
Townsend's Big-Eared Bat.
Status:
The Arizona Game and Fish Department has processed the Town of
Marana's application for the "Year 3" HCP grant. The Town will be notified of the
grant status once the evaluation has taken place. Staff is working on finalization of
"Year 2" grant with the Arizona Game and Fish Department. The Town of Marana
is working with Pima County, City of Tucson, Coronado National Forest, Saguaro
National Monument, Bureau of Land Management, and the United States Fish and
Wildlife Service for the coordination of planning efforts that are ongoing in the
Tucson Basin area. The Town of Marana has also received and responded to a
draft concept paper regarding a joint HCP effort.

EXPANDED TORTOLlTA PRESERVE CONCEPT:
The Town of Marana's Tortolita Preserve consists of
2400 acres. The Town of Marana is looking to expand the
existing 2400 acres of Preserve land by an additional
16,200 acres. The Town has started a dialogue with the
Unites States Fish and Wildlife Service, the Bureau of
Land Management, and the Arizona State Land
Department. This Project will benefit the residents, the
envir~mment, and potentially assist with the recovery of
endangered species.
Status:
Continued on-going coordination between Town staff and
State Lands staff to determine a feasible option for
acquiring state land for preservation of open space.

OASIS HILLS:
A small subdivision under the original Acacia Hills specific plan. Currently, the
original Acacia Hills and NorthPoint specific Plans are being consolidated into one
plan known as Cascada. The first phase is located at Oasis and Camino De
Manana.
Developer: Redpoint Development
Kev Infrastructure: Oasis Hills will be bringing sewer and water to Oasis Hills.
They are also constructing a second water storage tank at Hartman Lane and Linda
Vista Boulevard that will ultimately serve Cascada. Redpoint has also stockpiled
material in the vicinity for the future Cascada.
Timeframe: Construction of the sewer and water is almost completed. Linda Vista
Road was shut down during the construction and should reopen at the end of
September 2005. The overall subdivision needs to wrap up a LOMR error in the
region before it can go forward.

HARTMAN VISTA:
Large R6 development at Hartman Lane and Linda Vista Boulevard.
Developer: Originally done by Redpoint development under
another name, the subdivision has essentially been turned over to
KB Home.
Kev Infrastructure: Hartman Vistas brought Marana Water up to
1 the subdivision and constructed a water storage tank at Hartman
Lane and Linda Vista Boulevard.
I Timeframe: Hartman Vistas is wrapping up some of the final
residences and should be completed in early 2006.

Willow Ridge:
South of Cortaro Road at Camino de Oeste, the first phase will
be 155 R6 lots. It appears the homebuilder will be Lennar. Much
of the key infrastructure for this project is being constructed as a
joint venture with our Cortaro Road widening Project. The signal
at Hartman Lane and Cortaro Farms Road was the first phase of
this Project.
