SUBJECT: Resolution No. 2005-64: Relating to Public Works; authorizing the
application for Federal Transportation Enhancement funds to
implement paved shoulders suitable for bicycle use on Tangerine
Road from the Union Pacific Railroad to approximately 1.4 miles
east.
DISCUSSION
Tangerine Road from Breakers to Thomyda1e was improved in 1994 (Project No. 99-049) and
included new pavement and paved shoulders. Tangerine Road from 1-10 to Breakers was
realigned and improved by the Town in 1997; however, paved shoulders were not included in
this project.
The Tangerine Road Union Pacific Railroad (UPRR) project proposes construction of
approximately 1.4 miles of six-foot wide paved shoulders suitable for bicycle use,
improved/enhanced safety for disabled vehicles as well as provide structural support to the
pavement. The completion of this project will provide for continuous paved shoulders from the
UPRR easterly to Thomyda1e Road, a distance of approximately 7.1 miles.
The maximum grant amount available through the Transportation Enhancement Program is
$500,000. The total cost for this project is estimated at $430,000. There is a federally required
5.7% cash match, and a $3,000 review fee if the project is approved to receive grant funding.
Scoping costs, including survey, Design Concept Report, and Environmental Detennination are
not eligible for grant funding. If the application is successful, it is anticipated that the Town's
share will be approximately $60,000 including scoping costs, the 5.7% match and the review fee.
RECOMMENDATION
Staff recommends approval of the application for the Federal Transportation Enhancement funds
to implement paved shoulders suitable for bicycle use on Tangerine Road from the UPRR to
approximately 1.4 miles east.
SUGGESTED MOTION
I move to adopt Resolution No. 2005-64.

SUITABLE FOR BICYCLE USE ON TANGERINE ROAD FROM THE UNION PACIFIC
RAILROAD TO APPROXIMATELY 1.4 MILES EAST.
WHEREAS, Tangerine Road from the Union Pacific Railroad easterly approximately 1.4
miles currently has no paved shoulders; and
WHEREAS, the proposed project would provide such facilities, as well as provide
valuable safety improvements for bicyclists and disabled vehicles.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, THAT:
1. An application for Federal Transportation Enhancement reimbursable grant assistance to
implement the Tangerine Road, UPRR to 1.4 miles east project be filed with the appropriate
agency.
2. The maximum grant amount through the Transportation Enhancement Program is $500,000.
The total cost for this project is estimated at $430,000. There is a Federally required 5.7%
cash match, and a $3,000 review fee payable to the Arizona Department of Transportation
(ADOT), if the project is approved to receive grant funding by the ADOT review committee.
Scoping costs, including survey, Design Concept Report, and Environmental Detennination
are not eligible for grant funding. If the application is successful, it is anticipated that the
Town's share will be approximately $60,000 including scoping costs, the 5.7% match and the
review fee.
3. The Mayor is hereby authorized to sign any and all documents to effectuate the grant
application, and any subsequent amendments and/or documents relating thereto.
