SUBJECT: Resolution No. 2005-112: Relating to Development; approving and
authorizng a preliminary plat for San Lucas Blocks 7 and 8, Lots
1-154, including common areas A, Band C.
DISCUSSION
This project was presented to the Planning Commission on July 27, 2005. The Planning
Commission is forwarding this preliminary plat to the Council with unanimous approval.
The preliminary plat approval for Blocks 7 and 8 is for a 154-lot single family detached home
subdivision on 35.14 acres within the San Lucas development. Blocks 7 and 8 are located
directly south of Cochie Canyon Trail and east of Interstate 10.
Lots within Block 7 range in size from 7,010 square feet to 12,776 square feet and average 8,672
square feet. Lots within Block 8 range in size from 6,003 square feet to 11,868 square feet and
average 8,655 sq. ft. There are 64 lots within Block 7 and 90 lots within Block 8.
The subdivision will have direct access off of Cochie Canyon Trail, which will be constructed
prior to any Certificates of Occupancy being issued. Cochie Canyon Trail will serve as the main
thoroughfare for the San Lucas development. Entries to the subdivision will be constructed and
landscaped in accordance with the San Lucas Design Guidelines.
Offsite park and recreational requirements have been met for the purposes of this plat per the
approved development agreement with BCIF Group, LLC., which states that a minimum of 13.5
acres of land be dedicated for use as a public park. Land has been dedicated for this purpose. In
addition, a linear park known as the "Marana Road Linear Park" is required to be constructed
within the 160-foot right of way of Cochie Canyon Trail as required by the development
agreement. A third recreational area known as the "Riparian Area Linear Park," will be located
south of Blocks 7 and 8.
Block 7 is required to provide 11,840 square feet but is providing 13,741 square feet of improved
recreation area. Block 8 is required to provide a minimum of 16,650 square feet but is providing
22,527 square feet of improved recreation area. Each block has a principal recreation/common
area. Each of these recreation areas will include a tot lot with shade canopy, ramada with picnic
tables, turf, public drinking water fountains, and will tie into the trail, park, and open space
design for the overall San Lucas development.
There are two impact fee benefit areas affecting the San Lucas development. Those areas are
known as the "Northwest Marana Transportation Benefit Area" and the "Marana Park Benefit

Area". As stated in the development agreement, the value of transportation improvements made
by the developer minus the current impact fee is $346 per unit. The value of parks provided by
the developer (Marana Road Linear Park, Riparian Area Linear Park, and a 13.5 acre park)
surpasses the current impact fee. Therefore, no additional fee is required for parks.

RECOMMENDATION
This preliminary plat is in substantial conformance with the development agreement all required
development regulations and design guidelines. Planning staff and the Planning Commission
recommend approval of the preliminary plat for San Lucas Blocks 7 and 8.

WHEREAS, BCIF Group, LLC, the owner of San Lucas Blocks 7 and 8, has applied for
approval of a preliminary plat for 154 single-family detached homes on 35.14 acres, comprising
Blocks 7 and 8, and including lots 1 through 154, and common areas "A" (Recreation), "B"
(Drainage), and "C" (Monumentation), and is generally located north of Adonis Road, northeast
of 1-10, west of the Postvale Road Alignment in a portion of Section 22, Range 11 East,
Township 11 South.
WHEREAS, the Town Council, at their regular meeting on August 16, 2005, has
determined that the San Lucas Blocks 7 and 8 preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that San Lucas Blocks 7 and 8 preliminary plat, a 154-lot residential
subdivision within the San Lucas development and generally located north of Adonis Road,
northeast ofI-I0, west ofthe Postvale Road Alignment in a portion of Section 22, Range 11 East,
Township 11 South, is hereby approved with the following condition:
Section 1. Home models shall comply with the residential design standards as adopted,
or if not yet adopted, with the most recent draft ordinance.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 16th day of August, 2005.
