Construction will also include rehabilitating the existing Grade Control Structure, and reconstructing the soil cement bank protection on the east and west side of the Santa Cruz River. The reconstruction of the bank protection will include provisions for a pedestrian path. To coincide with ADOT's reconstruction of the Ina Road Traffic Interchange Status: The Bridge Improvement Plans, Design Concept Report (OCR), Bridge Selection Report, Bridge Stability Analysis and the amended Bridge Inspection Report have been submitted to ADOT's Phoenix office. The Town is awaiting final approval of the ACOE Permit. Two pedestrian bridges provide major drainage crossings for the path. The Project has been re-scoped and now consists of building a shared use path between Coyote Trails School and EI Rio Park in the over bank and intermediate bank areas of the Santa Cruz River. The Project is funded under ADOT's Transportation Enhancement Program. Estimated Construction Time: Third quarter of 2005 Status: The Environmental Determination (ED) has been accepted by ADOT. In late April 2003, the Town selected Castro Engineering for the path design and Structural Grace for design of the pedestrian bridges. The artistic concepts for the Project have been presented and endorsed by the Mayor and Council, Marana Parks Committee, the Public Works Art Project Committee, Continental Ranch, Sunflower Homeowners Associations, the Construction Committee, and the Building Committee. The project was advertised and bids were received; however, bids were rejected in the best interest of the Town. The Town has repackaged the construction plans to begin at Coyote Trails School and continue to EI Rio Park. The Town has received the revised plans and the Project will be advertised June 28, 2005. This Project consists of providing soil cement for bank protection along the west bank of the Santa Cruz River from ina Road to Cortaro Road. Depending on the results of negotiations with property owners in the southern reach of this Project, the bank protection will extend from Cortaro Road, either to the Yuma Mine Wash, or to Ina Road Estimated Construction Time: 1 st quarter of 2006 Status: Tetra Tech is the Design Engineer, and is currently preparing construction plans for both scenarios. Tetra Tech is also preparing plans for channelization of the Yuma Mine Wash through the District Park. An individual 404 permit application has been submitted to the Army Corp of Engineers and is anticipated to be issued to the Town by the second quarter of 2005. Construction will begin after all permits are obtained, design is complete, and Rights-of-Way are acquired. ,,,,,- PAGE 2 I DEPARTMfSNTOF PUBLIC WORKS I I VOLUME 7, ISSUE CIP PROJECTS IN DESIGN (continued) HONEA HEIGHTS ROADWAY IMPROVEMENTS: This Project will involve the development of pavement rehabilitation and sidewalks for Honea Heights subdivision, located between Sanders and Sandario Road, between Moore Road and the Santa Cruz River. Estimated Construction Time: Following completion of the Honea Heights Sewer, approximately 1 st quarter of 2006. Status: The scope of work has been approved. 50% plans have been submitted and comments have been returned to the Consultant. - HONEA HEIGHTS SEWER IMPROVEMENTS: This Project consists of constructing/installing the sanitary sewer mainline and incidentals for the residents of the Honea Heights Subdivision. Estimated Construction Time: Notice to Proceed scheduled for July 2005. Status: The plans have been approved for bid by USDA Rural Development. The library is intended to house an eventual 1 00,000 volume book collection with state of the art technology, computer lab, large meeting room, and small study rooms. The delivery method for the Project, as selected by Pima county, is Design-Bid-Build scenario. Mr. Wheeler Taft Abbett, Sr. was honored at the Town's regularly scheduled council meeting on 19 May, 2005, in way of an official proctamation signed by Mayor Ed Honea recognizing his generous contribution of $1 million toward the opening collection of the new regional library. In recognition of his generous gift the Town Council is urging Pima County to consider naming the library in Honor of wheeler's family-to be known as the "Abbett Public Library". Estimated Design Time: Pima County anticipates a ten (10) month design phase from issuance of the Notice to Proceed. Estimated Construction Time: Pima County anticipates a twelve (12) month construction phase from issuance of the Notice to Proceed. Status: The design services for the new library have been underway for four (4) months. During this time, Marana staff, Pima County, and City of Tucson Library staff have had Project meetings every two (2) to three (3) weeks to discuss library programming, site issues, building orientation and location, space requirements and logistics of the adjoining District Park. During the week of 23-26 May, 2005, the team members took part in a "Design Charette" at the Quincy Douglas Library, a library designed and constructed under the purview of Richard & Bauer, Inc. On Wednesday, 22 June, 2005, the team traveled to Phoenix on a field trip to visit a series of libraries, to view first hand, the operations of the libraries. We also visited the Washington Mutual Bank to see how they handle customer service. The design services are currently on schedule. -- ,.- SILVERBELL ROAD IMPROVEMENT.CORTARO ROAD TO INA ROAD: This Project consists of reconstructing the roadway from two lanes to four lanes with curb and gutter. multi-purpose lanes and sidewalks, and providing for a continuous center turn lane, sanitary sewer system construction, and intersection improvements atlna/Silverbell, which includes a new traffic signal system. Estimated Construction Time: 4th quarter of 2005 Status: Environmental, Biological, OCR, Geotechnical Reports, Pavement Design Summary, Archaeological and Drainage Reports are complete and have been accepted. The 404 Permit application has been submitted to the Army Corps of Engineers (ACOE) and is expected to be complete within the second quarter of 2005. The third year of Pygmy Owl Survey has been completed. The Town is in receipt of the final Sanitary Sewer Basin Study and the Study has been accepted by both the Town and PCWWM. A public open house was held on 15 January, 2004. The 100% plans have been received. Archaeology fieldwork completion report will be submitted to Corp the first week of June. Supplemental report for Yuma Mine Wash area will be ready end of June, 2005. The Town is working with ADOT to determine the best schedule to coordinate the 1-10 Widening Project with the Silverbell Project. QUALITY, CONSISTENCY, PRODUCTIVITY -, ".- OCR FOR THE INA ROAD CORRIDOR PROJECT: This Project will involve the development of a Design Concept Report to improve Ina Road from 1-10 to the eastern Town limits and the area south of Ina Road between Thornydale Road, 1-10, and Orange Grove Road. Status: The Project will be advertised for qualified consultants in July 2005. OCR FOR CAMINO DE MANANA/DOVE MOUNTAIN EXTENSION: This Project involves the development of a Design Concept Report for the possible realignment of Camino de Manana from its intersection with Linda Vista Blvd to an alignment with Dove Mountain Blvd at Tangerine Road. Status: Negotiations over scope of work and fe.e are taking place for the design concept report phase of the Project. ~ ~ OCR/DESIGN OF BARNETT LINEAR PARK AND FLOOD CONTROL PROJECT: This Project involves the development of a Design Concept Report for the Barnett Linear Park and Flood Control Project. The Project consists of utilizing the existing Barnett Roadway alignment for a major Stormwater Conveyance channell linear park from 1-10 to the Santa Cruz River. Estimated Construction Time: To be determined. Status: Survey, Aerial Mapping, Environmental Assessment, Cultural Resources Assessment, and Geologicl Subsidence Assessments are substantially complete. The Hydrology and Hydraulics Study is nearing completion. The transportation issues are being studied, and will be presented in the Design Concept Report at the end of June, 2005. The development of construction plans will begin after approval of the Design Concept Report in Fiscal Year 2005-06. PAGE 5 . D~~ART~ENT ~~~~L1C W~~I<~~J VOLUME 7, ISSUE 1 CIP PROJECTS IN DESIGN (continued) THORNYDALE ROAD IMPROVEMENTS/ORANGE GROVE TO COO WASH: This Project consists of reconstructing and widening Thornydale Road to six lanes from Orange Grove to the COO Wash along with the reconstructionlwidening of the approach roads, sidewalks, curb, curb and gutter, traffic signal modifications, drainage facilities, median islands, street lighting and art work are also included as part of the Project. Estimated Construction Time: 1 st quarter of 2006 Status: The 100% Improvement Plans have been received. The Phase I Environmental Site Assessment, Cultural Resources, Drainage and Geotechnical (for traffic signal) Reports have been accepted. The Traffic Engineering and Access Management Reports have been accepted. HELP Loan funding has been approved. ROW acquisition and utility relocations are in process and will be complete by the end of 2005. i"C_ ~~ TANGERINE FARMS ROAD IMPROVEMENT DISTRICT- TANGERINE ROAD TI TO MOORE: This Project consists of a new four-lane roadway with a landscaped median, curb and gutter, multi-purpose lanes, sidewalks, landscaping and drainage improvements. Estimated Construction Time: 1st atr 2006 Status: The survey for the Project is complete. The Notice to Proceed for the design phase was issued in January 2005. The Draft Design Concept Report has been submitted and comments have been returned to the Consultants. 30% plans have been submitted and comments have been returned to the Consultant. TWIN PEAKS INTERCHANGE: This Project consists of Environmental Assessment clearance, OCR, and 15% plans for the corridor alignment, Phase I; final design for TI, grade separated railroad structure east of '-10, and connecting the existing roadway system to the east, Phase II. Estimated Construction Time: 1 st quarter of 2007. Status: Staff has completed the review of all the reports/ documents provided to the Town/ADOT/FHWA, to this point in time. These documents include the Public Involvement Plan, Initial MSHTO Controlling Design Criteria Report, Alternatives Selection Report, Preliminary Geotechnical Report, Preliminary Drainage and Final Traffic Report, Biological Evaluation Report, Cultural Resources Report, Noise Analysis Report, Preliminary Initial Site Assessment Report, Visual Impact Analysis Report, Initial Location/OCR, and Preliminary Environmental Assessment (EA) Report. The consultant and staff have been working diligently on the EA reviews. The document is anticipated to be delivered to ADOT the third week of July, 2005. With the concurrent review/comment efforts by FHWAlADOT on the EA, the Town is hopeful that the public hearing can be scheduled for the third quarter of 2005. CIP PROJECTS IN CONSTRUCTION CORTARO FARMS ROAD-UPRR TO STARGRASS DRIVE: This Project consists of reconstructing the roadway from two lanes to four lanes with a landscaped median, curb and gutter, multi-purpose lanes, sidewalks, landscaping, drainage improvements, and intersection improvements which includes a new traffic signal system at Cortaro Farms Road and Hartman Lane. An interim Project including turn lanes, a traffic signal, and a new Town of Marana waterline at the intersection of Cortaro Farms Road and Hartman Lane will be accelerated ahead of the final Project. Estimated Construction Time: Interim Project: 1 st Quarter 2005, 90 day construction period Final Project: 2nd Quarter 2005, 280 day construction period .- l~ Status: ~ ~ -11' ,~ c,c, o.-f:::> ~O ~y ~a Interim Project: Project contract was awarded to Oar-Hi!. Waterline and signal installation at this intersection began in early April and signals are expected to be energized July 15, fully operational by July 5, 2005. Final Project: Phase 11 plans were advertised in late April. The Notice to Proceed date depends on Right-of-Way acquisitions and environmental permits. The Bid opening took place 6, June 2005 at the new Municipal Complex. l~ NORTHWEST MARANA TOWN CENTER. ROADS. INFRASTRUCTURE. AND OFF-SITE MPROVEMENTS: This Project will design and construct the offsite utilities, roads, landscape, and other infrastructure and establish the layout of the main Town Center corridors. Status: Grier road paving was completed in June. Roadway is open at Lon Adams, McDuff, Marana Main Street, and Rehyer; driveways, utility access adjustments and concrete valley gutter construction will continue through mid-July. Sandario intersection with Grier will be closed for construction until it is complete, anticipated to be open by mid-July. Landscaping and street lighting is continuous on Marana Main Street, also anticipated to be complete by mid-July, CORTARO FARMS ROAD/HARTMAN LANE INTERIM SIGNAL PROJECT: PHASE I The Town's Cortaro Farms Road Project, which will widen the road to four lanes with a raised median from the Union Pacific Rail Road tracks east to Star Grass Drive, involves two phases. During Phase I an interim traffic signal will be installed at the Cortaro Farms Road/Hartman Lane intersection, along with an eastbound left-turn lane on Cortaro Farms Road and southbound right-turn lane on Hartman Lane. This phase of the Project, which should greatly enhance the traffic safety at that location, and is anticipated to be completed by July 2005. Utility Pole relocation is complete; water line and signal installation have begun. We will award As-needed Technical Services Contracts, renewable annually, to up to five of the consultants who are found most qualified to assist the Town with such services as traffic signal plan design, travel demand modeling, preparation or review of traffic impact analyses, and traffic signal construction administration and inspection. Once the Technical Services contracts are awarded and a List of Consultants is developed, we will issue Task Order Authorizations as services are required, It is expected that the assistance provided by the consultants on the List will greatly expand our capacity to provide timely and professiona/traffic engineering services to our customers. ALL-WAY STOP CONTROL AT THE SANDARIO ROAD/TWIN PEAKS INTERSECTION: The results of a traffic study found that the installation of an all-way stop control was warranted at the Sandario Road/ Twin Peaks Road intersection. The required traffic signs and pavement markings were installed on 1 June, 2005. We expect that the overall traffic safety at the Sandario RoadlTwin Peaks Road intersection will be greatly improved by the installation of the all-way stop control. 'i SAFE ROUTES TO SCHOOL PROGRAM The Traffic Engineering Division is in the process of finalizing the Town of Marana's Safe Routes to School Pilot Program at Twin Peaks Elementary School. The Town of Marana's Safe Routes to School Programs' goal is to develop educational, engineering and enforcement tools with which to help provide safe trips for elementary and middle school students on their way to and from school. Via the Pilot Program at Twin Peaks a documented process was developed so that those immediately involved with the program (Department of Public Works' Traffic Engineering Staff, police, school administration, teachers and parents) all understand the procedures and their respective roles in the process. Town Staff will continue to work with the Safe Routes to School Committee for Twin Peaks to implement a safe routes plan and an educational campaign for the school. The Committee includes the school's Principal, the school's Police Resource Officer, the Marana Unified School District's Director of Operations, and Scott Leska of the Department of Public Works Staff. TRAFFIC SIGNAL AT TANGERINE ROAD/DOVE MOUNTAIN BLVD, INTERSECTION The Town is working together with a Dove Mountain developer to have a traffic signal installed at the Tangerine Road/Dove Mountain Blvd. intersection. The signal design phase has been completed and construction of the signal and associated improvements have begun, It is anticipated that construction of the signal will be completed some time this summer. STATUS: Staff is working with Planning and Development Services to refine the goals of conservation in the Tortolita Fan area, allowing for reasonable development by land owners, while still achieving conservation goals. An interim policy will be developed from the overlay draft, and changes to Title 17 of the Land Development Code have been drafted and are under review. SUNFLOWER CITIZEN'S ADVISORY COMMITTEE: This is a group of citizens in continental Ranch that are concerned with the Air Quality in the Town of Marana and the neighboring impacts in the County ;'...- FLOODPLAIN UPDATES: Number of Permits Processed: 3 (June) Number of Flood Hazard Information Sheets Completed: 10 SCENIC DRIVE RESTORATION: ARIZONA POLLUTION DISCHARGE ELIMINATION SYSTEM: This project was initiated by a federal mandate in which Arizona Department of Environmental Quality (ADEQ) was given primacy. STATUS: ADEQ issued an extension on the storm- water grant to allow staff to work with IT to update the website, since IT has been busy trying to get all of the computer systems and telephones working at the new Municipal Complex. Staff are working with the GIS department to develop software applications to gather data on the storm sewer sys- tem that is still missing, and to enable outfall inspec- tions to be done easily and quickly. ~.. ~~. ~t:.. ~: Environmental Staff has met concerned citizens interested in work to restore portions of the Scenic Drive wildlife corridor. STATUS: Specific areas of concern for restorative work have been identified, and a workshop to teach maintenance crews how to construct and install gabions in the right of way is planned for July 7th and 8th. The Sonoran Permaculture Guild is hosting the workshop. This type of gabion is less intrusive in the desert landscape than typical manufactured gabions, has much lower maintenance requirements long term, and are less expensive to install. SANTA CRUZ VALLEY NATIONAL HERITAGE AREA: The vision of a National Heritage Area designation for the Santa Cruz Valley in Southern Arizona is gaining momentum due to a convergence of local efforts to conserve natural resources and open spaces; to preserve historic structures and archaeological sites; to educate the public about the history and cultures of this region; to increase national recognition of the region; to develop heritage tourism and bring other economic benefits to local communities; and to improve cultural ties across the U.S.-Mexico border. STATUS: The Town of Marana showed support of the application and designation of the Santa Cruz Valley Heritage Area by passing Resolution No. 2003-133 at the Town Council Meeting on October 21, 2003. HABITAT CONSERVATION PLANNING: The Town of Marana's Habitat Conservation Plan (HCP) considers six species in total. There are specific strategies for four of these species. These four species include the Tucson Shovel-Nose Snake, the Ground Snake, the Cactus Ferruginous Pygmy Owl, and the Burrowing Owl. The conservation measures used in the str . s for th species also acted as conservation me' additional species, the Lesser Long-Nos Townsend's Big-eared Bat. ~ '~ STATUS: The Arizona Game and Fish Depart Town of Marana's application for" Town will be notified of the grant has taken place. The Town is also worki the "year 2" grant with the Arizon Department. TRES RIOS DEL NORTE: This Study is a cooperative effort between the City of Tucson Water Department, Pima County Flood Control District and the Town of Marana in conjunction with the United States Army Corps of Engineers. The purpose of this Study is to evaluate approximately an eighteen mile stretch of the Santa Cruz River from Prince Road to Sanders Road for potential projects such as habitat restoration, water supply, flood control, and recreation. STATUS: A draft of Feasibility Study (FS) is expected to be completed in August 2005. The Town of Marana is working on the coordination of the public meeting scheduled tentatively for October 2005. The most recent meeting on June 22nd featured the topic of water recharge, with a presentation by Tucson Water on their 2050 plan. Water supply continues to be an issue that remains unresolved in the Tres Rios Plan. TITLE 16-EFFLUENT RE-USE PLANNING: The Title 16 process began several years ago as a regional effluent re-use planning effort, which was initially coordinated by the Tucson Regional Water Council. Title 16 is a funding mechanism available through the Bureau of Reclamation that offers 50% Federal matching funds for planning and 25% Federal matching funds for construction of water infrastructure projects that meet the programs criteria. STATUS: This Project will take much of the agriculture on the south side of the river off groundwater, protect water quality in our aquifers, and provide a reliable, low-cost water supply for the agricultural economy. We will also have the backbone of a non-potable supply system on the south side of the Santa Cruz, which will be able to supply turf and exterior use if that area -, urbanizes in the future. We are currently working with the Bureau of Reclamation on providing water consumption estimates for i parks and turf areas along the pipeline. 'A EXPANDED TORTOLlTA PRESERVE CONCEPT: The Town of Marana's Tortolita Preserve consists of 2400 acres. The Town of Marana is looking to expand the existing 2400 acres of Preserve land by an additional 16,200 acres. The Town has started a dialogue with the Unites States Fish and Wildlife Service, the Bureau of Land Management, and the Arizona State Land Department. This Project will benefit the residents, the environment, and potentially assist with the recovery of an endangered species STATUS: Continued on-going coordination between Town staff and State Lands staff to determine a feasible option for acquiring state land for preservation of open space. BLM CONFLICT RESOLUTION: Town of Marana is working with the Bureau of Land Management (BLM) and various stakeholders on addressing recreational shooting issues on the BLM, Forest Service and other Public lands. Status: Workshop No.2 was held on June 11th at the Lew Sorensen Center. Lt. Ashcroft and Lisa Duncan attended. Approximately 60 people attended, with presentation from BLM, Arizona Game and Fish (AZGF), the US Forest Service and the NRA. Representatives from Pima Parks and Recreation were present, and hosted the event. Members of the Tucson Rod & Gun Club attended, as well as a representative from Congressman Kolbe's office who was very active in the resolution process throughout. AZGF is developing shooter education training that can be taken into classrooms to teach gun safety and responsible shooting behavior. BLM is working with the other groups to develop content for a shooters website, which will be hosted at http://tucsonshooting.ecr.gov. OLD PUEBLO ARECHAEOLOGY PARTNERING & HERITAGE FUND: The Yuma Mine Wash and District Park sites are rich in archaeological and historical artifacts from Hohokam Indians and the Boroquez-Aguirre Ranch sites. The Town of Marana recognized the importance of these sites, and entered into a Partnering Agreement with Old Pueblo Archaeology to excavate these sites, interpret the historical and cultural significance of the discoveries, and to provide public education and opportunities for public participation at the archaeological sites. The Town authorized Old Pueblo to submit a grant application for Heritage Grant Funds from Arizona State Parks. The grant supplies a large amount of money to the interpretive and educational aspects of the partnering agreement. Old Pueblo hosts public education tours of the sites each year, and offers opportunities for the public to participate in the archaeological digs at the Yuma Wash site. STATUS: Tours are on hold for the summer months and will resume in October 2005. Old Pueblo is under contract ot provide archaeology services for the Silverbell/lna Road construction, has finished fieldwork at the intersection, and will be submitting the final report to the Corps of Engineers within the next week. Yuma Mine Wash contains four times the number of artifacts originally discovered at the initial testing phase, and will require an additional phase of data recovery. A supplemental report will be filed to the Corps of Engineers within the next three weeks. Project is located in Southwest quadrant of the Thornydale-Orange Grove Intersection, behind the AM/PM service station. Developer: Bedrosion Tile is the developer using Chestnut Construction to manage the construction. Key Infrastructure: This development will construct internal infrastructure and a new access to River Road. ,;1....... BOOT STORE: This is a commercial development being designed in the Orange Grovell-10 commercial subdivision between River Road and the UPRR south of Orange Grove. The store will sell CD's and related items, not boots. This is a commercial development being designed North and adjacent to the recently completed Westar site. The entrances along the shared frontages of Westar, Payless, and the property to the north will be consolidated on the Payless frontage. A dedicated left turn lane and median opening will be designed as part of the Town's Thornydale Road project to line up with this consolidated entrance.
