A check for payment has been sent to the Pima County Treasurer to cover the back taxes. Strategic Plan Focus Area: Community Building Project: Marana Build Habitat • On November 20r" the Town of Marana and Habitat for Humanity Tucson dedicated the first home built under the Marana Builds Habitat home at 12754 Hester. More than 80 supporters were in attendance. • The wall-raising for Marana's second Habitat home will be scheduled for mid-February with an expected dedication date in early November. Strategic Plan Focus Area: Community Building Project: Owner Occupied Housing Rehabilitation Program • Rehab work is currently taking place in 3 separate homes. Work includes items such as: new roofing, AC/furnace units; replacing water heaters and various health/safety repairs. Applications are pending review and inspection of home. • Staff continues to work with Old Pueblo Community to coordinate their major rehab projects to take place in Honea Heights later this year and at that beginning of 2010. Grant funding pending from • Governor's Office on Highway Safety -Speed Enforcement • United States Department of Transportation -TIGER • Arizona Department of Commerce -Energy Efficiency and Conservation Block Grant Grant application pending submittal • Arizona Department of Environmental Quality -Brownfield environmental assessment Strategic Plan Focus Area: Commerce; Community Building; Heritage; Progress and Innovation; and Recreation Project: Transit Services • New Sun Shuttle services introduced on November 1, 2009 have more than double projected ridership The new services include circulator routes in Northern Marana/Pima County and along the I-10 corridor. • During the first month of service, 785 people road the new Route 413 (I-10/ Marana Road) and more than 461 rode Route 410 the northern Marana/Pima County rural circulator. • Sun Shuttle circulator provided service for 1,898 individual trips for the Marana routes (new) 410, 411, 412, and (new) 413. Strategic Plan Focus Area: Community Building; Commerce; and Progress and Innovation Project: Pima County Bond Committee • A letter and Resolution No. 2009-185 was sent to the chair of the Pima County Bond Committee asking that the committee consider Town of Marana priorities as they consider project included in a future GO Bond Special Election. • The next scheduled meeting is December 18, 2009, 8:00 am at.the Manning Housing in downtown Tucson. • Staff will continue to monitor the meetings and will be working with the Town's representative Dan Sullivan to forward the agenda and project priorities established by Mayor and Council. Strategic Plan Focus Area: Community Building; Commerce; Heritage; and Progress and Innovation 4 Project: Neighborhood Services • Talked individually, in person and on the telephone, with residents of the Marana Estates Neighborhood to discuss their interest in developing a vision for the neighborhood. Everyone was interested in talking further about creating a vision and plan for the neighborhood. • A meeting with the Marana Estates neighbors originally scheduled for December 5t" at one of the neighbor's homes, has been rescheduled for Saturday, December 19r" 1 pm at the Parks and Recreation Building. light refreshments will be served. Strategic Plan Focus Area: Community Building; Commerce; Heritage; and Progress and Innovation 5 Department: Public Services-Airport On November 21, Pacific Aeroventures, an airport business, completed the first engine run and taxi on the TA-4 Skyhawk. The company is converting single seat A-4s to two seat airplanes to be used for training and other uses. The crew has been working on this airplane for about three years. This is a great milestone for them! This achievement helps insure they will be based at the airport for years to come, building more of these aircraft. They have considered expanding their facilities to include building a larger hanger at the airport. Follow this link to see a video of the airplane taxiing. http~/www.asb.ty~videos/view.php?v=67112c7b&a=newest 6 Department: Public Services-Operations Division Signs and Marking • Upgraded, replaced or installed 25 signs Town wide. • Installed "cat tracks" (striping to allow for turns) at Old Father/Ina, Thornydale/Ina and Horizon Hills/Thornydale. • Performed graffiti clean ups on signs throughout the Town. • Switched out banners to holiday theme & installed wreaths. Fleet Services • Received and outfitted 3 new fleet vehicles for Parks and Recreation and two for Public Works/Street Maintenance Division. Street Maintenance • Performed routine grading maintenance for the following areas: westbound on/off ramps at Tangerine/I-10, Marana exit, Sandario Rd. between Marana Rd., south to Barnett Rd. (west side only), Marana Rd. from Linda Lane, west to Town limits. • Mowed the following areas: Trico Rd. (near sewer plant), Cortaro Rd. east of I-10. • Swept the following areas: Tangerine Farms, Tangerine and Thornydale for EI Tour de Tucson, Ina Rd. between I-10 and Santa Cruz River, Marana Rd. from Linda Lane west to Town limits, old Marana intersections, Sandario, Emigh and Sanders Roads, driveways along Silverbell Rd. and removed trash. • Filled and repaired potholes, removed and placed new asphalt, filled in low spots in the shoulders with AB aggregate, performed grinding down on sidewalks with possible trip hazards, replaced damaged sidewalks with new concrete in various locations throughout the Town. • Spot-sprayed for weeds along shoulders and finished trimming, raking and dead tree removal along Silverbell in the medians. 7 Department: Public Services- CIP Division Project: Camino de Mariana Project 2001-052 jGus lid, Scott Leska, Project Managers) • Exaction of Barnett Channel dirt will start the Week of December 7th as the import source for the Camino De Mariana project. • There is going to be 130 yards of-dirt removed from Barnett Channel between Sanders and Sandario Rd. • 1St segment being removed between now and beginning of Jan • 2"d segment being removed between end of January and middle of Feb. Time frame is about 2'/2 weeks of moving dirt. • Approximately 16% of the original contract has been expended • A change order is being issued for the addition of the waterline along the corridor in the amount of $XXXXXXX (tom needs to provide this info). Project: Silverbell Cortaro District Park -Project 1999-012, (Gus lipins, Project Manager) • Day 190 and 89% of the contract time has been expended. • At the end of September, 50% (less 10% retainage) of the original budget has been spent and processed. • The Project overall is approximately 88% complete with a projected completion date of December 28th. (Contract end date is 12/28/2009) Project: Continental Reserve Well No. 2 - 2005-030, (Gus Li ip_ns, PMT • The sewer is 99% complete, awaiting PCDEQ approval. • .The 12" DIP water line is 99% complete needing testing & connecting. Project: 2002-02: Honea Heights Sewer Mainline, (Tom Houle PMl • All final documentation. of as-builts submitted and pending Pima County Regional Wastewater Reclamation Department's (PCRWRD) acceptance and forwarding to ADEQ Project: 2002-02: Honea Heights Water, Sewer, and Paving Project (Kurt Schmidt, PM) • Notice of award for the Phase 1 construction contract remains on hold in consideration of the ongoing dialogue between the Town and Pima County over the public sewer system and the intergovernmental agreement for the Honea Heights Colonia Sanitary Sewer Improvements, which expires on December 31, 2009. • C.I.P. staff is progressing with preparation of site plans for all non-Phase 1 parcels designated to be connected to the public sewer system. In association with this effort, individual site investigations of all parcels relative to existing wastewater fixtures have been completed. 8 Project: 2002-058: Thornydale Road Project • Project is currently in the one-year warranty phase which ends in January 2010. Minor warranty work based on recent inspections by Town staff will be conducted by Granite Construction after the first of the year so as to not impact traffic in the area during the holiday shopping season. Project: Marana Water 6-Inch Water Main Replacement at Union Pacific Railroad Mile Post 962.09 • C.I.P. and the Utilities Department are .jointly managing the project. • Construction activities are scheduled to resume on Monday, December 14. Project: Twin Peaks Project 2001-044 jMorris Reyna and Scott leskaf Project Managers) • Construction project is approximately 41 % complete by Construction Dollars • Pulice has 17 change orders that have a net cost increase of over $200,000. (per the IGA~contract, all change orders are reviewed and approved by the Arizona Department of Transportation) Strategic Plan Focus Area: Community Building and Commerce Project: Santa Cruz-Shared Use Path-Phase 3: 2009-15 3-016 • ADOT has pulled all resources to federal ARRA (Stimulus) projects; thereby putting our project on hold indefinitely. Once final acceptance is provided, the design will start. • CIP would like this construction to start June 2010. Project: ARRA Stimulus Projects • Projects include Tangerine Road from I-10 to Thornydale Road (Overlay the entire roadway), Sandario Road from Marana Road to Moore Road (Overlay the roadway), and Twin Peaks Road over Rattlesnake pass (Silverbell Road to Conveyor Road). • Design will be finalized by end of December 2009. • Construction to begin March or April 2010. Benefits of signing the MOU include access to shared grant funding and other resources and increased cooperation and coordination with other agencies and entities. 12 o The MOU also allows jurisdictions to jointly prioritize areas to clear of buffelgrass, and areas where clear buffers will help prevent the spread of wildfires to houses and other structures. • The next $uffelgrass Volunteer Pull will be December 19th at the Wade McLean Park. Habitat Conservation Plan: • Public Outreach: The Town held two field trips for our Technical Advisory Team biologists, stakeholders, and the interested public, which were well received. We visited proposed and current capital improvement projects, developments, and habitat areas. Tres Rios del Norte: • Tow staff has started preparing materials (brochures, website, community report, etc.) for the public meeting in February 2010. Strategic Plan Focus Area: Community Building, Progress & Innovation, Heritage, Recreation, Commerce Department: Police Holiday Patrol: Marana Police Department continues to provide additional resources to patrol business districts within our jurisdiction during the busy holiday season. Our hope is to reflect a higher level of presence throughout the community to deter and discourage the possibility of increased criminal related behavior. The operation will involve officers from the criminal investigations unit, support services, specialty unit and patrol division. The VIPS and Arizona Rangers will also be volunteering; staff will be mobile throughout the business areas with bicycles, ATVs, motorcycles, patrol vehicles and marked Arizona Rangers vehicles. Department: Town Clerk Citizen Advisory Commissions • Postings for Board of Adjustment as well as other CACs are on the town's website and on the bulletin boards. Applications will be sent for Council review in December with appointments to be scheduled at a January 2010 meeting. Strategic Plan Focus Area: Community Building. 13 Department: Legal WASTEWATER LITIGATION~TRANSITION • On November 16, Town and County staff representatives met to discuss transition issues, including possible terms of an intergovernmental agreement addressing cost of treatment at the Ina Road WWTF and other related issues. • On November 18, Maricopa County Superior Court Judge J. Kenneth Mangum held cone-day evidentiary hearing on whether Pima County must turn over ownership of the non-flow-through conveyance system to Marana. The hearing was originally scheduled for three days. . • Final arguments and pleadings on the identification and transfer of the flow-through conveyance system will be held on January 11. The court will then have 60 days to issue a decision. PENDING CIVIL LITIGATION • A motion for judgment on the pleadings was filed on November 12 in the Chamberlain v. Marana case. The motion is scheduled to be heard on January 11. The case challenges the Town's authority to abandon the disputed Saguaro Ranch-area easement. • On December 1, Stephen Blomquist and Sheryl Cummings (co-Plaintiffs in the Chamberlain case) brought a federal lawsuit against the Town and several Town employees in their individual capacity arising out of a November 13 arrest at Saguaro Ranch. Counsel for Plaintiffs had notified the Town Attorney on October 30 of his intention to file a lawsuit to address wrongful arrest and related counts. The Arizona Municipal Risk Retention Pool indicated by telephone that they plan to assign the case to Humphrey & Petersen. • On November 17 Mayor and Council approved a settlement amount of$625,000 for the United Fire & Casualty v. Pima County lawsuit related to the installation of sewers in Honea Heights. This amount will be paid in two installments; the first for $250,000 will be paid within 30 days of the Council's approval and the remaining amount will be paid by July 31, 2010.
