SUBJECT: Resolution No. 2005-104: Relating to Development; approving a
preliminary plat for The Villas at Continental Ranch.
DISCUSSION
The proposal requests approval of a preliminary plat for a 50-lot single family detached home
subdivision on approximately 18 acres within the Continental Ranch area. The plat will consist
of Lots 1-50, Block A and Common Areas "A-l"-"A-4, "B-l"-"B-5" and "C-l". The proposed
subdivision will be located within a portion of ParcellS of the Continental Ranch Specific Plan
(Tax Parcel Code 226-22-005R), which is located on the northwest comer of Coachline
Boulevard and Silverbell Road, within a portion of Sections 21 & 28, Township 12 South, and
Range 12 East.
Block A is under the ownership of Continental Ranch Development LLC and is currently under
review by Town staff for a Specific Plan Amendment from the existing land use designation of
(MHD) to (C) Commercial.
The land use designation for Parcel 15 is Medium High Density (MHD) per the Continental
Ranch Specific Plan. The Continental Ranch land use designation Medium High Density allows
for 6-10 residences per acre and a minimum lot size of 4000 square feet. The minimum lot size
within this project, lot 22, is 6,015 square feet with the average lot size of 7,092 square feet for
the proposed subdivision.
This project will have one access off of Silverbell Road and one access off of Coachline Blvd.
The on-site park and recreation requirement is a minimum of 185 square feet of improved
recreation area per lot with in the subdivision. This project requires a minimum of 9,250 square
feet of improved recreation area. The active recreation area has been proposed for Common
Area "C-l", which is located on the north boundary of the subdivision. The proposed recreation
area is a play structure with shade, bench and drinking fountain.
This project is located within the Marana South Transportation Benefit Area and will be subject to
the established impact fee as well as the Marana Park Benefit Area fee.
Staff has reviewed the request against the requirements of the underlying specific plan. The
preliminary plat conforms to all Medium High Density (MHD) residential development
regulations and design guidelines ofthe specific plan.

RECOMMENDATION
Staff has reviewed the application for compliance with the Continental Ranch Specific Plan,
Marana Land Development Code and the Marana General Plan. This preliminary plat is in
conformance with all required development regulations. Staff recommends approval of The
Villas at Continental Ranch preliminary plat.
SUGGESTED MOTION

RELATING TO DEVELOPMENT; APPROVING A PRELIMINARY PLAT FOR THE
VILLAS AT CONTINENTAL RANCH.
WHEREAS, Sierra Pacific Company LLC, the owner of The Villas at Continental Ranch,
has applied for approval of a preliminary plat for 50 single-family residential subdivision on 17.7
acres, including lots 1 through 50, and Common Area "A-1"-"A-4", "B-1"-"B-5" and "C-1", and
is generally located on the northwest comer of Silverbell Road and Coachline Boulevard, within
a portion of Sections 21 & 28, Township 12 South, and Range 12 East; and
WHEREAS, the Town of Marana approved and adopted the specific plan for the area
known as Continental Ranch on AprilS, 1988 (Ordinance 88.09), located within the corporate
boundaries of the Town of Marana, Arizona; and
WHEREAS, this plat is to be located within a portion of Parcel 15 of the Continental
Ranch Specific Plan (Tax Parcel Code 226-22-005R); and
WHEREAS, the Town Council, at their regular meeting on August 2, 2005, has
determined that The Villas at Continental Ranch preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that The Villas at Continental Ranch preliminary plat, a 50-lot single-family
residential subdivision within the Continental Ranch Specific Plan and generally located on the
northwest comer of Silverbell Road and Coachline Boulevard, within a portion of Sections 21 &
28, Township 12 South, and Range 12 East is hereby approved.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 2nd day of August, 2005.

SUMMARY OF APPLICATION
The applicant is requesting preliminary plat approval of a 50-lot single family detached home subdivision
on approximately 18 acres within the Continental Ranch area. The Plat will consist of Lots I-50, Block
A and Common Areas "A"-"C". The proposed subdivision will be located within a portion of Parcel 15
of the Continental Ranch Specific Plan, which is located on the northwest corner of Coachline Boulevard
and Silverbell Road, within Sections 21 & 28, Township l2South, and Range 12East.

by Town staff for a specific plan amendment.

typical street section is 46 foot wide right-of-way, with 32 feet of pavement.

recreation area. The active recreation area has been proposed for Common area "C-l", which is located
on the north boundary of the subdivision. The proposed recreation area is a play structure with shade,
bench and drinking fountain. The proposed park plan is in review by the Parks and Recreation director,
and his approval will be required prior to the landscape plan being approved.

Staff has reviewed the request against the requirements of the underlying specific plan. All Medium
High Density (MHD) residential development regulations and design guidelines of the specific plan are
adhered to with the preliminary plat.
RECOMMENDED FINDINGS OF FACT
1. The property is currently designated MHD, Medium High Density Residential. The proposed density
is allowable under this designation. This project is in compliance with all other development
standards of the Specific Plan related to the MHD classification.
2. This proposal is consistent with the purpose and intent of the Town of Marana General Plan and the
more detailed Continental Ranch Specific Plan.
3. The subject site is an infill project in an established residential development of Continental Ranch.
This proposal does not appear to be detrimental to the immediate area and to the general health,
safety, and welfare of the inhabitants of the area and the Town of Marana.
I Staff Recommendation:
APPROVAL with one condition.
Recommended Condition:
1. Final acceptance of the plat by Tetra Tech, Consulting Engineer, prior to the preliminary plat going
to Council.
CASE ANALYSIS
REVIEW CRITERIA
1. Ability to comply with Development Regulations, i.e. Water, Sanitation, access, Developable
Parcel. etc.: The current land use designation for the property is MHD, Medium High Density
Residential. Adequate area exists for this development on this site. The development is in
compliance with the requirements of all agencies, excepting minor technical revisions.
2. Ability to comply with requirements onhe Zoning Regulations, i.e. Lot size, Frontage, Setbacks,
etc.: This proposal complies with all the requirements of the Continental Ranch Specific Plan for
uses in the MHD land use classification.
3. Is consistent with the purpose of the Zoning Regulations and with the intent of the General Plan:
This proposal is consistent with the purpose and intent of the Town of Marana General Plan.
4. Compatible with the surrounding area, harmonious with character of the neighborhood. not
detrimental to the immediate area or the development of the area, and not detrimental to the
health, safety, or welfare of the inhabitants of the area and the Town of Marana: The subject
property is an infill project within an established residential community and is consistent with
existing development adjacent to the site and in the surrounding neighborhood area. This
proposal does not appear to be detrimental to the immediate area and to the general health,
safety, and welfare of the inhabitants of the area and the Town of Marana.
Suggested Motion:
I move to approve Case No. PRV-04ll8, the Preliminary Plat for The Villas at Continental Ranch
subject to the condition outlined in this staff report.
