A. 6 TO: MAYOR AND COUNCIL FROM: H. Thomas Gill, Jr., Interim Director of Public Works SUBJECT: Resolution No 2005-65: Relating to Public Works; authorizing the application for Federal Transportation Enhancement funds to implement Phase 3 of the Santa Cruz River Shared Use Path project between Cortaro Road and the Coyote Trail Elementary School. DISCUSSION The Santa Cruz River Shared Use Path project will extend from Cortaro Road along the west bank of the Santa Cruz River, to E1 Rio Park. The project was fonned in two phases. Phase 1 was to extend from Twin Peaks Road northwest to E1 Rio Park, and Phase 2 was to extend from Cortaro Road to Twin Peaks Road. Due to higher than anticipated bids when advertised in September 2004, the Town rejected all bids and Phases 1 and 2 were shortened to include the portion of the project from Coyote Trail Elementary School to E1 Rio Park. This created a need to fonn a third phase that would include two pedestrian bridges and extend from Cortaro Road to Coyote Trail Elementary School. Phase 3 of the Santa Cruz River Shared Use Path proposes construction of approximately 0.9 miles of a 14-foot wide meandering, asphaltic concrete, shared use path along the upper and intennediate western banks of the Santa Cruz River channel. This segment of the project will run from the proposed Si1verbell-Cortaro District Park on the southeast, to the Coyote Trail Elementary School Access Ramp on the northwest. This project includes the path, landscaping, irrigation, signage, connections to existing facilities, and two pedestrian bridges and is intended to accommodate non-motorized users including pedestrians, joggers, in-line skaters, and bicyclists. This facility will provide for improved/enhanced safety for the school children attending Coyote Trail and Twin Peaks Elementary Schools. Both Marana's and Pima County's transportation plans will be augmented by this addition of the multi-modal facility. Regionally, this project will provide a link to the Si1verbell-Cortaro District Park, the Santa Cruz and Rillito River Linear Parks, and the Juan Bautista de Anza National Historic Trail. This facility will also link users to residential areas, schools, commercial nodes, parks, cultural centers, future bus stops, river park systems, recreational facilities associated with homeowners associations, and roadway bicycle routes. Santa Cruz River Shared Use Path 2/24/20041:33 PM FJC Phase 3 requires a federal 5.7% cash match and a $3,000 review fee if the project is approved to receive grant funding. The maximum grant amount through the Transportation Enhancement Program is $500,000, and Phase 3 is anticipated to be approximately $720,000. RECOMMENDATION Staff recommends approval ofthe application for the Federal Transportation Enhancement funds to implement Phase 3 of the Santa Cruz River Shared Use Path project between Cortaro Road and the Coyote Trail Elementary School. SUGGESTED MOTION I move to approve Resolution No. 2005-65. -2- MARANA RESOLUTION NO. 2005-65 RELATING TO PUBLIC WORKS; AUTHORIZING THE APPLICATION FOR FEDERAL TRANSPORTATION ENHANCEMENT FUNDS TO IMPLEMENT PHASE 3 OF THE SANTA CRUZ RIVER SHARED USE PATH PROJECT BETWEEN CORTARO ROAD AND THE COYOTE TRAIL ELEMENTARY SCHOOL. WHEREAS, The west bank of the Santa Cruz River between Cortaro Road, and the Coyote Trail Elementary School currently has no pedestrian and/or bicycle facilities or landscaping; and WHEREAS, The proposed project would provide such facilities, as well as provide valuable safety improvements for pedestrians and bicyclists wishing to access Coyote Trail Elementary School, area neighborhoods, commercial areas in the vicinity of Cortaro Road and Si1verbell Road, and the future Si1verbell-Cortaro District Park; and WHEREAS, The Town of Marana has successfully utilized Transportation Enhancement funds to procure construction services for other segments of this project, including Phase 1 from Twin Peaks Road to E1 Rio Park, and Phase 2 from Coyote Trail Elementary School to Twin Peaks Road. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, THAT: 1. An application for Federal Transportation Enhancement reimbursable grant assistance to implement Phase 3 ofthe Shared Use Path project be filed with the appropriate agency. 2. The maximum amount of reimbursable funds available through the Federal Transportation Enhancement Program is $500,000. The estimated project cost is $720,000. The Town will be responsible for all costs above $500,000. If the project costs are below $500,000, then the Town will provide matching funds equal to 5.7% of those costs. As required, the Town of Marana will also pay ADOT a $3,000 processing fee if the Federal reimbursable funds are approved for the project. 3. The Mayor is hereby authorized to sign any and all documents to effectuate the grant application, and any subsequent amendments and/or documents relating thereto.
