MINUTES OF REGULAR COUNCIL MEETINGf MARANA TOWN COUNCILf JULY 16~ 1991 PETITIONS AND COMMENTS Bob McCrea of Marana spoke on the following: incorrect date on his plaque, sales tax audit, hiring of personnel, and the pur- chase of the new Town Hall. Helen Bagan of 10798 Warfield Circle, Marana, spoke on getting development in the Town as a source of get revenue. Richard Insalaco and David Morales presented an award to Doug Mostyn and Elwin Clifton for their service to the Marana Volun- teer Fire Department. David Morales discussed the lack of Cable TV in the Wentz, Kirby Hughes and Price Lane area. John Kal discussed Evergreen Paper Co. Charleen Abbot, 7505 W. Mountain Sky Dr. Tucson, rebuttal of Bob McCrea Sandra Ritter, 7414 W. Palm Brook Pl., Tucson, addressed progress. Norma Gilbert, 9905 Feldman Pl., Marana, discussed lack of progress and lack of jobs. Hal Horrigan, 12545 N. White Ave, Marana, discussed roads and weeds as a disgrace to downtown Marana. Mark Kay, 17722 E. Cerrito Ln, addressed problems with town trac- tor. Doug Mostyn congratulated the Marana Volunteer Fire Department on the success of the 4th of July Fire works. ANNOUNCEMENTS None A motion was made by Bill Schisler, seconded by Doug Mostyn that we go into public hearing to consider comments on Ironwood Spe- cific Plan and unanimously carried at 7:40p.m. MINUTES OF REGULAR COUNCIL MEETINGt MARANA TOWN COUNCIL~ JULY 16~ 1991 PUBLIC HEARING A. Ironwood Specific Plan A motion was made by Bill Schisler, seconded by Doug Mostyn , to come our of Ironwood Specific Plan public hearing, motion carries unanimously at 8:30. RECESS 8:30P.M. BACK IN SESSION 8:45P.M. A motion was made by Jo Rex, seconded by Bill Schisler that we go into public hearing Town of Marana Fiscal Year 1991-92 Tentative Budget Adoption, carries unanimously. Time 8:45P.M. B. Town of Marana Fiscal Year 1991-92 Tentative Budget Adoption A motion was made by Jo Rex, seconded by Bill Schisler, that we come out of public hearing on the Town Of Marana Fiscal Year 1991-92 Tentative Budget Adoption, carries unanimously. Time 11:00 P.M. A motion was made by Elwin Clifton, seconded by Bill Schisler to go into public hearing on Ordinance No. 91.15 - Adding a "Tempo- rary Use Permit": to the Town Development Code, unanimously car- ries. Time 11:00 p.m. C. Ordinance No. 91.15 - Adding a "Temporary Use Permit": to the Town Development Code A motion was made by Jo Rex, seconded by Bill Schisler, to come out of Ordinance No. 91.15 - Adding a "Temporary Use Permit": to the Town Development Code, carries unanimously. 11:00 p.m. A motion was made by Helen Key, seconded by Eddie Honea, that we go into public hearing Ordinance No. 91.17 - Adding to and amend- ing Title 16, Town Sign Code. Ordinance No. 91.17 - Adding to and amending Title 16, Town Sign Code A motion was made by Bill Schisler, seconded by Jo Rex, to come out of Ordinance No 91.17 - Adding to and amending Title 16. MOBILE HOME PARK REGARDING PLACEMENT OF RV'S IN THE EXISTING PARK. Mr. Jack White addressed the council regarding the request for time extension. A motion was made by Bill $chisler and seconded by Eddie Honea, carries unanimously to extent the October 30, 1991 deadline for the Valley of the Sun RV/Mobile Home Park to June 1, 1992. PIMA COUNTY DEPARTMENT OF TRANSPORTATION AND FLOOD CONTROL DIS- TRICT REQUEST THAT THE TOWN OF MARANA UTILIZE CONDEMNATION ACTION ON PRIVATE LAND ALONG THE SANTA CRUZ RIVER FOR BANK PROTECTION PROJECT Eddie Honea stated conflict of interest and would not discuss or vote on the issue. A motion was made by Bill Schisler and seconded by Joe Rex, to approve use of the Town of Marana Condemnation powers in those land acquisition cases where costs exceed $1200.00 per acre. A motion was made by Bill Schisler, seconded by Jo Rex to amend the Amended motion to insert the words Phase iA. The vote on the amendment was six aye, with Eddie Honea not voting, the vote on the amended motion was six aye, with Eddie Honea not voting. TOWN OF MARANA FISCAL YEAR 1991-92 TENTATIVE BUDGET ADOPTION A motion was made by Eddie Honea , seconded by Jo Rex, to approve the Proposed Budget with four changes: 1.remove from Police Office from the Police Budget; 2. remove the expenses for the K-9 Unit from the Police Budget; 3. remove laborer from the Road Crew; 4. adjust pay increase from 5% to 3%. A motion was made by Elwin Clifton, and seconded by Helen Key, to amend the motion to leave additional police Officer with the stipulation that it be justified by the police chief before they are hired and to leave the K-9 unit. Amendment carried five aye with Doug Mostyn and Eddie Honea voted nay. The vote for the amended motion was three aye with Ora Harn, Jo Rex, Bill Schisler, and Eddie Honea voting nay, motion fails. MINUTES OF REGULAR COUNCIL MEETING~ MARANA TOWN COUNCIL~ JULY 16w 1991 A motion was made by Jo Rex, seconded by Bill Schisler to approve and adopt the recommended Town of Marana Fiscal Year 1991-92 Tentative Budget with the raise being from 5% to 3%. The vote was three aye with Eddie Honea, Doug Mostyn, Bill Schisler and Helen Key voting nay. Motion fails A motion was made by Jo Rex, seconded by Elwin Clifton, to ap- prove and adopt the recommended Town of Marana Fiscal Year 1991- 92 Tentative Budget. The vote was five aye with Eddie Honea and Doug Mostyn voting nay. Motion carries. ORDINANCE NO. 91.15 - ADDING A TEMPORARY USE PERMIT: PROCESS TO THE TOWN'S DEVELOPMENT CODE. A motion was made by Doug Mostyn, seconded by Eddie Honea, to approve Ordinance 91.15, motion carries six aye with Bill Schisler voting nay. ORDINANCE NO. 91.17 - ADDING TO AND AMENDING THE TOWN DEVELOPMENT CODEr TITLE 16~SIGN CODE. A motion was made by Doug Mostyn, seconded by Bill Schisler approve Ordinance No. 91.17, motion carries unanimously. to lST READING AMENDING THE TOWN PERSONNEL POLICY 01.02.02 - ADDING POLICE CHIEF AND TOWN CLERK UNDER MARANA RESIDENCY REQUIREMENT. A motion was made by Doug Mostyn, seconded by Jo Rex, to approve the recommended Town Personnel Policy 01.02.02 amended language for the seconded reading and adoption on the next Town Council Agenda on August 2, 1991. Motion carries unanimously. TOWN COUNCIL DISCUSSION OF POSSIBLE LEGISLATIVE ACTION BY CITY OF TUCSON AND PIMA COUNTY, REGARDING PROPOSED STATE LEGISLATI¥~ ACTION TO CREATE CONSOLIDATED METROPOLITAN GOVERNMENT. A motion was made by Eddie Honea, seconded by Doug Mostyn, and carried unanimously, to direct the Town Manager and the Mayor to stay involved in the small town jurisdictions efforts to retain our interests.
