Berlin AICP, Planning Director SUBJECT: Resolution No. 2005-91: Relating to Development; approving a preliminary plat for Saguaro Springs Blocks 4 & 8. DISCUSSION This project was presented to the Planning Commission on June 29, 2005. The Planning Commission unanimously recommends approval to the Council. The subject property is located directly north of Twin Peaks Road and west of SiIverbell Road. The total number of lots proposed is 611, with a density of 4.13 units per acre for the plat. The minimum lot size shown on the plat is 6,000 square feet, and the largest lot is 18,583 square feet. The homes within Saguaro Springs Blocks 4 and 8 will be a mix of one and two story homes and will adhere to a neighborhood design and the new Town standards for residential design. Both Blocks will have direct access off of the newly created Saguaro Peaks Boulevard. Saguaro Peaks Boulevard will serve as the main thoroughfare for the overall Saguaro Springs development. Block 4 will have one access onto Saguaro Peaks Boulevard and Block 8 will have three access points. In addition, Block 4 will also have an additional singlc access off of the newly created Saguaro Highlands Drive. The entries will be constructed and landscaped in accordance with the Saguaro Springs Design Guidelines. Prior to occupancy of any homes within this subdivision, Saguaro Peaks Boulevard and Saguaro Highlands Drive must be completed in order to provide adequate access for residents, as well as improvements within the blocks. A collector road, Hidden Saguaro Trail, has been placed within Block 8 dividing the block into two portions. This collector road is to provide a future connection to Block 7 which is part of a future development. Sallax Road will be an additional connection to the future development in Block 7 located at the southeast portion of Block 8. Thc entries will be constructed and landscaped in accordance with the Saguaro Springs Design Guidelines. Block 4 requires a minimum of 39,220 square feet of improved recreation area and Block 8 requires 73,815 square fect of improved recreation area with a total of 113,035 square feet of improved recreation area required. This plat has dedicated 674,444 total square feet for use as open space, recreation, utilities, road maintenance and signage. The active recreation area has been planned for portions of Common Areas "A" and "B". WHEREAS, BCIF Group, LLC, the owner of Saguaro Springs Blocks 4 and 8, has applied for approval of a Preliminary Plat for 611 single-family detached homes on 148.08 acres, comprising Blocks 4 and 8, and including lots 1 through 611, and Common Areas "A" (Open Space, Recreation, Utilities & Drainage Road Maintenance & Signage), "B" (Open Space, Recreation, Utilities, Road Maintenance & Signage), and is generally located directly north of Twin Peaks Road and west of Silverbell Road, in a portion of Section 19, Range 12 East, Township 12 South. WHEREAS, the Town Council, at their regular meeting on July 19, 2005 has determined that the Saguaro Springs Blocks 4 and 8 Preliminary Plat should be approved. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that Saguaro Springs Blocks 4 and 8 Preliminary Plat, a 6l1-lot residential subdivision within the Saguaro Springs Block Plat and generally located directly north of Twin Peaks Road and west ofSilverbcll Road, in a portion of Section 19, Range 12 East, Township 12 South is hereby approved with the following conditions: 1.
