Town of Marana PCWIN -Participation .....:..:....... ....... .......................... ~--~ - _ _ a Primary Considerations for , Town Participation • Governance/Ownership • Cost - short-term - I ife-cycle of project • Interoperability .... .. n.. fi. ~~.. .._ Governance/Ownership • Pima County owns entire radio system • Town of Marana gives up its 800MHz frequencies to Pima County • Individual jurisdictions retain ownership, operations and maintenance of tower sites • Individual jurisdictions own radios • Final governance authority resides with the Pima County Board of Supervisors (BOS) • Governed by an Executive Management Committee who reports to Pima BOS through Pima County Administrator • Town of Marana owns and invested $2.8 million of taxpayer monies into its current Motorola radio system (purchased 2004-05); upgraded 2008 - only jurisdiction with this system • Initial years of PCWIN operating costs -break even (subscriber fees, tower site maintenance, additional radios and radio replacement) • Total Life-cycle of PCWIN operating costs (20 years) - $1.2 in additional expense to the town ~.. -- • Primary objective of PCWIN • Achieved today through "Gateway" • PCWIN would not provide interoperability with Pinal County • Other simple technological solutions exist for interoperability Conclusion • The town has already invested in and owns the same Motorola radio system envisioned by PCWIN (implemented 2004/05 and upgraded in 2008) • The life expectancy of the town's current system is 2030 (compatible with PCWIN) • The town already owns and has a viable replacement schedule for portable and mobile radios (10% per year or approximately $115,000 annually) • The town's expenditures for annual maintenance would increase over time as a PCWIN participant ~.- .. „. ~,-~- - ~_ Conclusion • PCWIN participation as currently proposed means town loses ownership/governance over its radio system and 800 MHz frequencies • Interoperability can be achieved through alternative technical means • Use of radio tower sites must insure future capacity for the town is preserved "n"'lGA Recommendation • ROI -Town of Marana taxpayers should be compensated for investment in existing Motorola radio syste m • Financial Sustainability -Operating costs over the 20-year life-cycle of the project at or near break- even • Transparenc~r -Governance structure and system ownership should allow Marana taxpayers direct accountability to Marana elected officials .. ~-
