APPROVAL OF AGENDA A motion was made by Doug Mostyn, seconded by Jo Rex and carried unanimously to delete Item A. under XIII. ORDER OF BUSINESS. VI. APPROVAL OF MINUTES A motion was made by Bill Schisler, seconded by Elwin Clifton and carried unanimously to approve the Minutes of the Regular Council Meeting of October 15, 1991 and Minutes of tire Regular Council Meeting of the November 5, 1991 and the Minutes of the Special Meeting of October 29, 1991 be corrected and returned to Council. Elwin Clifton said the Town of Marana is indebted to Vice Mayor Doug Mostyn as Chairman of the Marana Founders Day for his leadership and bis committee. Another man ~o be mentioned is the man who kept the Parade going and that man is Jim Key. IX. ANNOUNCEMENTS Tom Dickerson - Marana, AZ - Park Recrealion Site Manager On Thursday November 21, 1991 there will be a free dental and denture screening at the Marana Recreation Center from 9:30 a.m. until 2:00 p.m. for' person 60 years of age and older. X~ MARANA VOLENfEER FIRE DEPARTMENT~ INC. A monthly departmenta/ operations report was filed by Chief Richard Insalaco. Doug Mostyn asked for an update on the I,adies Auxiliary plans aad fund raisers. Chief Insulate stated the Ladies Auxiliary is going through a reorganization and they will have some fund raisers after tbe holiday. Chief lnsalaco reported there was a good response from the stu.- dents at Estes Elementary School during Fire Awareness Week. The department g'ave out coloring books~ talked about Learn Nol to Burn and how to make out an Escape Plan for their own home. ×I. STAFF REPORT A__=. Engineer's Report A monthly departmental Johnson. (copy on file) operations report was filed by Morgan B. Marana Police Report A monthly departmental operations report was filed by Police Chief David Smith. (copy on file) Elwin Clifton commenled on 1he Supplem{mt Report of Oetober 19, 1991. regarding' Officers driving their vehicles home. El~in Clifton commented that we al'e opening a "can of worms" it' we allow some Officers to take their vehicles home and not the olhers. Doug' Mostyn asked the Chief the status of the Volunteer Police Prog'ram. Chief Smith stated we have several applicants wanting to fill the vacanci es. Bill Schisler asked what "Other Assists" pertains to. Chief Smith stated it is the backing up of other law enforcement agencies and the l~'ir~ Department. It happens mostly on lhe [nic, r~ (ate. (copy on file) Bob Kern was absent due to tbe flu. Bill Schisler asked if the twelve hours of moving furniture was man hours. Roy Laos said yes it was man hours. Bill Schisler also asked about the parking lot around the Library and the pooling of water. Elwin Clifton asked about the leak in the Pool. Mr Laos reporled the pool is losing two to three inches of water per day and Bob Kern is trying to identify the location of lhe loss of waler. Helen Kc3 asked when is the next time the School is expected to use the pool. Roy Laos sta~ed approximalely 2.5 to 3 weeks prior to the end of tbe school )'ear. (late April early May 1992) Bill Schisler slated that the 1984 Bond issue provided dollar's lo repair the pool after damage from the flood of 1983, 3o Rex asked if we bare made any progress on the purchase of a mower for the park. Roy Laos said it is not in the budget and winter is here and the grass is becomin~ dormant but we intend to purchase a mower prior to the growing' season. Elwin Clifton had a question regarding the turn off of delinquenl Bill Scbisler asked for more informa~],~m on what is happening in the Continental Ranch area that causes the subgrade failure and what are we doing lo correct lhis and asked ~bat Bob Kern give the Council an update. (copy on file) Elwin Cliflon asked lo visit: Judge Eline for a better understand- lng of his report. Elwin Clifton also complimented Judge Kline on the professionalism of his staff and our Town Attorney, Kirk Cookson. Doug' Mostsn thanked Judge Kline for allowing his clerk to parl:ic- ipa~e in the dunk tank at Founders Day. F. (copy on file) Bill Schisler asked about the Summer Scholarship Prog'ram for the underprivileged Children and its funding. Ora Ham asked why the Recreation Center and the School can not work together to make a great summer program. Thomas Dickerson reported on the Pepsi Hot Shot Competition where five children placed in Marana and five went to Pima Colleg'c of which two were in the last round of competition. J. Resolution No. 91-24 Adopting a Pre Tax IRS Section 125 Plan \ motion was made by Bill Schisler, seconded by Jo Rex and cay- ricd unanimously lo approve Resolution No. 91-2:1 Adopling n Pre- Tax IRS Section 125 Plan. D. Fiscal Year 1991-92 Budget Expenditure Reduction Plan Revised Recommendation Jo Rex would like to delay Ibis ilem and would like to gel with the Budget Committee. Eddie ltonea suggested ~he Council have a Special Meeting w]l:h Budget Committee regarding 1he Budget Expense Reduction Plan. ~ molion was made by Bill Schisler~ seconded by 1)oug Moslyn tn approve the Town Manager's F.Y. 1991-32 Budget Expenditure Reduction Plan as revised be approved and the various Department reduction memorandums be approved as supportive documents. F. Water Utility Director Appointment A motion was made by Bill Schisler, seconded h> Elwin Clifton und carried unanimously to appoinl our Town Manager ~vh'. Roy Laos as t~:ater Utility Director as set forth in the Town's adopted Water Utility Code. And hereby ratify any and all decisions made by the Town Ma~lager relative to the !~/ater Code fl'om March 25~ 1991 through November 19~ 1991. G. Town Medical Plan Coverage 1991 Contract Bill Schisler was concerned if the Employees have been notif';~ed before the meeting. Roy Laos stated that department heads have had this for awhile and it was discussed this at lhe staff meeting. The actual employee has not been contacted, bul once ibc Com~cil has selected coverage the employee will go throug'b an extensive education process through the provider ca/ted Open Enrollmeal. Bill Schisler was also concerned that North,'est Hospital not a qualified hospital under Partners. A motion was made by Bill Schisler, seconded by Eddie Honea and carried unanimously to select Partners, under Plan lI as the most responsive compelitive and qualitative plan, and move a gesolu- lion be returned on December 3, 11.
