SUBJECT Presentation: Barnett Linear Park Alternative Concepts
DISCUSSION
Staff is completing the Design Concept Report (DCR) for the Barnett Linear Park project which
will collect floodwater currently impacting the 1-10 frontage Road and surrounding properties in
the Town Core. In this area, 6 multi-barrel box culverts pass beneath 1-10 and discharge onto the
eastbound frontage road. As reported, approximately 6000 cubic feet per second of flow may
cross 1-10 at this location, representing a sizable flooding problem. In the past, flows from these
culverts have caused flooding of the elementary and junior high school campuses as well as
homes along Grier Road. In addition to the flood risks, future commercial and residential
development within the Town Core will be subject to this same flooding source, requiring costly
and extensive flood control improvements.
This flooding problem was identified at the time the Northwest Marana Area Plan was
developed. The Barnett Linear Park was proposed to collect and carry the floodwater to the Santa
Cruz River. The Barnett Road alignment was selected for the channel as it was the least heavily
developed corridor for the channel. A preliminary feasibility report was done at that time by
TetraTech, demonstrating the viability of the concept.
As development of the Town Core became more imminent, the Town hired AMEC Earth and
Environment to prepare a DCR in order to further develop the plan. AMEC fully studied the
hydrology, performed environmental studies, and identified three alternatives for collecting the
flow from the culverts beneath Interstate 10. Additionally, a major landowner requested a
modification of the channel outlet. This modification will avoid some major relocation costs and
will also reduce construction costs.
RECOMMENDATION
Staff wishes to begin a review of the project to inform the public and solicit feedback on options
to pursue. It is recommended that an open house format be used for this outreach effort.
Tonight's presentation is primarily to inform the Council of the alternatives, solicit comment on
the plans, and confirm the direction staff is taking with respect to the public outreach.
