CAPITAL IMPROVEMENT PROGRAM
MISSION STATEMENT:
"The Town of Marana Department of Public Works is
committed to providing quality service by consistently
delivering and maintaining reliable, safe public facilities with
a productive, respectful, and ethical workforce".
TWIN PEAKS INTERCHANGE:
Phase I of the Project consists of Environmental
Assessment (EA) clearance, Design Concept Report (OCR), and
15% plans for the Corridor Alignment.
Phase II consist of the final design of the TI, grade
separated structure at the UPRR east of 1-10 and
connection of the roadway system east of 1-10.
Estimated Construction Time: 1 st Quarter of 2007.
Status: Members of the Public Works Department met with URS
and ADOT
staff to
review and
bring to
resolution
issues from
the last
reviewl
comment on
the EA by
ADOT staff.
The revised EA was transmitted to ADOT on Wednesday, 17
August, 2005.
The Town is in receipt of the final OCR and staff is in the process of
reviewing the document.
Town is hopeful that the meeting held on Monday 08 August, 2005
._ along with the revised EA transmitted to ADOT will bring the
document to resolution with ADOT. Provided FHWA staff finds
resolution with the Document, the Public Hearing, a requirement of
FHWA, can occur within the fourth quarter of 2005.

TANGERINE FARMS IMPROVEMENT
DISTRICT:
This Project consists of constructing a new 4-lane
divided roadway from the 1-10lTangerine Road
Traffic Interchange through the Gladden Farms
development and connecting to Moore Road.
Included in the project are multi-use lanes,
sidewalk and a landscaped median.
Estimated Construction Time: 1 st Quarter 2006
Status: The 30% plans have been completed.
90% plans are expected in early-September.
On-going discussions with developers in the area
are continuing.

DCR FOR CAMINO DE MANANA/DOVE MOUNTAIN EXTENSION:
This Project consists of the development of a Design Concept Report for
the possible realignment of Camino de Manana from the proposed Twin
Peaks/Linda Vista Interchange northeasterly to the Tangerine Road/
Dove Mountain Boulevard Intersection.
Estimated Construction Time: To be determined

base bid. The proposed library will contain state of the art technology computer labs and a public meeting room.
Estimated Desian Time: It is anticipated that the design will be completed in the first Quarter of 2006. .
Estimated Construction Time: The construction phase is anticipated to have a duration of approximately
twelve (12) months.
Status: The firm of Richard & Bauer presented the "Schematic Design" to the Tucson Library Board of Directors on
Wednesday, 10 August, 2005, at their regularly scheduled monthly meeting.
The library team which has been assembled to bring this Project to fruition continues to meet regularly to discuss the salient
issues associated with the building and the surrounding areas.
On Tuesday, 23 August, 2005, representatives assembled to short-list artists to be considered for providing the Public Art
portion for the new library. The Art committee consists of one (1) member from the City of Tucson Public Library, Library
Architect, Pima County, three (3) members representing the Town of
Marana and one (1) member appointed by the Honorable Sharon
Bronson.

On Tuesday, 13 September 2005, selected members of the library
team will meet with the library architect and the architect representing
Southwest Value Partners (SVP) to discuss architectural elements of
the library and the surrounding developable parcels. On the same day,
the team will meet to discuss issues, this will be the first team meeting
in September.
In the afternoon of Tuesday, 13 September, 2005 the Arts Committee
will meet to be introduced to the three (3) artists short-listed during
August's committee meeting. The three (3) artist's will be introduced to
the Schematic Library Design for the first time.

HONEA HEIGHTS SEWER IMPROVEMENT:

This Project is a joint project between the Town,
Pima County, and USDA Rural Development and
consists of construction sewer mainlines throughout
the Honea Heights area. The County will administer
the construction of the sewer. Following completion
of the mainlines and pavement rehabilitation, the
Town will begin connection of the properties to the
sewer. This process will be phased over
approximately three (3) years.
Estimated Construction Time: Construction is
anticipated to begin in August 2005 with completion
by May 2006.
Status: The Project has been awarded to Grimm,
Inc. in the amount of $1 ,248,519.00. A
pre-construction Open House for residents was held
July 13, 2005. The Notice to Proceed that was
anticipated to be issued in August by Pima County
will now be issued in September 2005.

HONEA HEIGHTS ROADWAY IMPROVEMENTS: This Project
consists of rehabilitating the pavement following construction of the
sewer mainline by Pima County. Sidewalks will be added throughout
the area once sewer connections have been made to the individual
property owners.
Estimated Construction Time:
Construction will begin following completion of the Sewer Mainline by
Pima County, anticipated for the 1 st Quarter of 2006.
Status: Plans have been submitted to Pima County and Grimm, Inc.
to provide a cost proposal to complete this work with the current
Honea Heights Sewer Improvement Project. The proposal is expected
before the end of August 2005.
DCR FOR THE INA ROAD CORRIDOR:
This Project consists of the development of a Design Concept Report
(OCR) for the widening and/or reconstruction of Ina Road from 1-10
to the easterly Town limits at the Canada del Oro Wash. The OCR
will also look at connectivity, access, and safety for the area between
Ina Road and the north, Costco Drive on the south, 1-10 to the west,
and Thornydale to the east.
Estimated Construction Time: To be determined
Status: Statements of Qualifications (SOQ's) were received 4
August, 2005 from 6 potential Consultants. Town Staff reviewed the
SOQ's and elected to interview the top 2 Consultants for final
selection. The interviews are scheduled for 2 September, 2005.
Following final selection, Scope of Work and fee negotiations will
occur and the contract will be awarded.

DISTRICT PARK BANK PROTECTION:
This Project consists of providing soil cement bank
protection along the west bank of the Santa Cruz River from
Ina Road to Cortaro Road. This entire reach will provide
protection from the 1 OO-year flood event, with the exception
of the area spanning the two main distributaries of the
Yuma Mine Wash (Washes C and D). Across this subreach,
there will be one of three alternatives:
1. A 3-foot +- high gravity wall/grade
control structure

2. An at-grade gravity wall/grade control
structure
3. No improvements
Appropriate key-in structures will also be constructed on
either side of this subreach to preclude damages to the
adjacent properties during infrequent flood events.
Estimated Construction Time: Construction is anticipated
to begin in the 1 st quarter of 2006 with construction
continuing for approximately 6 months.
Status: Tetra Tech is completing a 30-day study phase,
whereby the most appropriate of the above alternatives will
be selected. Construction drawings will follow 60 to 90 days
after the study phase. The Town intends to fast track this
Project, and go to bid immediately after construction plans
have been received and approved.
THORNYDALE ROAD. ORANGE GROVE TO THE
CAN DADA DEL ORO WASH: This Project consists of
reconstructing Thornydale Road to 3 lanes in each direction
with multi-use lanes, curb and gutter, a landscaped median
and sidewalks.
Estimated Construction Time: It is anticipated that
construction will begin in January of 2006 with completion
expected in November of 2006.
Status: The 100% plans are complete. Right (s)-of-Way
acquisition and utility relocation will be completed prior to the
end of 2005.
DCR/DESIGN OF BARNETT LINEAR PARK AND FLOOD
CONTROL CHANNEL: This Project consists of preparing a
Design Concept Report for the construction of a multi-
purpose storm water conveyance system/linear park between
Interstate 10 and the Santa Cruz River, along the current
alignment of Barnett Road, and through the proposed Payson
Farms Development.
Estimated Construction Time: To be determined
Status: The Design Concept Report (DCR) has been
completed. The Town intends to use the DCR as a
coordination tool to guide development of the conveyance
system/linear park among staff, Town Council, the Town's
development partners, interested outside agencies, and the
general public. This process was initialized on 26 July, 2005
in a summary presentation to the Town Council. There is
funding available in the FY 2005/2006 budget for design.

SILVERBELL ROAD. CORTARO ROAD TO INA ROAD:
This Project consists of reconstructing Silverbell Road to two (2) lanes in each direction with a center two-
way left-turn lane. The Project will also improve the horizontal and vertical alignments and add curb and
gutter, a sanitary sewer system, sidewalks and landscaping. The intersection of Ina Road and Silverbell
Road will be realigned to reduce the skew.
Estimated Construction Time: Construction is anticipated to begin in the 1 st quarter of 2006 with
construction expected to last 9 months.
Status: The 100% plans are complete. The 404 permit is expected to be issued by the Corps of Engineers
in August 2005. The construction schedule is being coordinated with ADOT. ADOT will be adding two (2)
additional lanes under the Cortaro Farms Traffic Interchange and the Silverbell Road project will begin
immediately following conclusion of the ADOT project.

SANTA CRUZ RIVER SHARED USE PATH: This Project consists of constructing a 14-foot wide shared
use path that will extend behind Continental Ranch from Coyote Trail Elementary to the EI Rio
Neighborhood Park, a distance of approximately 2.7 miles. The path will be located along the westerly
intermediate bank of the Santa Cruz River. The Project also includes landscaping and two (2) rest nodes.
Estimated Construction Time: The Notice to Proceed is expected to be issued in September 2005. The
Project will be completed within 6 months
Status: Granite Construction was awarded the contract on 8 August, 2005. The contract has been
executed and a pre-construction meeting is scheduled for 7 September, 2005. A groundbreaking
ceremony will be held in early September.

TRAFFIC SIGNAL AT TANGERINE ROADI
DOVE MOUNTAIN BLVD. INTERSECTION
The Town is working together with a Dove
Mountain developer to have a traffic signal
installed at the Tangerine Road/Dove Mountain
Blvd. intersection.
Status: Project is substantially complete. The
traffic signal was energized and placed in full
operation on 15 August, 2005. The contractor
is completing minor task items for final
completion and clean-up.

CORTARO FARMS ROAD-UPRR TO STARGRASS DRIVE:
This Project consists of two phases.
Interim Project Phase I: Construction improves the intersection
of Hartman Lane. Included in this phase are new turn lanes,
signalization of the intersection and replacement of a Town of
Marana existing Waterline.
Status: Project is substantially complete. The traffic
signal was energized and placed in full operation on 21 July, 2005.
Phase II: The second phase consists of widening Cortaro
Road from the railroad tracks to Stargrass Drive. The Project in-
cludes widening, drainage, striping and sign age, sewer, and traffic
signal improvements. This Project will greatly improve traffic safety
and the flow of traffic through this area.
Status: This phase was bid in June of this year. Hunter
Contracting is the apparent low bidder.
Construction is scheduled to begin this fall.
PARTNERING AGREEMENT: On 19 August 2005, a
representative from each utility, Hunter Contracting, the Town of
Marana, Traffic Control firms, bluestaking, and Pima County joined
together to form a partnering agreement. For the Cortaro Farms
Phase II Project. An all day seminar was held at Heritage
Highland with a format that allowed all interested parties to ask
questions, share information, and meet the players involved with
completing this Project.. Over 50 people attended, with all 50
agreeing to do their part to make this joint venture a success.
NORTHWEST MARANA TOWN CENTER, ROADS,
INFRASTRUCTURE, AND OFF-SITE IMPROVEMENTS:
This Project will design and construct the offsite utilities, roads,
landscape, and other infrastructure and establish the layout of the
main Town Center corridors.
Status:
Grier Road, Civic Center Drive and Marana Main Street
improvements were hampered by the Monsoon rains. Completion
of original contract work in August have been extended due to
delays. Punchlist and additional item work continues through
September.

TRAFFIC ENGINEERING DIVISION
UPGRADING OF TRAFFIC CONTROL DEVICES
FOR COYOTE TRAIL ELEMENTARY SCHOOL:

Division
In order to enhance the safety of students crossing
Silverbell Road in the area of Coyote Trails
Elementary School, the Division recommended that
significant improvements be made to the existing
traffic signs and markings on Silverbell Road. New
signs and markings, including a variety of
school-related warning signs, as well as school
crossing pavement markings were installed prior to
the start of this school year. It is expected that all of
the appropriate sign and marking changes, should
help greatly to raise drivers awareness of the school
crossing conditions.

ALL-WAY STOP CONTROL AT THE SANDARIO
ROADITWIN PEAKS INTERSECTION:
COACHLlNE BOULEVARD IN-STREET
CROSSWALK INDICATION:

The installation of in-street LED-illuminated
raised pavement markers and advanced
warning beacons that flash when pedestrians
activate them to cross Coach line Boulevard at
the Continental Ranch Community Center. This
Project started in FY 2004-2005 with the
procurement of the ADA compliant equipment
with voice and audible crossing indications.
Status: The Project should be completed on or
about the end of the fourth quarter of 2005.
AS-NEEDED TRAFFIC ENGINEERING SERVICES:
In order to augment our traffic engineering capabilities, the Division has reviewed Statement of Qualification
packages from ten different consulting firms who are interested in performing traffic engineering services for the
Town. We will award As-Needed Traffic Engineering Service Agreement, renewable annually, to up to five of the
consultants who are found most qualified to assist the Town with such services as traffic signal plan design,
travel demand modeling, preparation or review of traffic impact analyses, and traffic signal construction
administration and inspection. At this time we have selected five consultants and will soon be awarding Traffic
Engineering Service Agreement. Once the contracts are awarded, we will issue Task Order Authorizations as
services are required. It is expected that the assistance provided by the selected consultants on the list will
greatly expand our capacity to provide timely and professional traffic engineering services to our customers.

OLD PUEBLO ARCHAEOLOGY PARTNERING &
HERITAGE FUND:
The Yuma Mine Wash and District Park sites are rich in
archaeological and historical artifacts from Hohokam
Indians and the Boroquez-Aguirre Ranch sites. The Town
of Marana entered into a Partnering Agreement with Old
Pueblo Archaeology to excavate, stabilize, interpret the
historical and cultural significance of the discoveries, and
to provide public education and opportunities for public
participation at the archaeological sites. Old Pueblo was
authorized by the Town to submit a grant application for
Heritage Grant Funds from Arizona State Parks. The
grant supplies money for the security, stabilization,
interpretive, and educational aspects of the partnering
agreement. Old Pueblo hosts public education tours each
year and offers opportunities for the public to participate
in the archaeological digs at the Yuma Wash site.
Status: Tours and public assisted digs will resume in
October 2005. Old Pueblo is under contract to provide
archaeology services for the Silverbell/lna Road
construction (99-050) and the Notice of Fieldwork
Completion report for the intersection portion of the
Project to the Corps of Engineers was approved 23
August, 2005 allowing continued Project development. A
report on the supplemental testing farther north at the
Yuma Wash and Bojorquez-Aguirre Ranch sites will be
filed to the Corps of Engineers within two weeks, saying
what additional data recovery work will be needed. Old
Pueblo is currently cooperating with Parks & Recreation
on the concept of the native garden, interpretive trails
through the Hohokam site, and preservation of the
Bojorquez-Aguirre Ranch site, and interpretive signage.
Staff, Parks, and Old Pueblo are meeting with
representatives from the State Parks on 31 August, 2005,
to discuss amendments to the conservation agreement
for the realignment of Silverbell Road Development
proposed for the District Park.

SANTA CRUZ VALLEY NATIONAL HERITAGE
AREA:
The vision of a National Heritage Area designation for
the Santa Cruz Valley in Southern Arizona is gaining
momentum due to a convergence of local efforts to
conserve natural resources and open spaces; to
preserve historic structures and archaeological sites;
to educate the public about the history and cultures of
this region; to increase national recognition of the
region; to develop heritage tourism and bring other
economic benefits to local communities; and to
improve cultural ties across the U.S.-Mexico border.
Status: The Town of Marana showed support of the
application and designation of the Santa Cruz Valley
Heritage Area by passing Resolution No. 2003-133 at
the Town Council Meeting on October 21,2003.
Preservation and development is ongoing.

SUNFLOWER CITIZEN'S ADVISORY
COMMITTEE:
This is a group of citizens in continental Ranch that are
concerned with the Air Quality in the Town of Marana and
the neighboring impacts in the County.
Status: The Environmental Division has met with this
group to help facilitate between the group and Pima
County Environmental Services and the Arizona
Department of Environmental Quality.

ENVIRONMENTAL ENGINEERING DIVISION (continued)
TRES RIOS DEL NORTE:
This Study is a cooperative effort between the City of Tucson Water Department, Pima County Flood Control
District and the Town of Marana in conjunction with the United States Army Corps of Engineers. The purpose of
this Study is to evaluate approximately an eighteen mile stretch of the Santa Cruz River from Prince Road to
Sanders Road for potential projects such as habitat restoration, water supply, flood control, and recreation.
Status: A 75% draft of the Feasibility Study has been completed and was sent out to the local sponsors and
consultants for review before the 24 August meeting. The document has been sent internally to Town of Marana
staff as well. An informational meeting is scheduled with the Army Corps of Engineers on 2 September, 2005. The
95% document will be completed on 30 September with anticipated public release in the 4th quarter of 2005.
RECON Consulting is currently developing the EIS for the project in conjunction with the F% Feasibility Report.
The next meeting on 14 September will focus on a communication plan and schedule for public review.
ENVIRONMENTAL OVERLAY DISTRICT:
The Environmental Division is currently working with
other departments to develop an overlay that will protect
the Riparian Corridors through the Tortolita Fan area.
Status: Staff is working with Planning and
Development Services to refine the goals of
conservation in the Tortolita fan area, allowing for
reasonable development by land owners, while still
achieving conservation goals. An interim policy has been
developed from the overlay draft, and changes to Title 17
of the Land Development Code have been drafted and
are under review by the planning department.
TITLE 16-EFFLUENT RE-USE PLANNING:
EXPANDED TORTOLlTA PRESERVE CONCEPT:
The Town of Marana's Tortolita Preserve consists of
2400 acres. The Town of Marana is looking to expand the
existing 2400 acres of Preserve land by an additional
16,200 acres. The Town has started a dialogue with the
Unites States Fish and Wildlife Service, the Bureau of
Land Management, and the Arizona State Land
Department. This Project will benefit the residents, the
environment, and potentially assist with the recovery of
an endangered species
Status:
Continued on-going coordination between Town staff and
State Lands staff to determine a feasible option for
acquiring state land for preservation of open space.
The Title 16 process began several years ago as a regional effluent re-use planning effort, which was initially coordinated
by the Tucson Regional Water Council. Title 16 is a funding mechanism available through the Bureau of Reclamation that
offers 50% Federal matching funds for planning and 25% Federal matching funds for construction of water infrastructure
projects that meet the programs criteria.
Status: This Project will take much of the agriculture on the south side of the river off groundwater, protect water quality
in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. We will also have the backbone
of a non-potable supply system on the south side of the Santa Cruz, which will be able to supply turf and exterior
use if that area urbanizes in the future. We are currently working with the Bureau of Reclamation on providing water
consumption estimates for parks and turf areas along the pipeline.

HABITAT CONSERVATION PLANNING:
The Town of Marana's Habitat Conservation Plan (HCP) considers six species in
total. There are specific strategies for four of these species. These four
species include the Tucson Shovel-Nose Snake, the Ground Snake, the
Cactus Ferruginous Pygmy Owl, and the Burrowing Owl. The conservation
measures used in the strategies for these four species also acted as conservation
measures for two additional species, the Lesser Long-Nosed Bat and Pale
Townsend's Big-eared Bat.
Status:
The Arizona Game and Fish Department has processed the Town of
arana's application for the "Year 3" HCP grant. The Town will be notified of the
rant status once the evaluation has taken place. The Town is also working on the
revisions to the "Year 2" grant with the Arizona Game and Fish Department. The
Town of Marana is working with Pima County, City of Tucson, Coronado National
Forest, Saguaro National Monument, Bureau of Land Management, and the United
States Fish and wildlife Service for the coordination of planning efforts that are
ongoing the Tucson Basin area. The Town of Marana has also received and
responded to a draft concept paper regarding a joint HCP effort.
CERTIFIED LOCAL GOVERNMENT:
Certification under this program would
offer the Town opportunities to receive
grant funding for preservation projects
in the Town. This Project is currently
on hold due to staff workloads.
SCENIC DRIVE RESTORATION:
Environmental Staff has met concerned citizens interested in work to restore portions
of the Scenic Drive wildlife corridor.

Status: The gabion-building workshop held July 2005 was successful. A Pima County
hydrologist and City of Tucson planner attended as well as neighborhood residents,
Town of Marana planners and maintenance personnel. Attendees received good
information by exploring the logistical differences between typical ranch and lot owner
installation, and government types of installations. Manufactured baskets, made of a
stronger wire, can be used for government projects, so that rock can be loaded by
machine rather than placed by hand, as long as care is taken to arrange correctly
once in the basket. These gabions have much lower maintenance requirements over
the long term. Topsoil is retained on site, and water retained and infiltrated, making
the area more fertile for vegetation to establish, all decreasing the amount of erosion
occurring in the future. Operations and Maintenance staff were very supportive and
helped make this project a success. If you want to view the gabions, pictures are on
the Public Works drive. A slide show explaining water harvesting techniques planned
by Tucson Audubon Society was postponed due to the recent flooding in the area.
The meeting was to be held the day Marana and the Tucson area was hit hard by the
Monsoon rain. This presentation will be rescheduled.

Quality (ADEQ) was given primacy.
Status: ADEQ is almost finished
reviewing Group 1 of the SWMP's,
and the Town's SWMP is 1st on the
Group 2 list. We expect to receive
comments back by the end of
September 2005, and will then
address ADEQ comments and
prepare the SWMP for Town
Council approval. Final Grant report
was accepted by ADEQ and final
payment check was received. The
annual Stormwater Report is in
drafting stages for a September
submittal.

KEY INFRASTRUCTURE: Rancho Marana is providing
the right of way and construction of a portion of Clark
Farms Boulevard and Tangerine Farms Road. Rancho
Marana also borders Barnett Road and has dedicated

TIMEFRAME: The models are up and the street
sections have been graded. We expect to see the
subdivision really take off in another month.

TIMEFRAME: This Project stalled for a while and has
since changed developers. The new developer has a
larger home product and is currently revising lot sizes,
grading, and sewer and water services. The revised plans
are well defined enough to begin grading and an at-risk
grading permit will be issued. The amended final plat
should be before council in September.

SUBDIVISION ENGINEERING DIVISION-NORTHST
GLADDEN FARMS:
The first large scale conversion of Marana farm fields to subdivisions.
DEVELOPER: Forrest Cities is the overall developer. Many of the standard homebuilders have been developing
blocks.
KEY INFRASTUCTURE: Gladden Farms has constructed a new sanitary sewer system along Moore Road. They have
also constructed internal roadway infrastructure including Gladden Farms Drive and Lon Adams. They have currently
graded out a portion of the future Tangerine Farms Road alignment to install more sanitary sewer. Gladden Farms has
also constructed a dual water system of potable and nonpotable water. Gladden Farms will be constructing a new
regional park at the end of Lon Adams.
TIMEFRAME: Phase I blocks were released and almost
complete. Home count is around 600 so far. The roadways and
major utilities for Phase II have been constructed and should be
released soon. The park site has been cleared and rough grading
performed. Tangerine Farms Road alignment has been rough
graded to allow sewer construction.

The Northwest will quickly need to change its name
from Old Marana to New Marana. Many more Projects
