APPROVAL OF AGENDA A motion was made by Elwin Clifton, seconded by Bill Schisler and carried unanimously to accept the agenda as presented. VI. APPROVAL OF MINUTES A motion was made by Bill Schisler, seconded by Eddie Honea and carried unanimously to approve the minutes of Regular Council Meeting of November 19, 1991. MinUtes of October 29, 1991 were asked to be corrected for the next Council Meeting of December 17, 1991. MINUTES OF REGULAR COUNCIL MEETING~ MARANA TOWN COUNCIL~ DECEMBER 3_~ 1991 VII. PRESENTATIONS A. Marana Volunteer Fire Department, Inc. - Recognition of EMT and Firefighter I Certification. (James Barkman, Denise Landry and Frank Watson) Chief Insalaco presented the Training Staff, Captain H. Cody, and Lieutenant David Motzkin and then presented the Academy Gradu- ates; Denise Landry, James Barkman and Frank Watson. Mayor Ora Harn presented Certificates and Badges to the new Graduates. Chief Richard Insalaco said the Graduates are now preparing to become State Certified Firefighter II's. Firefighter Barkman and Firefighter Landry will be starting EMT (Emergency Medical Tech- nicians) classes in January 1992. VIII. PETITIONS AND COMMENTS David Morales. P.O. Box 34, Marana, AZ 85653 Reported the Marana Volunteer Fire Department filed the Impact Statement with the Clerk of the Board of Supervisors and the Fire District is now in the hands of the Board of Supervisors and the People of Marana. Year to Date there have been 438 calls responded to by the Marana Volunteer Fire Department. Marana is the only Volunteer Fire Department in Pima county. There will be three locations for the posting of the Public Hearings: Marana Town Hall, Marana Chamber of Commerce and Marana Auto Parts. All Public Hearings will be at 110 W. Congress, there will not be any Public Hearings in Maranao IX. ANNOUNCEMENTS Betty Horrigan 12545 N. White, Marana. Betty Horrigan complemented the Town Employees that volunteered and helped with Founders Day. Betty Horrigan announced that the Marana Chamber of Commerce is sponsoring Santa Land in Marana, which is a fund raiser for food for the Marana Food Bank and Toys for Tots. It will be held Saturday December 14, 1991 in the Sandario/I-10 Business Dis- trict. X. PUBLIC HEARING A. Ordinance 91.23 - Reducing the Membership of the Planninq and Zoning Commission From Nine to Seven Members. A motion was made by Elwin Clifton, seconded by Doug Mostyn and carried unanimously to go into Public Hearing Ordinance 91.23 Reducing the Membership of the Planning and Zoning Commission From Nine to Seven Members. Time: 7:46 P.M. Time: 7:48 P.M. MINUTES OF REGULAR COUNCIL MEETINGf MARANA TOWN COUNCIL~ DECEMBER 3_~ 1991 XI. ORDER O__F BUSINESS A. Pinal Airpark Master Plan Roy Laos introduced Chuck Dinauer, Marana Planning and Zoning Administrator who in turn introduced the Advisory Committee: Jim Wolfdon, with the Federal Agency of Pinal Park, Phil Hoguie, Planning Director with Pinal County, Trish Georgia, Pinal County Staff and Earl Tankersly with SFC Engineering. Mr. Tankersly will do the presentation. Mr. Earl Tankersly, started with a brief background of the Master Planning Process. While using a flip chart Mr. Earl Tankersly gave a visual illustration of the Master Plan along with his talk. Mr. Tankersly also stated that'the funding for the project is from Federal Aviation Association, Arizona Department of Transportation and Private entities. Bill Schisler asked what do we need to do in planning for the future, regarding restricting building in some areas etc. Mr. Tankersly stated there are some areas that at the present time are restricted and additional areas will be added as construction progresses. B. Significant Land Use Change - 13201 N. Sandario - Convert Former Church to an Owner Occupied Home For John S. Rahe. Bill Schisler asked if there has been any protests filed and has the time expired for protests. Chuck Dinauer said there were no protests and time has expired. a C. Marana Police Department, Rules and Procedures Manual - 2nd Reading. Bill Schisler asked several questions on the following: Chapter 7.11 - Hospital Transporting Chapter 7.12 - Escort Assistance Chapter 15 - citizen Ride-along Observer Program Chapter 22.4 - Specialized Schooling Chapter 23.2 - Marana Police Reserve Chapter 35.1 - Recruitment- General A motion was made by Bill Schisler seconded by Jo Rex and carried unanimously to approve the December 3, 1991 version of the Marana Police Department Rules and Procedures manual. Council Members were asked to leave the old Rules and Procedures with the Town Clerk to be disposed of. D__. Marana Police Department - Police Take Home Vehicle Program. A motion was made by Doug Mostyn seconded by Bill Schisler_and carried unanimously that the present Marana Police Department Take Home Vehicle Program be amended, subject to Items 1 & 2 as outlined in the Council Packet blue sheet XI. D, with an addition to Item 2 to read "5) Hardship cases at the discretion of the Police Chief with notification to the Town Manager on an as needed basis". Sculpture Commission Agreement - Amendment, Town of Marana and Susan Furini Roy Laos gave a brief history of the agreement and proposed changes. A motion was made by Doug Mostyn, seconded by Elwin Clifton and carried unanimously to allow anyone from the Arts Council to speak. Leilani $chisler 12561 N. White, Marana Leilani addressed the Council giving her views for the need for the change. A motion was made by Doug Mostyn, seconded by Jo Rex and carried unanimously to approve the Town of Marana and Susan Furini Sculp- ture Commission Agreement as outlined in attachment No. 2. RECESS Time: 8:05 P.M. BACK IN SESSION Time: 8:14 P.M. F. Planning and Zoning Commission - Bank Protection Resolution A motion was made by Bill Schisler, seconded by Jo Rex and carried unanimously to approve the Bank Protection Meeting Resolution, and to request the Mayor and Town Manager to schedule the meeting which may include one Planning Commissioner familiar with the status of the project and its proposed funding arrangements. G. Resolution No. 91-25 Designating ~ Special Election To Refer The "Ironwood Specific Plan", Ordinance No. 91.18 To All Quali- fied Marana Voters On April 7_~ 1992. A motion was made by Bill Schisler, seconded by Doug Mostyn and carried unanimously to adopt Resolution No. 91-25. Doug Mostyn stated this is the right of all voters and agrees with the motion. H. Town Agenda Policy - First Reading Bill Schisler suggested that only Mayor and Council be the At- tendees at an Executive Session and recommended no tapes be used to record the session. Eddie Honea asked if the Town Attorney Kirk Cookson would follow-up on the Executive Session being placed on each agenda and to please check with the League of cities and Towns. A motion was made by Bill Schisler, seconded by Elwin Clifton and carried unanimously to have the Town Agenda Policy return for a second reading on December 17, 1991 Council Meeting along with a Resolution for the Town Council's consideration with the deletion on page 2 number 1 C) Town Manager and E) Town Clerk. Also page 2 number 2 to delete the first sentence and insert The Town Attorney, or an individual designated by the Town Council will attend all Executive Sessions and document the nature and extent of the discussion. Page 3 Item 2 under Time/Day second paragraph to read "Tuesday at 5: P.M. one week prior to the Town Council Meeting. 4 MINUTES OF REGULAR COUNCIL MEETING, MARANA TOWN COUNCIL~ DECEMBER 3, 1991 I. Request to Expend Unbudgeted Funds - Proposed Ina Road, Thornydale, Orange Grove to Santa Cruz River Annexation - Approv- al of Purchase Order to Employ a Survey and Title Company. Roy Laos gave a brief introduction to the request to Expend Un- budgeted Funds. Ora Ham asked if we have any allies in this area of annexation. Bill Schisler asked if there is a referendum will we have the money to cover the expense and is there money for us to start this. Roy Laos said we will find the money to do this. This survey will give us the information we need to see if we proceed. Eddie Honea stated we do need this but he is concerned about other projects that may need to take'precedent over this. Eddie Honea suggested this be put off for two weeks until we get a financial report as to what is available to spend. Roy Laos reminded the Council the action they have just taken regarding Take Home Vehicles is saving the Town $4,000 hard dollars. Doug Mostyn stated fix Public Works and he will approve the annexation. Jo Rex agreed, the Council needs to wait for the financial re- port. A motion was made by Eddie Honea, seconded by Jo Rex to continue Item XI I. to the Regular Council Meeting of January 7th, 1992. A motion was made by Bill Schisler seconded by Eddie Honea to amend the motion to direct staff to come up with the financial figures in support to Expend Non Budgeted Funds. The amended motion carried unanimously. J. Resolution 91-26 - Approving Partners Health Plan of Arizona A motion was made by Elwin Clifton, seconded by Bill Schisler and carried unanimously to approve Resolution No. 91-26. K. Ordinance 91.23 - Reducing the Membership of the Planning and Zoning commission from Nine to Seven Members. A motion was made by Doug Mostyn, seconded by Elwin Clifton and carried unanimously to approve Ordinance No. 91.23 L. Mayor's Report Mayor Ora Ham requested to postpone her report until Regular Council Meeting. the next M. Manager's Report Town Manager's Report on file. Mayor Ora Harn asked Town Manager Roy Laos to reschedule the Tortolita Mountain Properties Meeting, also to schedule a joint Council and Budget Committee Meeting for Monday January 6, 1992 at 7:00 P.M. 5 MINUTES OF REGULAR COUNCIL MEETING, MARANA TO~i~ COUNCIL, DECEMBER 3~ 1991 XII. FUTURE AGENDA ITEMS 1. Direct Staff to direct all remaining RICO funds to pay Oro Valley for dispatching. 2. Park improvement of recreational facilities - private funds. 3. Town Attorney Kirk Cookson to draft an Ordinance on Sexual Misconduct in the Marana Park. XIII. ADJOURNMENT Time: 9:30 P.M.
