B. PLEDGE OF ALLEGIANCE AND INVOCATION/MOMENT OF SILENCE
Led by Mayor Honea. He also asked that Council Member Escobedo's family be kept in
everyone's thoughts, due to his father's passing last week.
c. APPROVAL OF AGENDA
Upon motion by Council Member Blake, seconded by Council Member McGorray, the
agenda was unanimously approved.
D. CALL TO THE PUBLIC
There were no speakers for call to the public.
E. PRESENTATIONS
ANNOUNCMENTS
Jim DeGrood, Assistant Town Manager, said that Charlie Mangum, airport director, had been
honored by his colleagues as Airport Manager of the Year. Mr. Reuwsaat noted that Mr.
Mangum was the youngest person to receive this award at the state level, and that the Town
was pleased to have someone of his caliber working on behalf ofthe Town.
Mike Reuwsaat, Town Manager, said that Regina Fleming, Human Resources Director, had
received a certification from the George Washington School of Business for the completion
of 18 hours of training to perform internal investigations. Ms. Fleming also completed all
criteria to receive the designation of IPMA-CP, awarded through the International Public
Management Association for Human Resources Certified Professional.

Mr. Reuwsaat also announced that Jocelyn Bronson, Town Clerk, had been accepted into the
second level of the Master Municipal Clerks' Academy. There are four levels to achieve
before becoming a Master Municipal Clerk, the highest certification in the profession.
Jocelyn will also be taking office at the President of the Arizona Municipal Clerks'
Association next week. Mr. Reuwsaat noted that he had been pleased to follow her personal
and professional growth in the 10 years she has been with the Town, including receiving a
master's degree.
He stated that it is gratifying to have staff who are recognized for their professional
achievements and who bring credit to the town.
Jocelyn Bronson presented the Council with the Silver Safety Award of excellence for its
accomplishments in reducing the frequency and severity of automobile, general liability and
property claims for the period 2004/2005. The award was given by the Town's liability
carrier, Southwest Risk Services.
Jocelyn also announced that the next regular Council meeting would be held on Wednesday,
July 5, 2006, at 7:00 p.m. due to the 4th of July holiday.
Gilbert Davidson, Deputy Town Manager, introduced Josh Wright, a recent MBA graduate
from the Eller College of Management at the UA, and a summer intern working in the
Manager's Office. Josh will be researching special projects throughout the summer. Josh
thanked the Council and staff for the opportunity of gaining additional experience with the
Town.
Jocelyn Bronson read a proclamation, presented by the Mayor, to Dan Sullivan, who has
been active in local and regional issues, primarily dealing with transportation and quality of
life issues in Marana. His most recent endeavor was helping with the passage of the
Regional Transportation Authority 20-year transportation plan. Mr. Sullivan thanked the
Council and said that it was a privilege to live in Marana and participate in the community.
Sandy Groseclose, special events coordinator for town-sponsored events, gave Council an
update on the 4th of July activities, starting with the sponsors and then giving details of the
program events for the day. She noted that this year's theme was centered around the
military and the men and women who have served the country since its inception. Sandy
also announced that there would be some road closures around the Ora Ham Park beginning
at 4:00 p.m. on the 4th.

Council Member Allen said that his son would be leaving for West Point next week.

I. CONSENT AGENDA
1. Resolution No. 2006-86: Relating to Animal Control; approving and authorizing
the Mayor to execute an intergovernmental agreement with Pima County for the
provision of animal control services within the Town of Marana (Frank Cassidy)
2. Resolution No. 2006-87: Relating to Water Service; approving and authorizing an
intergovernmental agreement between the Town of Marana and the University of
Arizona to extend membership in the Water Conservation Alliance of Southern
Arizona (Brad DeSpain)
3. Resolution No. 2006-88: Relating to Water Service; releasing H. Lawrence Serra,
the H. Lawrence Serra Family Revocable Trust dated 8/30/05, and Frank Serra
from indemnity obligations contained in a water service agreement relating to water
facilities in and near Ina Road (Frank Cassidy)
4. Resolution No. 2006-89: Relating to Development; approving and authorizing an
amended final plat re-subdivision of lots 12 through 18 and a portion of common
area "A" for The Gallery parcel4B at Dove Mountain (Barbara Berlin)
5. Minutes of the June 6, 2006 regular meeting.
Upon motion by Council Member McGorray, seconded by Council Member Blake, the
consent agenda was unanimously approved.
J. COUNCIL ACTION
1. Ordinance No. 2006.18 and Resolution No. 2006-90: Relating to Sales Tax;
amending the Model City Tax Code (Roy Cuaron)
Mr. Cuaron gave an overview ofthe need to amend the Model City Tax Code on an
annual basis. The 2006 amendments reflect changes in state law to make it easier for
businesses for comply with the tax code. The most notable changes this year are (a)
changes in the process of refunding excess sales tax; and (b) exemptions from sales tax
for housing units rented to low income tenants.
Upon motion by Council Member Blake, seconded by Vice Mayor Kai, Ordinance No.
2006.18 and Resolution No. 2006-90 were passed unanimously.
2. Resolution No. 2006-91: Relating to Municipal Court; approving the appointment
of magistrates pro tempore and civil traffic hearing officers (Joe Teta)
Judge West addressed the Council and stated that of the six magistrates presented, four
are current serving and two are new. Everything else is the same. Vice Mayor Kai asked
what the credentials were for the new members. Judge West explained that Kate Dawes
is retiring from the Tucson City Court, and Daniel Jurkowitz is a State Administrative
Law Judge.

Upon motion by Council Member McGorray, seconded by Council Member Blake,
Resolution No. 2006-91 was passed unanimously.
3. Resolution No. 2006-92: Relating to Development; approving and authorizing the
execution of an amendment to the real estate exchange and development agreement
with Reyher Partnership and Marana 348 Limited Partnership regarding the
Marana Municipal Complex site (Frank Cassidy)
Mr. Cassidy presented this item as an amendment to a previous agreement wherein the
Town would construct streets and other infrastructure improvements near the town center
and the Reyher Partnership and the Marana 348 Limited Partnership (owners) would pay
$441,837 as their share toward that construction.
The town completed construction of the infrastructure and determined that an additional
road was necessary to connect Marana Main Street to Sandario Road. The owners are
willing and able to construct the road for the cost of their contribution in the original
agreement.
Vice Mayor Kai inquired if there had been an appraisal to arrive at the cost of
construction to the extent that the exchange would be across the board. Mr. Cassidy
responded that the town knows what the current owners are asking - about $200,000 for
land and improvements, and the town doesn't want to go through a condemnation
process. The engineer's estimate for the construction makes up the difference. Vice
Mayor Kai asked if there was a completion date. Mr. Reuwsaat stated that it is tied to
Richmond American putting their road through, and that that would be an additional
benefit.
Upon motion by Council Member McGorray, seconded by Vice Mayor Kai, Resolution
No. 2006-92 was passed unanimously.
K. ITEMS FOR DISCUSSION/POSSIBLE ACTION
1. State Le2islative Issues: Discussion/Direction/Action regarding all pending
bills before the Legislature (Mike Reuwsaat)
Michael Racy reported that the Legislature had passed day 164 of an 82-day legislative
session. He stated that last Friday and early Saturday, the Legislature and the Governor
had come to an agreement on the budget. There are 12-14 additional bills not part of the
reconciliation bill, but part of the entire package.
He expects that the Legislature will adjourn sine die in two days. There may be a special
session on immigration issues that the Republication majority is considering (about 20
items) referring to a ballot initiative. This item is being driven by political considerations
because it's an election year. The challenge is that immigration is not a simple issue.
There may be debate and a bill on the state land initiative. Also a ballot referendum on
eminent domain and takings.

Regionally, Rio Nuevo, which extends the TIF, ran into difficult in the Senate. Tucson
city staff, including the city manager, have been in Phoenix the last two days looking for
agreement on this issue.
He will circulate a complete bill list to Council at a later date.
Regarding development impact and construction sales tax, the Governor vetoed the full
package, which is good for Marana. He noted that the Governor and her staff gave
serious consideration to this item. He stated that all municipalities need to be careful not
to do things that incur the kind of legislation that reduces property and other taxes.
Municipal revenue sharing is a volatile issue that will be revisited. Overall, it was a good
session for the town and for the region.
Mr. Reuwsaat commended Mr. Racy for his diligence on behalf of the town, especially
with regard to construction sales tax.
L. BOARDS. COMMISSIONS AND COMMITTEES
M. EXECUTIVE SESSIONS.
1. Executive Session. Pursuant to A.R.S. ~38-431.03 (A)(3), Council may ask for
discussion or consultation for legal advice with the Town Attorney concerning any
matter listed on this agenda.
N. FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion of what items to place on the agenda, if three
or more council members request an item to be placed on the agenda, it must be placed
upon the agenda for the second regular town council meeting after the date of the
request (Marana Town Code, Title 2, Chapter 2-4, Section 2-4-2 B)
O. ADJOURNMENT
Upon motion by Council Member Blake, seconded by Council Member McGorray, the
Council voted unanimously to adjourn at 7:52 p.m.
