HomeMy WebLinkAboutPacket, Marana Continental Ranch Library Project TOWN COUNCIL MEETING INFORMATION TOWN OF MARANA MEETING DATE: June 19,2005 AGENDA ITEM: K.a TO: Mayor and Council FROM: Harvey Gill, Public Works Director Gilbert Davidson, Assistant Town Manager SUBJECT: Presentation: Marana Continental Ranch Library Project DISCUSSION On May 18, 2004, Pima County voters approved the issuance of $4,500,000 of general obligation bonds for the Marana Continental Ranch Library. This project is a partnership between Pima County, the Town of Marana, and the Pima County Library District. Per the Intergovernmental Agreement (IGA) approved by the Town of Marana on August 3, 2004, the IGA outlines the re- sponsibilities for the Town as it relates to this project. A Citizens Advisory Committee was or- ganized, with Mayor and Manager confirmation. The Committee consists ofthe following indi- viduals: Patti Comerford, Council Member Tim Escobedo, Council Member Phyllis Tcager, Marana resident Harvey Gill, Town Representative to the Pima County Project Team Wheeler Abbett, Marana resident and financial donor to project This team met July 12, 2005 and received a comprehensive overview of the project by the Pro- ject Architect and Pima County representatives. The two primary concerns or recommendations entailed the following: 1. Coordination with the Archaeology Recovery/Preservation eflorts and on going educa- tional programs underway near the District Park. 2. Coordination/integration with the District Park - synergy between the building and the park and mutually beneficial programs/events. 3. Building materials - maintenance and upkeep costs. The architects for the project, Richard & Bauer, LLC, will make a presentation during tonight's meeting and will be pleased to answer any questions from the Council. {00000960.DOC I} FJC/cds 7/12/05 RECOMMENDATION The Citizens Advisory Committee and staff recommend Town approval for the schematic de- Sign. SUGGESTED MOTION I move that Project staff proceed with the design concept and forward the comments made here tonight to Pima County and continue to work with the Design Review Committee. -2- MEMORANDUM TO: Honorable Mayor and Council Mike Reuwsaat, Town Managcr FROM: Gilbert Davidson DATE: July 19,2005 RE: Continental Ranch Library Design Review Process Per the Continental Ranch Library Project (CR Library) intergovernmental agreement approved by the Council August 3, 2004, the Town has a design review and project support role to facilitate. The following steps are to be performed by the Town as it relates to design approval and construction support: 1. Town creates a CR Library Design Review Committee (Mayor and Manager to confirm appointments) a. Proposed Committee consists of i. Patti Comerford 11. New Council member appointee 111. Phyllis Teager IV. Harvey Gill (Project Representative) v. Wheeler Abbett b. Committee will meet to review design charrette materials, hear presentation by design team and other IGA membcrs. Committee will provide comments regarding design and submit recommendations/findings to the Council. c. Time Frame: July, 2005 2. Council to hear Committee recommendations/findings - endorse design concept or recommend adjustments, as necessary a. Endorsement with comments will be forwarded to Pima County b. Time Frame: July, 2005 (after committee submits report) 3. The Committee may be asked to participate in future project development/construction issues, as determined by Pima County and the Town's project representative 4.
