SUBJECT: Resolution No. 2005-132: Relating to Development; approving and
authorizing a development plan for Dove Mountain Retail Centre
at the northeast corner of Tangerine Road and Dove Mountain
Boulevard.
DISCUSSION
Historv
The Dove Mountain Specific Plan identifies the northeast comer of Tangerine Road and Dove
Mountain Boulevard for commercial development. Cottonwood Properties intends to develop
the Dove Mountain Retail Centre on 22.54 acres ofland at this location. The 124,568 square-
foot building will be anchored by Bashas' supermarket. Other intended uses at the shopping
center include a bank, restaurants, and a convenience store. The Land Development Code
requires 552 parking spaces; the plan provides 756. The development plan shows an extensive
network of pedestrian walkways that connect with the existing pedestrian path along Dove
Mountain Boulevard. Other amenities include a large landscaped play area for children in
between two of the buildings.
Location
The proposed commercial center is located at the northeast comer of Tangerine Road and Dove
Mountain Boulevard.
Zonin!!:
The site is located within the Dove Mountain Specific Plan. The land use designation under this
specific plan is MUC or Mixed Use Commercial, which allows for the proposed commercial
center.
Transportation
Access to the retail center will come from two driveways off Tangerine Road and another two
driveways off of Dove Mountain Boulevard. The Tangerine Road driveways will be a right-in
right-out design to limit traffic pulling out of the development. Eastbound traffic will have to exit
onto Dove Mountain Boulevard and turn at the light. Cottonwood Properties has dedicated 125

feet of land along the southern boundary of the project to public right of way for Tangerine
Road. The project will have an internal loop road connecting to the individual buildings.
Other Issues
The Pima County Department of Environmental Quality and Wastewater Review has not
finalized acceptance of the proposed development plan due to a backlog of reviews.

RECOMMENDATION
Staff finds that this development plan is in compliance with the Dove Mountain Specific Plan,
the Marana Land Development Code, and the Marana General Plan. Staff recommends approval
of this development plan with the following conditions:
RECOMMENDED CONDITIONS OF APPROVAL
1. Final acceptance of the development plan by Pima County Department of Environmental
Quality and Wastewater Review.
2. Minor correction to the mylars, as accepted by the Planning Director, consisting of but not
limited to renumbering the general notes and providing pedestrian extensions for buildings 7
and 8 to the pedestrian path along Dove Mountain Boulevard.

MARANA RESOLUTION NO. 2005-132
RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A
DEVELOPMENT PLAN FOR DOVE MOUNTAIN RETAIL CENTRE.
WHEREAS, The Dove Mountain Specific Plan was approved by the Town Council on
March 28, 2000 as Ordinance 2000.04; and
WHEREAS, The developer, Cottonwood Properties, has applied for a development plan
within the Dove Mountain Specific Plan; and
WHEREAS, The Dove Mountain Retail Centre development plan will consist of a
shopping center on 22.54 acres located at the northeast comer of Tangerine Road and Dove
Mountain Boulevard, within a portion of Section 36, Township 11 South, Range 12 East; and
WHEREAS, the Town Council, at their regular meeting on October 18, 2005, determined
that the Dove Mountain Retail Centre development plan should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Dove Mountain Retail Centre, a development plan within the Dove
Mountain Specific Plan, consisting of a shopping center with ten buildings totaling 124,568
square feet on 22.54 acres located at the northeast comer of Tangerine Road and Dove Mountain
Boulevard, within a portion of Section 36, Township 11 South, Range 12 East is hereby
approved with the following conditions:
1. Final acceptance of the development plan by Pima County Department of
Environmental Quality and Wastewater Review.
2. Minor correction to the mylars, as accepted by the Planning Director, consisting of
but not limited to renumbering the general notes and providing pedestrian extensions for
buildings 7 and 8 to the pedestrian path along Dove Mountain Boulevard.
