AGENDA TITLE: Presentation: Town Center Plan, Northwest Transportation Plan,
and Northwest Area Land Use Plan
DISCUSSION
The purpose ofthe presentation is to highlight key issues involved in the Town Center planning
process that are being developed by Swaback Partners pllc and town staff. One of the main
products from this effort will be an amended Rancho Marana Specific Plan to include the Town
Center design guidelines developed by Swaback Partners for the approximate 40 acres of private
land surrounding the Marana Municipal Complex. In addition, the consultant is developing a
circulation system and land use plan for the entire northwest area.
The northwest area is an area defined on the north by the Pinal County line; on the east by an
irregular line stretching from the CAP canal north of Tangerine Road then south of Tangerine a
north-south section line alignment about two miles west of the A vra V alley/I -10 interchange; on
the south, the Twin Peaks Road alignment; and on the west the approximate Town boundaries
and some unincorporated county land in order to create a straight boundary line.
The specific plan amendment, the land use plan, and transportation plan are meant to be
coordinated to create more refined urban design for the northwest area. The intent of the specific
plan amendment is to create a well-designed town center area located near the town hall. The
land use plan will better accommodate and direct the continued explosive growth the town is
experiencing in the northwest area in coordination with a well-defined Town Center. The
transportation plan will create an updated circulation system that better responds to a more
urbanized setting that connects the Town Center to the larger northwest community.
The Swaback presentation recommends the Town Center Plan, the Northwest Land Use Plan,
and the Northwest Transportation Plan be accepted as proposals to take to public meetings within
the town to obtain public input.
The presentation on the three items will be given by Jeff Denzak from Swaback Partners. Paul
Basha, a traffic engineer from Morrison and Maierle Inc., an engineering consulting firm, will
also be available to answer questions on the Northwest Transportation Plan.
Town Center Planning
The items corning before the Council are the culmination of planning studies that started in
December of 2004. The goal was to bring forward design guidelines that assured a new level of
land planning and urban design commitments for the northwest Area that complimented the
town's investment in the recently built Marana Municipal Complex by approximately September
2005.
Staff plans to hold public meetings at the Marana Municipal Complex with the development
community and the public at large. In addition, staff will hold publicly noticed meetings in the
Dove Mountain, Continental Ranch, and North Marana areas.

The updated slide presentation handout will be distributed at the meeting.
RECOMMENDATION
Staff recommends the proposed Town Center Plan amendment to the Rancho Marana Specific
Plan, the Northwest Land Use Plan and Northwest Transportation Plan be accepted to be sent to
public meetings throughout the Town for public input.
SUGGESTED MOTION
I move to direct staff to present the proposed land use and transportation proposals at a series of
public meetings to obtain public input for the Town's Northwest Area planning efforts.
