Speci@l Meetin~ February 25, 1992 A motion was made by Bill Schlsler, seconded by Jo Rex and car- ried unanimously to approve the minutes of Regular Meeting Febru- ary 18, 1992 and Special Meeting February 25, 1992. 1 NINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL, MARCH 17~ 1992 VII. PETITIONS AND COMMENTS None VIII . ANNOUNCEMENTS Bill Schlsler announced the Circus will be in Town April at the 3chh Wayne Lodge the show times are 2:00 P.M. and P.M. 1992 4:00 X, MARANA VOLUNTEER FIRE DEPARTMENT, INC, A monthly departmental report was filed by Chief Richard Insala- co. (copy on file) Elwin Clifton asked what the cost of the tickets were for the Circus for children and if there are funds available for children who can not afford the price of a ticket. Elwin Clifton then offered to buy tickets for seven children who would otherwise not be able to attend. Chief Insalaco announced that the tickets are $3.00 for children and $5.00 for adults at the door they are $4.00 and $6.00. Chief Insalaco also announced that the Fire Department is raffling off a 1992 Ford Ranger S Pick-up at $10.00 per Eddie Honea commented on the collection of payable to the Fire Department. Doug Mostyn asked about the results on the testing of Captain Cody. Chief Insalaco stated the results were not ticket. delinquent accounts State Fire Fighter yet available. II XI. STAFF REPORTS A~ Engineer's Report A monthly departmental operations report filed by Morgan Johnson. (copy on file) B. Police Report A monthly departmental operations report filed by Police Chief David Smith. (copy on file) Bill Schisler asked if there was a trend in the rise of domestic violence. Bill Schisler also expressed his appreciation to the Reserve Officers for putting in 71 volunteer hours in February. The Police Chief was asked to extend the thanks of the Council to 3eff Oldfather for his work with our D.A.R.E. program C~ Public Works Department A monthly departmental operations report was filed by Bob Kern. (copy on file) Eddie Honea asked about the 40 hours of work patching Tangerine Rd. and asked the reason was because the base of the road is Bob Kern stated that the base is gone plus the excessive rains and Pima County has run out of Cold Mix. Bob Kern stated that this is not the norm. 2 MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL, MARCH 17, 1992 D. Water Financial Report A monthly financial report filed by Dan Groseclose. (copy on file) Bill Schisler asked if we were solvent. Roy Laos stated we are solvent but we are just a little behind due to expenditures that have occurred for the replacement of the well pump. Jo Rex asked if we are progressing on the negotiations to bring the accounting functions of the Water System in-house. Roy Laos stated we are in process and could be completed as early as May 1st. E. Magistrate Report A monthly departmental operations report filed by 3udge George Kline. (copy on file) 30 Rex complemented Judge George Kline on his appointment as Vice President of Grand Canyon State Electric Coop Association. F. Building Offlcial's Report A monthly departmental operations report (copy on file) filed by Vick Charnis. G. Financial Report Elwin Clifton stated he feels the report was excellent and well prepared and understandable. Eddie Honea had questions on the following: 1. On the Town for Professional expenses budgeted for $2,000 and spent $9,000 (answer - large part was due to installation serv- ice of the approved unbudgeted computers and software) 2. On Administration - Office Supplies spent 2 1/2 times the annual budget (answer - the budget dollars was unrealistically /ow and supplies purchased were needed.) 3. On Administration - Postage - a negative dollar amount, what was that for. (answer - this was due to the Water System reim- bursing the Town for billing postage and Founders Day. 4. On Police Department - Year to date Overtime allowance is over budget - is this going to continue to occur. (answer this will continue at the rate of about 50 to 60 hours per month of overtime the budget was unrealistic. 5. On Police -Holiday Pay - why is this high. (answer - this was budgeted at time and a half but paid at double time) 6. All Departments - FICA - why is this so high. (answer due to the cross the board 5% cost of living increase) 7. On Court - Public Defenders budgeted $6,000 and spent $6,000. (answer - last year there was a total of 50 DUI's for the year thls year we have 57 DUI's at the end of February and the Court must provide Attorneys for the indigent. 8. On Court - Court Surcharges - who gets that. (answer 40% goes to State - once a month the Town sends the 40% to the state) 9. On Public Works - construction material $42,500 budgeted and spent $2,600 (answer Bob Kern stated he still has a problem understanding th~s and he and Roy Cuaron will be getting together to work this out) 3 MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL, MARCH 17, 1992 10. On Public Works Hourly wages is under by 11,000 and Parks is over $10,000 is that an accounting transfer problem. (answer there is no accounting transaction causing the variance but there is a learning curve associated with this plus inefficient equipment plus the weather is causing more man hours in the Park. Helen Key - On Administration - Custodial budgeted $462.50 and actual of $669.00. (answer - the Custodial service has been terminated and the Town has then gone out and purchased some custodial equipment and supplies. 2. Supplies - were our office supplies budget just too low. (answer - yes and we do not have a stock pile of supplies. Bill Schisler commented, since the Financial Report it is so complex and it looks llke some of us need some lessons and recommended that we come to Town Hall and get the proper people to give us our lessons and instead of taking up everyone's time. Please. H. Planning and Zoning Administrator's Report A monthly departmental operations report filed by Chuck Dinauer. (copy on file) I. Planning and Zoning Commission Report A monthly committee report filed by Chairperson (copy on file) Terry Bown. J. Recreation Site Manager's Report A monthly departmental operations report filed by Thomas Dicker- son. (copy on file) 30 Rex asked if flyers would be going out with students regarding the summer programs. Thomas Dickerson stated that flyers will go out through the schools and through local newspapers. Helen Key asked if the plan for obtaining scholarships has been successful and is the fee of $45.00 still correct for the summer program. Thomas Dickerson stated he is still working on scholarships and the summer program will go up $5.00 to $50,00. K. Town Attorney's Report A monthly departmental operations report son. MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL, MARCH 17, 1992 B. Fiscal Year 1990-91 Audit Report - Clifton and Gunderson and Company C.P.A. 's Prank Auletta, CPA for Clifton and Gunderson. Prank Auletta reported on the Town Audit for year ending June 30, 1991. The Accountant's Report is a "Clean Opinion" which means that in the opinion of Clifton and Gunderson the financial state- ments present fairly in the operations of the Town and its finan- cial position. Frank Auletta high lighted items on the following pages: Page 2 - Balance Sheet - As of June 30, 1991 the Town Has $2,965,000.00 worth of assets and $1,518,000.00 worth of liabili- ty with a fund balance of $1,447,000.00. Basically the Town was in a positive equity position going into the new year. Page 3 - Combined Statement of Revenues Expenditures and Changes in Fund Balance - The most important column to look at is the 1991 Total $],821,000.00 worth of Revenue for the year and 1,534,000.00 worth of Liabilities with an excess of revenues over expenditures of $287,000.00. The Town had a good year. Page 5 - Water Activ- ity and Bond Lease Activity - Water operations are cash flowing and are in a negative operational situation which is primarily the result of appreciation. The only fund in a governmental situation that normally has depreciation is the enterprise fund, because it is conducted as a normal business. Single Audit Report - No violation of laws were found. Evaluation of Accounting System and System of Internal Controls Suggestions have been made on these and as in the past. Some question costs were found, they are not significant and it does not mean the Town will need to pay it back some cost could not be substantiated and the Town Staff is in the process of putting that information together. (no monies were misspent) Bill Schisler stated that in a nut shell we are on the right track Clifton and Gunderson will let us know and put on the right track as they have in the past. Frank Auletta stated it is very important that the Town realize, from a financial point of view, that the Town was put in a more stable financial situation because of the sales tax situation. And if it were not for that, there would be some significant financial difficulties at this time. It is important that the Council maintain control over things and can see with an in-house accountant things are going in the right direction. A motion was made by E1win Clifton, seconded by Helen Key and carried unanimously to accept and approve the Town of Marana's Fiscal Year 1990-91 Financial Audit as prepared by the Town's outside auditor. For more detailed information the audio tapes are available at the Marana Town Hall, Clerk's office along with a copy of the Audit Report ending June 30, 1991. 5 MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL,. MARCH 17, 1992 C. ValleM of the Sun R.V. Mobile Home Park - Request For An Extension To Locate RV's On Site Roy Laos stated Mr. White has met his obligations and started construction of the RV park in the back we are not sure when he anticipates when that construction is to be completed. Mr. White is here ahead of time to request an extension. Mr. Jack White, Valley of the Sun RV/Mobile Home Park, Marana They are requesting an extension to utilize vacant mobile home sites as RV sites. We have completed phase one and are limited in size eighteen sewer hook-ups of the 24 just completed due to the capacity of the sewer system which is directed by Pima County Waste Water. Pima County Waste Water has just given us permis- sion to get the permits for the remaining sites. Bill Schisler stated he feels the Council has been very liberal with Valley of the Sun and is concerned about the business and the position they are in, hut residents of the Valley of the Sun have called and are not happy with RVs in their front and back yard when they are permanent residents. It is not a good mix and they should decide either to go RVs if that looks llke the business to be into or RVs in the back and Mobile Homes in the front, period, and don't mix them. Bill Schlsler stated he is not in favor of any more extensions. Mr. 3ack White stated they have spent $850,000 so far and they can not make return on their money. "We have not paid any of our investors one cent. It is very important to us to be able to utilize the space in order to generate enough capital. Without this we can not survive." Eddie Honea asked if the daily and weekly RVs are placed up front. Elwin Clifton stated he thinks the RV Park serves a good purpose in our Town and is a source of revenue and people from outside of our Town get to know our Town. Elwin Clifton made a motion to extend the use of the R.V.'s in the Valley of the Sun Mobile Home Park forward from June 1, ]991 to December 31, 1992, seconded by Helen Key. The motion carried (after the following discussion) with Eddie Honea and Bill Schisler voting nay. Bill Schlsler stated: "According to what you would like to do after you complete the RoV. section in back you still want to be able to put the R.V.s up front with the Mobile Homes, if spaces are available, for economic reasons." Mr. Jack White stated: "It would be ridiculous for use not to be able to use them. To complete the 34 to 40 R.V. Sites in the back, it will cost about $150,000.00 in additional expense and we are not generating that kind of income to make any kind of return for the investors." 6 MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN QOUNCIL, MARCH 17, 1992 Bill Schlsler asked Jack White if once the back portioe is finished and you sill have empty spaces up front in the Mobile Home Park would you still come back to the Council and ask us to still allow you to put R.V.s up front. Jack White said he would be foolish not to. D. ~lanning and Zoning Commission - Recommended 5 Year Capital Improvement Plan The Planning and Zoning Commission, at their February 26, 1992 Regular Meeting, recommended to the Council the 5 Year Capital Improvement Plan be: I. Flood Control 2. Lighting, Downtown and Leu Adams Road 3. Sanders Road Improvement, Santa Cruz River to Avra Valley Road 4. Marana/Sandario Road intersection area improvements 5. Fire Hydrants. A motion was made by Bill Schisler, seconded by 30 Rex and car- ried unanimously to accept the 5 Year Capital Improvement Plan. E. Ordinance No. 92.05 Changing the Regular Town Council Meeting of April ~ 1992 to April ~ 1992 Roy Laos indicated due to the Special Election schedule for April 7, 1991 and the use of Town Hall as one of the two polling loca- tlons the regularly scheduled Town Council Meeting on April 1992 needs to be rescheduled forward to Wednesday, April 8, 1992 at 7:00 P.M., Marana Town Hall. Any change in our normal order of Regular Council Meetings must be approved by an Ordinance to amend that schedule. A motion was made by Helen Key, seconded by Bill Schisler and carried unanimously to approve Ordinance 92.05. F. Mayor's Report Vice Mayor Doug Mostyn stated that he is sure Mayor Ora Harn would want the Council to make their constituents aware that what ever position they hold regarding the Special Election, be it pro or con, that they be encouraged to go out and vote. It is an important issue. G. Town Manager's Report A Town Manager's written report. (copy on file) XIII. FUTURE AGENDA Bill Sehlsler asked have not yet been put ITEMS for a listing of future agenda items that on an agenda so they can be prioritized. SECTION 38-431-.03 (A) (1) TO DISCUSS EMPLOYMENT AND SALARY A motion was made by Jo Rex, seconded by Eddie Honea and carried unanimously to go into executive session. Time: 8:52 P.M.
